  • 본 연구는 고용서비스의 효과적 전달을 위한 실천방법을 제안하기 위한 것이다. 고용서비스는 고용능력 증진을 위한 것으로 고용능력 증진을 위해서는 개인요인, 개인환경요인, 외부환경요인에 대한 개입이 필요하다. 이중에서 건강, 양육 등 개인문제나 개인환경 증진을 위한 고용서비스가 강화될 필요가 있다. 또한 사례관리는 통합적고용서비스 전달을 위해 필요한 실천도구가 될 수 있고, 이를 위해서 고용지원센터는 사례관리에 대한 조직내 합의와 체계 마련이 선행되어야 할 것이다.

  • This study analyzes the construction status of digital employment services in Korea and presents the direction of continuous advancement and development of digital employment services based on overseas cases and the latest digital technology development trends. Find out the specific digitalization promotion strategies and current status of major countries such as Belgium, Australia, the United Kingdom, Germany, France, and the United States. In addition, in order to present a plan for the development of digital employment services in Korea, we will propose a plan to expand digital employment services to online employment centers through individual and customized employment services, data openness, and expansion of public-private collaboration through digital employment services using AI and big data.

  • Although jobs in the employment service sector have been continuously expanding over the past 20 years, many in the labor market point out that the signaling and selection functions of job counselor qualifications are deteriorating because job counseling and psychology were developed mainly in the early 2000s. Therefore, in this study, a survey was conducted on current employment service workers on the establishment and improvement of employment service professional qualifications. According to the data analysis, employment service workers lack the current level of competence compared to their importance in all their jobs, and there is a limit to taking charge of all the expanded employment service jobs such as corporate support, administrative management, and labor market program planning and execution as a single job counselor. As for the direction of reorganization of employment service-related qualifications in the future, more than half agreed to establish new qualifications. Similarly, more than half of the respondents wanted to strengthen the qualifications of existing job counselors related to employment services.

  • In private employment service, providing employment information for job seeker and recruiter, providing information on job, job map, and providing vocational training and development have been paid attention. Particularly, it needs to train the employees, working at private employment service agencies. The purpose of the study was to examine the current trends of private employment service, service employees, and their training status. In the result, we suggest that it needs to manage the quality of service employees' qualification, to initiate the accreditation program for their expertise, and set up an institutions for training them. In addition, providing a program of supervision for employees, considering a set up of an mutual aid association among themselves, and developing specialized training programs.

  • This study looked for employment services satisfaction surveys done in the UK, USA and Korea. And through which derived the following suggestions for improving Korea the employment service satisfaction survey. First, in terms of research design improvements to ensure the representativeness of the sample region for each center and branch-specific (job seekers and recruiters) requires the sampling design based on user scale. In addition, the sample design should be applied when considering specific user can be distributed. US is restricted to participants within 60 days for sampling and sample extraction once a month at least. Next in terms of survey improvements, it is necessary to apply a weighting part considering the regional characteristics. For this, the correct analysis of the employment center by the internal and external environment is required. And in the case of non-face-to-face service, complaints about worknet use is likely to be channeled into complaints about job centers provide services. It needs to improve on this. And for the improvements of business processes service by an in-depth study, it can be seen to review the possible introduction of a British mystery shopper.

A Study on the Leadership of Team Leaders and the Organizational Commitment of the Followers in an Employment Service Agencies (고용서비스 기관에서의 팀장의 리더십과 구성원의 조직몰입에 관한 연구)

  • The roles of public and private employment service agencies have been considered crucially important due to the increasing interest of employment services and policies since the Korean Currency Crisis. Eventually, the roles of a manager and a follower of employment service agencies have been of greater importance. In this study, several means concerning the improvement in organizational performances are suggested by studying the leadership's influence of a team leader in employment service agency over the organizational commitment of the followers. In addition to this, influential factors exerted to the organizational performances in an employment service agency have been analysed by the justice awareness between the two groups - team leaders and followers. The analytic results have shown that the transactional leadership has nothing to do with the organizational commitment whereas the transformational leadership has the positive influence over the organizational commitment. However, the leadership of a leader surely influences both distributional and procedural justice. With these facts, it has been proven that these justice have also influenced on the organizational committment. Throughout the process, it has been identified that the distributional justice has more impact on the organizational commitment rather than on the procedural justice.

