The purpose of this study was to establish a complex disaster scenario that can comprehensively consider various disaster situations that may occur in the utility tunnel. Method: In order to comprehensively consider the correlation between disasters, a composite disaster scenario was derived from a combination of damage factors, respectively. A risk assessment was performed in order to derive the priorities of the scenarios. And based on the results, the priorities of complex disaster scenarios were set. Result: Based on the disaster cases in the utility tunnel, a plan was prepared for complex disaster scenarios centered on damage. A complex disaster scenario was specified using a semi-quantitative evaluation method for single and multiple disaster factors such as fire, flooding, and earthquake. Conclusion: The composite disaster scenario derived from this study can be used for the prevention and preparation of damage when the precursor symptoms of a disaster are detected. In addition, the results of this study are expected to be used as basic data for preparing strategic plans and preparing complex disaster response technologies to induce rapid response and recovery in case of emergency disasters.
The demand of Small Self-generating System (SSS) including Small Cogeneration System (SCS) is constantly increasing with the need of electricity and/or thermal in office, hospital, hotel, and small factory, etc. It is especially recommended to operate SCS in the heat-following mode to maximize the efficiency of generator. In case of the heat-following mode SCS has got to be connected to distribution system so as to send surplus power to the utility or receive the short power from utility. But the interconnection of SSS with distribution system causes a few problems such as the bad power quality, and low security. If SSS is not promptly disconnected after faults occur (Islanding of SSS), it can not only damage equipment of utility and adjacent customers but also endanger life of human due to overvoltage or overcurrent. In this paper it has been deeply discussed if interconnection of engine self-generator/control system satisfies the protective requirement for SSS or not. 500 kW engine generator running in the Jodo island has been used to perform the analysis of interconnection.
Islanding of PV systems occurs when the utility grid is removed but local sources continue to operate and provide power to local loads. Islanding is one of the serious problems in an electric power system connected with dispersed power sources. Also, this can present safety hazards and the possibility of damage to other electric equipments. If the real and reactive power of RLC load and PV system are closely matched, islanding phenomena can't be detected by the passive methods. Several active methods were proposed to detect islanding phenomena. The most effective method is SFS method which was suggested by Sandia National Laboratory. In this paper, a new anti-islanding algorithm is proposed and its validity is verified through simulation and experimental results for utility interconnection of PV system.

Since the direct and indirect damage caused by the fire in the underground utility tunnel will cause great damage to society as a whole, it is necessary to make efforts to prevent and control it in advance. The most of the fires that occur in cables are caused by short circuits, earth leakage, ignition due to over-current, overheating of conductor connections, and ignition due to sparks caused by breakdown of insulators. In order to find the cause of fire at an early stage due to the characteristics of the underground utility tunnel and to prevent disasters and safety accidents, we are constantly managing it with a detection system using image analysis and making efforts. Among them, a case of developing a fire detection system using CCTV-based deep learning image analysis technology has been reported. However, CCTV needs to be supplemented because there are blind spots. Therefore, we would like to develop a high-performance acoustic-based deep learning model that can prevent fire by detecting the spark sound before spark occurs. In this study, we propose a method that can collect sound in underground utility tunnel environments using microphone sensor through development and experiment of prototype module. After arranging an acoustic sensor in the underground utility tunnel with a lot of condensation, it verifies whether data can be collected in real time without malfunction.
In this study, damage detection method using harmony search method and frequency response is proposed. In order to verify this method, the following approaches are implemented. Firstly, damage detection method using harmony search was developed. To detect damage, objective functions that minimize difference with natural frequency and modal strain energy from undamaged and damaged model are used. Secondly, efficiency of developed damage detection method was verified by damage detection of beam structure. And results of harmony search and micro genetic algorithm are compared and evaluated. Thirdly, numerical model was implemented for harbor caisson structure and damage scenario was determined. Lastly, damage detection was performed by proposed method and utility of proposed method is verified.

A GIS-based tunnelling risk management system (GIS-TURIMS) has been developed in this study The developed system uses ArcView 8.2 as a basic platform and the built-in interface(VBA) has been used to perform first-order simplified analyses for prediction of tunnelling-induced ground movements and building damage assessment. The main emphasis in this study was to develop a working framework that can be used in the perspective of tunnelling risk management. The developed system is capable of carrying out computationally intensive first-order analyses for ground movement prediction as well as building/utilities damage assessment with fully taking advantage of the GIS technologies. This paper describes the concept and details of the GIS-TURIMS development and implementation.

Bridge Control and Inspection ensures the safety, utility, and durability of Bridge in use. This Paper compares Control-interval of Germany with that of Korea, which was described in the special law recently revised concerning the Safety Checkup of Facilities, and analyzes Period of Damage Discovery that the Damage report of other countries showed. According to a result of the analysis, damage requiring structure repair and reinforcement more frequently been discovered even in less than a decade after the completion of construction. The paper, therefore, suggested the reregulation on the Korean Control Interval on the basis of the result.

Keeping the gas pipelines in the common utility tunnel is useful because it has a lower risk of corrosion than conventional burial, and can prevent from excavating construction. But, explosions in common utility tunnels can cause greater damage from the blast overpressure compared to outdoor explosions, due to nature of the confined environment. Despite this fact, however, research on common utility tunnels has been limited to fire hazard and little has been studied on the dangers of explosions. This study developed scenarios of methane gas explosion caused by gas leak from gas piping within the common utility tunnel followed by unknown ignition; the study then calculated the extent of the impact of the explosion on the facilities above, and suggested the needs for designing additional safety measures. Two scenarios were selected per operating condition of safety devices and the consequence analysis was carried out with FLACS, one of the CFD tools for explosion simulation. The overpressures for all scenarios are substantial enough to completely destroy most of the buildings. In addition, we have provided additional measures to secure safety especially reducing incident frequency.
Across the world, the industrialization has increased the frequency of climate anomaly. The size of damage due to recent natural disasters is growing large and fast, and the human damage and economic loss due to disasters are consistently increasing. Urbanization has a structure vulnerable to natural disasters. Therefore, in order to reduce damage from natural disasters, both hardware and software approaches should be utilized. Currently, however, the development of a statistical access process for 'analysis of disaster occurrence factor' and 'prediction of damage costs' for disaster prevention and overall disaster management is inadequate. In case of local governments, overall disaster management system is not established, or even if it is established, unscientific classification system and management lead to low utility of natural statistics of disaster year book. Therefore, in order to minimize disaster damage and for rational disaster management, the disaster damage survey process should be improved. This study selected gale as the focused analysis target among natural disasters recorded in disaster year book such as storm, torrential rain, gale, high seas, and heavy snow, and analyzed disaster survey process. Based on disaster year book, the gale damage size was analyzed and the issues occurring from the correlation of gale and damage amount were examined, so as to suggest an improvement plan for reliable natural disaster information collection and systematic natural disaster damage survey.
