VTS(Vessel Traffic Service) has been established in navigational waters to improve the safety and efficiency of navigation and to prevent marine accidents which could cause a large amount of damages to the marine environment and shipping industries. There have been several reports on analyzing the causes of marine accidents happened around Korean waters of jurisdiction, and those reports contributed not only to the enlargement of waters where VTS operation was needed and but also the construction of VTS system which was necessary to provide vessels navigating in the service waters with safety-related information. However, the researches for the role of VTS in marine transportation were not still enough to increase the safety of navigation and to decrease the number of accidents. In this paper, in view of the fact that VTS operation is closely connected with the accidents, we analyzed that what parts of VTS operation are involved deeply with the causes of marine accidents in Busan Port, and then proposed a method to improve its performance most effectively.

Recently, one of important resolutions of IMO MSC is an adoption of AIS in SOLAS Chapter 5. The AIS, which is a communication system to enhance safety of navigation by transmitting and receiving vessel information automatically, entered into force on July 1st, 2002. This paper provides guidelines for utilizing AIS effectively and successfully in VIS or all ships. For this, we investigated technical characteristics of AIS, the regulations related to AIS, marine accidents.

우리나라에서 해상교통관제시스템(Vessel Traffic Service, VTS) 구역을 설정하여, 관제사를 중심으로 한 VTS와 선박사이의 해상교통상황 등의 교환을 통해 항만의 안전과 항만운영의 효율을 높이고 있다. 향후, 연안으로 확대될 예정이다. 더 넓은 해역에 대해서는 해양안전종합정보시스템(GICOMS)이 있으며, 선박자동식별장치 (AIS), 장거리위치추적시스템 (LRIT) 등에서 송신하는 선박의 운항정보를 수신하여 전자해도에 표시하고 있다. 이와 같은 선박관제정보는 빅데이터로 향후 자동화된 분석과 제원체계가 요구된다. 여기서는 해상교통관제정보 기초 활용 연구로, 소청초 종합해양과학기지주변의 AIS (Automatic Identification System)정보를 사용하여 선박 활동 특성 해석을 진행하였다.

Abnormal navigating ships affact the ships navigating normal routes seriously. So VTS centers and Korean Coast Guard co-work(cooperate) closely to trace the ships which break the regulations and make accidents. But it is evident that there is limitations to indetify the risk factors caused by men. Unfortunately there is very few of the researches on the identificaton of risk elements by men. With the development of digital technology, the marine environment is expected to change rapidly. In the case of autonomous vessels, technology is being developed in many countries, and the international community has begun to discuss ways to operate it. Changes in ships cause changes in the marine traffic environment and urge changes to aids to navigation. This study aims to analyze the cyber security management awareness of VTS personnel to improve the cyber security system for aids to navigation. To this end, the current status of cyber security management was reviewed with a focus on VTS, and a survey was conducted on VTS personnel. The survey analysis used the IPA methodology, and as a result of the analysis, a clear difference was observed in the perception of cybersecurity between those with experience in security and those without experience. In addition, technical measures related to cyber-attack detection and blocking should be implemented with the highest priority. The results of this study can be used as basic data for improving the cyber security management system for aids to navigation.

선박의 선위 추측(DR, Dead Reckoning)은 수신되거나 측정된 위치 데이터와 속력, 침로 데이터만을 반영하여 계산하므로 대양의 항해나 연근해의 해역에서는 유효할 수 있으나 침로의 변경과 선속의 변화가 잦은 항계 내의 조선에 있어서는 적용이 어렵다는 문제점이 있다. 본 논문에서 제안하는 선박의 추측위치(DRP, Dead Reckoning Position)는 선박의 운항 패턴에 따라 항계 내의 항적 데이터를 수집하고, 수신된 위치 데이터와 속력, 침로 데이터를 점장위도항법(Mercator Sailing)을 통하여 계획항로(Planned Route)의 각 변침점(WP, Waypoint)간 침로(Course)와 항정(Ship's Passage)에 반영하였다. 제안된 추측위치 산출방법을 통하여 항계 내의 조선과정에서 계획항로를 선박의 추측위치와 결합하여 특정 시간 후의 상황패턴을 미리 예측하고 관제사의 의사결정에 기여하고자 한다.

