Suggestion for Integrated Process Quality Control for Facility Management of Smart City at Construction Stage (Smart City 시공단계 시설물 통합품질관리 프로세스 제안)

  • Korean government is promoting "K-Smart City" to overseas market which is an integrated solution of construction industry with ICT(Information and Communciations Technologies) industry. Due to nature of Smart City, construction quality and the development quality of the facilities need to be established to improve the overall quality. However, guidelines and regulations to initiate quality control for Smart City are behind the actual demand. This deficiency is bringing quality control for construction and ICT to be controlled separately causing lack of synergy and resulting in overall quality degradation. This research is designed to improve the construction quality of Smart City during its establishment stage by integrating ICT system with on-site construction (Integrated control center and on-site equipment). The adoption of this research to a real Smart City case had resulted in 22% reduction of construction inspection failure (Audit), and also allowed Construction Company to pre-align quality control of all purchased items of ICT Infra that resulted in 18% reduction of nonconformity, thus contributing to an overall quality improvement. This research is expected to be used widely among all construction industry of Smart City.

  • 본 논문에서는 모바일 단말기에서 지하공간 통합지도 관리를 위한 서비스 시스템을 설계한다. 설계된 시스템은 현장에서 수집된 정보를 모바일 단말기에서 직접 확인 후 정합성을 검증할 수 있는 기능과 허가된 사용자만이 지도 및 지하공간 정보에 접근하여 확인 및 수정할 수 있는 기능을 가진다. 또한, 설계된 모바일 서비스 시스템을 구현하기 위해 모바일 클라이언트 모듈/현장 지원 시스템, 관리자 UI 모듈/현장 데이터 반영 모듈 간 흐름을 다이어그램으로 표현하여 제안한다.

  • In this study, the information breakdown structure of water purification plant has been made by classifying various the water purification methods and facilities. this can be utilized as a code system of computer for integrating information and analyzing quantitative of environmental impact and calculating cost of maintenance and energy consumption which was used during life cycle of water purification plant. Since the construction information contains many heterogeneous information, it is very important to have a code system for managing the integrated information. In addition, since water purification plant facilities are mainly composed of installation of facilities including many processes, a more detailed classification code is required. Therefore, in this study, the water purification breakdown structure which is not yet attempted in Korea was constructed by using facet classification system.

  • 도시홍수의 잠재적 위험은 홍수경감계획이 발전됨에 따라 감소하지만, 침수피해 가능성은 도시화와 도시 확장에 따라 증가한다. 침수피해 가능성에 대한 사전 파악 및 위험도 분석은 대규모 침수재해 발생 시의 위기관리에도 도움을 준다. 또한, 경제적 피해에 대한 예측은 재해발생 후 복구 및 복원 작업에 필요한 자원 할당에 매우 유용하며, 잠재적 홍수 피해에 대한 예측은 장기적인 홍수경감계획과 재해관리에 필요하다. 본 연구에서는 다차원 침수해석 모형의 결과로 산정 가능한 침수심, 유속 등의 지표들을 복합적으로 고려하여 침수위험도를 산정하고, 침수 발생 위험이 있는 지역의 인문 사회 경제적 지표를 통해 피해 저감 및 복구성을 반영하기 위한 재해 취약인자를 선정하여 해당 지역에 대한 취약도를 산정하였다. 또한, 분석된 위험도와 취약도의 연산으로 통합리스크 분석을 실시하여 침수 발생 시 해당지역에 대한 피해 예상과 지역별 상대평가가 가능하도록 하였다. 위험도와 취약도 및 리스크 분석은 다양한 인자를 동시에 고려하기 위해 여러 개의 기준에 대한 선호도를 결정하거나 최적 대안을 선택하는 다기준의사결정(MCDM)기법을 적용하였으며, MCDM기법 중 보편적으로 많이 이용되는 TOPSIS기법을 적용하였다. 이러한 리스크 분석은 우리나라 전체, 특정 시도, 시군구, 읍면동 간의 침수피해와 관련한 상대적 비교 평가가 가능하며, 대응 및 대비의 관점에서 저감 대책 수립의 우선 지역을 도출하는 데 활용될 수 있을 것이며, 침수피해 발생 후, 리스크가 큰 지역에 대해 우선적으로 복구 조치가 이뤄질 수 있을 것이다. 또한, 한정된 지자체 예산 안에서 도시홍수 피해 경감 대책 수립을 위한 의사결정에 활용될 수 있을 것으로 판단된다.

