The Effect of Vocational Training on Employment Outcome in Korea's Training Credit Program (내일배움카드제 훈련이 취업성과에 미치는 영향)

  • As the economic environment rapidly changes, the ability to flexibly adapt has become a vital skill which is primarily attained through education and training. Subsequently, it is essential that the effects of vocational eduction and training are closely examined to see if they are fulfilling their goals; specifically, whether they bolster the chances of gaining employment. To that end, the endogenous aspects of training variables must be controlled. This study critically assesses the approaches of current literature in regards to tackling the endogeneity issue, and investigates the effects of vocational training through various econometric models. The results failed to reveal any positive effects of Korea's vocational training on employment. However, the negative effects were also not large enough to be significant. Additionally, the marginal effects were weaker for women and older age groups-which show a disparity between men and women-than for men and younger age groups, respectively. A more comprehensive and in-depth analysis will be needed of these results using recent data and detailed information about the training process.

  • Ecosystem services are contributing to human welfare by enabling us to maintain our survival and quality of life. A metod of quantifying ecological functions is needed. We discussed the introduction and applications of ecosystem services to applied ecological engineering. The concept and assessment system of ecosystem services were applied to the economic valuation of river, the construction of blue-green-white network in urban area, ecological restoration, and integrated water management in Korea. The conceptual framework and assessment of ecosystem services can be used to promote value of ecological protection and restoration, helping stakeholders understand the benefits of ecosystems and increasing applications of the applied ecological engineering.

A Study on the Measurement of Technological Impact using Citation Analysis of Patent Information (특허정보분석을 이용한 기술파급효과 측정에 관한 연구)

  • Nowadays it is more important to measure the technological impact of a concerned R&D technology on others, when deciding or selecting strategically, under the environment such as more complex, more uncertain and more costly. But there was very few of proper methods to measure quantitatively. So we studied on measuring the technological impact of one group of technologies on others, which means the flow of disembodied knowledge, using patent citation analysis. We reviewed the prior art of the measurement of technological impact, and designs the effective citation analysis method using patent information, analyzing the prior art of patent citation analysis method and ie index. Finally, we developed the disembodied knowledge flow matrix between technology groups, counting citation frequencies between them, using KISTI's US patent database(USPA) and the index to represent the technological impact to others using the developed matrix as well as the intrinsic nature of the technological groups clustering by network analysis. The results of this study is to present the insight of a technological impact on the others quantitatively and this study aims at using them to refer to R&D budgeting and decision making in case of R&D planning or to the basic information to understand technology conversion or fusion.

The Economic Cost of the Fair Online Platform Intermediary Transactions Act: A Comparative Case Study (디지털 플랫폼 규제의 경제적 비용: '온라인 플랫폼 공정화법(안)' 사례 연구)

  • On September 28, 2020, the Korea Fair Trade Commission introduced a proposed bill entitled the "Fair Online Platform Intermediary Transactions Act." We quantify the impact of this proposed act on Naver, Korea's major digital platform. Finding a proper control unit is not an easy task in social science studies. We overcome this caveat by constructing a synthetic version of Naver using Abadie & Gardeazabal's (2003) synthetic control method. It appears that the economic cost of the proposed act is not negligible at all. Naver's opportunity loss amounted to 16.18% of its market capitalization (approximately 8.5 trillion won in comparison with its pre-regulation market capitalization). Any regulation-based approaches to resolving digital platform issues have both promises and pitfalls. The results highlight that regulatory bodies should carefully gauge the impact of such regulations, as we have seen with Naver's case.

A Study on the Structure and Content of Abstracts: Focused on Journal of the Korean Society for Information Management (초록의 구조와 내용에 관한 연구: 정보관리학회지를 중심으로)

  • This study aims to identify the characteristics of abstracts by analyzing the status of abstracts published in 'Journal of the Korean Society for Information Management.' To this end, the study analyzed the components of and the types of abstracts. Target abstracts were those published in the journal from 1984 to 2015. The journal published 1,168 articles with indicative abstracts accounting for 96.6%, informative abstracts 3.4%, and abstracts written in both English and Korean 99.5%. As for research methods, case study through literature review was 52.8%, surveys 21.1%, and experimentation 26.1%. The percentage of abstracts consisting of one paragraph was 92.1%, more than two paragraphs were 7.9%, fewer than 5 sentences were 79%, and 6 sentences or more were 21%. The use of the first person was 90.5%. In terms of topic areas, library and information center management was 19.4%, information services 17.3%, information technology 16.2%, information retrieval 15.1%, and informetrics 9.6%, etc.

A Webometric Study on Scholarly Communication Between the Science and Technology Web Spaces of Korea and Japan (한국.일본의 과학기술 분야 웹 공간을 통한 학술커뮤니케이션 연구)

  • This study explored the scientific web spaces of Korea and Japan by applying webmetric and social network analysis techniques with the aim of ascertaining international scholarly communication characteristics between the two countries. In general, more links were generated from the Korean scientific web sites to the Japanese sites than those from the opposite direction, thus implying a higher usage of Japanese scientific information on the web in Korean sites. In addition, university sites in the two countries were highly linked on the web revealing the most active institutions in scholarly communication were the universities. Based on the link analysis, the study also indicated which country was more dependent on the other in scholarly communication in specific scientific fields.

