The Analytic Hierarchy Process(AHP) model developed by Saaty is a very useful decision-making model designed for selecting and evaluating project alternatives through $\ulcorner$pairwise comparison$\lrcorner$ in the context of hierarchical structure. In this paper, we construct a modified AHP model named Analytic Dicho-Hierarchy Process (ADHP) model necessary for evaluating technology alternatives.

This paper analyses characteristics of the numerical controller industry in market formation and the Flow of information between users and producers and the characteristic of knowledge base of the industry and discusses the difficulties derived, from the characteristics, in accumulation of technological capability In market formation betweenusers and producers, the multi-layered market is not favorable to domestic producers in that lower end market is not large enough to provide cardle market to them which produce inferior quality and lower price than importer products. The credibility of the permance of a product is difficult to prove until a critical mass of products are sold. Therefore gaining market share is deterred by unproven credibility of the performance of the product. The flow of information between users and producers is limited. The flow of information on users environment through mass market to producers is essential for improving credibility of a product. The nature of knowledge base is tacit and the means of knowledge transmission is limited. Technological licensing and reverse engineering, Which have been conventional industry. These characteristics provide conditions of vicious circle in accumulation of technological capability of the numerical controller industry. This paper argues that these characteristics of the industry challenges existing approach to R&D management and framework of science and technology policy.

In this study, we propose an expert system aided model necessary for extracting the rules, which can diagnose the success level of new product development project. For this purpose, first, we design a classification model to analyze the characteristics of $\ulcorner$parts development projects$\lrcorner$. Second, in order to select success factors, we explore literatures and interview with project managers working at large sized companies of electronic parts. And we conduct the enquete survey and statistical analysis to extract key success factors. Third, in order to decide the level of project success, we use the concept of 'Recearchitivity' as a framework of judgement criteria. Fourth, in order to extract diagnosis rules, we use expert system development tool.

Rapid spread of Internet, there appear so many commercial wedsites. Websites are not only tools to advertise a company or a product, but also value-added products inself. So we need a systematic approach(planning, design, implementation) to develop a website. But existing reserches on website development have corvered only technological issues such as network and HCI(Human Computer Intercation). In this research a framework is proposed to develop a website systematically using database of existing websites. This framework is composed of several stages-target customer segmentation, determination of services on website, dtermination of business model, functinal positioning, and evaution.

The aim of this paper is to investigate how the public procurement policy exerts an effect upon the technology innovation of the firm and to make alternative proposals how to reinforce the effect. Although the pubic procurement process based on its monopsonic idiosyncrasy implies the means to lead the firms' supply function, the present system has contributed a little to accelerate the technology innovation. In fact, the system is lacking of the evaluation capability referring to the technological computer among the bidding films. So as to reinforce the function of technology innovation of the public procurement policy, it is necessary to improve the procurement institutions, in particular bidding and contract system. Finally, the paper propose, on the on hand, to enlarge the application range of the total bidding system in order to apply more strictly the technology evaluation standards on bidding, and on the other hand, to multiply the competitive proposal and the incentive contract type.

This study is focused on measuring levels of science and technology aspect of ten strategic items in korea to serve as a guidance for the government R&D policy-making, and provide appropriate information for promoting the national R&D programs. The survey of the precise technology level for study applies functional and technical parameters. Functional parameters are used for measuring technology level of the specification and performance of emerging items such as 256M DRAM, TFT-LCD ect. in the present and / or near future; technical parameters, the element / core technologies on emerging items. The study suggests that the result of the survey should be applied for strategic technology planning to narrow the technology gap and draw the criteria for resource allocation in national R&D programs.

The performance of US economy in the last cecade is considered to be driven by the IT investment. However, the causal relationship has not been conclsive between IT investment and economic performance, which makes a decision in IT investment tricky. IT as a growth strategy is critical to the developing countries which experienced resource constraint. In case IT acts as a driving force in the new technology paradigm, the less investment in IT will continue to which the growth gap between countries. When IT dose not make a significant contribution to growth, heavy investment in IT means misallocations of resources. This study explores building process of innovative capability through overseas direct investment (ODI) by taking the camera business of Samsung Aerospace Industry (SAI) as a case. SAI with less than 20 years history has pursued an aggressive ODI and developed its own camera models. It acquired Rollei in Germany and Union in Japan in 1995, for acquiring advanced technology. Several factors leading to the success of SAI's innovative cability building were taken into consideration. First, SAI effectively absorbed technological knowledge by exchanging technical personnel with foreign partners. Second, it chose right partners with the complementary knowledge required for advancing its technological capability. Third, it strengthened its competrnce to satisfy the technical standards of the partner dompanies in OEM trade relations. Fourth, it successfully formed a global marketing network in which subsidiary companies plays a central role in each region. Finally, SAI successfully addressed the factors of mutual respect between partners in order to let its partners to be confident in their ventures.
