A Study on the Status and Causes of Growing Service Trade Deficit -Focused on Korean Tourism Industry- (서비스 무역 적자 증가의 현황과 원인에 관한연구 - 관광산업을 사례로 -)

  • The study is examined to illustrate Korea's status in service trade, including travel deficit, outbound travel market, and inbound travel market. This research will also illustrate what factors generate the growth of travel deficit and suggest some alternatives to solve it even if government notes a steady increase in exports of cultural products and programs and entertainment services, driven by the Korean Wave sweeping across Asia. The study suggested some possible alternatives such as growth of travel balance, improvement of low image on Korean tourism, aggressive participation of government, strengthened role of Korean Tourism Organization(KTO), and appropriate control on overseas studies to lessen an increase of travel deficit. In addition, the study concluded, even if a tourism industry includes a higher multiplier effect, the spontaneous participation intention by Koreans themselves and the strong supports from local governments should be another major successful factors to settle down the travel deficit.

  • Major purpose of brand establishment of city is to give pride for the citizen and to enhance the city value through improving city image. As modern society wants aggressive and active attitude from all fields, the city, which means as human place of residence, has to try to change for human life and prosperity. It is true that the establishment of brand is shown through politics, economy, society, culture and art, however travel effect and profit creation should be most important. In actual circumstance of our country, that travel deficit is getting increased. the brand establishment of city is more concerned. To build a city, history and time is essential elements. It may be impossible that consistent direction and meaning continue throughout long terms, but after all, the kernel of tourism contents is that idea and development is concentrated focusing consistent direction and meaning. To solve this, problem of strategy and direction was researched through analysis of foreign cities, and also understanding of future role of city in 21st century make a base for rebirth as international travel city. After city brand establishment based on continuous management, it is very important to make city which has strong image power.

  • Busan Metropolitan City government has been implementing the local Bus Quasi-Public Operating policy since 2007. As a result of the policy, financial burden to cover financial deficit has become a big social issue. For successful settlement of the policy, the government should be able to gradually cut off the financial support for the deficit by continuously increasing the bus demand, which can be accomplished by providing more convenient bus services. The weather conditions that affect the public transportation demand include rain, fog and snow. They affect the mode choice for public transportation use, which in turn results in decrease in bus demand. In short, the adverse weather conditions result in significant profit loss of bus transportation, and consequently it financially burdens the City of Busan. In this research, the pattern of travelers' use of transportation modes given various weather conditions was analyzed. In addition, the reasons why people transfer from one to other transportation modes were analyzed by conducting a field survey, and policy implications on desirable public transportation facilities and transfer system were discussed.

Predictive Models for the Tourism and Accommodation Industry in the Era of Smart Tourism: Focusing on the COVID-19 Pandemic (스마트관광 시대의 관광숙박업 영업 예측 모형: 코로나19 팬더믹을 중심으로)

  • The COVID-19 outbreak in 2020 caused continuous damage worldwode, especially the smart tourism industry was hit directly by the blockade of sky roads and restriction of going out. At a time when overseas travel and domestic travel have decreased significantly, the number of tourist hotels that are colsed and closed due to the continued deficit is increasing. Therefore, in this study, licensing data from the Ministry of Public Administraion and Security were collected and visualized to understand the operation status of the tourism and lodging industry. The machine learning classification algorithm was applied to implement the business status prediction model of the tourist hotel, the performance of the prediction model was optimized using the ensemble algorithm, and the performance of the model was evaluated through 5-Fold cross-validation. It was predicted that the survival rate of tourist hotels would decrease somewhat, but the actual survival rate was analyzed to be no different from before COVID-19. Through the prediction of the business status of the hotel industry in this paper, it can be used as a basis for grasping the operability and development trends of the entire tourism and lodging industry.

TPEG-based User Created Message Service Model Design for Terrestrial DMB (지상파DMB TPEG 기반 사용자 주도형 메시지 서비스 모델 설계)

  • The terrestrial-digital multimedia broadcasting(T-DMB) is now provided for the public service and the number of receivers reaches 15 million at the present of August 2008. The service of T-DMB itself has been succeeded in the presence. It is however remained as a supplementary role of stationed TV. It is necessary to find an additional business model as a new media to acquire surplus escaping from the deficit of the present T-DMB service. In the present paper, data service of T-DMB is proposed as candidate of such solution. Especially, TTI(Traffic and Travel Information) service is proposed as a killer application using TPEG(Transport Protocol Experts Group). At present, TPEG has not been so popular in the sense of various user satisfaction. Thus the variety of service including bi-directional service using DMB2.0 as in the sphere of Web2.0 is necessary for the service providers. In the paper, the restriction of TPEG-POI(Point of Interest) application service using the conventional mobile communication infrastructure is indicated. To overcome such restriction, TPEG-UCM(User Created Message) application service model using individual bi-directional media which is initiated and interacting by the users is proposed. In the experiment, the application program shows the usability of the proposed method so that the implementation results show its operability.

