The Effects of Changes in Household Structure on Service Consumption in Korea (가구구조 변화가 서비스 수요에 미치는 효과 분석)

  • This paper investigates the effects of changes in household structure on service demand. The structure of households in Korea has been quickly changed due to low birth rate and population aging as well as increasing women's participation in the workforce. Their consumption patterns may have been altered by the structural changes. This paper focuses on the additional demand for market services replacing household activities such as household chores and care services. First, using a 3-sector time allocation model, we theoretically analyze the mechanism that marketization of household production can lead to the expansion of service industries. Next, in order to analyze the effects of changes in household structure on consumption demand, we estimate the Engel curves according to the QUAIDS model. For empirical work, the Survey of Household Finances was used. According to the results, structural changes in Korean households, such as an increase in single-person households, a decrease in families with a spouse or children under 6 years old, and an increase in dual-earner households, have caused an increase in medical expenses, education and training costs, and expenses for household services, which are typically substitutes for household production services.

Evaluation and Tasks of FTA Domestic Supplementary Measures in the Area of Agriculture and Livestock Industry (FTA 국내보완대책의 평가와 과제: 농·축산업분야를 중심으로)

  • This study closely examines domestic supplementary measures implemented for Free Trade Agreements (FTA) concerning the agriculture and livestock industry and finds out their problems and put forward improvement measures in terms of their system and contents. The systematic problems with previously established supplementary measures are as follows. First, the existing short and long term measures does not comply with each FTA's special and unique economical, political and legislative purpose. Secondly, they focus on improvements for individual FTAs. They must be holistic and integrative considering all FTAs, thus producing synergy to reach better policy overall. Lastly, FTA policies and the measures must reflect the expanding size and scope of regional economic integration. Problems or concerns in existing supplementary measures include first, flexible financing. The government hands out loans to players in the industry based on assets but these loans must be flexible to market interest changes and must include reduced mortgage rate options. Secondly, rigid standards that trigger direct loss prevention, establishing maximum and minimum loan limits, and developing a comprehensive standard for identifying crops to support are all problems that need to be addressed. Thirdly, education of next and future agricultural generation is paramount in building a competitive workforce. Fourthly, the government must identify industries lacking in performance or short in supply to cease or reducing funding. Last but not least, the government should actively search for new markets for export and produce long term road maps for export growth.

Strategies for Worksite Health Interventions to Employees with Elevated Risk of Chronic Diseases

  • Chronic disease rates have become more prevalent in the modern American workforce, which has negative implications for workplace productivity and healthcare costs. Offering workplace health interventions is recognized as an effective strategy to reduce chronic disease progression, absenteeism, and healthcare costs as well as improve population health. This review documents intervention and evaluation strategies used for health promotion programs delivered in workplaces. Using predetermined search terms in five online databases, we identified 1,131 published items from 1995 to 2014. Of these items, 27 peer-reviewed articles met the inclusion criteria; reporting data from completed United States-based workplace interventions that recruited at-risk employees based on their disease or disease-related risk factors. A content rubric was developed and used to catalogue these 27 published field studies. Selected workplace interventions targeted obesity (n = 13), cardiovascular diseases (n = 8), and diabetes (n = 6). Intervention strategies included instructional education/counseling (n = 20), workplace environmental change (n = 6), physical activity (n = 10), use of technology (n = 10), and incentives (n = 13). Self-reported data (n = 21), anthropometric measurements (n = 17), and laboratory tests (n = 14) were used most often in studies with outcome evaluation. This is the first literature review to focus on interventions for employees with elevated risk for chronic diseases. The review has the potential to inform future workplace health interventions by presenting strategies related to implementation and evaluation strategies in workplace settings. These strategies can help determine optimal worksite health programs based on the unique characteristics of work settings and the health risk factors of their employee populations.

Study on the Foundation of a Carpentry Studio Run by a Female Owner (여성이 운영하는 목공방 창업에 관한 연구)

  • According to the research on the gender ratio of furniture design courses at universities, female students account for 70 to 80 percent of the total enrollments. Likewise, other design courses reveal the similar trend. Even though female students want to build up their career in the furniture design or related fields, the figure is not so high. There is a trend that many female designers tend to take time off or quite their jobs after their marriage for that reasons such as pregnancy, childbirth, the upbringing of children and so on. The study also shows that women with higher education feel more difficult to resume their careers after being left from economic activity for a long period; this results in the lower figure of women involved in the specialized jobs than men. In particular, the furniture companies avoid hiring old female designers because they believe that younger candidates are more capable of learning the latest style; therefore, it has become harder for the job seeks to win the competition in the job market. The data released by Statistics Korea in 2015 shows that there was the higher increase in female employees than the figure of the male workers, compared to the previous year. As it can be seen, female workforce was emerged as the new growth power; Nevertheless, the working environment and conditions haven't meet the demands from women despite the gradual rise of female job seekers inspired by their wish to achieve self-realization, gender equality. To conclude, this is to suggest the plans for the foundation and management of small-scale carpentry studios so that women, who have a degree in furniture design studies and wish to resume their careers after their long breaks, start their own carpentry studios so as to reach self-realization and feel satisfied with their work while earning their livelihoods.

