전쟁 패러다임의 전환에 따른 잠수함의 역할 변화에 대한 고찰 (A Review on the Change in Submarine Roles in Naval Warfare: Based on Warfare Paradigm)

  • The longing for submarine manufacture and the fear of her power had exited for a long time, but submarine that could submerge and attack was built from 20th century by science technology development. The question, 'Submarine can exercise her power in naval warfare?' had exited before World War I, but the effective value of submarine was shown in the procedure of a chain of naval warfare during World War I and World War II. Germany and the United States made the best use of submarines at that time. The submarines of these nations mounted fierce attack on the enemy's battleships and merchant ships and blocked the sea lanes for war material. These fierce attack on ships became impossible After World War II, and the major powers reduced and coordinated the defence budget, so they considered the role of submarine. However, submarine is still powerful weapon system because she can secretly navigate under the water, and one of the most important force in the navy. The aim of this thesis is analyzing submarine roles in each naval warfare and integrating maritime strategy and weapon system technology into her roles. First, the research about represent submarine roles like anti-surfaceship warfare, anti-submarine warfare, intelligence gathering, land attack, supporting special operation and mine landing warfare will be presented, then the major naval warfare where submarine participated(during ex-World War I, World War I, World War II, The Cold War Era and post Cold War) and the analyzing of submarine roles by time will be presented. Submarine was developed for anti-surfaceship warfare during ex-World War I but could not make remarkable military gain in naval warfare because her performance and weapon was inadequate. However, the effective value of submarine in the procedure of a chain of naval warfare was shown during World War I and World War II. The major powers put battleships into naval warfare undiscriminatingly to command the sea power and submarines did massive damage to enemy navy power, so put a restraint the maritime power of enemy, and blocked the sea lanes for war material. After World War II, the battlefield situation changed rapidly and the concept of preemption became difficult to apply in naval warfare. Therefore, the submarine was unable to concentrate on anti-surfaceship mission. Especially during the Cold War era, nuclear submarine came to appear and her weapon system developed rapidly. These development gave submarines special missions: anti-submarine warfare and intelligence gathering. At that time, United States and Soviet submarines tracked other nation's submarines loaded with nuclear weapons and departing from naval their base. The submarines also collected information on the volume of ships and a coastal missile launching site in company with this mission. After Cold War, the major powers despatched forces to major troubled regions to maintain world peace, their submarines approached the shores of these regions and attacked key enemy installations with cruise missiles. At that time, the United States eased the concept of preemption and made the concept of Bush doctrine because of possible 911 terrorism. The missiles fired from submarines and surface battleships accurately attacked key enemy installations. Many nations be strategically successful depending on what kind of mission a submarine is assigned. The patterns of future naval warfare that my country will provide against will be military power projection and coalition/joint operations. These suggest much more about what future missions we should assign to submarines.

일본 방위전략의 공세적 변화가 한국 해군에 주는 전략적 함의 - 일본 '수륙기동단(水陸機動團)' 창설에 대한 분석을 중심으로 - (An Offensive Change of Japan's Defense Strategy and Strategic Implication to the South Korea Navy: Focusing on the Japan's Amphibious Rapid Deployment Brigade Creation)

  • After defeat in World War II, Japan's Peace Constitution committed the country to forego the acquisition of offensive military capabilities. However, in the midst of the post-cold war period, Japan began to change its security posture in line with the so-called 'normal state theory', which called for a more robust defense posture and expanded security activities. The second Abe administration promoted these security policies by issuing a National Security Strategy as well as a new National Defense Program Outline(NDPO) in 2013 and by establishing new security institutions such as the National Security Council. The Abe administration also adopted the new concept of a 'Unified Mobile Defense Force' in the 2013 which replaced the 'Dynamic Defense Force' as a new criteria for the Self-Defense Force's acquisition of military capabilities. In this new concept of military capabilities, the Ground Self-Defense Force is planning to replace existing divisions with mobile divisions and to form 'Amphibious Rapid Deployment Bridge' for the first time in 2018, which has long been taboo in Japan. Japan has experience a Marine Corps in the past. Likewise, an offensive changes in the military strategy can change the spectrum of strategy and 'Amphibious Rapid Deployment Bridge' plays a big role in this. Furthermore, Japan is increasing the Coast Guard's budget and capabilities in preparation for contingencies around the Senkaku islands (called the Diaoyu in Chinese). The South Korea navy should utilize Japan's changing security posture to deter immediate threat such as North Korea's military provocations and potential enemy threat such as China, Japan, Russia.

