The Direction and Implication of Urban Development in the Age of Response Climate Change (기후변화 대응시대의 도시개발방향과 시사점)

  • The purpose of this study was to present the direction and implications of urban development in relation to climate risk factors and environment for practical implementation of urban development in response to climate change. The research method was carried out through a qualitative data survey and analysis. As a result of the study, the direction of urban development according to the climate risk factors emphasized the importance of preparing conditions for urban development by establishing a damage prevention system for natural disasters and analyzing the risk of natural disasters by conducting analysis of the impact and vulnerability of climate change in urban planning. The direction of urban development on the environmental side suggested the need for the promotion of public transport oriented development (TOD) in the form of urban planning to realize sustainable and practical urban development. Future research directions will need to be supplemented with more quantitative and empirical findings.

Quantitative risk assessment of foodborne Salmonella illness by estimating cooking effect on eggs from retail markets

  • In this study, we performed a quantitative microbial risk assessment (QMRA) of Salmonella through intake of egg consumption after cooking (dry-heat, moist-heat, and raw consumption). Egg samples (n = 201) from retail markets were analyzed for the presence of Salmonella. In addition, temperature and time were investigated during egg transit, storage, and display. A predictive model was developed to characterize the kinetic behavior of Salmonella in eggs, and data on egg consumption and frequency were collected. Eventually, the data was simulated to estimate egg-related foodborne illnesses. Salmonella was not found in any of the 201 egg samples. Thus, the estimated initial contamination level was -4.0 Log CFU/g. With R2 values of 0.898 and 0.922, the constructed predictive models were adequate for describing the fate of Salmonella in eggs throughout distribution and storage. Eggs were consumed raw (1.5%, 39.2 g), dry-heated (57.5%, 43.0 g), and moist-heated (41%, 36.1 g). The probability of foodborne Salmonella illness from the consumption of cooked eggs was evaluated to be 6.8×10-10. Additionally, the probability of foodborne illness not applied cooking methods was 1.9×10-7, indicating that Salmonella can be reduced by cooking. Therefore, the risk of Salmonella infection through consumption of eggs after cooking might be low in S. Korea.

Development of Korean Exposure Factors for Children in Korea (국내 어린이 위해성평가를 위한 노출계수 연구)

  • Objectives: Children may be more exposed to certain environmental contaminants because they react with greater sensitivity and have different food intakes and breathing rate per unit of body weight compared to adults. The aim of this study was to determine general exposure factors such as skin surface area, period and frequency of exposure, and others among Korean children aged ${\leq}18$ years old. This study was carried out as the first of its kind in Korea. Methods: We developed 23 recommended exposure factors for Korean children aged 0 to 18 years by reclassifying raw data from the National Health and Nutrition Examination Survey and the National Statistical Information Service, as well as through investigation by experiments in the absence of related data. Results: Reflecting the activity patterns of about 9,000 children, the daily inhalation rates for long-term exposure ranged from $9.49m^3/day$ for children from birth to <2 years to $14.98m^3/day$ for children aged 16 to <18 years. The research found that Korean children spent an average of 22.21 hours indoors, 0.67 hours outdoors, and 1.12 hours in-transit every day. Young children (${\leq}2$ years old) spent approximately 34 more minutes outdoors on weekends than they did on weekdays. Conclusion: Various physiological variables in the human body reflect characteristics of children that can directly influence risk exposure. Therefore, the identification of general exposure factors based on Korean children is required for appropriate risk assessment.

  • The safety of the railway system is important because the system is a mass transit system and the results of the accident are inconceivable. The railway system is operated by train operation system such as train control system. So the train control system requires safety critical characteristics. In the European railway, ETCS (European Train Control System) project has been finished to accomplish the interoperability of each national railway signaling system. According to the interoperability degree, ETCS levels are suggested. As the highest level, ETCS level 3 suggests a radio communication. Also recently urban railway system is operated by driverless and automatic train control system. In this circumstance, more safety is required than before in the railway system. In order to accomplish the safety of a system, the requirements considering safety have to be suggested. The requirement is a set of several functions such as general function, environment, safety etc. For the safety critical system, safety function is more important than any other functions. The safety functions are deduced by safety analysis. In order to perform the safety analysis, the system hazards have to be identified and then risk analysis for each hazard should be performed. The risk is related to the frequency and the severity of each hazard. And then countermeasures for each risk have to be prepared. The summary of the countermeasures is about a kind of safety functions in a system. In this paper, the safety functions for a train control system are presented according to the above procedure.

  • In recent years, reductions in infant mortality have mainly been accomplished by improving the survival of premature and low birth weight infants, however premature infants still remain at great risk. The purpose of this study was to review the maternal child health service related to premature infants and to provide a future direction for improving maternal child health (MCH) in Korea. We reviewed two MCH services which are directly related to premature infants: 1) a registry and financial support program for families with a premature infant, and 2) financial support to build neonatal intensive care units in rural public hospitals. Suggestions are made for the development of a national vital signs record system to identify high risk infants and to monitor the trends in infant mortality due to prematurity. Prevention efforts and preconception care for childbearing women is also an important strategy to reduce the rate of preterm births. Finally, we need consider long-term follow-up plans for premature infants for a successful transit to the special education system. Developing MCH policy related to premature infants that decreases the occurrence of premature may decrease infant mortality, and also improve maternal and child health services.

