The Policy Review and Water Quality Characteristics of National Fishing Harbors and Designated Ports in East Coast of Korea (동해안 국가어항과 지정항만의 수질특성 및 정책적 고찰)

  • The status and changes of water quality of national fishing harbors and designated ports in East Coast of Korea were analyzed to support establishment effective water environmental management. COD (Chemical Oxygen Demand) concentration was satisfied to designated water quality criteria in most areas, but TN (Total Nitrogen) and TP (Total Phosphorus) exceeded the criteria frequently. Also, peak concentration was summer in COD and SS (Suspended Solid), but winter in TP. Eutrophication index of Ganggu and Pohang (old) area were the highest. Pollution index by function of COD, TN, and TP of Ganggu, Pohang, Jumunjin, and Guryongpo was high with gradual increasing recently, on the contrary, that of Samcheok, Imwon, and Chuksan was decreased. Pollution index involving multi-indictors relation to organics and inorganics was necessary for water quality assessment. Designated water quality criteria needed to be improved because the criteria of Jukbyun and Chuksan was applied more strictly compared to the other regions although without difference of environmental characteristics. Furthermore, the criteria notified lately needed to be related to management pollutants from land-based sources. The continuous diagnosis and monitoring on sediment quality within the study area were necessary for prevention of water pollution and eco-friendly disposal of dredged sediment. Especially, monitoring of Designated Ports was implemented partially, however monitoring ratio of National Fishing Har-bors was 7% to whole part. Therefore, systematic and integrated environmental monitoring for ports and harbors with charge of national management was reestablished by strengthening and securing a legal basis.

  • Groundwater in the Waikatoregion is a valuable resource for agriculture, water supply, forestry and industries. The 434,000 ha study area comprises the upper Waikato River catchment from the outflow of Lake Taupo (New Zealand's largest lake) through to Lake Karapiro (a man-made hydro lake with high recreational value) (Figure 1). Water quality in the area is naturally high. However, there are indications that this quality is deteriorating as a result of land use intensification and deforestation. Compounding this concern for decision makers is the lag time between land use changes and the realisation of effects on groundwater and surface water quality. It is expected that the effects of land use changes have not yet fully manifested, and additional intensification may take decadesto fully develop, further compounding the deterioration. Consequently, Environment Waikato (EW) have proposed a programme of work to develop a groundwater model to assist managing water quality and appropriate policy development within the catchment. One of the most important and critical decisions of any modelling exercise is the choice of the modelling platform to be used. It must not inhibit future decision making and scenario exploration and needs to allow as accurate representation of reality as feasible. With this in mind, EW requested that two modelling platforms, MODFLOW/MT3DMS and FEFLOW, be assessed for their ability to deliver the long-term modelling objectives for this project. The two platforms were compared alongside various selection criteria including complexity of model set-up and development, computational burden, ease and accuracy of representing surface water-groundwater interactions, precision in predictive scenarios and ease with which the model input and output files could be interrogated. This latter criteria is essential for the thorough assessment of predictive uncertainty with third-party software, such as PEST. This paper will focus on the attributes of each modelling platform and the comparison of the two approaches against the key criteria in the selection process. Primarily due to the ease of handling and developing input files and interrogating output files, MODFLOW/MT3DMS was selected as the preferred platform. Other advantages and disadvantages of the two modelling platforms were somewhat balanced. A preliminary regional groundwater numerical model of the study area was subsequently constructed. The model simulates steady state groundwater and surface water flows using MODFLOW and transient contaminant transport with MT3DMS, focussing on nitrate nitrogen (as a conservative solute).   • The disposal of stormwater is one of the major problems in urban water management. One method of reducing peak runoff rates and other detrimental impacts of stormwater is detention storage. Detention ponds as a water quality control alternatives have been investigated by a number of researchers. Recognizing multiple roles such as flood peak attenuation, pollution removal and aesthetic enhancement, the design and management of detentions ponds deserve more research. The purpose of this research is to establish design criteria wet detention ponds to improve water quality. Water quality in detention pond discharge might be improve with physical, chemical and biological alterations. Physical alteration was focused in this study. There are several methods for estimating the suspended solid control capability of wet detention ponds. Existing models of suspended solids removal are based on sedimentation and gravity settling theory. The pollutant trap efficiency of pond is a function of several interrelating factors. Detention time is the most important factor, because it determine gravity settling quantities of pollutants. Desirable modification of physical factors for improvement of water quality in wet detention ponds are volume ratio, area ratio, length to width ratio, depth, out let location, bottom soil type. In order to apply design procedure in actual site, Namak new town development area was selected.

