본 논문에서는 국내 학술지 평가 체계 중, 과학기술 학술지 평가인 과학기술단체총연합회(이하 과총) 학술지 평가 요소에 대해 고찰하고, 평가 요소 중 정보화 요소 항목에 대한 개선사항을 제안한다. 저자가 제안하는 과총 학술지 평가 정보화 요소 개선사항은 국내 과학기술 연구자들의 노력에 따른 연구결과물을 더욱 쉽게 접근할 수 있도록 하고, 인용확대를 더욱 활성화 할 수 있도록 하여, 학술지 위상제고에 도움을 줄 수 있다. 국내 학술지가 갖추어야 할 학술정보 본문 편집 규정과 그에 따른 국내 학술지 평가 항목 중 연구자 식별정보인 ORCID, 논문 이력정보 등의 정보화 요소를 살펴보고, KISTI의 DOI 등록관리시스템과 코리아사이언스에 반영한 사례를 제시하면서 결론을 도출한다.

This paper describes the results of a cost-effectiveness analysis on the usage of foreign scientific and technical journals. In this study, the measure of cost-effectiveness chosen is the Cost Per Use(CPU) of a journal article. The photocopy usage data and annual subscription costs of journals subscribed by Korea Institute of Science & Technology Information were used. The results of this study illustrate that distribution of subscription cost and photocopy usage, Cost Per Use(CPU) of each journal, CPU of each subject field, etc. 80 percent of the demand for the journal was met by 40 percent of total subscription cost. A relationship was found between subscription cost and photocopy usage, however, no relationship was found between subscription cost and CPU.

고도의 정보사회가 될 것으로 예견되는 21세기 전 세계는 창의적이고 원천적인 과학기술을 지속적으로 창출하면서 선진적 우위확보를 위해 치열한 경쟁을 벌이고 있다. 우리나라도 지금까지 이룩한 경제성장을 발판으로 이제부터는 더욱 생산적이고 독창적인 세계 일류 지식과 과학기술을 창출해 내야 할 위치에 있다. 세계적으로 새로운 지식은 대부분 학술지와 도서를 통해 발표되고 있으며, 미국의 과학정보기구인 ISI(Institute for Scientific Information)는 세계의 우수 학술지를 평가하여 그 중에서 가장 영향력이 높은 3~4%의 학술지를 SCI(Science Citation Index), SSIC(Social Science Citation Index), AHCI(Arts and Humanities Citation Index)로 전별하여 발표하고 있음은 잘 알려진 바와 같다. 우리 학계에서도 수 년 전부터 연구업적 등의 평가에 이들 분류를 적극 활용하고 있으며, 개개의 연구자들도 연구성과를 SCI 등에 등재된 학술지에 발표하기 위한 노력을 배가하고 있는 실정이다. 그러나 안타까운 것은 우리나라에서 발간되는 학술지 중 과학기술 분야 단 5종만이 SCI에 등재되어 있을 뿐이어서 우리의 학문이 세계적으로 교류되고 인정받는데 상대적으로 불리한 위치에 있다는 사실이다. 국내 학술지가 이들Index에 등재될 경우 우리의 연구성과가 보다 빠르고 쉽게 국제적으로 소개.인정되며, 이는 우리의 과학기술 수준을 한 단계 높이는데 첩경이 될 것이라는 점은 의심의 여지가 없다. 과학기술 평가과정은 측정 가능한 연구투자와 연구결과 현상으로 간주할 수 있는데, 일반적으로 연구투자는 연구투자에 필요한 모든 요소들이 실체적이며 평가하는 데에 있어서 인력, 재정 자원, 장비, 재료, 건물 등과 같이 구체적이고 경험을 요구하지 않기 때문에 그 모든 연구결과보다 평가하기가 용이하나 과학기술의 연구결과는 연구 과정을 통해 보다 비실체적이고 양적으로 측정하기 어려운 지식으로 구성되어 있어 평가하는데 어려움이 뒤따른다. 과학기술 연구결과를 양적이나 질적으로 측정하는데 있어 일반적으로 이용되는 시스템은 없으나 국가의 과학기술 수준은 보통 그 나라 과학기술 활동의 연구결과를 과학기술 생산성이나 연구결과물 즉 논문 등의 출판을 통한 배포나 인용분석 등에 기초한 양적 평가지표를 이용해 측정하는 서지적 방법에 의해 평가되고 있다.연구활동 결과로 발표된 연구논문은 새로운 연구논문의 자료로 인용되게 되는데, 일반적으로 인용이 많이 된 논문일수록 질적인 가치가 높다고 하므로 논문의 발표량과 인용된 횟수는 연구활동을 평가하는 척도로 활용점에 따라 과학기술분야 논문의 국가별, 기관별, 분야별 논문수와 피인용도는 과학기술 수준 평가의 척도가 될 수 있으며 이러한 평가는 과학기술 정책 수립 및 투자, 연구활동에 대한 평가 등의 중요한 자료로 활용될 수 있다. 과학기술분야 전반에 걸친 SCI 기반의 NSI, NCR 데이터베이스를 분석하여 우리나라 과학기술분야의 수준을 평가할 수 있는 지표를 산출하여 우리나라의 과학기술 수준을 정확히 파악하고, 세계 추세를 분석하여 앞으로 나아갈 정책방향을 설정하는데 도움이 되도록 하며, 국내 기관별, 분야별 분석을 통하여 과학기술 수준을 평가할 수 있는 객관적인 자료를 제공함과 동시에 국내 연구 인력간의 건전한 경쟁을 유도하여 과학기술 발전에 기여하고자 한다.

