This study was designed to examine the demographic, economic and organizational characteristics of wage peak workers in public enterprises and their relationship between wage peak system and retirement, which is faster than other areas where the number of elderly workers is growing. The study targets 211 wage peak workers in 19 public enterprises engaged in the wage peak system, considering the level of aging and the size of wage peak workers. According to the demographic and economic characteristics, the results of the study showed that the education level, household income, post retirement cost, retirement saving and investment amount had an effect on wage peak satisfaction, wage peak acceptance, retirement preparation and retirement attitude. Next, aspects of organizational characteristics, there were differences according to position, job title, working period, remaining retirement age, participation in retirement preparation program and wage peak application. Based on these findings, effective wage peak system for the aged society was required to discuss the need for follow-up research by job group, position rank, economic level, and educational level of aged people such as welfare, education and former support.

Korea has entered into an aging society at an exceptionally high speed. Increasing aged workers give pressure on Korean companies with seniority based pay system with labor costs. The wage peak system has been introduced to Korean companies as an alternative to early retirements. The wage peak system currently adopted in Korea is mainly the aging-limit-security model. But in the future we should actively adopt the employment-extension model. To operate wage peak system successfully, I suggest introduction of the individual wage peak system, development of suitable jobs for the aged, selective application by job classification, incentive graded by performance evaluation, and working hour reduction with the decreased rate of wage.
The purpose of this study is to predict future of wage-peak system by using text mining, futures wheel and polarity voting (+, -) techniques after reviewing a variety of documents. For this study, we collected articles, news articles, SNS(Twitter, Blog), research report documents. Above all, we extracted keywords for main subject words by utilizing text mining techniques. Next, we drew a final conclusion about future of wage-peak system by using futures wheel and polarity voting techniques. The result showed that future of wage peak system is positive. Two of five main topics were negatively predicted (favor/oppose of wage-peak system, solving task of wage-peak system), however, three of five main topics were positively predicted (background of wage-peak system, purpose/reason of wage-peak system, alternative wage-peak system). Therefore, because three of the five main topics were positively predicted, the future for wage-peak system is positive.
The presented study was based on the notions that 1)the age-separated perspective would not be functional for post modern society which characterized by a diversity of life styles and 2)effects of wage peak system have been investigated mainly through managemental efficiency with quantitative analysis. In those notions, this study aimed to investigate effects of wage peak system based on age integration perspective with a qualitative method. Deep case study were executed with four workers who fully understand regarding wage peak system. Results showed that three sub categories were drawn in the meaning focused on issues of wage peak system; uneasy attention on workers who applied for wage peak system; pro and con of wage peak system for aged workers; achieving age integrated environment through mutual understanding.
This study stemmed from the notion that effects of wage peak system were investigated exclusively on management efficiency from the perspective of workplace. As a way to overcome the limitation of previous studies, This study examined the effects of wage peak system on age integration of senior workers. Quantitative analyses with data from workplace panel survey were executed. Results revealed that percent of workers aged 50 and over was significantly higher in work places that implemented wag peak system than that of those did not. Also Average year of employment for full time workers was higher in work places that implemented wag peak system than that of those did not, suggesting that wage peak system was related to labor market integration of aged workers in some ways.
In this study, it has an intention of arranging an implication based on an effective introduction of a wage peak system in Japan to settle a mandatory retirement at sixty according to a legalization of retirement age at sixty smoothly. It is necessary to prepare a institutional plan to try not to make a gap of the pensions by guaranteeing or extending the retirement age connect to the age of pensioners though the wage peak system. To activate the wage peak system, it is necessary to acknowledge a legal improvement that concedes rational changes such as the rule of employment. An active interpretation is needed currently though, it is more necessary to review the stipulation and the rational changes of the rule of employment that is established by a precedent like the Japanese legislation case. When a disadvantageous change of works rules is made, it is able to consider establishing the provision in the Act on age Discrimination Prohibition in Employment and Aged Employment Promotion, therefore it won't be able to apply the regulation in the rational criterion that satisfies the standards, rather than amending a Article 94 of the Labor Standards Act that makes accepting the approval of the majority of workers.
In spite of continuous implementation of the transportation demand management (TDM), the profuse use of car at the peak-time has caused chronic traffic congestion in the Seoul downtown area. This study makes a comparative analysis on the effectiveness of commuting cost subsidy system for public transit user with other policy instruments such as an increment in fuel tax and park cost. This study not only follows standard guidelines of stated preference methodology to guarantee objectivity, but also uses sample enumeration method and non-Parametric bootstrapping method to secure reliability of empirical results. As a result of empirical studies, the conversion effect of car to public transit is superior to other two Policy instruments. Also. an increment in fuel tax and park cost is income-regressive from the equity aspect in a wage bracket, but commuting cost subsidy system for Public transit user is Income-progressive As a fundamental research on commuting cost subsidy system for public transit user, this study is likely to Provide Policy-makers with quantitative information useful in establishing Public transport Policy to Promote the use of the public transit.
Population aging in Korea is in progress rapidly, though it isn't recognized as a critical situation now. Absolute scale of population will decrease since 2030 and that of 2050 will stay in 2005 levels. But most serious problem is that the core working age group, 25-54 ages will begin to decrease since 2012 because of low fertility and population aging. In these situation of population aging, we will face inevitably great amount of labor force shortages and we should build up policy alternatives for solving these problems. I proposed some policy alternatives. firstly, pronatalism policies including state-supported child-care system for preventing decreases of absolute scale of population. Second, facing up to labor shortages under population aging, I proposed policy alternatives for increasing labor market participation, measured by employmeny rate, of aged (or aging) people including wage-peak system of extending retiring ages and women including lowering opportunity costs of women labor market participation rates, given laboer forces. And to conclude, we should approach to the aging problems by steady state equilibrium ecnomic growth, under inevitable population aging.

This study was conducted on 1,174 retirees in their 50s and 60s nationwide using the 7th data of the National Pension Service's National Elderly Security Panel Survey. We were able to confirm the following results through the SPSS WIN 18.0 program.. First, men showed a higher level of education than women. From these results, it is expected that men will be better prepared for retirement. Second, men had spouses and two or more household members than women. According to previous studies showing that men are better prepared for retirement if they have a spouse, it is expected that men are better prepared for retirement. Second, 38% of men and 62% of women were voluntary retirees. Third, both men and women responded that their own and spouses should play the main role in preparing for retirement. Fourth, both men and women had very low rates of preparation for old age, economic independence, and public and private pensions. Among them, women were lower than men. Fifth, economic problem solving, health, and medical care were the priority as parts to be done for retirement in oneself and society. Based on these results, the directions for preparing retirees for retirement are as follows. First, education on wage peak system, retirement age extension and financial management for involuntary retirees is required, and guidance and management methods on health care and disease should be provided to address needs for health and health care. Women had more voluntary retirees than men, and they need to know why. Second, when both men and women are very poor at preparing for retirement, there should be job creation measures to ensure that they and their spouses are fully prepared for retirement.
