The purpose of this study is to analyze the static and dynamic change of wage differentials of women with disabilities in the Seoul local labor market. This study attempts to explain the double discrimination mechanism for disabled women and empirically gender discrimination and disability discrimination for them by using Oaxaca-Blinder decomposition analysis. In addition, using Juhn-Murphy-Pierce decomposition analysis. we analyze the wage differentials caused by the changed characteristics of disabled women and structures of discrimination at the Seoul local labor market. Data from the Panel Survey of Employment for the Disabled and Korean Labor and Income Panel Study for two years (2008, 2012) are used. According to the result, wage differentials of disabled women caused by disability discrimination is approximately 55% of total wage discrimination, whereas 45% is caused by gender discrimination during the period. Both observed and unobserved components move in the same direction to narrow wage differentials due to the disability discrimination and gender discrimination. Also the endowments in the Seoul local labor market about the changes of observed and unobserved components contribute more to narrow gender wage differentials, while these endowments widen disability wage differentials.
Due to the change in the demographic structure, the problem of low birth rate and aging population leads to a serious decrease in human resources, and the necessity of introducing foreign workers is increasing. This study believes that the introduction of foreign workforce is the most effective to expand the working-age population in the era of low birthrate and aging, when demographic changes begin in earnest, and to this end, it sought to devise measures to improve the legal system for migrant workers. As a result of this study, first, the legal system for migrant workers should be unified and improved. It is necessary to establish or unify management agencies so that the 「Immigration Control Act」 and the 「Labor Act」 can establish a cooperative relationship. Second, the 「Immigration Control Act」 should be revised to make it easier for migrant workers to find employment. It is necessary to positively review the employment permit system and acquisition of nationality. Third, there should be no equity or discrimination against migrant workers. Under the principle of mutual benefit, employers and migrant workers should not be equally discriminated against. Fourth, the social insurance system must be added to the legal system of migrant workers. Therefore, the legal system should be reorganized so that migrant workers are not discriminated against in various insurance systems including the four major social insurance systems. In conclusion, the problem of low birthrate and aging population has become a serious social problem due to changes in the demographic structure, and the decrease in the possible generation population has reached a level of concern. The importance of migrant workers' employment and work environment is increasing. Nevertheless, related legal and institutional problems still exist, and measures to improve the legal system for migrant workers are needed.
The purpose of this study was to analyze determinant factors of the life satisfaction of adults with brain lesions disabilities so as to provide suggestion for improving the quality of life. I used the data on second wave 4th Panel Survey of Employment for the Disabled. The total number of respondents was 281, 54 respondents of one-person households and 227 respondents of multi-person households. The data was analyzed using SPSS Win 25.0 program and utilizing χ2 test, ANOVA, logistic regression analysis. Results of study were : First, The one-person households group showed middle aged and the elderly, lower income, basis living security recipient, lower help for daily life, lower participation in social activities than multi-person group. Second, level of disability, health status, participation in social activities, experience of discrimination were found to have a significant effect on the life satisfaction of multi-person households. And gender, age, health status, employment, experience of discrimination were found to have a significant effect on the life satisfaction of one-person households. Base on the results of this study, suggested for improving the quality of life in adults with brain lesions disabilities by households type.
This study focuses on analyzing the glass ceiling effect in arts and culture professionals through the quintile decomposition applied to the RIF unconditional quantile regression and Oaxaca-Blinder decomposition technique. From the industrial viewpoint, we divide arts and culture professionals into cultural contents professionals(large category J industry) and arts professionals(large category R industry). For our analysis, we employ the pooling data of 'Wage Structure Survey' from 2009 to 2016. Our results are summarized as follows. First, as OLS wage decomposition showed that the gender wage gap among the arts professionals was lower than cultural contents professionals, but the discrimination portion of total gender wage gap was larger. Second, from quintile regression decompositions, the glass ceiling effects of two types of professionals showed different results. Cultural contents sector was observed with the "steady glass ceiling effect" as the portion of the discrimination was continuously increased, while the arts sector was observed with the "limited glass ceiling effect" as the discrimination had drastically increased in the 80s and 90s.
The purpose of this study is to objectively quantify the degree of social exclusion of the disabled and verify the impact of the derived degree of social exclusion on the quality of life of the disabled. And the purpose is to verify whether job satisfaction moderates the impact of social exclusion and quality of life of disabled people. The subjects of the study were 1,280 people extracted through a panel survey on employment of the disabled. The independent variables of social exclusion are economic difficulties, employment status, mental health, and social activities. The dependent variable was quality of life, and the control variable was job satisfaction. The research results are as follows. First, the sub-factors of social exclusion that affect quality of life were economic difficulties, mental health, participation in social activities, and employment status. Second, job satisfaction showed a moderating effect in the relationship between social exclusion and quality of life. And the sub-factors of social exclusion that have a moderating effect on quality of life were identified as economic difficulties, employment status, and social activities. In follow-up research, it will be necessary to investigate employment programs for the disabled in developed countries and analyze the implementation background, implementation details, achievements, and limitations, thereby contributing to the establishment of employment policies for the disabled. It is hoped that through this research, the vicious cycle of social exclusion and discrimination of the disabled will be improved and an opportunity will be provided to improve the quality of life through the economic activities of the disabled.

