COVID-19 has recently impacted the world with the large numbers of infected and deaths. The development of effective COVID-19 vaccine has not been successful. Hence, people have a high concern on the infection of this disease. The infection information from the governmantal public organizations are mainly based on simple summary statistics. Consequently, it is hard to assess the infection risks of individual person and the current location of the person. In this paper, we present a machine learning-based software system that analyzes COVID-19 infection risks and guidelines for safe activities.This paper proposes a suite of risk factors regarding COVID-19 infection and deaths and methods to quantitatively measure the individual and group risks using the proposed metrics. The proposed system utilizes a clustering algorithms and various software approaches that reflect the information and features of inviduals and their geograpical locations.

As one of promising solutions to overcome high oil price and energy crisis, the construction market of high value-added LNG plants is spotlighted world widely. The purpose of this manuscript is to introduce domestic activities to develop risk assessment technology against overseas monopolization. After analyzing relevant specific features and their technical levels, risk assessment program, non-destructive reliability evaluation strategy and safety criteria unification class are derived as core technologies. These IT-based convergence technologies can be used for enhancement of LNG plant efficiency, in which the modular parts are related to a system with artificial optimized algorithms as well as diverse databases of facility inspection and diagnosis fields.
This internet search was made to collect background information for a short-term training proposal for securing a national critical mass in ecological risk assessment the need of which is drastically increasing in every sector of Korean society due to the advent of new environmental regulations in industrialized countries, such as EU REACH. This study depended mainly on internet search engines and individual home pages of concerned universities, colleges, and organizations involved in short-term training. Out of lecture titles and syllabus of 200 Korean universities, 86 Japanese national universities, and numerous English speaking educational and training institutions in the world, 60 syllabi were selected and analysed for comparison purpose. Conclusion from the analysis is as follows: Firstly, individual component lectures for ecological risk assessment is provided at different departments in Korea, but no lecture is at present given under the sole title of ecological risk assessment. Secondly, several lectures under the title of ecological risk assessment are open in English-speaking industrialized countries. Lectures as well as technical training and field studies are emphasized in those courses. Lecturers from the regulatory authorities are also involved in those courses. Several short-term training courses are also under operation. Thirdly, it was concluded that the difference in the level of education/training in ecological risk assessment is originated from the substantive requirement of ecological risk in the concerned laws and regulations. Therefore, it is suggested that training of domestic man power in this area is urgent to cope with the industrial pressure imposed by the environmental regulations concerned with chemicals/articles import and export from/to industrialized countries and also to upgrade the domestic laws and regulations.

With the end of the HFA (Hyogo Framework Action) in 2015, SFDRR (Sendai Framework for Disaster Risk Reduction) was adopted as a new agenda for disaster risk reduction at the 3th WCDRR (World Conference on Disaster Risk Reduction), held in March 2015. Continued understanding of the international agenda for reducing disaster risk is critical to disaster risk reduction at the national level as well as international level. Therefore, in this study, we analyzed major changes in the international agenda for disaster risk reduction as the transition from HFA to SFDRR, and analyzed South Korea's major achievements in the HFA and the implementation status of SFDRR in South Korea. In addition, SFDRR emphasizes the role of science and technology in policy making, and examined research trends in science and technology. 49.9% of the efforts were made to prevent the disasters during the disaster management stage, and plans related to priority 1 (40.4%) and 4 (35.8%) were mainly promoted. Science and technology research and development for disaster management were analyzed as active, but 79.7% of the tasks were related to priority 4, and it is necessary to develop all four priorities. Recently, disaster management using next-generation disaster prevention technologies such as satellite technology and big data is required, and it is expected that it will contribute effectively to mitigate disaster risk through establishment of education and policy to support it.

Objectives: Obesity is regarded as one of the most prominent health threats worldwide and a serious risk factor for non-communicable diseases, such as diabetes mellitus type 2, high blood pressure, cardiovascular diseases, and some types of cancer. Given the role that societal development-as reflected by the Human Development Index (HDI)-may play in the prevalence of obesity and overweight, this study aimed to investigate the degree to which the prevalence of obesity and overweight is affected by HDI and its components. Methods: In this ecological study, the required data on HDI and its components were gathered from the latest report of the United Nations Development Program, and data on obesity and overweight were acquired from the latest reports published on the World Health Organization website. Statistical analyses were conducted using SPSS version 24.0. Results: The prevalence of obesity was determined to be significantly higher among females than males, and the gross national index per capita was found to be significantly higher for males than females (p<0.05). Significant positive correlations were found between HDI and its components and sex, as well as indices of obesity and overweight. Conclusions: A significant positive correlation exists between HDI and obesity. As policy-makers attempt to improve the general welfare of the people, they should be aware of potential unwanted effects of development on the risk of obesity and overweight among the population.
Purpose: World Health Organization (WHO) have suggested that an individual's 10-year absolute fracture risk is more reliable than Bone Mineral Density (BMD) measurement as the predictor of osteoporotic fracture. In 2008, Fracture Risk Assessment Tool ($FRAX^{TM}$) was developed by WHO to evaluate fracture risk of patients based on individual's clinical risk factors. The purpose of this study is to offer the comparative analysis of the existing GE prodigy and $FRAX^{TM}$ Tool in Absolute Fracture Risk Assessment Tool. Materials and Methods: 201 women ($55{\pm}3.5$ years) underwent femoral neck BMD measurement using GE Prodigy. The 10-year probability (%) of hip fracture (or a major osteoporosis-related fracture) was estimated using T-scores of GE prodigy and $FRAX^{TM}$. We made a comparative analysis of these data using SPSS (Ver.12). Results: There was a significant difference statistically between T-score ($-0.52{\pm}0.97$) of GE prodigy and T-score ($-1.45{\pm}0.81$) of $FRAX^{TM}$ (r=0.977, p=0.000). Also, there was a significant difference statistically between a major osteoporosis- related fracture ($9.15{\pm}3.71$) of GE prodigy and a major osteoporosis-related fracture ($4.87{\pm}1.51$) of $FRAX^{TM}$ (r=0.909, p=0.000). Moreover, a statistically significant difference was found in the 10-year probability of hip fracture of GE prodigy ($1.56{\pm}1.48$) and of hip fracture ($0.53{\pm}0.61$) of $FRAX^{TM}$ (r=0.905, p=0.000). Conclusions: There was a significant difference statistically between GE prodigy and $FRAX^{TM}$ Tool in Absolute Fracture Risk Assessment Tool. Especially, T-score, a major osteoporosis-related fracture and the 10-year probability of hip fracture that were estimated using GE prodigy tended to show the higher results than one evaluated by $FRAX^{TM}$ Tool. In conclusion, $FRAX^{TM}$ Tool may provide a better tool. The application of $FRAX^{TM}$ Tool as a fracture predictor remains to be clarified.