북한의 임박한 핵무기 배치대비 국방전략 대개혁 (ROK's defense reform strategy for coping with the emerging North Korea's nuclear weapons.)

  • The balance of power in conventional forces between the two Koreas works in favor of the South Korea in the Korea peninsula. But, the balancing mechanism between the two Koreas in asymmetric forces like nuclear and missile forces works absolutely in favor of the North Korea. That's why it should be timely for the ROK military to review existing strategy and revise a new counter strategy against the threat posed by the North Korea's nuclear and missile forces. The ROK military is now developing 4D, KAMD, KILL Chain strategies as means to cope with the North Korea's nuclear and missile threats. Considering efforts and resources invested now, the strategies are expected to be in place in next five or more years. However, approaches to those strategies seem to be rather fragmentary and conceptual than comprehensive and pragmatic. The types of strategies against the North Korea's military threats need to be a deterrence in peace time and a fighting and winning in war time in the Korean theater. But, the most important element in the deterrence strategy is the credibility. This study concludes with an new strategic concept titled "ADAD(Assured Defense, Assured Destruction)" as an alternative to existing strategies to deal with the North Korea's nuclear and missile threats.

한국해군의 전략커뮤니케이션 (SC : Strategic Communication) 적용 방안 (Ways to apply the Strategic Communications to the ROK Navy)

  • The aim of this study is to find ways to apply the strategic communications to the Republic of Korea Navy. It may be a little bit late for the ROK Navy to accommodate the SC in these days because the adoption and implementation of the SC by the Combined Forces Command has already been begun. It was in 2007 when the SC was in place in the CFC. ROK's Ministry of National Defense and Joint Chiefs of Staff have also mulled over the SC and begun to apply it in part in the annual exercises such as Key Resolve command post drills and Foal Eagle field training exercise, etc. For the ROK Navy, in addition to those exercises, it is faced with further areas like North Korean maritime provocations and other maritime incidents where its version of SC is needed. As noted, the SC is not intended to deter or defend directly those provocations and incidents, but aims to create conditions favorable to the achievement of the navy's strategic objectives. The ROK Navy has to establish a SC planning center and implementing organizations within the Headquarters to be consistent with its above organizations such as MND, JCS, and CFC that have already applied the SC in part or in entirety. SC center and other related organizations need to be under the control of VCNO and the center needs to be located and administered by the policy division in N-5 at the HQs. The vision of the navy's SC is the winning without combats and the least damages in time of war. In other for the navy to reach the vision, the strategies to be executed are early establishment of SC implementing organizations, forming consensus over the need for the SC within the navy, strengthening core competencies to apply the SC, acquiring the SC experts and making doctrines on the SC. The SC, in addition, in the navy has to be planned and implemented in not only peace time and crisis time but also war time.

냉전기 서독해군 전략의 시사점과 향후 대한민국 해군의 방향성에 관한 연구 (A Study on Implications of the naval Strategy in West Germany and Future Direction of Korean Navy)

  • 광복 이후 한반도가 남북으로 분단되면서 대한민국은 필연적으로 유사 해양국가가 되었다. 더불어 대한민국은 북한뿐만 아니라 중국과 러시아와 같은 강대국들에 둘러싸여 있는 지정학적 위치에 놓여 있다. 한편, 근래 들어 중국이 해군 항공 전력을 상당히 증강시키는 방향에 있기 때문에 우리 해군 또한 이에 대응할 수 있는 방안을 모색해야 한다. 이러한 이유로 인해 우리는 미국과의 끈끈한 동맹을 유지하고 있으나, 그 외의 국가들과는 불확실한 관계에 놓여있는 것이 현실이다. 따라서 현재 대한민국과 유사한 지정학적 위치에 있던 과거의 서독이 설정한 전력 확충의 방향성, 냉전기 당시 NATO 조직 내에서 담당하던 '지역해군'으로서의 역할, 그리고 주변국들과의 안보협력 구상방식은 대한민국에게 있어 의미 있는 참고사례가 될 수 있을 것이다.

