2020년 우리나라의 바다낚시 인구는 481만 여명으로 10년 전에 비해 46% 증가가 예상된다. 스마트 디바이스의 보급이 확대됨에 따라 모바일 기반의 바다낚시 앱(App)의 필요성도 커지고 있다. 기존의 바다낚시 앱들은 정보 제공 커뮤니티 기능이 대부분이고 예약서비스를 제공하거나 낚시 용품 쇼핑 기능을 제공하는 앱들은 전무한 실정이다. 이에 본 연구에서는 기존의 경쟁 앱 분석, 낚시 경험자 대상 설문조사, 선주 대상 인터뷰 등을 통해 사용자 요구 맞춤형 앱을 개발하고자 노력하였다. 이를 통해 이를 통해 바다낚시 정보 공유 확대 및 거래의 투명성 향상에 기여할 것으로 사료된다.

This presentation delivers the Appreciation of the The Pan Ocean Remote Sensing Conference Association for the cooperation with the Korean Society of Remote Sensing in organizing a joint conference with the International Symposium of Remote Sensing. It includes a brief history of the PORSEC Association with its mission and aims and the system of governance of the organization. Our vision for the future, is presented from this president's point of view. It includes a discussion of building expert capacity to use remote sensing techniques in developing nations by the sharing of knowledge and our ability to promote predictability of natural hazards with our workshops and science sessions. The article ends with an appreciation of our many sponsors.

The Image sensor needs various image processing to improve image quality. ISP(Image Signal Processor) performs various image processing. Conventional vision cameras have own software ISP functions and perform in PC instead of using commercial ISP chips. However these methods have problems such as large computation for image processing. In this paper, we proposed ISP that significantly reduced chip area by efficient sharing of hardware and software. Large operation blocks are designed to hardware for high performances, and we used hardware simultaneously with software considering the size of the hardware. The implemented ISP can process VGA(640*4800) images and has 91450 gate sizes in 0.35um process.

Wright wants to create a democratic egalitarian society through his real utopias project where everyone is guaranteed the access to material and social means or opportunities for human flourishing and where democracy is maximized. However, he does not provide a convincing rationale for his democratic egalitarianism. This paper shows that the basic income derived from the equal rights to commons can be a convincing basis for his democratic egalitarianism. This paper then restructures his real utopias project into a more consistent system based on the basic income derived from commons. It also argues that Wright's vision of Real Utopias overlaps with the vision of a 'sharing society', a 'society based on democratically managed and controlled commons and basic income'. This article therefore argues that the Real Utopias Project and the basic income project can on the one hand develop based on these overlaps and correlations and on the other, based on each other's results.

The employees in social welfare institutions have an importance of learning due to jop specialty more than any one else. That is because there are a variety of increasing needs in social welfare services and customer-oriented welfare services. On the basis of that, this study shows how learning orientation theories as a new organization management strategy affects the employees in social welfare institutions. It shows cause and effect relation by establishing hypothesis model based on the preceding researches. It performed empirical analysis on the employees in social welfare institutions in G metropolitan city. As a result, the hypothesis was tested that learning flow, vision sharing, openness have significant effects on member's jop satisfaction. It implies that job satisfaction can be improved, if the level of learning flow, vision sharing, openness of the employees in social welfare institutions are promoted.

The purpose of this study is to develop BSC model of social enterprise. Performance analysis tool of BSC have been brought over from the business world, designed and created from the perspectives of profit-based businesses. The BSC is a strategic performance measurement and management tool designed for the private sector acting as a communication/information and learning system, to measure 'where we are now' and 'where to aim for next'. It prescribes a plan for translating 'vision' and 'strategy' into concrete action across four perspectives at different stages, depending on the business. These perspectives are 'financial', 'customer', 'internal processes' and 'learning and growth', each of which is connected by cause-and-effect relationships that reflect the firm's strategy. Social aims of social enterprise are to accomplish desired outcomes which are to employ vulnerable people and to provide social services. The measurement factors of financial perspective are stable funding, efficiency of budgeting, stakeholders' financial supports, and trade profit. The measurement factors of customer perspective are government, social service users, employees, local communities, sup plier, social activity company, and partnership with external organizations. The measurement factors of internal process perspective are organizational culture, organizational structure/management, internal/external communication, quality of products and services, information sharing. The measurement factors of learning and growth perspective are training and development, management participation, knowledge sharing, leadership of CEO and manager, and learning culture.