Recently, gusts, typhoon and tsunamis have been occurring more frequently around the world. In such an emergency situation, a moored vessel can be used to predict and analyze other vessel behavior, but if the mooring system is destroyed, marine casualties can occur. Therefore, it is necessary to determine quantitatively whether a vessel should be kept in the harbour or evacuate. In this study, moored ship safety in an exclusive wharf according to swell effects on motion and mooring load have been investigated using numerical simulations. The maximum tension exerted on mooring lines exceeded the Safety Working Load for intervals 12 and 15 seconds. The maximum bollard force also exceeded 35 tons (allowable force) in all evaluation cases. The surge motion criteria result for safe working conditions exceeded 3 meters more than the wave period 12 seconds with a wind speed of 25 knots. As a result, a risk rating matrix (risk category- very high risk, high risk and moderate risk) was developed with reference to major external forces such as wind force, wave height and wave periods to provide criteria for determining the control of capabilities of mooring systems to prevent accidents.

The International Labor Organization (ILO) selected fishing as the most dangerous group of jobs in the world, and it is well known in Korea as a 4D industry. Offshore large purse seine accounts for the largest portion of the fishing industry in the coastal region with high death rate and the accident rate. The repeated disaster rate survey by the Korea Maritime Institute (KMI) shows offshore large purse seiner is the highest at 22.3 percent and coastal gill nets and offshore stow net are following at 12.4 percent and 11.9 percent in order. Therefore, risk factors occurring in offshore large purse seiners were analyzed based on data from the National Federation of Fisheries Cooperatives (NFFC) for three years from 2015 to 2017 and 4M (Man, Machine, Media, Management) 3E (Engineering, Education, Enforcement) techniques were used to provide a safe fishing environment. The number of accidents on offshore large purse seiners each year was more than 150, and the number of accidents on every fishing boats was as high as 17 percent in 2015. If the accident rate and the risk level were divided by insurance, the accident resulting from contact with machinery was the highest, and the risk of a contact with gear was low but frequently occurring. This was caused by collisions and contact with gear in situations where death and disappearance risk are not high, and accident types in situations where death and loss risk are considered to be contact with machinery, falls or other accidents. Through these analysis techniques, the frequency and risk of each type of accident on a offshore large purse seiners can be demonstrated, and it is expected to raise awareness of a safer fishing environment and contribute to the reduction of accidents.
This essay interrogates the category of the 'global' in the emerging domain of 'global intellectual history'. Through a case study of the Indian social-religious reformer Rammohun Roy (1772/4-1833), I argue that notions of global selfhood and rights-consciousness (which have been preoccupying concerns of recent debates in intellectual history) have multiple conceptual and practical points of origin. Thus in early colonial India a person like Rammohun Roy could invoke centuries-old Indic terms of globality (vishva, jagat, sarva, sarvabhuta, etc.), selfhood (atman/brahman), and notions of right (adhikara) to liberation/salvation (mukti/moksha) as well as late precolonial discourses on 'worldly' rights consciousness (to life, property, religious toleration) and models of participatory governance present in an Indo-Islamic society, and hybridize these with Western-origin notions of rights and liberties. Thereby Rammohun could challenge the racial and confessional assumptions of colonial authority and produce a more deterritorialized and non-sectarian idea of selfhood and governance. However, Rammohun's comparativist world-historical notions excluded other models of selfhood and globality, such as those produced by devotional Vaishnava, Shaiva, and Shakta-Tantric discourses under the influence of non-Brahmanical communities and women. Rammohun's puritan condemnation of non-Brahmanical sexual and gender relations created a homogenized and hierarchical model of globality, obscuring alternate subaltern-inflected notions of selfhood. Class, caste, and gender biases rendered Rammohun supportive of British colonial rule and distanced him from popular anti-colonial revolts and social mobility movements in India. This article argues that today's intellectual historians run the risk of repeating Rammohun's biases (or those of Hegel's Weltgeschichte) if they privilege the historicity and value of certain models of global selfhood and rights-consciousness (such as those derived from a constructed notion of the 'West' or from constructed notions of various 'elite' classicized 'cultures'), to the exclusion of models produced by disenfranchised actors across the world. Instead of operating through hierarchical assumptions about local/global polarity, intellectual historians should remain sensitive to and learn from the universalizable models of selfhood, rights, and justice produced by actors in different spatio-temporal locations and intersections.
