We analyse the impact of R&D cooperation on Industrial R&D programs of Government (Ministry of Trade, Industry & Energy, MOTIE), specially performance differentiating between type of R&D partners, type of R&D project leader organizations. And considering five performance measures: paper, patent, technology transfer, commercialization, new employment. Using data on a large sample of post-performance survey of MOTIE in Korea (2013), we examine the impact of R&D cooperation in 2008-2012. The method of analysis is binary logistic regression models operated by SPSS. The results of this study are follows; the performance is statistically significantly different between type of R&D partners, type of R&D project leader organizations on R&D cooperation. Specially, when a private enterprise cooperate with non-profit institutions, performance has a greater success of paper, patent, new employment. On the other hand, when a private enterprise cooperate with a private enterprise cooperate, performance decrease success of paper, technology transfer. Lastly, when non-profit institutions cooperate with a private enterprise, performance has a greater success of patent, technology transfer.
Laos' 2017 is a year of political "stagnation" and economic "change". In the political arena, despite the achievements such as the improvement of the corruption perception index (CPI), it is necessary to watch the progress of the reform. Diplomatically, the influence of China is expected to increase further. In particular, since November 2017, Xi Jinping's visit to Laos is expected to strengthen the framework of cooperation between the economic corridor and Lanchang-Mekong Cooperation Meeting. And Laos continued to have friendly relations with other neighboring countries, the ASEAN countries. However, the issue of the Laos-Cambodian border issue following the general election in Cambodia may recur. The economic sector maintained a high growth rate due to capital inflows from the construction of large infrastructures and the favorable tourism industry, but structural problems such as deficits in the fiscal and current account should be resolved. Korea and Laos discussed the comprehensive cooperation between the two countries through the Mekong Senior Officials' Meeting in March 2017 and the Ministerial Meeting of the Korean-Lao Foreign Minister in September 2017. Laos is Korea's eighth ODA aid (grant), and ODA will become an important diplomatic cooperation channel between the two countries in the future. In the economic relationship, the trade sector is on a declining trend, but investment and human exchanges are steadily increasing.
Using a multi-sector dynamic stochastic general equilibrium model, we investigate the dynamic effects of a variety of shocks to a small open economy. In particular, we calibrate the model to match the main characteristics of business cycles in Korea and analyze the effects of external shocks: the terms of trade and world real interest rate shocks. Business cycles in Korea more closely follow those of the G7 countries rather than Asian countries. The simulation results suggest that an improvement in the terms of trade has positive impact on investment, output and consumption, while a decrease in the world interest rate has a significant and positive effect on investment. This paper concludes that external shocks significantly influence business cycle fluctuations in Korea.
$\ulcorner$The South-North Joint Declaration$\lrcorner$ of June 15, 2000 made by President Kim Dae Jung and National Defense Committee Chairman Kim Jong Il will contribute to the activation of economic exchange between south and north Korea. To realize the fundamental spirit of the South-North Joint Declaration, the authorities concerned of south and north Korea have reached an agreement titled $\ulcorner$Agreement on Settlement Procedure of Commercial Disputes$\lrcorner$ last December. In this connection, a speedy and reasonable settlement of commercial disputes arising therefrom is becoming a problem of vital importance between south and north Korea. Also, south and north arbitral institutions have to consider a possible arbitration agreement carefully to solve the disputes systematically under the Agreement, which will serve as an example for similar arrangements and possible harmonization in East-West commercial relations. A variety of dispute settlements including friendly consultations, conciliation and arbitration will be used more frequently within the framework of the bilateral agreements of governmental or non-governmental level which have been concluded in the past between socialist and capitalistic economy countries. There is a growing tendency that East-West trade parties recognize and accept the UNCITRAL Arbitration Rules in their contracts. So it is advisable to use the UNCITRAL Rules in arbitrations of south and north Korea in case that the interested parties fail to agree on applicable rules. Finally it should be noted that pre-arbitral settlement called ‘joint conciliation’ should be reflected in the settlement mechanism of commercial disputes between south and north Korean parties as proved to be successful between the U.S. and China trade in the past.
