A Study on the Policy Implications of Strategic Trade Policy Theory for the Regulation of Rent Seeking Behavior of Monopolistic Online Platform Enterprises (독과점적 온라인 플랫폼 기업의 지대추구 행위 규제에 관한 전략적 무역정책론적 시사점 연구)

  • The rent seeking behavior of monopolistic online platform enterprises against digital contents suppliers is similar to the importing countries transfers the monopoly profit acquired by exporting companies in the imperfectly competitive market through optimal tariffs. If such an optimal tariffs imposing mechanism of importing countries, according to so-called strategic trade policy theories, is applied to the rent-seeking behavior of online platform companies, important insights can be obtained in discussions on regulatory reform. In other words, if an online platform enterprises impose a differentiated fee on each contents-suppliers in a monopolistically competitive markets that pursues contents differentiation through R&D investment, it would reduce the innovation investment by contents suppliers. Nevertheless, profit-maximizing online platform enterprises would not voluntarily give up the discriminatory fee system. Therefore, we would like to propose the introduction of a regulation that can force the introduction of an non-discriminatory fee system for all the contents suppliers.

  • In order to succeed in e-Trade Project in Korea, the related parties endeavor to introduce the e-title registry model such as Bolero model(Title Registry Model) and TEDI model (Repository Service Provider Model). Prior to mentioning the Model of e-Title Registry, desirable Global e-Trade Platform is the platform connecting Global e-Trade Platforms in each country and Bolero's Core Messaging Platform and e-Title Registry must be established in each country. Each e-Title Registry must be connected with another registry. Like Korea, Recognized Electronic Document Repository must be established as proxy for preserving, attesting, carrying out sending and receiving electronic document to prevent from disputes between parties and to carry out notarizing electronic documents and related transaction. The purpose of this paper is to promote the introduction of e-Title Registry in the e-Trade and to streamline the procedures of the electronic bill of lading.

  • Purpose - The domestic technology trading market is composed of a technology trading platform with the participation of technology trading institutions. The institution that operates the technology trading platform provides various support for technology transaction. The purpose of this study is to suggest improvement plans through analysis of the services provided by the technology trading platform. Design/methodology/approach - TA model was built based on existing research and the importance and satisfaction of each evaluation item of the model were identified through the hierarchical analysis process and expert opinion gathering. Then importance-satisfaction correlation analysis was applied. Findings - As a result of analyzing the importance of the technology trading platform, supply technology information, technology value evaluation, and demand technology information are in order. Technology marketing and demand technology information are areas that require focus management and there are differences according to experience and low-skilled people suggest the need to improve technology value evaluation service. Research implications or Originality - This study is significant in that it evaluated the operational performance of a technology trading platform that had not been addressed for 15 years and suggested improvement measures. Initially a series of technology transaction processes such as technology value evaluation technology matching and technology commercialization support were expanded from simple information on previous technology and this study includes these changes.

  • e-Trade Payment system has been transformed by quickly and effectively. The e-trade Payment system such as TradeCard System, Bolero Surf, Identrus Eleanor and e-Escrow and e-letter of Credit issued by SWIFT System enable partly sellers, buyers and service providers. This paper studies for SWIFT, Surf, TradeCard, Eleanor, e-Escrow as international trade payment, As reason following : The First, Bolero is a neutral secure platform enabling paperless trading between exporter, importer, and their logistics service and bank partners, insurance company. The Second, TradeCard is to manage procurement-to-payment worldwide, that is exporter, importer and connected partners, paperless platform. The Third, Identrus is the global leader in trusted identity solutions, recognized by global financial institutions, commercial organizations and bank partners around the world. The Forth, Escrow payment have effect to L/C issue and enter into electronic contracts in internet bank. Trader practice use Escrow Bank as the same bank that rules to Issuing Bank and Advising Bank and payment, acceptance. This paper of these electronic payment have studies new international trade payment to approach such as eUCP rules and TradeCard System, Surf of bolero, eleanor of Identrus, SWIFT.

K-Trade : Data-driven Digital Trade Framework (K-Trade : 데이터 주도형 디지털 무역 프레임워크)

  • The OECD has assessed Korea as the third highest in trade facilitation worldwide. The paperless trade of Korea is world class based on uTradeHub : national e-trade service's infrastructure for trade community. Over 800 trade-related document standards provide interoperability of message exchange and trade process automation among exporters, importers, banks, customs, airlines, shippers, forwarders and trade authorities. Most one-to-one unit processes are perfectly paperless & online; however, from the perspective of process flow, there is a lack of streamlining end-to-end trade processes spread over many different parties. This situation causes the trade community to endure repetitive-redundant load for handling trade documents. The trade community has a strong demand for seamless trade flow. For streamlining the trade process, processes with data should flow seamlessly to multilateral parties. Flowing data with an optimized process is the critical success factor to accomplish seamless trade. This study proposes four critical digital trade infrastructures as a platform service : (1) data-centric Intelligent Document Recognition(IDR), (2) data-driven Digital Document Flow (DDF), (3) platform based Digital Collaboration & Communication(DCC), and (4) new digital Trade Facilitation Index (dTFI) for precise assessment of K-Trade Digital Trade Framework. The results of new dTFI analyses showed that redundant reentry load was reduced significantly over the whole trade and logistics process. This study leads to the belief that if put into real-world application can provide huge economic gains by building a new global value chain of the K-trade eco network. A new digital trade framework will be invaluable in promoting national soft power for enhancing global competitiveness of the trade community. It could become the advanced reference model of next trade facilitation infrastructure for developing countries.

