In Korea Water Resources Corporation (K-Water) has seen four problems rising in four aspects of property management of approximately 1,300 buildings scattered through put to country. To solve these, ground data for repair and replacement works to be conducted for prevention will be prepared and building maintenance system (hereinafter referred to as PBMS) intended to record related repair and replacement work histories and calculate LCC of the related these items will be developed. PBMS, a web-based system, will be developed for users' convenience and data monitoring in real time. To sum up, PBMS are expected to maximize efficiency in four aspects including the establishment of repair and replacement work plans for prevention, history management, DB for predicting future work to be occurred and enable the determination of priorities by being developing into facility condition assessment systems through the results of analysis of repair and replacement histories and LCC.

In this paper, we propose an efficient method which improves the performance of transmission of PGA which is essential data for real-time earthquake monitoring system. Currently, above 120 earthquake stations were installed nationwide and additional installation is expected because the social interesting of earthquake hazard is rising. Real-time earthquake monitoring system checks earthquake occurrence by using PGA were calculated from acceleration data of each seismic station. An efficient method of PGA data transmission is key factor of real-time monitoring. The key idea of proposed method is to deal with each seismic station using an unique ID, to assign one bit to indicate whether a packet include a station's data or not. Proposed method can contain more station data and decrease the data loss compared to current method. To verify proposed method, we investigate the turnaround time and ratio of data loss using above 91000 packets. As results of experiment. the proposed method is proven that the method need more time about 50% but reduce the data loss about 87% as compared to previous method.

For the past three decades, ship-to-ship collision accidents have steadily increased on the coast of South Korea by about 20% annually. Marine accidents have become more likely and more devastating in areas with increasing marine traffic and rising numbers of high-speed ships. Over 30% of the marine accidents in South Korea are concentrated in spring, since Korea's coast is often covered in dense fog at this time of the year. Fog is generated when a large temperature range exists within a day, and this daily temperature range has increased due to abnormal weather conditions. This research proposed a system for transmitting a navigator's intention utilizing electronic methods. A navigator's intention was expressed on the electronic navigation chart for easier understanding of the surrounding situation, and the effectiveness of the system was verified through practical tests.

To translate the goal of redeveloping Shanghai as one of the international hubs of economy, finance and trade in 2010, the foundation is to be created, and international standing as global city is to be established preliminarily. Transformation of urban functions and approach of "High starting position and jump over" will give impetus to promote Shanghai as an international metropolitan within fairy short period of time. To transform urban functions and translate" High starting position and jump over", certain links which have great impact on Shanghai's rising-up must be handled and normal approach to develop the city must be renovated to reach the goal of establishing an international city. The purpose of this study was to get a possibility of maintenance architecture, which present instead of contemporary architecture through interrelation between Organic architecture and Gaia theory. Through this study to fine a interrelation part between Organic architecture and Gaia Theory as general case, and through the Gaia theory, Organic architecture being progress as new design experiment exposition. After modern time, we can have presentation of main subject which corresponds to mechanical rationalism and rising Organic architecture from Organic Holism. Organic architecture is get close to biological or ecological access to nature and environment so from and inner order could apply to architecture after that better circumstances and maintenance(sustain architecture) development could possible, although the point became more importance. In this point, Jim E. Lovelock's Gagia theory which try to proscript relationship(element of enviroment) of earth, this is pretty big deal and we can find a connection with Organic architecture in the theory.

In this paper, a novel new pulse power generator based on IGBT stacks is proposed for pulse power application. Because it can generate up to 60kV pulse output voltage without any step- up transformer or pulse forming network, it has advantages of fast rising time, easiness of pulse width variation and rectangular pulse shape. Proposed scheme consists of series connected 9 power stages to generate maximum 60kV output pulse and one series resonant power inverter to charge DC capacitor voltage. Each power stages are configured as 8 series connected power cells and each power cell generates up to 850VDC pulse. Finally pulse output voltage is applied using total 72 series connected IGBTs. To reduce component for gate power supply, a simple and robust gate drive circuit is proposed. For gating signal synchronization, full bridge invertor and pulse transformer generates on-off signals of IGBT gating with gate power simultaneously and it has very good characteristics of short circuit protection.

Through time-series plots, we can see relatively stable trend of energy factor share and the decreasing trend of relative energy prices (to wages) in Korea. We can compromise these empirical facts with the following explanation: if elasticity of substitution between capital and energy is smaller than one(<1) in Korea, a change(decrease) in energy price can prevent income share of resources from rising in the process of economic growth. This is consistent with theoretical and empirical results that substitution between energy and capital is so difficult. From simple empirical analysis and limited information, we can carefully infer that, in the past in Korea, resource-specific innovation was performed widely. Finally, If we are to reduce the magnitude of "growth drag", we should decrease energy factor share. This can be accomplished by energy-augmenting technical progress in the case of elasticity of substitution less than 1 as in Korea.

According to the rising of national economic level, domestic consumption of vegetables having high additive values is increased continuously due to increased consumption of meat in last decade. These vegetables are produced almost in this country and are limited to import from neighbor countries in due of high transportation expenses for storing in refrigerated container. It is very important to mechanize the harvest work, forming more than 30% for their production cost, in order to cultivate variable vegetables at the same time according to their harvesting seasons. In this state its former harvest methods, with using of human power or semi-automatic harvest, caused to increase their production cost due to high labor cost and low working efficiency.

Recently, there are lots of applications in machining dies using CAD/CAM systems. which results in reduction of machining time and rising of machining efficiency applying high speed machining and high quality machining. Investigation of machinability is necessary in order to apply high speed machining. In machining complicate 3D model such as connecting rod die. the need of high speed machine and coated tool is requested recently in this field. This paper introduce the database of high speed machining to improve machining efficiency of connecting rod die.

This paper describes a novel multilevel ad/dc power converter suitable for the protection of frequent output short-circuit. The output dc power of the proposed converter can be disconnected from the load within several hundred microseconds at the instant of short-circuit fault. The rising time of the dc load voltage is as small as several hundred microseconds, and there is no overshoot of the do voltage because the dc output capacitors keep undischarged state. Analysis and simulations are carried out to investigate the operation and usefulness of the proposed scheme.