Globalization and regionalization are major trends in the international economic system. The severe competition among countries has signalled the need for a new international trade system as prescribed by the WTO, which regulates international trade practices. Additionally, expanding the activities and role of the Pan-Yellow Sea area in the world has a very important function in terms of regional cooperation and logistics environment. In this paper, the trading conditions and shipping transport problems of the Pan-Yellow Sea area (North-East Asia) were investigated. Shipping transport conditions in the Pan-Yellow Sea area, particularly Korea-China routes, were surveyed as well. A new Incheon-China container liner route was suggested as a partial remedy to some of the shipping transport problems of the Pan-Yellow Sea Area (North-East Asia). The Incheon-China Container Liner route is more efficient than Pusan and Pyungtaek Ports or the car ferry route to China in terms of transport time and expense. The transport burden indicator which includes the time and expense of transport, can be a useful tool in comparing these routes. Accordign to the transport burden indicator, the Incheon-China Container Liner route is more efficient than the Pusan, Pyungtaek, or car ferry routes. To establish a successful liner route between the ports of Inchon and China, there is a need to prepare three measures that contain short-term medium-term and long-term strategies. Furthermore, these measures should be prepared and adopted in phases, in accordance with considerations of future conditions for shipping and logistics in the Pan-Yellow Sea area.
The FAO reports that IUU fishing activities have widespread economic, social, and management consequences, including depriving legitimate fishers of harvest opportunities. It affects all fisheries from small scale to industrial. It also affects the ability of governments to support sustainable livelihoods for fishers and, more broadly, to achieve food security. The complexity of IUU requires various measures to combat IUU fishing such as adoption of IUU vessel lists; stronger port State controls; improved monitoring, control and surveillance (MCS); implementation of market-related measures to help ensure compliance; and capacity-building assistance. Trade and market measures reduce opportunities for IUU fishing activities by precluding or impeding access to markets for IUU product in a manner consistent with international law. ICCAT, CCAMLR, and IATTC, have put in place trade tracking programs or catch documentation schemes, and WCPFC is considering such a program. Vessel lists assist enforcement authorities in determining which vessels are or are not authorized to be fishing or conducting fishing support activities in specified areas. A number of RFMOs maintain records of IUU vessels: CCAMLR, IATTC, ICCAT, NAFO, NASCO, NPAFC, WCPFC. Section 608 of the US MSRA calling on the Secretary of Commerce, in consultation with the Secretary of State, and in cooperation with relevant regional fishery management councils and any relevant advisory committees, to take actions to improve the effectiveness of international fishery management organizations in conserving and managing stocks under their jurisdiction. In September 2013, President Park Geun-hye announced her controversial "Look North" policy, of which the most salient aspect is the "Eurasia Initiative". This comprises various proposals designed to overcome existing constraints by developing new markets and creating new economic partners in continental areas from which South Korea has been alienated since the end of World War II, and this dovetails nicely with China's One Belt, One Road Initiative. The concepts of the "Silk Road Rail Express (SRX)" and the "East Sea Rim Maritime Community (ESRMC)" have also been discussed. SRX is at present a purely symbolic railroad project intended to encourage individual, cultural, trade and diplomatic exchanges. ESRMC is a model for establishing an ad hoc community to promote regional economic cooperation around the East Sea. President Park's Eurasia Initiative will provide South Korean investment for the Northeast to complement Russian plans, like the "Northern Energy Road" being built by Gazprom, and Chinese plans, like the Chang-Ji-Tu Development Plan for the North Korean port of Rajin. China's trade, as well as its energy and food supplies, pass through the Strait of Malacca and the Indian Ocean, and are thus vulnerable to interdiction by India or the US. China is therefore trying to reduce its exposure geopolitical risk by establishing a network of corridors between the Belt and the Road to provide alternative paths. The "China-Pakistan Economic Corridor" and the "China-Myanmar Economic Corridor" provide such connections, and South Korea hopes that SRX and ESRMC can become part of a "China-South Korea Economic Corridor". This concept could do much to revitalize the underdeveloped northern provinces of China and Russia's Far East, not to mention North Korea. By linking up the Trans-Siberian Railway, the Trans-China Railway, the Trans-Mongolian Railway and the Trans-Korean Railway all these Asian countries will be connected to one another, and ultimately to Europe. An interim connection between China and South Korea using a rail-ferry has also been proposed.
