Rural youth welfare was defined to provide the preventive services as well as the protective and curative services such as education, job training, youth activity, delinquency prevention, etc. for rural youth who live in rural society, including who go out to metropolitan city for study. Based on this concept, the rural youth related facilities and problems were investigated in the area of education, culture and leisure, career, and problematic behavior. The results were identified that the efforts of government and rural related institutions were in sufficient to establish and improve the facilities for rural youth, and the gap between rural and urban youth facilities was extended increasingly, in spite of seriousness of those rural youth problems. Some of policies and programs were proposed in order to improve rural youth welfare; 1) To establish at least one activity facility in every Eup ; 2) To convert the public culture facilities such as museums, fine art museums, exhibition facilities, etc. into the culture and art facilities for rural youth; 3) To establish rural youth job information center in the agricultural technology and extension center; 4) To convert school to rural youth education and cultural center; 5) To establish the comprehensive welfare facilities for rural youth in metropolitan city.
In recent years, many municipal governments have planned and developed welfare programs for their communities. Many of these plans have included youth facilities. However, many of these facilities have had problems keeping up with the rapidly changing needs of young people. Therefore this study aims to analyze the present State of youth facilities, their operating programmes and changing aspect of the space composition. This has significance in suggesting basic materials for planning youth facilities with the spacial characteristics corresponding to their purpose and function as exclusive space for the youth. In our case study, we limited the subjects to the local youth facilities within the daily life area of Jeju, 3 youth facilities and 15 youth culture centers. The results from the case study are as follow. Firstly, in the case of youth culture center, most of the lots are small-sized and they don't show proper space allocation according to activity. Secondly, in the recently-built youth facilities, the cultural space has been expanded rather than the space for public use. Thirdly, it is necessary to formulate the conception of youth culture center and the value in its function and role.

To this end, this study conducted a survey of users of youth training facilities in Cheonan-si to suggest the importance of architectural planning direction and space to reflect users' needs and regional characteristics. In the process, this study conducted a consciousness survey and importance influence factors assessment focused on commonalities and differences between youth and adult groups, which are the main user groups of youth training facilities. It is believed that the results of consciousness survey and importance influence factors assessment will be used as basic data to select the scale and programs of space that reflect the needs of users when planning youth facilities and related facilities in the future.

Performance. They need to be operated constantly. 2. Concentrate Here : Counselling room, hobby room and outdoor meeting places in community area, and care room in natural area are perceived high in Importance but low in Performance. They need to provide proper leaders and equipment. 3. Low Priority : Care room, forest and outdoor facilities in community area, arid forest and folk playground in natural area are low in both Importance and Performance. So, it is considered that they are not necessary ones in both areas, but some outdoor facilities are so essential in natural area that they need to be provided properly. 4 Possible Overkill : Courtyard and library in community area, and outdoor facilities in natural area are low in Importance but high in Performance. This study investigated the characteristics of architectural planning in the youth training centers, which were introduced to the magazines from 2000 to 2010. The result are as followings. Firstly, the youth training centers were located mainly in general residential area, that the youth could be easily accessible. And, it were located mainly in green natural area, which is adjacent to the mountain or park. The site area of the youth training center was analyzed to approximately $10,000m^2$ below. Secondly, the placement and the form of the youth training center is divided two types, which are a single and two buildings type. A single building case is found the type of 'ㄴ' and 'ㄷ' shape, and two buildings case is found the type of 'ㄴ + ㅡ', 'opened ㅁ', 'ㅡ + ㅡ' shape. It is found mostly the type of 'ㄷ' shape. Thirdly, the youth training center is planned mostly with fifth stories above ground and three underground levels. And, sometimes it is planned a mixed-use buildings with a sports center, community center and senior welfare center. Lastly, the space of youth training center is zoned horizontally for each mass of building, which is planned the educational, cultural and sports facilities. And, it is zoned vertically some of the sports facilities and administrative support facilities in the underground, and a educational and cultural facilities on the ground.
In this study, we sought to find out the effect of different emotional interior images of the community facilities in an apartment complex on a youth brain wave by analyzing an Electroencephalograph (EEG). Based on the frequency of usage, we selected learning facilities, cultural facilities, and sport facilities. For brain stimulation, the visual stimulants with three different emotional words, cheerful, gentle, and elegant, were used based on I.R.I image scale. Overall, total nine different emotional images were used. Based on our findings, we conclude that: first, in order to improve learning concentration of the youth, a learning facility for the youth needs to be designed by skillfully combining the soft and comfortable colors from the gentle image and the murky and dark colors from the elegant image. Second, when designing a cultural facility, it is preferable to consider the elegant image for a calm and comfortable space. Third, a sport facility design needs to preclude dark colors and apply light colors to create a dynamic and lively space. Furthermore, we found out that the youth has established static images of each functionally different facility through their experience and learning. Therefore, it is imperative to plan community facilities in an apartment complex in a way to connect the space function with the emotional characteristics of the youth in order to support and encourage energetic activities and learning of the community youth.
This study intended to establish a direction for the revitalization of youth culture centers by examining the current status of youth centers operated in Daejeon and how they have been used. Four youth centers in Daejeon were visited and a survey was conducted targeting 180 people using the centers. Frequency, Mean, and ${\chi}^2$ analysis were performed by using SPSS statistics package, and major research outcomes are as follows; There were 6 youth culture centers in Daejeon and showed a lower construction rate of 7.4% on the basis of 81 up, myun and dong. Most youth centers were small, around $300-500m^2$ in total floor area, and accommodated 100-200 people, and the space comprised multipurpose hall, cafeteria, open space, club space, multimedia space, information service room, and guide booth. There were no sports spaces among the target facilities. So, it has created the need for physical activity space to promote health & development. Most users visited centers with their friends and simply to use the facilities, and the satisfaction with the facilities was relatively high at 4.32. The role of the local community and financial support of the government is required to activate the youth culture. Also, for the role of youth culture center, it was suggested that the youth culture center should develop program which corresponds with the level of the youth and boast the interest of the youth.