  • Globally, Fintech, which acts to replace existing intranational payment methods, is actively used, and such Fintech payments are widely accepted in international B2C trade. However, Fintech for B2B trade has not been released to the market thus far, and previous attempts at electronic international payment systems, such as Bolero, TradeCard, and Identrus, have not succeeded, and most of them have completely disappeared. On the other hand, there are continuing attempts to introduce Fintech technologies such as blockchain to international payments, and these attempts are more widely pursued in foreign countries. If international payments using Fintech are marketed through foreign services and such Fintech services become the de-facto standard for international payments, then Korea in which dependency on international trade is high will be vulnerable due to a dependency on foreign services such as relying on foreign SNS platforms like Facebook and Instagram. Therefore, this paper proposes a business model that can be used as a legitimate B2B trade international payment system on the basis of domestically provided services, focusing on various services afforded by K-SURE, which is the Korea Trade Insurance Corporation.

Governance of A Public Platform Project in the Context of Digital Transformation Focusing on the 'Special Delivery' (공공플랫폼 구축사업의 거버넌스: 경기도 배달플랫폼 '배달특급'의 사례를 중심으로)

  • Recently, government agencies are actively adopting the platform model as a means of public policy. However, existing studies on the public platform are minimal and have focused on user experiences or the possibility of public usage of the platform model. Now the research concerning building governance structure and utilizing network effects of the platform after adopting the platform model in the public sector is keenly required. This study intended to ignite academic dialogue on the governance of public platforms in the context of digital transformation. This study focused on a case of the 'Special delivery,' a public delivery app established by Gyeonggi-do. In order to analyze the characteristics of the public platform and its governance structure, data were collected from press releases, policy reports, and news articles. Data was analyzed using the frame of Hagui's platform design factors and Ansell & Gash's collaborative governance model. The results of the public platform analyses showed 1) incompleteness in the value trade-off accounting, which was designed for platform business based on general cost-benefit analysis, and 2) a closed governance structure that limits direct participation of diverse user groups(i.e., service provider, customer) in order to enhance providers' utility by preventing customers' excessive online activities. The results of this study provided theoretical and policy implications regarding designing the strategy for accounting for value trade-offs and functioning governance structure for public platforms.

A Case Study on the Paradigm Shift to Digital Logistics Platform : The Case of Maersk

  • Purpose : Due to the uncertainty of the global trade environment and the trade downturn, the shipping industry continues to face challenges. This study aims to investigate in-depth analysis of crisis overcoming strategies through case study of a company that is leader in the shipping and logistics industry. Research Desigh and Methodology : In order to conduct an in-depth analysis, a single case analysis was selected as a qualitative study. For this purpose, various secondary sources were used, and indirect interview data were also used. In this study, Maersk was selected because it has grown from a traditional shipping logistics company to a digital platform company. Results: Maersk has transformed itself into a comprehensive, digital logistics platform with several key strategies to respond to the long-term slump in the shipping industry. First, it leveraged Maersk's diversification and portfolio optimization strategy. Second, Maersk is transforming its logistics and transport processes through digitalization and technological innovation. Conclusion: Maersk, which is responding to the long-term recession facing the shipping industry, looked at how it has leveraged its strengths and explored new opportunities through a number of strategies and changes. This study provides insight into a digital logistics platform that will benefit the other companies as well.

  • The cosmetic medical information mobile platform is evolving into a new channel for searching and obtaining relevant information before using cosmetic medical service. In addition, the medical institutions can facilitate the medical contracts, and take advantage of systemic customer management through the cosmetic medical information mobile platform. Therefore, the paradigm of the cosmetic medical mobile service industry is facing a flow of change through the use diffusion of cosmetic medical information mobile platform. In this study, in order to explore the factors affecting the use diffusion of the cosmetic medical information mobile platform, this study used the research model of the influence of the characteristics of the cosmetic medical information mobile platform on perceived convenience and usefulness, and use diffusion by applying TAM(Technology Acceptance Model). As a result, immediateness, interactivity, and customization in the characteristics of cosmetic medical information mobile platform had positive effects on the perceived convenience. Also, interactivity, customization, and economics had positive impacts on perceived usefulness. In addition, perceived convenience and usefulness had positive effects on the use diffusion. Through this study, the factors influencing the use diffusion of cosmetic medical information mobile platform were actually explored, and the service value of the cosmetic medical information mobile platform were categorized. Future research is expected to contribute to the continuous improvement of quality and expansion of the cosmetic medical service market based on various research.

  • A single window platform must be successfully established by implementing CDM/UCR in WCO and UNeDocs in UN/CEFACT, which is part of the framework of standards for secure and facilitate global trade. Core success factors in single window platform for international trade depend on political innovative capacity, advanced leadership of high ranking officials and departments in charge, effective collaborations between the ministries and offices concerned which are supported by supreme executives, self-controlled coordinations between users, convenience and access availability to users, promotion and marketing, identification on predictive impediments, financial raising and revenue model payable, communication's strategy, valid legal basis etc. To settle a stable ubiquitous e-trade platform, firstly, procedures and practices of customs clearance which different from one another mutually must be standardized globally. Secondly, the international standard electronic data exchanges must be introduced to facilitate and simplify customs clearing procedures by holding administrative informations in common between public institutions. thirdly, cooperative work model must be accepted with enhancing outsourcing business between reference groups (export-import firms and IT service providers).
