A study on the use of reserve power in wartime by private guards (민간경비원 전시 예비전력 활용에 대한 연구)

  • Massacres of civilians are being committed in the Russia-Ukraine war, and the war is becoming a long-term war due to a lack of support for reserve combat forces. Considering the reality that South Korea is experiencing a rapid population decline and is rapidly entering an aging society, we are at a point where the nature of the war with North Korea must change. Among them, if private security guards are placed under the control of the police as regular security and crime prevention personnel and used as an alternative resource for reserve forces to ensure the safety of wartime areas and residents and prepare for long-term wars, it will help preserve combat power and maintain sustainability.Regarding private security, considering Japan's further development, we compared it with ours and looked into ways to utilize it as a reserve force for a divided country. In a future where low birth rates will lead to a decrease in military strength, if private security guards are used in local security vacuums during peacetime and participate in local defense during wartime, it could help improve the Korean military's reserve force.

Effects of Job Characteristics and Organizational Effectiveness of Security Guard on Martial Arts of Security Service Guard (경호무도 수련이 민간경비원의 직무특성과 조직효과성에 미치는 영향)

  • The Guard might focus on a king's personal safety in the wake of the system of the Silla and Taebong dynasties until the establishment of the Goryeo Dynasty's unique political system. The purpose of this research is to examine gob characteristics and organizational effectiveness of security guard on martial arts of security service guard. The subjects of this study are private guard as working security companies of Seoul and Kyongi area and 250 persons. It was a method of questionnaire for this study and used a questionnaire developed by Hackman and Oldham(1976) for gob characteristics and used a questionnaire developed by Tymon(1988) for organizational effectiveness that translated and modified from Kim, Ilsoon and measured by 5 point likert. It used to analyze the data for one-way ANOVA and multiple regression analysis. There are conclusions of this study. First, there was a partially difference on god characteristics and organizational effectiveness of population statistical character. Depending on sex, 'female' group was high, depending on the age, '46 year-old+ group' was high, depending on the educational level, 'bachelor group' was high, depending on the income, '400manwon+ group' was high. Second, it becomes positive result to the period, the frequency and the intensity of security martial arts practice. Third, it happened that gob characteristics is increase and organizational effectiveness is also positive way.

A Study on the Effectiveness of the Training System on the Job Satisfaction in Private Security : Focusing on the Mediating Effect of Professional Consciousness (민간경비원의 신임교육훈련이 직무만족에 미치는 영향 : 직업의식의 매개효과를 중심으로)

  • This research is carried out to offer suggestions for improving the work efficiency and quality of private security officers and developing the private security industry; it examines the relationship between the training of private security officers that affects task efficiency as well as the ultimate outcome of an organization's work and job satisfaction while confirming the mediation effect of job consciousness. A self-administration survey method is employed and the questionnaires filled out by 180 related personnel at a private security firm located in Seoul, South Korea are analyzed for the following results. The training satisfaction variable shows a statistically significant effect on the job consciousness of private security officers, meaning that the trainees that are satisfied with the training they receive are also more dedicated to carrying out their tasks dutifully compared to those who are not content with the training. The research results stated above confirm the findings of the past studies which assert that training satisfaction factor affects job satisfaction and job consciousness has a statistically significant impact on job satisfaction and acts as a mediator between training and job satisfaction. With the results acquired, the author suggests the training providers and instructors prepare an educational service that can suit the needs of the trainees and promote job consciousness through increased training satisfaction. Lastly, with the basis on the results from this study, further research should be conducted to examine other various explanatory factors that might affect job satisfaction.

A Study on development of special security service (특수경비업무 발전방안에 관한 연구)

  • The purpose of this study is to find the development of the special security business plan based on the problem that guards are now aware of special security service. In order to achieve the objectives of this study, we analyzed the data after expert survey and interview conducted by seven experts engaged in special security services more than 10 years. The guard who perform special security service proposed a development plan of special security services as follows. First, the current education system for new employees' training is required to improve the educational program of 60 hours in subjects related to special security duties by reorganization. Second, the special security service training for guards also appropriate to switch to 9-hour training program for three months through an educational organization controlled by country. Third, the special security guards should be proceeding the practical programs required in the field and quality education in the different section by competent and professional instructors. Fourth, the retirement age for special security guard stipulated in the Security Services Industry Act that needs to be readjusted upward by considering the social environment. Sixth, there needs to be organized the Special Security Association for development associated with the special security service and to protect the rights of special security guards.