  • It is important to evaluate the environmental effect before performing the project and it should be tried to minimize the negative effects through the project planning based on the evaluation. This study aimed to determine environmental criteria and suggest the procedure for evaluating and scoring the environmental change through water resources projects. In evaluation criteria it was involved in water quality, landscape and ecosystem. And we suggested a valuation indicator and utility functions using MAUT in each criteria determined. In assessment procedure, it is involved in quantitative or qualitative estimation at before and after of project. Meanwhile, we suggested that it is desirable to determine the relative weighting of criteria whenever individual project's assessment performed for considering characteristics of the project. To this end, we verified the applicability of the procedure suggested on case. From this study, it will be used in decision making process of water resource project involved in environmental attributes.

  • When evaluating the extent of the impact of water pollutants on the surrounding area, we would like to present the target level (proposal) of the quality of the environment, which is the standard for evaluation. We propose the environmental quality target level for substances that need to be applied domestically by investigating overseas cases operating the integrated environmental management system and the implications of domestic environmental pollutant management. The appropriateness of the environmental quality target level reviewed in this study was determined using data from the water quality measuring network, and future improvement measures were proposed. We review the available methodologies for setting quality objectives for the environment. It proposed the environmental quality target level for 21 substances that have domestic water pollutant emission standards and do not have environmental standards, and proposed future improvement measures. If it is necessary to add quality target-level items of the environment in the future, it is believed that expansion will be possible based on the methodology presented in this study.

  • We performed comprehensive quality control for eddy-covariance measurements from 3 farmland sites and 1 industrial site adjacent to Nakdong river. The quality control program is based on Foken and Wichura (1996) and Vicker and Mahrt (1997) and we added criteria for trend and standard deviation for scalar variables and modified criteria for non-stationarity condition of Foken and Wichura (1996) to consider random error of fluxes. The classification of data quality is designed for the raw data and the processed flux data, separately. Use of added criteria efficiently reduces the number of outlier for water vapor and $CO_2$ fluxes and use of modified criteria for non-stationarity reduces the number of outlier for scalar fluxes and increases the number of data with accepted quality for further work. Energy balance ratio is higher in farmlands than industrial site, which is due to neglect of heat storage term in industrial site. Among farmland sites, C4 site shows higher energy balance ratio than other sites. This is due to more homogeneous surface of C4 site than other farmland sites. However, energy balance ratio is very low or even negative at night. Mismatch between the flux footprint and the other energy component footprint over the heterogeneous surface is main cause for energy imbalance at night. Other possible causes are also discussed.

  • A field survey with interview was conducted to get information on the irrigation water usage for greenhouse farming. Three study regions were selected which represent geographical characteristics such as ,neighboring urban area, flat-field area, and mountainous area. Several items were investigated and analysed such as location of greenhouse, type of irrigation water resources, type of irrigation method used, way to decide intake facility size, farmers'satisfaction on intake facilities performance and water quality, and needs for water quality test. It was found that greenhouse farmers did not take an advantage of technical assistances. Proper criteria or guidelines for selection and operation of water intake facilities were not available.

