  • 인터넷 가치사슬구조상 많은 서비스가 융합된 형태로 제공되고 있다. 컨버전스 환경에서 필수 요소인 사업자간 협력은 매우 중요하고, 인터넷전화 및 IP-TV 등의 신규 서비스는 POTS(기존 전화 서비스: Plain Old Telephone Service) 보다 더 직접적이고 활발한 사업자간 협력을 필요로 하다. 따라서 향후 인터넷 산업생태계 전체의 균형적 발전을 위해서는 망 이용대가를 포함하여 참여하는 사업자간 공정하고 합리적인 수익배분 방안이 모색되어야 한다. 따라서 본 연구는 인터넷 망 이용대가 산정에 관해 논의하고자 한다. 주로 원가 중심적 접근, 이전가격 이론, 수익 배분 등 이용대가 산정에 응용될 수 있는 다양한 이론적 접근법에 관해 다루게 될 것이다. 더불어 관련 연구동향 및 논의 의슈, 인터넷 망의 구조 및 사업구도 분석 등의 내용도 논의 대상에 포함된다.

Total Solution System for Applications using DPMS (DPMS 통합 원서 지원 시스템 개발)

  • We develop a total solution system for applications, which is called a data processing module system(DPMS), based on ASP, PDF, JAVA, and MSSQL. The DPMS system provides a realtime telematic guidance in the fields of application, recruiting, and management. The user documents the PDF file on the Web browser and store the file in DB for correction. The DPMS discovered the difficulties in data input due to 2 byte problem of Korean language. This result leads to the usage of Korean language as well as others. Test results through free-charge access confirm that the DPMS outperforms the conventional systems based on ASP with HTML in view of simplicity and confidentiality.

  • Pusan Metropolitan City has developed 'HANARO Card' system. It is a sort of multi-function card systems which has devised to resolve many traffic problems, to improve public transportation services, to build advanced transit information systems, to encourage reasonable operation of the public transit companies, and to obtain basic informations for devising transportation policies. This study aims at reviewing the systems of 'HANARO Card', analysing the situation of usage of the card, and suggesting some issues for improving the system. Main finding is that the major effects of the introducing HANARO traffic card are convenience (to pay a charge) in using transit, public parking lots, city freeway toll for citizens, and saving in personnel expenses, maintenance expenses for buses, subway and taxi companies. It is also found that HANARO traffic card system needs to be expended to be compatible with other fields of economic activities.

Characteristics of bridge task in Korean coastal large trawler (우리나라 근해 대형트롤 어선의 선교업무 특성)

  • To suggest a standard concerning with the arrangement of bridge equipment, the authors conducted the video observations with 3CCD (charge coupled device) cameras installed on the ceil of the bridge for monitoring the working activities of two bridge teams (the skipper/mate1 and the skipper/mate2) in a Korean coastal large trawler(gross tonnage: 139) for five days from July 30th. 2010 and analyzed of the data. Work elements coded by the work activities were input on the sheet of work analysis by the time unit of 1 sec according to the time occurred. A single work element among the work activities for every 5 minutes was denoted as the number of occurrence. The frequency of equipment usage was limited only in the usage of the equipment. In the case of the navigation and the towing net two ranks were integrated and analyzed. On the other hand, in the case of the casting net and the hauling net, two processes were integrated to as one and then analyzed separately as two ranks. As the results, 15 elements of work was carried out between two bridge teams for the observation; lookout, radar, GPS plotter, fish finder, net monitor, fishing deck, RPM indicator, rudder angle indicator, compass card, for maneuver; steering, ship speed control, trawl winch operation and external communications, paper works and others. It was found that the work load of the skipper per 5 minutes accordance with the navigation, the casting net, the towing net and the hauling net are 20.5 times, 11.9 times, 38.0 times and 9.5 times respectively, the mates are 65.2 times, 66.5 times, 85.7 times and 59.1 times respectively. The radar was shown the highest frequency of the equipment usage and the next was the fish finder, the GPS plotter and the external communications in the case of the navigation. In the case of the towing net the frequency of usage was high the ranking as the radar, the net monitor, the fish finder, the GPS plotter, the steering system and the external communications. In the case of the integrated process both of the casting and hauling net the trawl winch was shown the highest frequency to the skipper and the next was the GPS plotter and the radar, and the steering system was shown the highest frequency to the mate and the next was the radar, the ship speed control system, the GPS plotter, the net monitor and the fish finder.

