A Qualitative study on Daily Life Experiences of Korean Elderly Welfare Recipients: Focused on Time and Space on Daily lives (국민기초생활보장 수급노인의 일상생활 경험에 대한 질적 사례연구 - 시간과 공간적 맥락을 중심으로)

  • The purpose of the present study was to examine daily lives of elderly welfare recipients and their experiences with social welfare services. Researchers collected and analyzed data through individual interviews with 11 elderly welfare recipients. A major theme in the time context was "Daily lives enduring physical and mental sufferings alone and mismatches of social welfare services": 'Starting same tedious days: trading diligent work for basic living assistance', 'Forced ritual of having meals', 'Struggle with depressing night: not attentive welfare services at closing hours', 'Welfare services suspended in holidays', 'Mind and body withered by economic hardship in winter', 'Social support for enduring weary lives'. In the space context, a major themes was "Inadequate welfare services and social interaction in the context of social isolation": 'Unhygienic and unsafe living environment', 'Hiding places: spending tedious days in vacant lots', 'Community welfare centers useful only for healthy elderly', 'Differences and similarities of elderly in urban and rural areas', 'Receiving restricted medical services at hospitals', 'Hard-to-reach public institutions', 'ambivalence about living as welfare recipients'. Based on the findings, the researchers proposed implications for policy and practice to improve elderly welfare recipients' quality of life.

Analysis on The Influence Factors of Elderly Care Perception (노인부양인식에 영향을 미치는 요인분석)

  • Korea is entering into an "Aging Society" rapidly. In this currency, the Elderly Supporting Problems is emerging as a main issue of elderly welfare services policy. The study is based on the welfare panel data of 2016 (11th), and it is divided into the national selection group and the family selection group who are in charge of the elderly welfare services in terms of operation and delivery and financial burden. And analyzed the factors that affected the effect. As the result of the analysis, it is found that the higher the age of the elderly, the higher the age and education level, The more we experience welfare services, the more we receive public pensions, the greater the responsibility of the elderly, the greater the elderly spending. It is meaningful to provide basic data for solving the elderly supporting problem at the present time which is not sufficient for the elderly welfare system.

  • The purpose of this study is to examine improvements of after-school care policy for elementary school-age children based on children's rights in the community. After-school care is important to support children right of survive and protect, as well as the right to development and participation. To support integrated child rights through the policy, local government's duty is growing in the Covid-19 world. Therefore, the main policy of out-of-school care is analyzed from the perspective of children's rights. Current after-care policy focuses on the right of protection privileges. Providing a safe facility is important, but there is a lack of policy design to expand children's options to learn by various activity which can be utilized with community resources as care contents. The role of government to this is requested to supplement accountability, fairness, democracy and public interest more than over quantitative expansion of services. This study presented an alternative based on the universal elementary care providing happy after-school hours.

  • This study scrutinizes the necessity and cases of the public and pension cooperation and tries to present the way of construction of information infrastructure for the pension systems suitable for Korea. The developed countries have recently been focusing on strengthening the multi-pillar pension system, while pension education and information services have emerged as an important element of the pension cooperation. The frame of the multi-pillar-pension system in Korea has already been constructed, but it is not substantial. Especially bad information on the pension system has seriously hindered the consolidation of the pension system. In order to solve this problem, we analyzed cases of public-private cooperation systems in Iceland, New Zealand, Netherlands, and Sweden. In order to build a basic infrastructure for construction pension cooperation in Korea, it is necessary to promote information exchange and cooperation among pension organizations and to improve the pension portal of NPS 'My Pension'. In addition, this study suggests establishing an association of private and public pension schemes, which manages the integrated information and education of pension systems.

The Stigma in the Process of Using Social Services - Focusing on Users of Social Welfare Centers in Permanent Rental Apartment Areas - (사회서비스 이용과정에서의 스티그마 인식 - 영구임대아파트지역의 사회복지관 이용자를 중심으로 -)

  • The purpose of this study is to find out how local residents using social welfare services in permanent rental apartment areas experience stigma, and how they perceive it. Data collection was carried out for 10 months from May 2012 to February 2013. Interviews were conducted with 13 users who are using or have the experience of using services in social welfare centers, and 12 hands-on workers of the institutions; the results were then analyzed using the modified grounded theory. The results of analysis are as follows. First, a considerable number of people living in permanent rental apartment areas experience stigma while experiencing impoverishment; and they also feel stigma in the formularization process to become recipients. Second, users experience stigma in the process of using social welfare center services located in permanent rental apartment areas after becoming recipients as well. Third, in cases where permanent rental apartment areas are located in the immediate neighborhood of general residence areas, residents living inside and outside the areas were found to give stigma to the residents of permanent rental apartment areas. This study has significance in that it provides an in-depth clarification of the reality of stigma experienced by users of social welfare center services in permanent rental apartment areas through qualitative research