해상교통로(SLOC) 안보와 해적: 소말리아 해적퇴치작전 경험을 중심으로 (Sea Lines of Communication Security and Piracy)

  • This thesis analyzes Somali piracy as a non-traditional threat to the Sea Lines of Communication (SLOC) and international countermeasures to the piracy. In an era of globally interdependent economies, the protection of sea lines and freedom of navigation are prerequisites for the development of states. Since the post-Cold War began in the early 1990s, ocean piracy has emerged as a significant threat to international trade. For instance, in the Malacca Strait which carries 30 percent of the world's trade volume, losses from failed shipping, insurance, plus other subsequent damages were enormous. Until the mid-2000s, navies and coast guards from Malaysia, Indonesia, Singapore, together with the International Maritime Organization (IMO), conducted anti-piracy operations in the Strait of Malacca. The combined efforts of these three maritime states, through information sharing and with reinforced assets including warships and patrol aircrafts, have successfully made a dent to lower incidents of piracy. Likewise, the United Nations' authorization of multinational forces to operate in Somali waters has pushed interdiction efforts including patrol and escort flotilla support. This along with self-reinforced security measures has successfully helped lower piracy from 75 incidents in 2012 to 15 in 2013. As illustrated, Somali piracy is a direct security threat to the international community and the SLOC which calls for global peacekeeping as a countermeasure. Reconstructing the economy and society to support public safety and stability should be the priority solution. Emphasis should be placed on restoring public peace and jurisdiction for control of piracy as a primary countermeasure.

해양안보위협의 확산에 따른 한국해군의 역할 확대방안 (Extending Plans of the Role of ROK Navy vis-'a-vis the Expansion of Maritime Security Threats)

  • Northeast Asia has a multi-layered security structure within which major economic and military powers both confront one another and cooperate at the same time. Major regional powers maintain mutually cooperative activities in the economic sphere while competing one another in order to secure a dominant position in the politico-military arena. The multifarious threats, posed by the North Korea's nuclear development, territorial disputes, and maritime demarcation line issues demonstrate that Northeast Asia suffers more from military conflicts and strifes than any other region in the world. Specifically, major maritime security threats include North Korea's nuclear proliferation and missile launching problems as well as military provocations nearby the Northern Limit Line(NLL) as witnessed in the Cheonan naval ship and Yeonpyong incidents. The ROK Navy has been supplementing its firm military readiness posture in consideration of North Korea's threats on the NLL. It has performed superb roles in defending the nation and establishing the Navy advanced and best picked. It also has been conducive to defend the nation from external military threats and invasion, secure the sea lanes of communications, and establish regional stability and world peace. In order to effectively cope with the strategic environment and future warfares, the ROK Navy needs to shift its military structure to one that is more information and technology intensive. In addition, it should consolidate the ROK-US alliance and extend military cooperative measures with neighboring countries in the Asia-Pacific region. Evolved steadily for the last 60 years, the ROK-US alliance format has contributed to peace and security on the Korean peninsula and in the Northeast Asian region. In conclusion, this manuscript contends that the ROK Navy should strive for the establishment of the following: (1) Construction of Jeju Naval Base; (2) Strategic Navy Equipped with War Deterrence Capabilities; (3) Korean-type of System of Systems; (4) Structure, Budget and Human Resources of the Naval Forces Similar to the Advanced Countries; and (5) Strategic Maritime Alliance and Alignment System as well as Domestic Governance Network for the Naval Families.