A Study for Safe Dose and Clinical Use of Glycyrrhizae Radix in Shanghanlun (『상한론(傷寒論)』 처방에서 감초(甘草) 용량의 안전성 및 임상 사용에 대한 문헌 고찰)

  • Objectives : The purpose of this paper is to find out the safe dose and clinical use for administration of Glycyrrhizae Radix in Shanghanlun(傷寒論). Methods : Web-databases(OASIS, NDSL, Pubmed, Google) were searched with keywords including 'Licorice', 'Pseudoaldosteronism', 'Glycyrrhizin', 'Testosterone' on 14/10/2016. The searched about 40 papers and books were reveiwed. Results : Glycyrrhizin(GL) and 3-monoglucuronyl glycyrrhetinic acid(3MGA) in Glycyrrhizae Radix are found to be the main compounds vulnerable for inducing pseudoaldosteronism. The dose range of Glycyrrhizae Radix in Shanghanlun prescriptions is from 0.25 g to 12 g as a daily administration, and this dose satisfies the guidelines of WHO, European Union, ABC etc. And risk factors contributing for personal sensitivities are old age(>60), female sex, liver dysfunction, hypokalemia, prolonged gastrointestinal transit time, anorexia nervosa, decreased 11-${\ss}$-hydroxysteroid dehydrogenase-2 activity and hypertension. Conclusions : As a result, dose of Glycyrrhizae Radix in Shanghanlun(傷寒論) is safe. However, the personal sensitivity and unexpected drug interactions are independent from doses of GL, so doctors should monitor those risk factors and symptoms of pseudoaldosteronism when administering Glycyrrhizae Radix.

Simulation of Traffic Signal Control with Adaptive Priority Order through Object Extraction in Images (영상에서 객체 추출을 통한 적응형 통행 우선순위 교통신호 제어 시뮬레이션)

  • The advancement of technology for image processing and communications makes it possible for current traffic signal controllers and vehicle detection technology to make both emergency vehicle preemption and transit priority strategies as a part of integrated system. Present]y traffic signal control in crosswalk is controlled by fixed signals. The signal control keeps regular signals traffic even with no traffic, when there is traffic, should wait until the signal is given. Waiting time causes the risk of traffic accidents and traffic congestion in accordance with signal violation. To help reduce the risk of accidents and congestion, this paper explains traffic signal control system for the adaptive priority order so that signal may be preferentially given in accordance with the situation of site through the object detect images.

Verification on Separation Distance Criteria when Transporting Dangerous Goods in Korea Railroad (국내 철도 위험물 운송 시 격리차 운영기준 안전성 검증)

  • After the Tianjin Port explosion on 2015, it is highlighted that securing safety for dangerous goods in Korea and try to establish safety standards for railroad dangerous substances transport. In Korea, the regulation for the transport of dangerous goods is stipulated to need 3 buffer cars. However, It is inefficient that 3 buffer cars. because 3 buffer cars, increase transportation too much costs in transit and it is too strict compared to other country rules. The purpose of this study was to improve transportation efficiency by mitigating the criteria for isolated railroads through rational safety assessment. In order to verify this, we used a risk assessment software which is PHAST 7.2 developed by DNV GL. We calculated safety distances that could prevent ignitions setting up scenarios when relief system work installed on a train loaded with propylene, nonane. As a result, we confirmed that buffer cars can be reduced from three to one. This result would be implemented in the application of Korail.

Study on the Risk Assessment of Collision Accidents Between Island Bridge and Ship Using an Image Processing Method (영상처리기법을 활용한 연도교와 선박간의 충돌사고 위험성 평가에 관한 연구)

  • Tourism projects through islands in the waters of Sinan-gun became active, and as a result, a total of 13 marine bridges connecting islands were completed. However, the marine bridge constructed in the fairway is dangerous for traffic. Particularly, in the case of the marine bridge connecting two islands, the width of the fairway is extremely narrow, therefore the risk is higher. In this study, we evaluated the risk of collision between marine bridge piers and ships using the IALA Waterway Risk Assessment Program (IWRAP), a risk assessment model for port waterways, based on a maritime traffic survey on the coastal bridge in Sinan-gun. The results, indicated that No.1 Sinan bridge had the highest probability of collision and most of the transit ships were coastal passenger ships. In addition, No.1 Sinan bridge was the place where the most collision accidents occurred among the marine bridge piers in the target sea, and the cause this study was analyzed. An analysis of the satellite images of the sea environment of No.1 Sinan bridge using an image processing method, confirmed that obstacles that could not be seen in the chart existed nearby the bridge. As a result, traffic was observed to be concentrated in one direction, unlike two-way traffic, which is a method of inducing traffic of bridges to avoid obstacles. The risk cause analysis method using the image processing technique of this study is expected to be used as a basic research method for analyzing the risk factors of island bridge in the future.

Systems Engineering Plan for the Development of Ultra-High-Speed Maglev Train System (초고속 자기부상철도 개발을 위한 시스템엔지니어링 계획서)

  • The systems engineering (SE) process shall be applied to the project for successful development of ultra-high-speed (UHS) Maglev train system which is one of very large and complex systems. It is important to abolish technology differentials from the advanced developers such as Germany, Japan, etc. and to ensure discriminatory competitiveness of the application of systems engineering process for the development of the system based on appropriate concepts and requirements. General operation concept and stakeholder's requirements of UHS Maglev train system must be elicited with system concept for initiating the project. The management plan should be devised for all sorts of systems engineering activities of risk management, performance management, lifecycle cost management, etc. This paper would support to establish the systems engineering management plan (SEMP) for the program of UHS Maglev train system development with associated documents.