The Effects of the Organizational Characteristics and Ethics of Private Security Industry on the Organizational Citizenship Behavior of the Employees (민간경비업의 조직특성과 조직윤리가 조직시민행동에 미치는 영향)

  • In Korea, the size of the private security industry has grown rapidly since the enactment of the Security Business Act in 1976. Unfortunately, the quantitative development has not been accompanied by the comparable qualities, and this shortcoming can be attributed to different unethical incidents caused by the private security officers. This study examined the causal relationship between the organizational characteristics according to the organizational ethics and the organizational citizenship behavior to provide suggestions to promote the ethics of the private security officers, and ultimately play the role of a theoretical foundation for the qualitative advancement of the industry. Private security officers in Seoul and the Gyeonggi province in Korea were studied by using the purposive sampling method and the following results were obtained. First, except for the altruism factor, the levels of organizational ethics perceptions and organizational citizenship behavior of the subjects were relatively high. Moreover, organizational characteristics had a positive partial effect on organizational ethics and organizational citizenship behavior. Furthermore, organizational ethics partially affected organizational citizenship behavior in a positive way, and organizational ethics had a partial mediation effect between organizational characteristics and organizational citizenship behavior. With the results of the analyses, development and management of the ethics training and programs and promoting the ethics among the executives were recommended as a future direction.

The Effect of the Community Incivility on the Fear of Crime - Focused on Moderation Effect of Private Security - (지역 무질서가 범죄두려움에 미치는 영향 - 민간경비의 조절효과 -)

  • Today, crime has become a serious threat to social safety so citizen's desire for safety has increased. So the private security has emerged as a new industry for safety and security and became a crucial component. Private security is responsible not only covers the limitations of the police work, but also fills citizen's desire of security. However, quantitative research on private security has rarely been done and the results of the private security study are not effectively utilized due to biased research trends in Korea. Therefore, the purpose of this study is to evaluate the effects of community incivility on fear of crime and the moderation effect of private security. To accomplish this purpose, this research uses 6,919 samples from the National Crime Victimization Survey(2014) and conducts hierarchical regression through STATA 13.0 program. As a results, private security guard showed the main effect on the generalized fear of crime, but had not a significant influence on the interaction effect with the community incivility. On the other hand, the moderation effect of electronic security was statistically significant in relation to the community incivility and specific fear of crime. In other words, in a place with high physical disorder, the fear of crime is relatively low in the case of the electronic machine, compared with the case where there is no electronic machine. The implications and limitations based on these results are discussed in the conclusion.