Visual cryptography is a scheme that recovers secret image through human vision by overlapping distributed share images without cryptographic operations. Distribution methods are still being developed for improving quality of shared images keeping size of images invariant and enhancing robustness against resize of images. Since visual cryptography only uses shared images, this fact is exploited to attack. From this fact, a scheme safe for sharing distributed images is needed. In this paper, a new visual cryptographic scheme using cover image is proposed. This scheme reduces the chance of detection against steganalysis and increases security. In addition, this paper shows that the proposed scheme can completely decrypt secret image without creating noise.

Image topic and emotion analysis is an important component of online image retrieval, which nowadays has become very popular in the widely growing social media community. However, due to the gaps between images and texts, there is very limited work in literature to detect one image's Topics and Emotions in a unified framework, although topics and emotions are two levels of semantics that often work together to comprehensively describe one image. In this work, a unified model, Joint Topic/Emotion Multi-Modal Hierarchical Latent Dirichlet Allocation (JTE-MMHLDA) model, which extends previous LDA, mmLDA, and JST model to capture topic and emotion information at the same time from heterogeneous data, is proposed. Specifically, a two level graphical structured model is built to realize sharing topics and emotions among the whole document collection. The experimental results on a Flickr dataset indicate that the proposed model efficiently discovers images' topics and emotions, and significantly outperform the text-only system by 4.4%, vision-only system by 18.1% in topic detection, and outperforms the text-only system by 7.1%, vision-only system by 39.7% in emotion detection.

In this study, we analyzed knowledge management cases of the Ministry of Culture, Sports and Tourism and examined knowledge management vision, promotion organization and knowledge management activity system. This study aims to clarify implications for successful knowledge management in government sector. In the case of the Ministry of Culture, Sports and Tourism, which was the subject of the study, it was evaluated as having performed well in the management activities of the government department in the evaluation of "Knowledge Target for 2018" jointly hosted by Maeil Economic Daily and the Ministry of Public Administration and Security. In this study, we conducted an in - depth interview with the knowledge management staff of the Ministry of Culture and Tourism and analyzed the success factors of knowledge management in the government sector. First, the vision of knowledge management and the role of dedicated organization were very important. In addition, knowledge management system was used to effectively acquire, share, and accumulate knowledge and utilize it. In addition, appropriate compensation systems for knowledge management activities are also important success factors. Therefore, in order to encourage knowledge management activities, it is necessary for public institutions to establish an incentive system such as an economic compensation system for personnel sharing activities and HR personnel.

This study was conducted to reflect on the 30th anniversary of the Korean Home Economics Education Association(hereafter KHEEA) and to put forth a vision and a mission statement. To meet this purpose, first, reflection points were including the achievements of KHEEA for the last 30 years, the status of home economics education, themes of the bi-annual conferences of the Association, and the social contribution of home economics teachers. It was revealed that research and instruction in home economics education thrived by addressing social needs through its efforts in its 30 years of history. Second, a vision and a mission of home economics education were proposed in order to explore the prospective role of home economics education. The sharing of vision and mission functions as an ideal value and goal that home economics education as a profession should pursue, and it leads home economics professions to the direction that it should pursue. From this study, acting on a vision and a mission of home economics education, will lead to the development of a free individual, free society and sustainable environment, ultimately achieving the total well-being of individuals and families, society, and environment. This study reached the conclusion that the role of home economics education will become more prominent in the future society.
