Korea is undergoing a change in its population structure, due to economic development, falling birth rates and the development of health care. As the population ages, the number of elderly people who have difficulty in daily life such as dementia and paralysis increases every day. The growth of nuclear families and the increased participation of women in society make it difficult to take care of elderly people who need long-term care at home. As the social problems resulting from this have emerged as serious problems, the government enacted and implemented the Long Term Care Insurance Act to improve the quality of life for the elderly subject to long-term care and to ease the burden of family support in order to solve such problems. Therefore, the present study explores ways to improve legal and institutional aspects, and seek mental and psychological measures for the stability of old life as well as the physical health of welfare.
This study aimed to explore the experiences of community case managers in COVID-19 situations. For this study, the qualitative research was carried out for six social workers who are in charge of case-management in social welfare agencies. From results of research, the three themes were derived, such as 'a field of crises and opportunities'. Anxiety and efforts to resolve the problem caused by the introduction of new and unfamiliar methods' and 'responding to the clients' situations changes'. Case managers have endeavored to indirectly provide services with new, but unaccustomed ways even in the situations with keeping non-contact and being given limited resources and actively explored the ways to utilize public services to respond to the clients' needs according to the changes of conditions. Therefore, the meaning of this research was concluded to be 'A breathtaking battle to the continuous challenge'. Based on the results of research, the competences equipped by case managers and the direction of their practices were suggested to improve the community welfare currently in the middle of dealing with With-Corona-Era.
The purpose of this study is to review the theoretical discussion on innovation and explore the direction of innovation based on the characteristics of Commissioned-service-type quasi-governmental institutions. In addition, by exploring the main contents and directions of innovation for knowledge creation, this study aims to derive directions for innovation in Commissioned-service-type quasi-governmental institutions. Since an innovation project is both a business and a public service, I conducted a theoretical review to categorize innovation projects using the discussion of service innovation. According to the theoretical framework, innovation in the public sector begins with exploring changes in environmental and social values. This process leads to the establishment of innovation goals and directions, as well as innovation tasks linked to the core competencies of each institution. It is important to note that the institutional conditions and characteristics of the contracting organization should be taken into account. In conclusion, considering these characteristics, Commissioned-service-type quasi-governmental institutions should check their efforts to achieve their innovation tasks and diagnose the conditions for innovation to which type of organization they belong.
This paper proposes an educational community service system that manages information of good quality intensively without overlapping, and that provides an effective searching function by using a personal community with many user layers. This system raises the efficiency of searching and management by using Metadata and Category. It is a self-leading educational community system that brings merits into relief and improves weak points. We constructed an autogenous Blog chain service as a tool which verifies this system, which is called 'EduLOG(Educational Blog) service' Especially we extracted Metadata suitable for this service, which is on the basis of worldfamous Dublin Core Metadata. And we made a new category on the basis of categories which were proposed by some educational community sites and public educational authorities, and we applied it to this system. To ascertain whether this service system provide adequate function or not, we made a questionnaire on the basis of the appraisal table in websites, and evaluated it at the request of experts. In view of the results so far achieved, it returned good scores (above 3.5/5.0) in accuracy of evaluation, low-end reappearance ratio, easiness of registering and approaching information, and intensive management of a categorical information, confirming the efficiency of the ECSS system. Therefore we believe firmly that the ECSS system will play a efficient information storing and searching roles in the near future.
This study is on understanding the reality of disabled seniors and investigation of factors that affect overall life satisfaction, making a proposal to improve their life quality. Situation data for the disabled, gathered by Korea Institute for Health and Social Affairs (KIHASA) in 2014, was used to perform the study, and the target group is 3,181 people with disability, above the age of 65. Descriptive statistics was presented for data analysis and logistic regression analysis was performed to investigate factors that affect life satisfaction. It was concluded from the analysis that gender, age, presence of spouse (demographic factors), house income, possession of house, presence of pensioner, registration to public pension plan, social discrimination (social-economical factors), level of disability, subjective health status, level of help needed for daily living, presence of care-giver, sufficiency of help, ability to go out by oneself, difficulty of using public transportations, and presence of medical checkups (disability and health factors.) make meaningful effects to life satisfaction of disabled seniors. Based on the derived results, this study suggests intensive interests and care-giving service for disabled seniors that live alone, institutional complementations to guarantee income security, including public or private pensions, improvements to social recognition and environments for discrimination of the disabled, organization of health and medical treatment service and health care system, comprehensive service provision to social welfare for both the disabled and seniors, and comprehensive service provision to both health care and social welfare.
Changing our monopoly broadcasting advertising system into free competition system may give rise to serious troubles that intensify commercialism of broadcasting and reduce diversity of public opinion. In the boundaries of public interest out of danger, korean broadcasting system should adopt a system that partially adopts the principle of free market. Broadcasting advertising sale system affect the whole broadcasting system because it functions as an effective capital-resource provider. Thus, it affects the broadcasting policies' righteousness and efficiency. Due to the non-elastic nature of the total advertising market, broadcasting advertising's size affects other media's capital allocation process. Therefore, broadcasting advertising sales system not only affects broadcast's social duty and public interest, but also affects the whole media industry. First, provide fair and open-competitive measures to support broadcast sales policy so that the market-based system can be run smoothly. Second, block any un-due influence from advertisers by separating production/programming and advertising sales. Third, sustain public broadcast system, not based on the advertising sales but based on the subscription fee. Fourth, social intervention of the advertising market. Fifth, provide policies that can set up multiple media channels/outlets and public opinion. By providing the minimum capital resources to the public broadcasting system, the broadcasting system can act on its public-interest duty and support the people's right-to-know rights.