This paper is to examine the trends and structures of unemployment as well as its spatial patterns in Germany. Germany once achieved a well-developed employment system and full employment. Since 1970, however, unemployment has been one of the major issues in Germany. During the last three decades the unemployment rate has risen to unprecedented levels and stayed high. After the German unification, especially, labor market is characterized by the mass unemployment and the structural selective process of unemployment to be imposed on German workers. And regarding to the spatial patterns of massive unemployment, this study shows critical disparities between South and North Germany being overlapped with new disparities between East and West Germany. We can explain the regional differentiation of unemployment on the base of typical mismatch of labour market allocation. It is also shown that massive unemployment is related not only to policy shifts in labor market but also to structural transformation after the unification.
In this study, it has an intention of arranging an implication based on an effective introduction of a wage peak system in Japan to settle a mandatory retirement at sixty according to a legalization of retirement age at sixty smoothly. Institutionally, retirement age guaranteed type that reduces wage from certain period before retirement is of great importance. In Japan, mainly features the extension of retirement age that focus on keeping aged employment after retirement. In the introduction of the wage peak system, Korea attaches importance to the wage cost savings, but Japan puts emphasis on using aging workforce. Korea wants to promote the aged employment for retirement age at 60, whereas Japan actively push ahead with retirement age 65 and after that time. South Korea needs to reinforce the pensionable age and the connection though the extension of retirement age via the manpower utilization, employment promotion and the stability. It is necessary to prepare a institutional plan to try not to make a gap of the pensions by guaranteeing or extending the retirement age connect to the age of pensioners though the wage peak system. To activate the wage peak system, it is necessary to acknowledge a legal improvement that concedes rational changes such as the rule of employment. An active interpretation is needed currently though, it is more necessary to review the stipulation and the rational changes of the rule of employment that is established by a precedent like the Japanese legislation case. When a disadvantageous change of works rules is made, it is able to consider establishing the provision in the Act on age Discrimination Prohibition in Employment and Aged Employment Promotion, therefore it won't be able to apply the regulation in the rational criterion that satisfies the standards, rather than amending a Article 94 of the Labor Standards Act that makes accepting the approval of the majority of workers.
This study takes of youth panel data(2002-2003), there is the purpose to know to youth employed's labor mobility conditions of employment status conversion and examine on factors affecting conversion of employment status. Main analysis result and policy imply, is as following. First, although youth employed's non-standard employment shows some decrease, employment youth hierarchy was construed that youth of our country is consisting very changefully because appear great turnover that is converted by unemployment or Not economically activity population same period. Specially, non-standard employment phenomenon of woman or low in scholarship person appeared notedly, and because phenomenon that is converted by unemployment or Not economically activity population is expose that is deepened, discriminating policy of government dimension is required for employment stabilization of these class. Second, show result that danger to escape to non-standard job risk trap which seeking employment activity of youth class is arranged case or company which is formed by official path is suitable becomes low, must formulate path of employment about youth class and improve qualitative level of employment through suitable job placement education of youth class or function (technology) level. Third, when was construed, but take into account that the although large enterprise have low risk in non-standard job, recently employment of youth class consists very limited, rather small scale business or smaller enterprise's competitive power preferably need to be plan. Finally, danger to non-standard job youth employed's company form is government connection wonder was expose that high, Such result can do that it is difficult by limited research period, but reflect actuality that youth unemployment policy of our country is enforced laying stress on public labor or unregular job employment such as internship system. Therefore, current youth unemployment policy may have to change by employment policy that can secure stable work record by youth class or act as bridge-building that promote conversion by full-time job.
This paper used individual establishment level data to estimate the effects of government support for the research and development of 'small and medium enterprises'(SMEs). We analyzed, on the establishment level, the degree of technical advancement, strength of private R&D incentives, and the effect on employment levels of firms which participated in the 2010 government R&D support project. The results of this study are as follows. First, the size and frequency of government investment in the R&D of SMEs were both positively correlated with the amount of patent registrations. Furthermore, we found that the amount of patent registrations were positively correlated with the size of the establishments, but the average level of technological advancement for the firms running the research was lower than the average level of technological advancement for the firms merely participating in the project. Second, the government's R&D policy was found to be complementary to private R&D incentives, and a 1% increase in government R&D investment resulted in an inelastic increase (0.193~0.245%) of the firms' post-program R&D spending. Third, we found that R&D support from the government contributed to an increase of employment by the participating firms. Additionally, we found that the impact of R&D support on job creation varied for the firm size and technological characteristics. Therefore, it is important for governments to take into consideration each type of small business, when setting R&D policies.
This study has been done to understand the relationship between age norms and negative perception on older workers, and to find out moderating effect of recognition of employment welfare services in those relationships. And the purpose of this study is to suggest alternative ways to improve pessimistic perception on older workers, which is basal ageism. For this purpose, the survey has been conducted with 630 participants, who were 20 years old and over and lived in 15 different provinces. The collected data has been analysed by using SPSS Win 18.0. The results as followed: first, there were significant differences of negative perception on older workers among provinces(metropolitan areas, small towns, and rural areas); second, age norms significantly influenced on pessimistic perception on older workers; third, moderating effect of recognition of employment welfare services has been verified. These results suggest that it is necessary to promote people to take a flexible attitude toward older adults using media broadcasting and promotion of employment welfare services. Public and private cooperation should be needed to change people's negative perception on older workers. Lastly, programs, which are appropriated and tailored in specific provinces, improving awareness of older workers should be required.