  • The Comprehensive Assistive Technology services delivery was devised to describe the full social and engineering context of assistive technology devices, systems, applications, and provision. It is based on a detailed decomposition of the four attributes: Person, Context, Activities, and Assistive Technology. The paper commences will a brief discussion of the different representations of the services delivery, including rental of devices, modification of manufacture goods and customized production and the use of engineering to supplement some elements of the description. The main contribution of the paper is the presentation of two case studies of different applications of the assistive technology services. These are the identification of accessibility barriers, the analysis and synthesis of assistive technology systems and the provision of a framework for identitying end-user requirements, providing assistive technology and assessing the associated outcomes. This case study involves the presentation of the concept of a personal assistive technology profile.

Does the Business Survey Index of the Federation of Korean Industries at the Service Industry Lead the domestic stock market ? (서비스 산업에서 전경련 BSI지수는 주식시장을 예측할 수 있는가?)

  • We examine the information transmission between the business survey index(BSI) based on the returns data offered by Federation of Korean Industries and KOSPI Index based on the returns data offered by Korea Bank. The data includes monthly return data from January 1998 to September 2015. The results of the analysis are as follows. Firstly, results of Granger Causality test suggests the existence of mutual causality KOSPI Index precede and have explanatory power BSI. Secondly, the results of impulse response function suggest that BSI Index show immediate response to KOSPI Index and are influenced by till time 4 From time 2 the impact gradually disappears. Also KOSPI Index show immediate response to BSI and are influenced by till time 4 From time 2 the impact gradually disappears. Lastly, the variance decomposition analysis showed a high influence of the KOSPI Index on the BSI and significant influence of the BSI on the KOSPI Index. This implies that returns on the KOSPI Index have a significant influence over returns on the BSI. The study is a further extension of existing studies on information transmission mechanism between the BSI and KOSPI. Finally, our results can be used as a guide by the Korea Bank and Republic of Korea and as well as Federation of Korean Industries.

Analysis and Solution of Contracting out of Public Libraries in Korea (공공도서관 위탁경영의 분석과 해법)

  • In most countries the public library run as a public institution and a symbolic icon for a democratic society. Therefore public library's publicity is absolutely essential value and profit should not be made on their maintenance. More recently, as the government's budget spending increase, however, many local governments contract out to manage an entire library or new library system. Three main reasons could be identified. Firstly, alternative solutions for maintenance were supposed to save money. Secondly, contracting out provides an opportunity to improve the quality of service delivery. Thirdly, central government and some local authorities had very strong ideological reasons for contracting out of the public libraries. However, nothing proved that alternative maintenance had caused lower cost and better services in Korea. In this paper, the reasoning of a move from the traditional form of public library governance is discussed, as well as the advantages and disadvantages contracting out of the public libraries, and suggested various practical solutions in Korea.

  • The Korea Post plays a public role in providing postal services such as mail, savings, and insurance to the public. Although postal machines are becoming automated, workers are still exposed to various industrial accidents caused by being caught in the mail, and musculoskeletal disorders. Therefore, occupational safety and health activities are needed to prevent serious accidents. In this study, the level of safety and health consciousness was analyzed for employees working in the postal logistics center The tasks such as regulations and procedures, organization composition, and safety and health education method improvement, were classified into five items and proposed, and efficient industrial accident prevention was presented.

  • This research is about local impacts of concentrated social disadvantage in a specific urban district, and is discussing these issues by focusing on previous research from Western countries. Further, by analyzing the results of a field survey conducted in this district, I am clarifying the reality of socially disadvantaged areas and the needs of their residents, while seeking results supporting a theory of inclusive area revitalization. With this survey I could verify that the aging of local residents and the concentration of low-income population is increasing, and in this district an unbalanced community mix is becoming apparent. Currently, insecurities concerning economic and health aspects are the most serious issues. In response to the residents' needs counseling on housing issues and social services, that become necessary with advancing age, like health services or housing support, are increasingly required. Since today laws for antidiscrimination (namely, Dowa) measures are outdated it is necessary to establish a community based approach or a neighborhood based governance model, in addition to the existing public support, as response to these local challenges and needs.
