Incentive Structures in the Compensation for Public Expropriation (공공수용 보상에 관한 유인체계 분석)

  • We study incentive structures of public developers and land owners in the process of public expropriations using a sequential game model. In the model, we show that there is an incentive for the public developer to give more compensation than just compensation that are defined by law. Also the model shows that there is an incentive for the land owners to revolt strategically against the public expropriation. Then an ideal authority delegation model is introduced to resolve the problems, where an independent appraiser determines the compensation for the expropriation. In the real world, improving the independence of appraisal process is critical to make the system closer to the ideal authority delegation model. So this paper concludes by making a few policy suggestions to improve the current appraisal system.

  • In this research paper, the analysis, and improvement, of conditions of fire investigation related to products were derived. The results of the research showed that the main entity that plays the role of coordinator on the scene of fire investigation is unclear, systematic devices to protect the rights and interests of fire victims are inadequate, there are limitations in deriving the cause of fire due to the lack of fire appraisal organizations in fire departments, and the product companies are passive in their initial actions. As for improvement measures, it was found that the adoption of the system in which fire departments can play the role of mediator on the scene of fire investigation, the establishment and operation of fire appraisal organizations and research institutes in fire departments, and the establishment of network between fire departments and product companies are needed.

Factors That Affect the Level of Emotional Labor in Dental Hygienists (치과위생사의 감정노동 영향요인 연구)

  • This research purports to find out the factors that affect the level of emotional labor in dental hygienists. Data were collected from 204 dental hygienists working at 5 university hospitals and 55 dental clinics through self-administered questionnaire, and analyzed by statistical analysis using t-test, ANOVA, and regression analysis. The main findings of the study are as follows: First, the higher the educational level of dental hygienists, and the bigger the size of dental institutions they work, the higher the level of emotional labor of dental hygienists. Second, patient and environmental factors were found to have significant effects on the level of emotional labor. The above results imply that managers should try to make the workplace better environment which can secure appropriate workload and rewards, and support for work related education programs etc. It is also needed to educate the patients in order to prevent unnecessary conflicts between the patients and dental hygienists.

  • The aim of this study is to improve the "empty house problem" in Korea. The direction of improvement of systems in Korea was considered and compared with empty house systems in the United Kingdom, France, Germany, the United States, and Japan. Korea's system is based on comprehensive regulations centered on the demolition of empty houses. To actively solve the problem of unoccupied houses, detailed guidelines are needed, which must consider the current status and surrounding environment of empty houses. There should be institutional grounds for local governments to actively intervene in the issue of empty houses, and there should be a system that enables tax and cost support for the reuse of such houses. An information sharing system is also needed for sharing empty house information among local governments. To utilize empty houses as resources for the housing market, it is necessary to establish a consultative system consisting of residents, urban and architectural experts, and private businesses.

창업실패관련 개인평가와 사업실패로 인한 손실경험이 재창업의도에 미치는 영향에 관한 연구

  • 2015년 기업생멸 행정통계에 따르면, 우리나라의 최근 5년 동안('2010~2014년) 연평균 창업은 77만개, 폐업은 69만개인 것으로 나타났다. 지난 2015년 한해에만 개인사업자로 106만8313명이 창업을 하고 73만9420명이 폐업을 했다. 이는 하루 평균 3000명이 창업을 하고 2000명이 문을 닫는 셈이다. 실패를 경험한 기업인들은 여러 가지 심리적, 경제적 어려움에 직면하게 된다고 연구 보고되고 있다. 이같은 결과는 사업실패를 경험한 기업인들에 대한 케어의 필요성을 보여준다. 지난 2010년부터 정부가 실패기업인들에 대한 재기지원사업에 나서고는 있으나 재창업지원제도의 효과성에 대해서는 보장하기 어려운 상태다. 일각에서는 재창업지원이 양적인면에서는 활성화됐으나 질적으로는 아직 미흡하다고 지적이 나오고 있다. 이같은 상황에 착안하여 본 연구는 사업실패를 경험한 기업인들이 겪게되는 심리적 특성과 재기를 하고자 할 때 방해요소로 작용하는 감정요인에 초점을 맞추고자 한다. 따라서 선행연구를 통해 사업실패를 경험한 기업인들의 감정메카니즘을 규명한 모델(건강신념 모델:Health Belief Model)을 적용한 창업실패관련 개인평가와 사업실패경험(재무적 손실, 비재무적 손실)이 재창업의도에 어떠한 영향을 미치는지 규명하고자 한다. 감정요인인 창업실패관련 개인평가는 지각된 심각성, 지각된 취약성, 지각된 장애로 구성했다. 또 창업실패관련 개인평가와 재창업의도 사이, 사업실패경험과 재창업의도 사이에 재창업지원정책, 창업자기효능감이 각각 조절작용을 하는지 유의미한 관계성을 알아보고자한다. 연구 대상은 정부 재창업지원 프로그램을 진행하고 있는 중소기업진흥공단, 서울산업진흥원, 재도전지원센터등 기관의 재창업지원을 받은 기업인을 대상으로 설문을 실시하여 이들이 재창업지원서비스를 받기 전과 후에 대한 측정을 통해 실증분석을 하려고 한다.이 연구가 설정한 가설이 맞을 경우, 시사점으로는 정부의 재창업지원 프로그램의 효과성에 대한 검증이 될 것이다. 또 창업실패관련 감정메카니즘 규명으로 사업실패 기업인들의 재기를 도울 수 있는 재창업지원정책의 고도화가 가능해 질 것으로 판단된다.