We have studied the efficient operation of the radar and the appropriateness of the installation location, when constructing the VTS system. As the Civil-Military Complex Harbour (Kangjeong Port) is completed in 2016, we set the control area within 10 nautical miles centering on Kangjeong Port, and found out and removed the operational radar blind area of VTS system to provide safe navigation information for vessels that navigating this area. Assuming that two international cruise ships entering at the same time, we performed the radar simulation and compared the images by considering the three sites of Kangjeong Port, Miaksan and Seoguipo Port. Simulation results for a single radar installed at Kangjung Port indicate that the blind area was largely affected by two large cruise ships and the surrounding islands. The blind area due to Kogunsan was considerably large when installed in Miaksan, but the blind area due to the influences of Beomseom, Moonseom and Seopseom was negligibly large. It seems that additional radar installation is necessary as a complementary solution to solve this blind area. When two radars were installed at Miaksan and Kangjeong Port, the residual blind area due to the Seopseom was $0.25km^2$ at 0.1~0.33 nautical miles in the southeast direction from Seopseom. In addition, the remaining blind area with two cruise ships mutually influenced was $0.18km^2$, which did not occur with a single cruise ship.

IHO has established S-100 Standard profiled from ISO 19100 GIS standards for standardization and improvement of hydrographic data and are developing S-10X Standards. IMO is implementing the e-Navigation strategy for maritime safety and marine environment protection and has established the CMDS as information standard framework which will be developed from the S-100 standard. The development domain of e-Navigation can be divided into onboard, communication network, onshore and VTS is a core actor in onshore system. In this study, we analyzed the effects of S-100 standard development on VTS through e-Navigation strategy of IMO and suggested the cooperation between hydrographic fields and VTS fields under e-Navigation strategy.
The purpose of this study is to find out the impacts of VTS on the marine safety and users' opinion on the VTS which have been being operated in the port of Pohang for the last 3 years and is to suggest a guideline to the successful operation of VTS in the future. This study is based upon the questionnaire survey and the respondents include 236 masters/mates of merchant vessels who have visited the port of Pohang and 6 pilots who have been working in the port. From the questionnaire results, this study notes the following conclusions related to the VTS operations. (1) A few of the respondents (mainly foreigners) do not understand the entering procedure of the port and the fundamental concept of VTS. Accordingly, the more active VTS services have to be provided for the mariners. (2) It was found that themost dangerous factors in tehvicinity of the port were the floating materials, fishing nets, andillegal fishing activities inthe fairway. Therefore, the proper surveillance, stricter enforcement of Acts and the instructive education for the fishermen are required to avoid the risks. (3) A majority of the respondents agreed the VTS has contributed to the safety of vessel traffic, and they pointed out ' the assiatances in reduced visibililty conditions' is the most important task of VTS. The amount of 75.6% of the respondents answered that they have experienced the assistance from VTS more than 1 time since the system was established in the port of Pohang . Also 44.2% of the respondents considered they were able to avoid marine casualties such as collision, ramming or agrounding with the VTS assistances. (4) 49.2% of the respondents preferred the passive information services , while, 38.8% of them preferred the positive control advices in the case of encountering any potential risks. VTS iperators have to consider seriously when they provide the positive control advices of ship's course and speed. (5) A majority of the respondents confirmed that the prot and its approaches is suitable for the VTS coverge . To extend the service areas of the VTS and to improve radar detecting ability, the use of radar transponders are seen as the ideal method. (6) A minority of the respondents pointed out 'the improper orders or recommendatinos caused by the poor decision making' firstly, ' the language problem(sea-speaking in English)' secondly, as the deficiency of personal qualification. It seems, therefore, theat the personal efforts of the operators and systematic training programmes for them are necessary to solve the problems.

To support anti-collision between ship to ship and sea-search and sea-rescue work, ship automatic identification system(AIS) that can both send and receive messages between ship and VTS Traffic control have been adopted. And port control system can control traffic vessel service which is co-operated with AIS. For more efficient traffic vessel service, ship recognition and display system is required to cooperated with AIS. In this paper, we propose ship detection system which is co-operated with AIS by using background estimation based on image processing for on the sea or harbor image extracted from camera. We experiment with on the sea or harbor image extracted from real-time input image from camera. By computer simulation and real world test, the proposed system show more effective to ship monitoring.
