  • Recently, BAI(Board of Audit and Inspection of Korea) has recommended that "Result unit cost" of Korean government apply to national power plant construction project when plant owner corporations estimate budget price for tender. but nuclear industry have difficulties with this suggestion. the purpose of this study is to review the "Result unit cost" and problem with application of NPP construction cost estimating. And proposed the direction of application of "Result unit cost" to NPP construction cost estimating.

  • As apartment buildings defect lawsuits become socioeconomic problems, an objective basis system for the term of warranty liability of reinforced concrete constructions is urgent. This study was carried out as a basic study for developing a basis system for the term of warranty liability. To do this, defect data actual collected in apartment complexes were collected and analyzed. As the result of checking the cumulative rate of defect occurrence in reinforced concrete construction by year, the point of time of reaching the 90% level was the 5th years, which was similar with the provision of the Apartment Building Management Act. However, the current Supreme Court precedent has decided that the term of warranty liability for the main structural parts in reinforced concrete construction shall be 10 years and the dispute is expected to continue in the future in the defect lawsuit.

  • Since 2004, the government decided to gradually introduce Actual Cost Data into cost estimate for improving problems of below-cost tendering and to reflect fair market price through competition and carry contract efficiently. However, there are many concerns that Actual Cost Data has not reflected real market price, even that has contributed to reduce the government's budget. General construction firm's burden for labor cost is imputed to specialty contractors and eventually it becomes construction worker's burden. Therefore, realization of Actual Cost Data is very important factor to settle this system. To understand realization level and make short term forecast, this paper drew construction group of which labor cost constitutes more than 95% of direct cost, and compares their Actual Cost Data with relevant skilled workers's unit wage and predicts using time series analysis. The bid price which is not be reflected market price accelerates work environment changes and leads to directly affect such as late disbursement of wages, bankruptcy to workers. Therefore this paper is expected to be used to the preliminary data for solving the problem and establishing improvement of Actual Cost Data.

Can utilize to data of tool development that maximize ultimately comprehension about employer' s business and business order ability through persuasion, and diverts in cost control business hereafter.

A Study on Normal Project Duration for Water Resource Project (수자원시설 건설공사 표준공기 산정을 위한 기초연구)

  • It is important to have enough design and construction duration for infrastructure projects. However, recent water resource project in Korea shows several problems caused by their fast-tract schedule. National Audit Committee report several water resource projects have quality problems caused by insufficient project duration. Especially, water resource projects such as dam and water pipeline construction should have proper time to secure their structure quality. Normal project duration for these projects should be estimated based on previous similar projects' historical data analysis. However there is no standard model which can estimate normal project duration for water resource projects in Korea. There are several normal project duration estimation models for building project developed by public(LH) and private construction companies. However, there is no proper model for water resource projects. So, this study developed normal project duration model for dam and water pipeline projects using historical data and show application of models.

  • Recently, in Korea, a few construction companies have been tried to develop a management system, which is able to integrate schedule and cost. In spite of these attempts, however, advanced management techniques can be hardly applied under the BoQ based management system. In order to improve these problems, many studies have been peformed, but yet could not overcome practical limitations. Besides, the application of historical data is below the level since it is so difficult to accumulate and feed-back historical data under the unique character of construction industry. Consequently, lots of time and effort have being wasted to establish control criteria. The newly generated Information is not systematically managed as well. Therefore, this study suggests Integrated Construction Management System complemented the existing practical problems.

  • Labor work information can be converted into the useful construction information in an effort to analyze project status, measure performance, and design a new similar project plan. The labor work information can also be used to make productivity data, which can be used to analyze the relationship between 'as planned' and 'as built' in scheduling management of a project, and to calculate 'percent completion' as well as analyzing delay cause. It is require to effectively collect the labor work information base on the activities. In general, current project management heavily depends on the experience and judgment of project managers, according to the work progress. However, relying on the oかy experience and judgment of the project managers might deteriorate the transparency or reliability of the collected labor work information. The purpose of this research is thus to develop a computer-based system for monitoring the work information generated by labors input in activities using PDA and Barcode technologies, and to propose a application method of the productivity data for effective project management.

  • The government abolished the existing method to calculate the construction price by the quantity take-off and pricing. It has introduced a new estimating system which uses the actual cost data on the basis of actual contract unit price. However, in the case of the current method to calculate the estimate price of BTL educational facilities, it is difficult to prepare an accurate ground for calculating unit prices due to a lack of standardized work breakdown structure (WBS) and guidelines for the detailed bidding documents. Thus, this research aims to establish WBS using the actual construction price on the basis of the actual bidding documents for the previous construction of BTL educational facilities. This specific WBS can be differentiated from the general WBS which is not suited for construction of the educational facility. It makes possible to build the construction information classification system and it helps to systemize the maintenance and repair cost items.

  • When managers predict exact construction cost at early stage and design phase, they can reduce construction cost in a more efficient way than to predict at construction stage. But present of public construction cost estimation and management almost after the construction documents design phase. Therefore, construction cost management in the early stage and schematic design phase to generally use approximate estimating is not correct. Accordingly, this study analyze problem of current cost estimating method and a concrete cost plans make using case information of actual cost to analyze in schematic design phase. Possible to check going on the suitable design, this study conducts the preliminary research for the development of cost estimating model.