가축전염병예방법 일부개정법률

  • 농림부는 지난 8월 3일 가축전염병 가운데 양.염소에 대한 정의를 농가를 포함한 모든 국민이 이해하기 쉽게 정비하고, 가축의 소유자 또는 관리자에게도 가축전염병의 신고의무를 부과하며, 병성감정 실시결과 인수공통전염병으로 확인된 경우 이를 질병관리본부장에게 통보하도록 하여 인체감염을 예방할 수 있도록 하고, 가축방역에 필요한 조치명령 항목에 면역요법을 추가하는 등 현행 제도의 운영상 나타난 일부 미비점을 개선.보완하여 개정법률을 공포하였다. 이 법은 6개월이 경과한 날부터 시행되며 개정전문은 다음과 같다.

  • The Public Noticed Land Price system was developed in order to establish a practical and consistent land price information system, where land prices are appraised and publicly noticed according to the Law Governing the Public Notice of Real Estate Prices and Appraisals.The appraisal process for evaluating and appraising the public noticed land price in conducted in phases, where the nation's land is divided into human and spatial portions according to administrative districts. Depending on the subjective judgement of the appraiser, it is therefore possible for discrepancies to occur in land prices for lots near the boundaries of administrative districts. There is the computerized support system to maintain the public noticed land prices balance between the boundaries of cities, counties, and districts (the units in which evaluation and appraisal are conducted to determine public noticed land prices). But, due to that system is divided into attribute and spatial data information, it is possible for discrepancies to occur in land prices for lots near the boundaries of administrative districts. The purpose of this study to suggest the reasonable methods on discrepancies in public noticed land prices through spatial analysis using GIS.

  • 우리나라 민법 제3조는 "사람은 생존하는 동안 권리와 의무의 주체가 된다"고 규정하고 있다. 이것은 출생이라는 근거에 의하여 자연인이 됨과 동시에 출생자에게 권리능력이 발생한다는 것을 의미하며, 또한 출생 전에는 태아는 권리능력이 없다는 의미로도 볼 수 있다. 그러나 이 원칙을 그대로 적용하면 태아 대한 불이익과 불평등은 필연적으로 우리사회의 법감정에도 반하는 것이 되기 때문에 여러 나라에서는 태아에게 미치게 되는 부분을 제대로 바로잡기 위하여 특별한 규정을 두고 있다. 이에 대해 우리나라도 태아에게 이롭지 못한 일이 일어나는 경우가 발생을 할 수 있게 때문에 민법에서 예외적인 사항을 두어 태아를 보호하기 위한 권리능력을 인정하는 규정을 두고 있다. 하지만 1958년 민법이 제정된 이후 태아의 권리능력에 관한 법률규정이나 해석이 크게 변화하지 못하여 태아를 보호함에 있어서 소홀할 수 있다는 문제점이 대두 되고 있는 것이 현실이다. 따라서 본 논문에서는 보다 태아를 적극적으로 보호할 수 있는 대책을 살펴보기 위하여 현재 우리나라제도에 대한 문제점은 검토하고, 국민의 법 감정과 정서에 맞는 가장 바람직한 태아의 권리보호방안을 제시하고자 한다.

The Effects of Emotional Quotient of Emotion laborers on Their Vocational Emotional Satisfaction, Job Satisfaction, Organizational Commitment -The comparison of Secondary Schoolteachers and Nurse - (감정노동자의 감성지능이 직업 정서적 만족, 직무만족, 조직몰입에 미치는 영향 -중등 교사와 간호사의 비교-)

  • The purpose of this study is to identify the effect of the emotional quotient of emotional laborers working in a social space on their vocational emotional satisfaction, including job satisfaction and organizational commitment. Research subjects were 58 registered nurses in care units at a University hospital located in K city of Korea and 48 Secondary schoolteachers. Data were collected from June 15 throughout June 22, 2014. Data were analyzed by SPSS 17.0 program, using statistical methods including Pearson's correlation coefficient and stepwise multiple regression. It was found that there was a significant correlation between emotional quotient of emotional laborers, vocational emotional satisfaction, job satisfaction, organizational commitment. That is, the higher the emotional quotient of emotional laborers, the better the vocational emotional satisfaction, job satisfaction and the organizational commitment was. It could be the baseline data for providing working conditions and efficient system of emotional laborer.

Comparison of Job Stress, Emotional Labor, Role Conflict and Organizational Commitment among Nurses working in Comprehensive Nursing Care Wards of Tertiary Hospitals and Medium-sized Hospitals (상급종합병원과 중소병원 간호·간병통합서비스병동 간호사의 직무스트레스, 감정노동, 역할갈등 및 조직몰입 비교)

  • This study was conducted in order to compare the degree of job stress, emotional labor, role conflict, and organizational commitment among 135 nurses working in comprehensive nursing care wards of tertiary hospitals and medium-sized hospital. The average of job stress of tertiary hospitals was 1.93 points, that of medium hospitals was 2.08 points, emotional labor 3.30, 3.04, role conflict 2.54, 2.79, organizational commitment 3.07, 2.99, respectively. Job stress and role conflict were higher in comprehensive nursing care wards of medium-sized hospitals than tertiary hospitals. This study provides foundational information for developing a program to decrease the job stress and role conflict in comprehensive nursing care wards of medium-sized hospitals.