A Flexible Operation Plan of Free Ride System Based on Transport Card Data in Seoul Metropolitan Area (수도권 교통카드자료를 활용한 무임승차제도의 탄력적 운영방안)

  • The current free-riding subway system for the elderly over 65 years old has been implemented since in 1980. As the aging population increases, the number of free riders also increases. It results eventually in the increase of subsidy from government. In addition, a transfer between subway and bus is not good enough since the free ride system is applied to only subway not to bus. The aim of this study is to analyze the transport card data to understand the impact of free-riding in the viewpoint of economic issues. It aims also to analyze the transfer patterns between public transport. At the end it compares Korea case with international cases and finds out some issues on free-ride systems. Finally, counter-measures aimed at improving the current free-rider system is suggested.

the Comparative Analysis on Export Competitiveness for Trade in Service between Korea and China (한·중 서비스 무역의 수출경쟁력 비교분석)

  • When it comes to current balance, both of Korea and China enjoy the trade surplus in goods while both countries suffer trade deficit in service. This facts demonstrate that two countries have comparative disadvantages in service industry. In order to identify the international competitiveness of trade in service between Korea and China, several indexes such as TSI, RSCA and IMS was calculated, using the IMF's balance of payments (BOP) statistics as proxy. The results of this analysis are as follows. Korea has a comparative advantage in four sectors (Transportation services, Financial services, Royalties & license fees and Personal cultural recreation), while China has a comparative advantage in five sectors (Travel, Communication services, Insurance services, Computer & information services and Other Business services). Construction services are indeterminate. However, the competitiveness of the two sectors-communication and computer & information-which China has a comparative advantage will be transferred to Korea if some effort to reinforce the competitiveness is added because the gap is being narrowed.

  • The impact of global trade on developing countries is a critical subject. Especially in this country, under difficult conditions like political issues with North Korea, achieved a trade surplus of 90.2 billion dollars last year. While the service trade recorded a deficit of 15.7 billion dollars in the same period. According to WTO, services are either the result of a production activity that changes the conditions of the consuming units (transformation services), or facilitates the exchange of products or financial assets (margin services). To unify and compare with the trade and service statistics of countries, they assorted 12 classifications of services like Manufacturing service on physical inputs owned by others, Maintenance and repair service n.i.e., Transport, Travel, Construction, Insurance and pension service, Financial service, Charges for the use of intellectual property n.i.e., Telecommunications, Computer and information services, Other business services, Personal, cultural and recreational services, and Government goods and services n.i.e. Thus, this study is to estimate the international competitiveness of service trade between 2006 and 2015 in Republic of Korea, according to EBOPS 6th. As a result, total service volume of export and import has increased in the last 10 years. Its volume, recently, accounts for 22% of total goods trade. Also the Korean Government can make a supporting policy and decide a supporting business in terms of service trade. Finally, we can find a mutual connectivity within 12 service businesses and between Service and Goods.

Revenue Change by Peak Hour Fare Imposition for Senior Free Ride : Using Seoul Metropolitan Subway Smart Card Data (노인무임승차 첨두시 요금부과에 따른 수입금 변화 : 수도권 스마트카드자료를 이용하여)

  • This study derives quantitative data on how much the fiscal deficit of subway operation agencies can be reduced in the process of charging free rides for the elderly in metropolitan subways during peak periods. In smart card data, every trip of elderly is recorded except fares. Therefore, it is required to establish a methodology for estimating the fares of elderly passengers and distributing them to subway opertation agencies as income. This study builds a simultaneous dynamic traffic allocation model that reflects the assumption that elderly selects a minimum time route based on the departure time. The travel route of the elderly is estimated, and the distance-proportional fare charged to the elderly is calculated based on this, and the fare is distributed by reflecting the connected railway revenue allocation principle of the metropolitan subway operating agencies. As a result of conducting a case study for before and after COVID-19 in 2019 and 2020, it is analyzed that Seoul Metro's annual free loss of 360 billion won could be reduced 6~8% at the morning peak (07:00-08:59), and 13~16% at the morning and afternoon peak (18:00-19:59).
