최근 도서관을 둘러싼 사회의 다변화는 도서관의 서비스에도 영향을 미치고 있다. 이에 본 연구에서는 모든 이용자에 대한 보편적 서비스를 제공해야 하는 공공도서관이 변화하는 사회 환경 속에서도 그 본질에 부합하는 서비스를 제공할 수 있도록 관련 제도 및 사례 분석을 통해 유니버설디자인 측면에서의 공공도서관 서비스의 방향성을 제시하였다. 공공도서관 서비스에서의 유니버설디자인 적용을 위하여 공공도서관 서비스의 보편성 추구를 위한 핵심 키워드 "유니버설디자인", 유니버설디자인을 통한 공공도서관 서비스의 경제적 가치 추구, 공공도서관 서비스 인식 개선을 위한 유니버설디자인, 유니버설디자인 적용을 통한 공공도서관 서비스 관련 정책 및 제도 전환의 4가지 방향성을 제언하였다.

도서관은 지식정보 취약계층을 포함한 모든 이용자에게 그 어떠한 장애 요소나 차별 없이 원하는 정보에 접근하고 이용할 수 있도록 서비스를 제공해야 한다. 이에 본 연구에서는 도서관에서 '유니버설디자인'을 적용하여 모든 이용자에게 서비스를 제공할 수 있도록 '보편적 편의성: 모두가 이용 가능한 도서관, 서비스 안전성: 도서관 이용의 안전성, 이용자 주체성: 이용자 주체적 도서관 서비스, 이용자 요구성: 이용자 요구 반영한 도서관 서비스, 서비스 경제성: 도서관 서비스의 경제성'의 다섯 가지 도서관 서비스 구성요소를 도출하여 제시하였다. 본 연구에서 제시한 다섯 가지 구성요소는 도서관이 모든 이용자를 위하여 유니버설디자인을 적용한 도서관 서비스를 제공할 수 있도록 하는 기반으로서의 역할을 할 것이다.

유비쿼터스 웹서비스는 어떠한 단말/네트워크 환경에서도 다양한 응용 서비스를 연계하여 이용할 수 있도록 하는 미래형 웹서비스 기술로 정의될 수 있다. 또한, 유비쿼터스 환경에서는 계속 유동적인 상태 변화를 갖는 디바이스가 가진 서비스의 동적인 검색과 이용이 요구되며, ad-hoc한 환경에서의 검색 방법 등을 보장해야 한다. 이에 관련하여 최근에 트랜잭션, 보안, QoS, 시멘틱과 웹서비스 조합 등 여러 분야로 연구되고 있다. 하지만 최근 컴퓨팅 및 네트워크 기술의 발전으로 유비쿼터스에 대한 관심이 증가하고 있지만 아직 이에 대한 연구는 초기 단계에 있다. 유비쿼터스 환경에서는 기존 프로토콜 중 하나가 각종 디바이스 및 서비스의 위치, 정보, 상태 등의 유동성과 같은 발생되는 문제를 모두 해결하기는 어렵다. 이를 위해, 다양한 이질적인 서비스 디스커버리 미들웨어가 존재함에도 불구하고, 개인 전자기기 및 가전제품에 특화된 새로운 서비스 디스커버리 미들웨어가 생겨나고 있다. 따라서 본 논문에서는 산재한 이질적인 서비스 디스커버리 미들웨어들 즉, 유니버설 네트워크(Universal Networks)간의 상호운용성을 제공하기 위한 프레임워크인 WSUN(Web Services on Universal Networks)을 제안하고 구현한다. 본 논문에서 제안하는 WSUN은 웹서비스의 관점으로 접근하고 있으며 SOA 기반의 유니버설 서비스 브로커(Universal Service Broker)를 통해 서비스 디스커버리 미들웨어들 간의 상호운용성을 제공한다. 또한, 시나리오를 통해 WSUN의 필요성을 도출하였고, 유니버설서비스 브로커가 지원해야 하는 요구사항과 범위를 정의함으로써 새로운 서비스가 등장하거나 퇴장하는 경우 등의 이벤트를 부가의 작업 없이 바로 적응하여 사용자로 하여금 유니버설 서비스(Universal Service)의 검색 및 연결이 가능하도록 한다.

The purpose of the study was to review literature on universal and residual services of early family-intervention. The review was focused on early family-intervention cases proven effective in empowering children, parents and families, which, in turn, brought about positive synergy effects to the community at large. Literature review was presented in the following order: first, the universal needs for early family-intervention; second, critical components and strategies of early family-intervention for successful outcomes; third, on-going international projects of early family-intervention, both universal and residual services, proven effective on a long-term basis. In conclusion, findings of the study were summarized and the theoretical, practical and political implications for Korean society were further discussed.