과학기술 학술활동은 원천기술 확보의 기반인 기초연구를 강화하기 위한 핵심요소이다. 논문과 학술지는 학술 커뮤니티에서 사전 연구기획과 사후 결과 활용의 핵심 수단으로써 중요한 기능을 담당하며 과학기술과 함께 발전해 왔다. 따라서 학술지 종수와 논문 발표 건수, 피인용 현황은 해당 주제 분야의 동향을 파악하는데 매우 중요하다. 이 연구에서는 최근 11년간 JCR 과학기술 주제분야(176개)별 논문 편수와 피인용도 증감 변화를 조사하여 새로운 주제분야(학문)의 생성과 성장가능성을 살펴 보았다.

본 논문은 국내 정보보안 분야 학술 연구에서 참고문헌 인용행태를 파악하고자 해당 분야 대표 학술지의 인용문헌 현황 및 패턴을 분석하였다. 실험데이터는 "정보보호학회논문지"를 대상으로 수록된 모든 논문과 참고문헌 정보를 수집하고 개별 학술지 및 학술대회의 식별 과정을 통해 구축하였다. 이를 기반으로 참고문헌 현황, 인용나이 통계 분석 결과와 동시출현네트워크 (학술지 및 학술대회)의 생성을 통한 네트워크 중심성 및 시각화 지도를 제시하였다.

This paper describes the results of a usage analysis on the scientific and technical journals in order to optimize the collection development at KISTI. By comparing usage data for the journals from 1997/2002, this study identifies the short-term changes in journal use, which were shown on the subject field, language, publication country, SCI journal and electronic journal. The changing of journal use has important implications for collection development strategy in sci-tech libraries.

A large and reliable citation database is necessary to identify and analyze citation behavior of Korean researchers in science and technology. Korea Institute of Science and Technology Information (KISTI) built the Korea Science Citation Database (KSCD), and have provided Korea Science Citation Index (KSCI) and Korea Journal Citation Reports (KJCR) services. In this article, citing behavior of Korean scientists on Korean journals was examined by using the KSCD that covers 459 Korean core journals. This research dealt with (1) statistical numeric information of journals in KSCD, (2) analysis of document types cited, (3) ratio of domestic to international documents cited and ratio of citing different disciplines, (4) analysis on immediacy index, peak time, and half-life of cited documents, and (5) analysis on impact of journals based on KJCR citation indicators. From this research, we could find the immediacy citation rate (average 2.36%), peak-time (average 1.7 years) and half-life (average 5.2 years) of cited journals in Korea. We also found that the average journal self-citation rate is more than 50% in every field. In sum, citing behavior of Korean scientists on Korean journals was comprehensively identified from this research.

북한의 과학기술은 전반 수준이 낮은 것으로 평가 받고 있으나 국방 및 기초과학 영역에서는 높게 평가받는 부분도 있다. 북한 정권의 과학기술 중시 사상에 따라 과학기술자의 우대 정책은 현 김정은 시대에 더 강조되고 있다. 북한의 과학기술은 현장 중심으로 진행되는 게 큰 특징이다. 식량과 에너지 문제 해소를 위한 과학기술자의 현장동원 등과 함께, 이른바 강성국가 건설의 경제발전 핵심전략으로 '최신 과학기술에 기초한 현대화 실현'을 강조하고 있다. 북한의 과학원통보 등 학술지와 국제 학술논문 그리고 발명 특허, 북한의 언론매체 등을 통해 북한의 과학기술에 대한 전반적인 활동 상황과 최근의 흐름을 살펴본다.

The primary purpose of this paper is to suggest the import and development models of foreign scholarly journals in Korea. In the context of the emerging knowledged-based economy or knowledge society, innovations and capacity of the national information system to collect, disseminate, and preserve the most important STM journals are becoming increasingly fundamental determinants of national prosperity and survival. It is essential that the scholarly or scientific communication system must provide the cost-effectiveness access to scholarly journals in support of research and development in Korea.