Developing a comprehensive model of the optimal exploitation of dam reservoir by combining a fuzzy-logic based decision-making approach and the young's bilateral bargaining model

  • Given the limited water resources and the presence of multiple decision makers with different and usually conflicting objectives in the exploitation of water resources systems, especially dam's reservoirs; therefore, the decision to determine the optimal allocation of reservoir water among decision-makers and stakeholders is a difficult task. In this study, by combining a fuzzy VIKOR technique or fuzzy multi-criteria decision making (FMCDM) and the Young's bilateral bargaining model, a new method was developed to determine the optimal quantitative and qualitative water allocation of dam's reservoir water with the aim of increasing the utility of decision makers and stakeholders and reducing the conflicts among them. In this study, by identifying the stakeholders involved in the exploitation of the dam reservoir and determining their utility, the optimal points on trade-off curve with quantitative and qualitative objectives presented by Mojarabi et al. (2019) were ranked based on the quantitative and qualitative criteria, and economic, social and environmental factors using the fuzzy VIKOR technique. In the proposed method, the weights of the criteria were determined by each decision maker using the entropy method. The results of a fuzzy decision-making method demonstrated that the Young's bilateral bargaining model was developed to determine the point agreed between the decisions makers on the trade-off curve. In the proposed method, (a) the opinions of decision makers and stakeholders were considered according to different criteria in the exploitation of the dam reservoir, (b) because the decision makers considered the different factors in addition to quantitative and qualitative criteria, they were willing to participate in bargaining and reconsider their ideals, (c) due to the use of a fuzzy-logic based decision-making approach and considering different criteria, the utility of all decision makers was close to each other and the scope of bargaining became smaller, leading to an increase in the possibility of reaching an agreement in a shorter time period using game theory and (d) all qualitative judgments without considering explicitness of the decision makers were applied to the model using the fuzzy logic. The results of using the proposed method for the optimal exploitation of Iran's 15-Khordad dam reservoir over a 30-year period (1968-1997) showed the possibility of the agreement on the water allocation of the monthly total dissolved solids (TDS)=1,490 mg/L considering the different factors based on the opinions of decision makers and reducing conflicts among them.

Investigating Water Quality Data of Finished Water in Domestic Water Treatment Plants (1994-1998) (국내 정수장 정수 수질자료의 특성분석 (1994년-1998년까지 5년간 자료를 중심으로))

  • Water quality data from water treatment plants in Korea during 1994-1998 were investigated to find out the characteristics of their non compliance. The number of plants surveyed were approximately 600 and the number of samples were over 30,000. Ten parameters of water quality selected in this study and their non compliance % (inside parenthesis) were as follows: Heterotrophic plate count (0.14%), Total coliforms (0.08%), $NH_3$-N (0.29%), $NO_3$-N (0.14%), THMs (0.02%), Turbidity (0.11%), Residual chlorine (5.5%), $KMnO_4$ consumption (0.04%), Hardness (0.03%), pH (0.07%). These levels of non compliance were compared to those obtained from WIDB (Water Industry Database, 1996) of American Water Works Association. This study strongly supported that small water plants (<10,000 tons/day) were more vulnerable in meeting the regulation criteria of many water quality parameters such as Heterotrophic plate count. Total coliforms, $NO_3$-N, THMs, Turbidity, Residual chlorine, $KMnO_1$ consumption, Hardness and pH. The $NH_3$-N concentration was especially high in winter and its violation was frequently found in the specific areas such as the downstream of major rivers. The average THMs concentration was surprisingly low, indicating $13{\mu}g/L$ which is 43% of US. Accordingly, these characteristics must be reflected in establishing the effective management of water quality policy of drinking water in Korea.

  • In Korea, Total Maximum Daily Loads(TMDLs) has been enforced to restore and manage water quality in the watersheds. However, some assesment of implementation plan of TMDLs showed that the achievement of the target water quality is not related to the proper allocation loads because difference of flow duration interval. In the United States, the discharge loads are determined by water quality modeling considering standard flow conditions according to purpose. Therefore, this study tried to develop the allocation method considering economical efficiency using water quality model. For this purpose, several allocation methods being used in the management of TMDLs is investigated and develope an allocation criteria considering regional equality and uniformity. Since WARMF(Watershed Analysis Risk Management Framework) model can simulate the time varying behavior of a system and the various water quality variables, it was selected for a decision support system in this study. This model showed fairly good performance by adequately simulating observed discharge and water quality in Miho watershed. Furthermore, the scenario simulation results showed that the effect of annual average water quality improvement to remove 1kg BOD is more than 25 times, even if point pollutants treatment facility is six times more expensive to operate than non-point pollutants treatment facility.