  • 하천관리정책은 국가의 자연적, 사회적 환경에 크게 영향을 받으며 각 나라에 맞는 고유한 방향으로 정착하였다. 우리나라의 경우 치수와 개발이 중심이 있는 되는 일본식 하천관리체계를 오랫동안 유지하여 왔으며 개별 하천의 관리에 기본이 되는 하천기본계획체계는 일본의 신하천법의 형식을 유지하고 있다. 이에 반해 물관리체계는 2019년 6월에 시행된 물관리기본법에 의해 수량과 수질 통합관리 체계로 크게 개편되었다. 현행 물관리체계에서는 수질과 수량은 관리주체가 통합되었으나 하천관리는 하천시설물과 하천수의 관리주체가 분리되어 있다. 기후변화로 인해 주요 선진국은 하천관리에서 치수의 중요성이 높아지고 있으나 우리나라의 경우에는 하천의 치수관리에 대한 정책적 중요도는 떨어지고 있으며 환경관리에 대한 중요도가 높아지고 있다. 하천기본계획은 개별 하천에 대한 치수, 이수, 환경의 유일한 종합적 계획으로 광범위한 조사/분석/계획 등을 포함하고 있으나 타계획과의 연관성이나 활용성이 높지 않은 편이다. 본 연구에서는 국가 차원의 종합적인 하천관리정책 수립, 일관성 있는 치수, 이수, 환경 계획의 수립, 정부의 효율적인 하천관리 실행 등의 관점에서 현행 하천기본계획의 한계를 살펴보고 변화하는 기후 및 사회 환경에 탄력적으로 대응할 수 있는 개선방안을 검토하였다. 이를 위해서 우리나라와 일본, 미국, 유럽 등 선진국의 하천관리체계를 검토하고 도로, 상하수도 등 유사 분야의 계획 체계와 하천계획 체계를 비교하였다. 물관리 체계 개편을 고려한 현행 하천기본계획의 주요 논점을 정리하고 현행 법체계와 사회환경을 고려하여 하천기본계획이 실질적인 하천에 대한 종합적 계획의 의미를 살릴 수 있는 체계 개편 방안과 구체적인 실행방안에 대해서 고찰하였으며 장단기 개선방안을 제시하고자 한다.

  • Recently construction companies expand position for apartment house in construction market because of house supply rate increase and its amount. In addition, because the focus of house sale market has moved to customer from supplier, the importance of defect management is being issued currently. However, current apartment defect management is not satisfied with customer's demand for the lack of business process management, management organization, information feedback, and readiness for defect in construction phase. To solve this problem, this study proposed business process management improvement model for defect management. Proposed improvement model make information feedback, defect management business quality improvement, and improper process improvement through integrating defect management and quality management. It is expected to contribute to customer's satisfaction improvement and reliance improvement for construction companies.

  • The drawing information takes the most essential part of construction information. The management of construction information through drawing information facilitates input, output and search process, thus helping maximize the usage of construction information by effectively sharing construction experience and drawing information. This paper shows how construction information can effectively used to increase the productivity of the construction process as a whole. Construction information was extracted and classified by the elements of building which are the basic and very end components of building, to accumulate information of each construction phase. Based on the result, the Element Breakdown Structure(EBS) was developed for the practical usage of construction information integration.

  • The purpose of this study is to extract metadata based on Dublin Core from national construction information DBs, to design XML schema from the extracted metadata and to apply the previous works to integrated information retrieval system. To extract metadata, co-work was performed with librarians in the field of construction information, and. as a result, twelve metadata elements from Dublin Core and one administrative metadata could be extracted. Based on the investigation and analysis of those thirteen metadata elements, XML schema design process was described in detail. finally, the service environments of integrated information retrieval system to which XML schema was applied was introduced. Further study was also provided.

  • Generally speaking, the demolition works is the subsequent construction activity which has been done after building life-span of twenty two years or so. However, it was not prepared suitable systems and laws and regulations as long-term solutions. In this study, it was suggested the improvement guideline of safety management-related laws in domestic demolition works. The three improvement of laws was suggested as follows. ${\bullet}$ First, it was suggested proposals for demolition works standards in safety management plan of management law for construction activity. ${\bullet}$ Secondly, it was provided improvements for standard safety work guide of demolition works of industrial safety and health law. ${\bullet}$ Third, it was proposed integration method of redundancy in safety management plan and risk assessment regulations.

  • The purpose of this study is to present an improvement building construction process by using prefabricated materials. The current slab form work has waste factor by unnecessary process and not complete integration with the finishing process. Therefore the study used value stream analysis methodology for effective improvement of slab form work process. The main contents of the study are as follows; 1) Non-value adding activities were found at existing slab form work process by current state mapping(CSM) 2) Future state mapping(FSM) suggest process Integration to slab form work. 3) Slab form work is analyzed reduction time-cost by prefabricated material. The study recommends that, as a future research, development of tool and technique for the non-value adding activities are eliminated in building construction and application of prefabricated material should be increased.