The volume of trade between Korea and China has been growing significantly year by year since the diplomatic relations have been established in 1992. The economic and logistics cooperation between the two countries is crucial not only for the development of their economic relations but for promotion of value-added logistics. However there are still huge and serious impediments to logistics network and management between the two countries including bottlenecks in transport and customs procedures. The purpose of this study is to investigate how to promote value added logistics activities between Korea and Shandong Province of China. It is suggested the ways to increase VAL activities such as enhanced division of international labour within industries, provision of comprehensive logistics service and establishment of strategy for supply chain management between the two countries.
Recent years have witnessed renewed interest in Africa and public diplomacy has emerged as the vital tool being used to cultivate these relations. China has been leading in pursuing stronger economic partnership with Africa while middle powers such as Korea are also intensifying engagement with the continent. While previous studies have analyzed the implications of China's activities in Africa on advanced powers, none has examined them from the paradigm of middle powers. This study fills this gap by assessing China's activities in Africa, their economic engagement and implications for Korea's interest in Africa. The analysis is qualitative based on secondary data from various sources and literature. The study shows that China's public diplomacy strategy involves a high degree of innovation and has evolved to encompass new tools and audiences. China has institutionalized a cooperative model that permeates many aspects of governance institutions in Africa, enabling it to strengthen their relations. This could also be helping China to adjust faster leadership transitions in Africa. Whereas the US is still the most influential country in Africa, China is influential in economic policies and has outstripped the US in infrastructure diplomacy. This could be because African policy makers align more with China's economic model than the US' mainstream economics. Chinese aid to Africa has been diversified to social sectors that are more responsive to the needs of Africa. Trade and investment relations between China and Africa have deepened, but so does trade imbalance since 2010. China mainly imports natural resources and raw materials from Africa. But this product portfolio is not different from Korea and the US. China's energetic insertion in Africa using various strategies has significant implications for countries with ambitions in Africa. Korea can achieve its ambitions in Africa by focusing resources in areas it can leverage its core strengths-such as education and vocational training, environmental policy and development cooperation.
Background: Coronavirus disease 2019 (COVID-19), which has occurred since the end of 2019, has caused tremendous damage not only in terms of disease and death but also in terms of economy. Accordingly, governments implemented health and quarantine policies to prevent the transmission and spread of COVID-19 and minimize economic effects, and implemented various countermeasures to reduce social and economic damage. However, the damage varies from country to country, and there are differences in the response of each government. Methods: Using 2020 data from the Organization for Economic Cooperation and Development countries, the effectiveness of governments' quarantine and economic policies in response to COVID-19 was calculated, and what factors determine the effectiveness were analyzed. While most of the previous studies analyzed the relationship between the government's quarantine policy and corona transmission and death, this study is characterized by considering the economic aspect in addition. Results: As a result of the analysis, the following results were obtained. First, when economic aspects are not considered, Asian and European countries have similar levels of efficiency, but when economic aspects are taken into account, Asian countries have higher efficiency. Second, population density had a negative effect on the efficiency of each country's policy, and long-term orientation was found to have an important impact when considering the economic aspect. Conclusion: We found that the governance index is an important variable influencing the efficiency, which shows that the effectiveness of government policies in response to the coronavirus depends heavily on the trust relationship between the government and the people.
