노후주거시설의 개보수의 필요성이 대두 되고 있으나 관련법규의 제약에 의해 내 외부 미관수선 정도에 그치고 있는 것이 현실이다. 그래 조금 나은 동선과 공간으로 수선시 법을 위반하여 불법 건축물로 낙인되어 지는 것이다. 경제적인 여유가 없는 노령층등 사회적 약자가 거주하는 공간은 더욱 더 열약하여 화장실, 주방, 수평이동 통로, 승강기등의 편의시설과 붕괴, 침하, 화재, 폭발, 오염등의 안전을 위협하는 위험요소의 제거등이 당장 필요하여도 미봉에 그치는 경우가 다반사이다. 또 이러한 노후 건물의 개보수는 신, 개축 보다 어렵고 비용도 많이 들면서 그 효과도 미미한 것이 사실이나 당장 신, 개축하기에는 관련 법규에 저촉되거나 주변 여건에 부합하지 않아 실시 할 수 없는 경우가 많아 이를 개선하고 합리적인 롤 모델을 만들고 필요하다면 관련법령도 정비할 필요가 있는 것이다. 노후되지 않아도 현시점에서 생활의 불편함을 느껴 개선할 필요가 있는 경우도 관련 법규의 유연함이 필요할 것이다. 본 연구는 이러한 노후 주거 시설 및 현실 여건에 맞지않는 주거 시설을 보다 쉽고 합리적으로 개 보수할 수 있는 여건이 조성되도록 관련 건축법령의 개선, 또 경제적 여유가 없는 저소득층의 개보수여건을 개선할 수 있는 정부지원방안, 이러한 노후 주거시설의 개보수가 부동산 시장에 어떠한 영향을 초래할 수 있는지를 기존 연구들과 비교하여 합리적인 방안을 도출하고저 함.

As one of empirical research and developments on BIM applications to improve design quality and productivity of building, efforts have been devoted to automated compliance checking of building design for building permit. KBimLogic is a mechanism that translate Korean Buidling Act to the computational language called KBimCode. KBimCode aims to standardized and neutral language that can be applied to various design rules. This paper focuses on testing expandability of KBimCode by appling it on Chinese Building Act. We analyzed Chinese national regulation on fire protection and evacuation, based on 1) Object·property, 2) function for predicate processing, 3) relationship of sentences. As a result, Chinese Building Act were successfully translated to KBimCode with some important implications for further application. Based on the finding of the paper, KBimCode is expected to be applicable to kinds of design rules.

This article analyzed the building regulations, the guidelines for the people with disabilities, and the interior environment of the transportation facilities of Stockholm and Oslo, which wee capital cities of leading countries in this field. Result showed that Swedish 'BBR 94' was made and based on accessibility, safety, and efficiency. But the mandatory items and detailed recommendations were minimal. 'The Swedish Handicap Institute' provided more detailed requirements. As a result of case studies of 4 facilities, it appeared that these facilities used sufficient dimension, variable color, different material, or adaptable lightings in order to provide easy accessibility, adaptability, safety, support, and mobility for the people with disabilities instead of keeping the building regulations and guidelines reluctantly.

최근 대형화 고층화 복합화 등 점차 발전하는 건축물의 피난 안전성을 확보하기 위하여 성능위주 중심의 피난안전계획이 이루어지고 있다. 그러나 관련 법규의 세부적 기준이 없어 국외 기준에 기반하여 피난안전계획이 진행되고 있다. 이에 본 논문에서는 점차 도입되고 있는 성능적 기준의 도입을 위하여 국내외 관련 기준 및 관련 재실자 밀도 조사 사례를 분석한 결과 국내 제정된 법규는 기준 자체의 목적이 다르고 제한적 용도라는 한계점이 있었으며 또한 기존 연구 사례를 통해 조사 시기 및 방법과 결과의 적용, 신뢰성 확보 등 법규화를 위한 재실자 밀도 기준의 연구 방향을 알 수 있었다.

Recently Construction industry is try to minimize effects on the Environment. So, Korea government is provided the Environmental law, but environmental managers who works in construction phase are not easy to understand the Environmental law because the laws are scattered in the several legislations and hardly to find the clauses for the environmental law. Therefore this study intends to deduct the improvement directions of Environmental laws. The basis data is selected through survey targeting environmental managers and analyzed by AHP.

As a result of increase of high-rise building and complex building in cities, fire damage become larger and complicated. However, law and standards in connection with life safety in the fire is deficient in safety performance and the institution of fire is divided into two parts : the building law and the fire law. The aim of this research is to compare with egress safety rule in advanced countries and to analyze the national standard of egress safety by investigating research data in order to make fire safety rule more effective. On the basis of this analysis, this research also suggested that reform measures should make egress safety in the fire.

As high-rise Apartment buildings increase the importance of fire prevention and escape performance. While these buildings provide dwellers with much more houses, they have the basic escape safety problem in their apartment buildings. In these respect, this study aims to present the Principles of Fire protection for the escape performance of apartment buildings. This study reviews basic theories of escape in apartment buildings. I figure out the characteristics of the fires in apartment buildings by case studying the fire in the apartment buildings, and find out the existing problems for escape performance and fire prevention by surveying. In this study, the major findings are as follows: The planning method should be based on the escape performance. In the planning stage, fire safety should be considered more seriously than law and economic factors.

기존 건축물은 현행 소방법 및 건축법을 소급해 적용할 수 없다는 이유로 비상용승강기와 제연설비가 설치되어 있지 않는 경우가 상당수 존재한다. 이렇듯 화재에 취약할 수밖에 없는 기존 건축물에서 화재가 발생했을 때 소방대 진입 및 구조활동이 가능한 통로를 확보하는 것이 매우 중요하다. 본 연구는 이러한 관점에서 기존 건축물의 화재안전성능 개선에 따른 부담을 최소화하는 방안으로 승강로 급기가압 방식을 제시한다. 먼저, 수직통로를 통한 연기 확산에 무방비 상태인 기존의 고층 건축물의 문제점 및 화재사례를 분석하고, 국내외 비상용승강기 및 제연설비 관련 법규 현황을 비교분석하였다. 그리고 NIST의 Contam을 이용한 시뮬레이션을 통하여 승강로 급기가압 전과 후의 층별 차압을 비교함으로써 승강로 가압이 연돌효과에 미치는 영향을 분석하였다.