  • The Guatemalan government and guerrilla forces(the Unidad Revolucionaria Nacional Guatemalteco, URNG) signed peace accord in 1996, and ended civil conflict(1960-1996). The bloodiest governments of the 36-year-lond armed conflict were those of Lucas Garc?a, R?os Montt and Mej?a V?ctores, between 1978 and 1983. The war that Guatemala underwent resulted in more than 200,000 casualties, more than 83% of them Mayan, according to the report of the CEH(Comision para de Esclarecimiento Historico). 'Victoria 82' and 'Opreation Sof?a' were the strategy of military dictatorship to destory indigenous Mayan communities. This paper is to demonstrates that the Guatemalan state perpetrated a genocide against the indigenous population using racism to strengthening modern nation-state and this was because, historically and structurally, it possessed, in its intrinsic naturem the repressive, ideological and legal apparatus. To distinguish Maya from ladino is often linked to cultural and social discrimination and a system of racial ranking. Militaty dictatorship used the system of racial ranking to exterminate indigenous populations.

북한의 대외정책 기조와 전망 (The North Korea's Foreign Policy Stance and Prospect)

  • 한반도는 탈냉전이라는 역사적 변화에도 불구하고 냉전적 구조가 해제되지 않고 북한의 대남도발은 계속되고 있다. 북한의 천안함 폭침과 연평도 포격도발은 파국적인 남북관계 초래와 동북아 불안정의 요인으로 작용하고 있다. 북한의 도발은 미국과 한국 및 북한 내부 요인이 북한의 의사결정체계에서 복합적으로 작용하여 군사 비군사적 수단에 의해 자행되고 있다. 북한은 한반도의 적화통일이라는 전략기조을 유지하기 때문에 공세적으로 지속될 수밖에 없을 것이다. 북한의 대외정책은 지속성과 상황에 따라 변화하는 양면성을 지니고 있다. 북한 대외정책의 목표와 이념은 비교적 일관성 있게 지속하고 있지만, 정책전개의 전략 전술과 행동 유형에서는 상당한 변화가 있다. 즉, 지속성은 곧 국가 체제유지와 국가 생존 명분의 문제이며, 변화는 지속성과 명분을 유지시키고 발전하기 위한 전술적 종속개념에 해당한다. 합리적인 시각으로 본다면 북한의 대외정책 기조는 군사력과 핵무기 개발을 생존수단으로 삼아 긴장을 조성하여 외교적, 경제적 보상을 얻는 외교방식을 과감하게 탈피하여야 하며 국제사회에 참여하여 하나의 국가로서 국제관례를 지키는 자세를 견지해야 하나 여러 가지 여건상 기존 대외정책 방향을 고수하고 있다.

포스트 코로나시대 미중 패권경쟁과 회색지대갈등: 한국 해군·해경의 대응전략 (US-China Hegemony Competition and Gray-Zone Conflict in the Post-Coronavirus Era: Response strategies of the Korean Navy and Coast Guard)

  • COVID-19 위기로 인해 미국을 비롯한 서구 세력들이 혼란에 빠져 있는 상황에서도, 중국은 회색지대 전략으로 공세적인 해양팽창을 계속하고 있다. 중국이 남중국해를 중심으로 사용하고 있는 회색 지대 전략이란 전쟁도, 평화도 아닌 불분명한 상태를 창출함으로써 국제정치의 현상변경을 추진하는 전략을 말한다. 동아시아 전역으로 영향력을 확대하려 하는 중국은 앞으로 한반도에도 회색지대 전략을 투사하려 할 것이다. 한국이 남중국해 분쟁에 우발적으로 연루되는 경우, 서해에서 중국어선의 불법조업으로 부터 양국의 군사적 갈등이 초래되는 경우, 중국이 이어도에 충돌을 일으키고 개입하려는 경우, 가능성은 낮으나 독도문제를 이용해 한일갈등을 일으켜 한중 결속을 시도하는 경우들이 예상된다. 이에 대처하기 위해 한국은 장기적인 관점에서 아시아 해양안전 선단 창설 및 국가함대라는 틀을 통한 해군과 해경의 통합운용 활성화, 중국의 도발에 대한 대응체계 강화 등을 추구해야 할 것이다.