The competency and employ ability prospects of students majoring in sports & recreation (체육관련학 전공자의 역량과 노동시장 분석)

  • The purpose of this study was to investigate competency and employ ability of labor market for college students who are majoring in sports and recreation studies. It was revealed that the stanine score 2 achievement is 1 college, the stanine score 3 achievement is 11 colleges, the stanine score 4 achievement is 32 colleges, the stanine score 5 achievement is 15 colleges, and the stanine score 6 achievement is 5 colleges. This result indicated that the colleges locating in large cities or providing with certification of the secondary school teaching are performed highly academic achievement record. In an analysis of competency test among students who are majoring in sports & recreation, or physical education, the mean scores of physical, social, emotional, cognitive, and management competencies among the students are 3.88, 3.61, 3.52, 3.30, and 3.21, respectively. This study is about preparation: getting it right at the beginning; giving the right training and educating to the right people to create an effective workforce for the delivery of sports and recreation market. This understanding, can be used as a guide to policies and possible actions related to training and recruitment.

A Review on the Clinical Laboratory Personnel in North Korea (북한 임상검사인력에 대한 고찰)

  • There is a noticeable gap in the personnel structures of clinical laboratories between North Korea and South Korea. In North Korea, 'Laboratory Doctor' is similar to the workforce of 'Medical Technologist (commonly known as Clinical Laboratory Technologist or Medical Laboratory Scientist)' in South Korea. Considering preceding research based on the verbal evidence of North Korean healthcare personnel defectors, it is estimated that the status of laboratory doctor in North Korea generally corresponds to physician and feldsher (such as physician assistant in Western countries). Physicians and feldshers are trained and fostered for five and a half years in medical universities and for three years in medical vocational schools (so-called junior college of medicine). Unlike South Korea, the North Korea's healthcare personnel system does not subdivide the tasks, education, qualifications and law regarding the specialties of health experts. It is thought that the Korean Association of Medical Technologists needs to collaboratively search and present the milestones for establishment of a professional system on clinical laboratory personnel in North Korea through cooperative research on policies with the related organizations for better preparation of the unification of the Korean Peninsula.

A Study on Problems and Improvement Ways According to Survey of Supporting Project for Human Resource Management of Strategic Industry in Jeonnam Government: Focused on Shipbuilding Industry (전남지역 전략산업분야 인력양성 지원사업의 수요조사에 따른 문제점 및 개선방안 - 조선 산업을 중심으로 -)

  • After getting through the financial crisis, Korean government has promoted Local Industry Promotion Project across the country by realizing the needs to overcome structural recession and promote self-growth. Therefore researching current manpower status and manpower demand in shipbuilding industry, which is the strategic industry of Jeonnam province, is very critical to enhance the competitiveness and efficiently manage training professional manpower. In this respect, this study mentioned some issues and provided the improvements for the research on demand for Professional manpower training project in Shipbuilding industry of Jeonnam province. It was shown that the aging trend of professional workforce, short in skilled/professional manpower and lack of education & training institutions are critical problems of shipbuilding industry in Jeonnam province. To improve these problems, various support policies such as strengthening networks among related agencies and companies or universities are strongly recommended.

A Plan for Building up the Rational Defense Acquisition System (합리적 국방획득체계 구축을 위한 방안)

  • This paper examines several inefficient problems generated from a management process of defense acquisition system, and suggests several alternatives to remedy the current acquisition-related problems. This might help MND to reform the current DAPA's acquisition system. The offered elements are to, first, redefine function of mid-term plan & budget allocation between MND and DAPA, second, devise economic acquisition management and force development to build integrated management system of requirement-acquisition-operation & maintenance, third, build Workforce Management Act(WMA) and Professional Education System(PES) for strengthening expertise and institutionalizing manpower rotation of requirements & acquisition-related fields, fourth, implement weapon systems' Total Life Cycle Systems Management(TLCSM) and improve developmental & operational test and evaluation. These are essential elements in minimizing confusion & conflict emanating from surrounding acquisition program among MND-DAPA-Each Services.

Concept and Range of Industrial Cluster (산업클러스터의 개념과 범위)

  • This paper points out the semantic unclearness of the jargon "cluster" and suggests the substitution of "industrial cluster" for "cluster". Industrial cluster is the intersection of industrial agglomeration and cluster phenomenon while the actual concept of cluster includes not only industry cluster but also political administration cluster, science research cluster, art cluster, religion cluster, education cluster, etc. Partially reconstructing the concept and significance of industry cluster, industrial cluster is a geographic agglomeration of interconnected productional businesses in a particular industry, forming close industrial networks. The advantage of the agglomeration includes reducing the transaction cost between the businesses, promoting technological innovation and dispersion, facilitating the utilization of the professional workforce, sharing and connecting the external customer. Moreover, this paper discusses the range of the industrial cluster and its distinctness from the other similar concepts. There is a need to discriminate it from the other related jargons and to clarify their relationship. In particular, there is a task to eradicate the mixed usage of industrial cluster with the jargons related to space for learning and innovation.

  • Recently, personal information processing are becoming more important in the behavioral advertising based on online and mobile platform. The behavioral advertising analyzes and utilizes individual's search & purchase history, hobbies, and tendency based on the personal behavior information collected using the automatic collection device. Therefore, it collects and stores other types of personal information which did't defined in Privacy Act and can analyze personal behavior. This characteristics may cause disclosure of personal information and exposure to intrusion. In this paper, we investigate and analyze the privacy policy of the advertising agencies, and discussded the measures to be taken in collecting, storing and using personal information suitable for behavior information.