A Study on Valuation of Micro-pressure Wave Reduction Technology Using Fuzzy Comprehensive Evaluation (퍼지 기법을 이용한 소음 저감 원천기술의 기술가치 산정에 관한 연구)

  • Although the value of technology is evaluated by various methods, the result of technology valuation is different from evaluator and evaluation methods. Also the uncertainty on the result occurs with respect to the evaluation factors and evaluation model which should be considered. In the case of lack of data or comparison target, the credibility of the technology valuation result could be unsure. To decrease uncertainty of the technology valuation, Fuzzy concept and Fuzzy Comprehensive Evaluation method are applied instead of using existing methods which evaluate technology value(level) by the number. In the research, we firstly devide evaluation criteria into technology value factor and business value factor and evaluate the technology level for micro pressure wave reduction technology which has been developed in Korea. Technology value factor is marked as high level with 46%, and business value factor is very high with 44%, and the overall level of technology is evaluated between very high and high. It helps to compare to other technology in the rivalry by the factors as it can evaluate the value of technology by factors. The technology valuation method which is applied in this research is expected to use on analyzing technology level of new technology or alternative technology in many different field.

  • The purpose of this study is to analyze the relations of innovation and productivity following the introduction of ICT and the effects in the process of innovative investments activity-innovation-productivity, not only by finding causes and effects. For this purpose we conducted surveys of SMEs classified into 7 categories by type of business. To put it concretely, this study was performed to find out the foactors which allow companies to secure competitiveness by enhancing of innovative measures through ICT, and to further analyze the political implications for the development of small and medium-size business by conducting an empirical analysis of the process, from the determination of innovative investments all the way through to production. Analysis model used CDM model using econometric methods such as multiple regression analysis and multinominal logit analysis to produce results. Also we established and analyzed models of innovation investment determinants, innovation determinants and productivity determinants to analyze specifically the relations between ICT and productivity.

Dead Zone Correction for Abundance Estimation of Demersal Fish by Acoustic Method (저서어자원량의 음향추정에 있어서 해저 데드존의 보정에 관한 연구)

  • In order to estimate demersal fishes using acoustic echo sounders and echo integrators, we consider several problems that are accurate bottom detection, optimum bottom offset and dead zone. The dead zone where no fish detection are summed distance resolution by the half pulse length of transmitted pulse and beam angle above the seabed. This paper has considered the dead-zone correction method to be technically correct for survey of demersal fishes. A comparison between near-bottom SV profiles acquired in Funka Bay, Hokkaido, of Japan, the East China Sea and the Yellow Sea, of Korea, with before and after the bottom correction, shows that the SV obtained with after the bottom correction is 2∼3dB higher than before the bottom correction in Funka Bay, and 17dB higher in East China Sea, too.

Measuring the Economic Impact of Item Descriptions on Sales Performance (온라인 상품 판매 성과에 영향을 미치는 상품 소개글 효과 측정 기법)

  • Personalized smart devices such as smartphones and smart pads are widely used. Unlike traditional feature phones, theses smart devices allow users to choose a variety of functions, which support not only daily experiences but also business operations. Actually, there exist a huge number of applications accessible by smart device users in online and mobile application markets. Users can choose apps that fit their own tastes and needs, which is impossible for conventional phone users. With the increase in app demand, the tastes and needs of app users are becoming more diverse. To meet these requirements, numerous apps with diverse functions are being released on the market, which leads to fierce competition. Unlike offline markets, online markets have a limitation in that purchasing decisions should be made without experiencing the items. Therefore, online customers rely more on item-related information that can be seen on the item page in which online markets commonly provide details about each item. Customers can feel confident about the quality of an item through the online information and decide whether to purchase it. The same is true of online app markets. To win the sales competition against other apps that perform similar functions, app developers need to focus on writing app descriptions to attract the attention of customers. If we can measure the effect of app descriptions on sales without regard to the app's price and quality, app descriptions that facilitate the sale of apps can be identified. This study intends to provide such a quantitative result for app developers who want to promote the sales of their apps. For this purpose, we collected app details including the descriptions written in Korean from one of the largest app markets in Korea, and then extracted keywords from the descriptions. Next, the impact of the keywords on sales performance was measured through our econometric model. Through this analysis, we were able to analyze the impact of each keyword itself, apart from that of the design or quality. The keywords, comprised of the attribute and evaluation of each app, are extracted by a morpheme analyzer. Our model with the keywords as its input variables was established to analyze their impact on sales performance. A regression analysis was conducted for each category in which apps are included. This analysis was required because we found the keywords, which are emphasized in app descriptions, different category-by-category. The analysis conducted not only for free apps but also for paid apps showed which keywords have more impact on sales performance for each type of app. In the analysis of paid apps in the education category, keywords such as 'search+easy' and 'words+abundant' showed higher effectiveness. In the same category, free apps whose keywords emphasize the quality of apps showed higher sales performance. One interesting fact is that keywords describing not only the app but also the need for the app have asignificant impact. Language learning apps, regardless of whether they are sold free or paid, showed higher sales performance by including the keywords 'foreign language study+important'. This result shows that motivation for the purchase affected sales. While item reviews are widely researched in online markets, item descriptions are not very actively studied. In the case of the mobile app markets, newly introduced apps may not have many item reviews because of the low quantity sold. In such cases, item descriptions can be regarded more important when customers make a decision about purchasing items. This study is the first trial to quantitatively analyze the relationship between an item description and its impact on sales performance. The results show that our research framework successfully provides a list of the most effective sales key terms with the estimates of their effectiveness. Although this study is performed for a specified type of item (i.e., mobile apps), our model can be applied to almost all of the items traded in online markets.