The purpose of this study is to investigate which factors affect working women's intention of second childbirth and what paths that determine this intention exist. Especially, this study focused on the influence of 'values regarding children' on intention of second childbirth of working women, and divided 'values regarding children' into 'individualistic value regarding children'and 'group-oriented value regarding children'. Findings from this study are as follows. First, the research model of this study was appropriate to explain the intention of second childbirth in working women with a child by measurement model analysis and structural model analysis. Second, it appeared that the factor which directly determined the intention of second childbirth in working women with a child was 'values regarding children', and the impact of 'individualistic values regarding children' was stronger than that of 'group-oriented values regarding children'between the two. Third, 'Economic resource'factor and 'service'factor affected 'intention of second childbirth' indirectly through other factors. Fourth, the level of public and private service resources for reconciling work and family life is affected by the level of economic resources. Finally, it appeared that 'values regarding children' could be formed or changed by working women's environmental condition like public and private service resources to support reconciling work and family life. Based on these findings, this study proposed that it should be important to form values regarding children positively by improving environmental condition for reconciling work and family life to increase childbirth intention of working women.
The bundled discounting which the dominant undertakings engage in is problematic in terms of competition restraint. Bundled discounts generally benefit not only buyers but also sellers. Specifically, bundled discounts usually costs a firm less to sell multiple products. In addition, Bundled discounts always provide some immediate consumer benefit in the form of lower prices. Therefore, competition authorities and courts should not be too quick to condemn bundled discounts and apply the neutral and objective standard in bundled discounting cases. Cascade Health v. Peacehealth decision starts ruling from this prerequisite. This decision pointed out that the dominant undertaking can exclude rivals through bundled discounting without pricing its products below its cost when rivals do not sell as great a number of product lines. So bundled discounting may have the anticompetitive impact by excluding less diversified but more efficient producers. This decision did not adopt Lepage case's standard which does not require the court to consider whether the competitor was at least as efficient of a producer as the bundled discounter. Instead of that, based on cost based approach, this decision said that the exclusionary element can not be satisfied unless the discounts result in prices that are below an appropriate measures of the defendant's costs. By adopting a discount attribution standard, this decision said that the full amount of the discounts should be allocated to the competitive products. As the seller can easily ascertain its own prices and costs of production and calculate whether its discounting practices exclude competitors, not the competitor's costs but the dominant undertaking's costs should be considered in applying discount attribution standard. This case deals with bundled discounting practice of multiple healthcare services by the dominant undertaking in healthcare market. Under the Korean healthcare system and public health insurance system, the price competition primarily exists in non-medical care benefits because public healthcare insurance in Korea is in combination with the compulsory medical care institution system. The cases that Monopoly Regulation and Fair Trade Law deals with, such as cartel and the abuse of monopoly power, also mainly exist in non-medical care benefits. The dominant undertaking's exclusionary bundled discounting in Korean healthcare markets may be practiced in the contracts between the dominant undertaking and private insurance companies with regards to non-medical care benefits.

The purpose of this study is to research digital twin policies for the use of administrative services. The study was conducted through a mobile survey of 1,000 participants, and the results are as follows. First, in order to utilize digital twin technology, it is necessary to first identify appropriate services that can be applied from the perspective of Gyeonggi Province. Efforts to identify digital twin services that are suitable for Gyeonggi Province's field work should be prioritized, and this should lead to increased efficiency in the work. Second, Gyeonggi Province's digital twin administrative services should prevent duplication with central government projects and establish a model that can be connected and utilized. It should be driven around current issues in Gyeonggi Province and the demands of citizens for administrative services. Third, to develop Gyeonggi Province's digital twin administrative services, a standard model development plan through participation in pilot projects should be considered. Gyeonggi Province should lead the project as the main agency and promote it through a collaborative project agreement. It is suggested that a support system for the overall project be established through the Gyeonggi Province Digital Twin Advisory Committee. Fourth, relevant regulations and systems for the construction, operation, and management of dedicated departments and administrative services should be established. To achieve the realization of digital twins in Gyeonggi Province, a dedicated organization that can perform various roles in project promotion and operation, as well as legal and institutional improvements, is necessary. To designate a dedicated organization, it is necessary to consider expanding and reorganizing existing departments and evaluating the operation of newly established departments. The limitation of this study is that it only surveyed participants from Gyeonggi Province, and it is recommended that future research be conducted nationwide. The expected effect of this study is that it can serve as a foundational resource for applying digital twin services to public work.
Korea is rapidly becoming a multicultural society in recent years, and the number of multicultural families in 2015 exceeds 3.5% and 800,000. Also, as international marriage rate exceeds 10% by 2016, the number of multicultural families is expected to steadily increase. This study is a design of a metadata application profile as part of the foundation for providing learning resources and content tailored to the needs and preferences of married immigrant women and multicultural family members who need to adapt to Korean society. In order to verify the necessity of the research, we conducted an in-depth interview by screening consumer groups, and analyzed the relevant international and Korean national standards as de-jure standards for the design of metadata standard profiles. Then, we analyzed the contents characteristics for multicultural members, and organized the necessary metadata elements into profiles. We defined the mandatory/optional conditions to reflect the needs of content providers. This study is meaningful in that the study analyzes the educational needs of married immigrant women and presents the necessary metadata standards to develop and service effective educational content, such as korean-to-korean conversion system, personalized learning contents recommendation service, and learning management system.