  • As the demand for national security and national safety is gradually increasing in accordance with the trend of the times and social environment, and the use of private areas for effective prevention and supply required for the demand for safety services, this paper analyzed the Japanese private security testing system for the introduction of the Korea security certification system as a way to secure expertise in the private security industry and drew the following conclusion. First, certificate segmentation should be carried out according to the clearly divided field and scope of the expense operation. Second, it is necessary to distinguish the qualification of the private security qualification according to the level. Third, it is necessary to utilize the combined evaluation method through the departmental and practical tests. Fourth, an assessment should be made through the link between departments and practical subjects. Fifth, the diversity of the acquisition methods should be placed to ensure the gainer's accessibility.   • The purpose of this study is to build up the expert system with more subdivided qualifications and improved qualities with the development of the security industry. And also it is to analyze a survey measuring how satisfied they are with curriculum, teaching faculty, educational administration, facilities among 439 private guards completing a course in Korea private guard educational institution and registered in the National Police Agency in Seoul, Gyeonggi, Chungcheong, Gyeongsang, Jeolla province. For this, SPSS(Statistical Packages for Social Science) 15.0 Version was adapted to analyze and other analysis methods used for this study are like these: frequency, reliability analysis, regressive analysis, moderated multiple regression, post hoc test for categorizing the performance changes, looking into the characteristics, examining closely job performance, intention to quit one's job, and inquiring into the influence how satisfaction measurement at education training satisfaction makes on carrying out one's job. Firstly, The Effect Satisfaction at The Program has on Performing One's Duty With respect to job performance, curriculum, educational administration, teaching abilities have positive influences on it. On the other hand, with respect to quitting one's job, curriculum just makes positive effects on leaving one's work statistically. It indicates that systematic and effective curriculum, administration, teaching faculty or contents with high quality rather than just education facilities would make the task performance excellent and satisfaction at the program well in regards to making effects on the task performance. Secondly, The Effect Satisfaction at The Program has on Performing One's Duty with Social Supports Despite being the fact that statistically any strong correlation between curriculum and social supports, one between education facilities and social supports, one between teaching abilities and social supports, and one between educational administration and social supports do not have influences on carrying out job performance, it turns out that satisfaction at the program and social supports make positive effects on performing one's task. In conclusion, the entire social system and support need to be improved and some institutions appropriate for satisfaction at the program should be established as soon as possible.

Legal Interpretation on Management Power of Article 7 Section 1 of Security Business Act (경비업법 제7조 제1항 "관리권 범위"에 대한 법적 해석)

  • Security Business Act of Korea is leaning toward the aspect of regulation, while it provides few provisions about vesting the authority, which causes problems such as legal loopholes to be raised in regard to the rules about authorizing the private security personnel to perform security affairs properly and defining the limit of power. So, it should be done to interpret the law in order to draw the legal basis of empowering as well as to set limits of the authority of security main agent, and Article 7, Section 1, of Security Business Act is the very provision that involves the legal basis. In the scope of 'Management Power', the statutory authority in the first clause of Article 7 of Security Business Act, the security personnel can use force for self-defense, defense of others and property, and prevention of crimes. In addition, the powers of interrogation, access control, and eviction notice are involved in its scope. The private security personnel as the occupation assistant can take precautions and if the infringement on the benefit and protection of the law is imminent or done, he or she can use force within the limits of the passive resistance and the means of defiance on the basis of 'Management Power'. The private security personnel, however, can exercise the force only if the necessary conditions of legal defense, emergency evacuation, and legitimate act of criminal law are fulfilled.

A Study on Developing Qualification Criteria in the Private Security Industry (민간경비 자격검정 개선방안에 관한 연구)

  • As of entering the 21st century, a trend in the field of a private security industry among the advanced countries have been increased a qualification system and train session to meet the needs of professionalism. Intensifying the professionalism in Korea, education and train system has been initiated to change but the oligopoly market already formulated due to impractical selection standard and management of education system. Issuing certification and offering basic training through a designated institution for the purpose of improving quality of the private security industry worker, its practical effectiveness were lower than expectation. Rather certification-holder or security agency, institution or truster's rent-seeking behavior have been increased by occupational licensing system. The founded results, which were associated to problems in selecting and educating to the private security guard, in this study were that any verification has been initiated towards dual-system in official approval and structural problems in education system, and non-existence of verification for professionalism and management capability to security agency owner and its upper managerial level. Current a dual system in an officially authorized verification system and completion of security guard credential requested change to an unified official qualification verification system to solve those problems. Ranges of an applicant to the unified official qualification verification system should be extend to the whole population in the private security industry. Moreover, minimization of the dead-weigh loss, which is caused by oligopoly phenomenon while using its market-dominant status, increasement number of designated institution, which allows self-regulating competition, and endowment of autonomy, which is in selecting education and agency, were requested to solve the problems in selecting and educating to the private security guard. In order to minimize stated problems while maintaining objectiveness, a new manage and supervise institution, which is called a 'private security industry committee', should be establish. The private security industry committee is a formation of governance network which are participated from professional group to civil organization.