Efficiency in the Provision of Employment Services for the Middle-aged: an Application of Spatial Analysis Using GIS (GIS 공간분석을 활용한 중장년 고용지원서비스 공급의 효율성 분석)

  • This study aims to evaluate the efficiency in the provision of employment services for the middle-aged by using spatial analysis in GIS. Based on location information of employment service institutions, we find service areas of the institutions and calculate regional rates of duplication and exclusion in terms of spatial coverage of the employment services. Taking into account potential demand for employment services, the regions with high priority in the provision of the services are identified. Among the regions, those with high exclusion rate of the services are designated as the regions of insufficient service level. Results indicate that Namyangju-si is a representative region of insufficient employment service level. To improve efficiency in the provision of employment services, we suggest to relocate employment service institutions that have been located in a region of high duplication rate such as Siheung-si, Danwon-gu, Gangnam-gu, Songpa-gu into the locality of Namyangju-si.

  • This paper searches for programs for creating increased employment in local society in important occupation sectors such as education and training services, insurance and social welfare services, culture and arts, housing and environmental service fields. As part of an improvement plan, while strengthening investment in education training infrastructure for the suppliers of social services, cooperation and coordination by the public and private sectors is necessary. Also necessary are identifying model social enterprises that are based upon joint efforts for success of social enterprises and publicity efforts necessary.

  • 통계청의 8월 고용동향과 경제활동 인구조사에 따르면, 지난달 국내 실업률은 3.5%로 실업 인구 수가 80만명에 이른 것으로 나타났다. 이중 20대 청년실업자가 차지하는 비율이 40.7%로 전체 실업자의 절반에 육박하고 있어 현재 청년실업 문제가 매우 심각한 것으로 조사됐다. 특히 최근 들어 벤처기업의 1사 1인 채용운동 등 각계에서 고용안정을 위한 다양한 노력을 기울이고 있음에도 불구하고 실업난이 수그러들 기미를 보이지 않음에 따라 취업 알선을 위한 보다 정확하고 신속한 정보 제공이 요구되고 있다. 더구나 중앙고용정보원의 워크넷이나 중소기업청의 인력정보망 등 온라인을 통한 다양한 구인∙구직 사이트들이 활성화돼 있어 구직 희망자들이 적극 활용하고 있는데, 내수침체가 장기화되면서 고용 사정은 좀처럼 개선되지 않고 있다. 2004년 현재 온라인상으로만 채용공고를 하는 기업은 전체 기업의 30% 정도이며, 앞으로는 온라인을 통한 구인구직 활동이 더욱 활발해질 것으로 전망되고 있다. 실제 인터넷에서 채용정보 전문 서비스는 물론 분야별, 지역별로 구인구직 정보를 제공하고 있는 서비스를 합하면 350여개가 넘는다. 이 중 눈에 띄는 서비스가 바로‘워크넷’이다. ‘워크넷’은 노동부 산하 중앙고용정보원이 운영하는 구인구직 전문 사이트로서, 공공기관이 운영한다는 점에서 정보의 신뢰성과 전문성이 기대된다. 특히 하반기 채용 시즌을 맞아 구인구직활동이 더욱 활발해 질것으로 예상되기 때문에 이번 10월 DB서비스 평가에서는‘워크넷’을 소개하고자 한다.

  • It is Korea Employment Agency for the Disabled that is facilities providing assistive technology services for supported employment since 2004's. This center have one central organization and 18 branch offices. The need of this service through satisfaction research of the demand is confirmed by precedent study Therefore foundation of assistive technology center for supported employment should be required by demand analysis because of improving professional and providing 'qualitative' services instead of 'quantitative' ones. So assistive technology center for supported employment can resolve a problem about various needs for increasing disabled population. Demand of establishing this center has been researched.