Improvement of the Standard Cost of Development Charge System in Jeju (개발부담금제도에 따른 제주지역의 표준비용 산정 개선방안)

  • During the six years from 2006 to 2011, based on a study of projects with an area equivalent to or less than $2,700m^2$ located in Jeju self-governing province, it was shown, through comparison with the pre-existing calculation methods, that there were many problems with the application of the standard cost. Accounting for the uniqueness of Jeju province, the study suggested an alternative method for applying the standard cost, basing it on property usage of either urban area or non-urban area pursuant to the National Land Planning and Utilization Act rather than land type of either mountain area or non-mountain area, with the utilization of T-test and ANOVA raising the reliability of this study.

  • Telecommunication costs have been increasing successively in Korean households. Even though there are a lot of issues related to the high charges of mobile telecommunication services, plausible solutions have not been provided yet. 99% of Koreans use mobile phones and it is the highest in the world, but charges are relatively high. This situation may be brought by the government policy that supports 'three companies system.' Even the least efficient company might sustain by a tacit bottom price policy and the government did not introduce MVNO into the market. The government can make mobile phone charge system consider cost only in a proper manner and constrain marketing costs to the rational level. And it can reduce mobile charges and rights of consumers must be respected by restraining too much complicated rates system. Fairness of mobile phone charges could be achieved by mobile phone market structure improvement through active introduction of MVNOs and reduction of excessive marketing costs. If proper market structure and policy management are secured, 30% cut of charges could be achieved. And mobile service bills may be made more acceptable if charge is based on a measured rate system according to the amount of data usage.

  • Small electric vehicles, such as electric bicycles or electric kickboards, operate with the power charged in a battery mounted in the vehicle, and some of these users use emergency power sockets installed in apartments or public facilities without getting permission. For this reason, the necessity for a simple method to approve the use of power with instant payment system rises for the building managers and small vehicle users as well. In this paper, we propose a technique to charge batteries for small electric vehicles with less than 1 [kW] through a power supply control device installed on the existing 15 [A]. sockets on the common residential properties or public buildings. It also describes the power user authorization algorithm and how to charge fees for the power used. As a result of this research, this paper shows how the user authentication power supply system with the effect of preventing power theft can be realized by creating an environment in which a battery in a small electric vehicle can be easily charged.

Alternatives for New Internet Interconnection Policy (인터넷 상호접속제도 개선을 위한 대안 탐색 연구: 2016년 1월 개정안을 중심으로)

  • This study explores reasonable alternatives to internet interconnection policy. Due to the development of information and communication technology, patterns of the Internet usage are changing rapidly, including increase of video streaming services. For this reason, there is a lively discussion of the Internet interconnection policy, which integrates various Internet service operators into one ecosystem. We conducted an Analytic Hierarchy Process(AHP) analysis with 16 experts in government/public, and academic sectors, and alternative selection criteria and their corresponding alternatives and detailed tasks were evaluated. According to the results, the most important alternative selection criteria was a "fair charge against foreign service operators", and the most desirable alternative was "partial revise". Moreover, the experts responded that "reassessment of the principle of the charge" is the most urgent task to improve the Internet interconnection policy.

  • We introduced mathematical economic analysis model for understanding the fairness of charge from VoIP providers for interconnection of access network. In order to set up this model we made four assumptions predictable in the real world. Also we proposed two accounting method that is flat-rate-pricing and usage-based-pricing and tried to propose which method is more desirable to charge for interconnection on the basis of social welfare and activation of market competitiveness. The outcome of this study includes the reasonable accounting method for interconnection between telephone network and IP Phone network which is most effective to ensure the social welfare and market competitiveness

  • This study is aimed at developing a web-based management system of maintenance historical data, for effective maintenance performance and smooth exchange of information and communication between public facilities and public educational facilities managers. The current management state of maintenance historical data and its business process were investigated and analyzed, through interviewing with the persons in charge of managing each facility, by recognizing problems of maintenance historical data management that is able to be applied as a basis to judge facility deterioration and performance. In addition, this study suggests a maintenance historical data system of which DB may be applied to the practical business, by reflecting requests of the persons in charge of managing facilities, setting up the scope of system usage by facility, business phase and level of facility managers, and establishing a maintenance business process system.