In general universal service in telecommunications means a regulatory tool to secure the availability of basic communication services like fixed telephony at an affordable price throughout a country. A re-evaluation of the scope of existing universal service, however, is becoming a core issue as the penetration and usage of broadband and mobile communications matures and a new ICT ecosystem emerges. This study examined whether the universal service polices in Korea need adapting and updating to include broadband and mobile telephony in the universal service, which is based on the necessary and sufficient conditions derived from previous research and foreign countries' experiences : geographical ubiquity of a certain service and the market's ability to provide the service. The result shows the nationwide ubiquity of broadband and mobile communications exists but the ultimate goal pursued by universal service polices trying to make them available and affordable for all is being fulfilled by market dynamics in Korea. Thus, the inclusion of both services in the scope of universal service is regarded as an unnecessary regulation at present time and the expansion of universal service could be addressed as a long-term issue depending on market conditions in the future.

Universal service policy is the core of telecommunications policy and, therefore, in many countries, governments have been accomplished universal service as the critical goal of telecommunications policy. In the past when the market was under monopoly, the monopolist had the responsibility of supplying for universal service, whereas supply cost complemented through internal assistance. From 1998 when WTO basic telecommunications negotiation took effect, however, telecommunications markets fully opened, it was impossible to supply of universal service under the past system. Therefore, governments of major countries are trying to renew laws and institutions for policies compatible with competition environments. In this paper, I analyse and compare major countries' policies for the universal services and try to find out policy implication for Korea.

이동전화의 보급이 일반화되고 VoIP 서비스가 등장함에 따라 유선전화의 이용이 감소하게 되었고 무엇보다도 공중전화의 이용이 급감하고 있는 추세이다. 공중전화는 대표적인 보편적서비스로써 저렴한 요금과 용이한 근접성으로 인하여 많은 이용자들이 편리하게 통신서비스를 이용할 수 있었다. 그러나 이러한 통신환경의 변화로 인하여 공중전화의 이용이 감소하여 수익성이 악화되고 예전보다 그 필요성이 감소하였다고 하나 대규모로 철거하는 것이 바람직한 정책방향인지 검토해봐야 할 것이다. 영국, 호주를 중심으로 주요국에서도 공중전화 보편적서비스의 중요성을 인식하고 사업성 차원에서 접근하기 보다는 최소 이용성 및 접근성을 고려하여 공중전화 설치 및 철거 기준을 운영하고 있다. 국내에서도 사업자들의 공중전화 보편적서비스에 대한 효율적인 운용과 이용자의 편익을 고려하여 공중전화 설치 및 철거기준을 마련함으로써 안정적으로 보편적서비스가 운영되어야 할 것이다.

오늘날과 같이 방대한 정보에의 접근 및 이용이 가능한 정보사회에서 공공도서관이 다양한 유형의 이용자에게 원하는 정보를 제공하기 위해서는 보편성 측면에서 유니버설디자인 원리를 적용한 서비스의 제공이 필요하다. 이에 본 연구는 공공도서관이 본래의 목적에 부합하는 서비스를 제공하고 있는지를 평가하기 위해 6개 평가영역, 10개 평가항목, 41개 평가내용으로 구성된 유니버설디자인 원리에 기초한 공공도서관 서비스의 보편성 평가지표를 개발하였다. 그리고 41개 평가내용에 대해 유니설디자인 적용의 5요소인 '보편성, 편의성, 인지성, 안전성, 경제성' 중 평가지표의 특성에 따라 적용 가능한 요소를 설정하였다.

In this work we propose a universal pricing machine, which incorporates a universal pricing framework for the future IEEE802.16 WiMAX service with multiple classes of service. A multimedia service is provided by a QoS provisioning scheme in the WiMAX network and universal pricing means that it can compute the price for any type of service in a unified framework. In the proposed pricing framework we incorporate multiple types of services such as the real time and nonreal time services that are supposed to be provided in the WiMAX network. To that purpose, let us first carry out an analysis on the current pricing scheme of Korean WiMAX service which incorporates only the data size. From that analysis we propose a new pricing scheme for the future WiMAX service that provides different service classes in the network. Via numerical experiment, we verify the implication of the work.

유비쿼터스 환경에서는 서비스 사용자가 언제, 어디서나 모든 서비스를 사용할 수 있어야 한다. 즉, 디바이스나 서비스의 상태, 위치 정보 등 특성에 관계 없이 동질의 서비스를 제공해야 한다. 이를 위해 산재한 이질적인 서브네트워크의 상호운용성을 위한 다양한 분산 시스템의 네트워크 프로토콜과 디바이스간의 통신을 통합하기 위한 연구가 필요하다. 서브네트워크의 상호운용성을 위해서는 메시지 전송 및 변환 기능이 요구되며, 서브네트워크의 변화를 동적으로 감지하여 서비스 사용자에게 알려주어야 한다. 따라서 본 연구에서는 유비쿼터스 웹서비스를 지원하기 위한 Web Services on Universal Networks를 제안하였다. 제안하는 WSUN은 Universal Service Broker의 프레임워크를 통해 SOA 기반으로 접근하고 있으며 요구 사항을 정의하여 필요한 구성 요소에 대한 설계하였다. 또한, 동적인 서비스 검색을 위한 Universal Service Registry를 사용한다. 본 논문에서는 DPWS의 동작 시나리오를 통해 이질적인 서브네트워크의 상호운용성을 지원하기 위한 DPWS 어댑터를 설계한다.
