This essay attempts to read Percy Bysshe Shelley s The Mask of Anarchy by attending to a political agenda that Shelley seeks to propose and embody in the poem. This poem was written as a response to an exceptional political event, the Peterloo Massacre, and thus it is evident that Shelley intended to engage in contemporary politics by writing this poem. As many critics have pointed out, however, the way in which this poem addresses social, plitical issues is ambivalent and even confusing, since it contains many elements that contradict each other, and sometimes its political visions are based on incoherent conceptions. For this reason, this poem has been considered to be a failure as an occasional poem which should provide the reader with a clear direction for political actions. Faced with this critical problem, this essay proposes that the ambivalence this poem reveals-e.g., the confrontation between moderate artistic fantasy and radical tenets-is not a retreat from political activism, as some critics suggested, but a result of its creation and embodiment of a public sphere which invites various social classes and their positions. The mode in which Shelley conceives this unified public sphere in the course of writing The Mask of Anarchy can be interpreted in terms of the following three features. First, this poem underscores the significance of thoughts in constituting a communal space between people, thus asking the reader to participate in this process of thinking on given issues. Second, this poem suggests that people should enlighten each other by engaging in communicative reciprocations. Lastly, the public sphere formulated by the previous two features should incorporate various socio-political agents beyond class boundaries (even oppressors themselves) into its own working field. After explaining how these three features are manifested in the poem, this essay argues that the unified public sphere thus formed in the poem is the very agenda that Shelley aims to propose for the contemporaneous politics and culture. As a conclusion, this essay highlights how Shelley s project of creating a unified public sphere finally failed in contemporary history through observing two contrasting receptions of Shelley s works.

Project management is a current trend of management in the public sphere, based on different principles, methods and tools. The tools include information technologies providing control over time, cost, quality and planning process in order to ensure accountability to interested parties. The goal of the research was to examine the impact of the integration of information systems in project management of the public sphere on the quality of public governance and administration using the example of infrastructure projects involving the private sector in developing countries. The methodology of the research is based on the concepts of "digital-era governance" (DEG), "Information governance" and "project governance" to determine the effectiveness of information systems and technologies in the management of infrastructure projects in the public sphere. The data from the countries with Lower middle income (India, Indonesia, Philippines, Ukraine, Vietnam) and Upper middle income (Argentina, Brazil, China, Colombia, Mexico, Peru, Romania, Russian Federation, Thailand, Turkey) for 1996-2020 were used to study the effects of DEG. The results show two main trends in the countries with Lower middle income and Upper middle income. The first trend is the development of digital governance, the concept of "digital-era governance" through information systems and performance measurement of the governance system, forecasting of investment flows of infrastructure projects, measurement of payback and effectiveness parameters for investment management in the public sector, decision support. The second trend is the existence of systemic challenges related to corruption, social and institutional factors through the development of democracy in developing countries and the integration of NPM similar to developed countries. The confidence of interested parties, especially private investors, in public authorities is determined by other factors - the level of return on investment, risks and assignment of responsibility, probability of successful completion of the project. These data still remain limited for a wide range of project participants, including citizens.

Meaningless in such a rapidly grown society to have a conventional and tedious understanding and interpretation of the public only in terms of the relationship of others. This study, therefore, investigates and developed the notion and the importance of the public that has been formed and developed with the urban growth and that has disappeared through modernization. The arument will be focused on how to revitalize the public in the contemporary cities through a right interpretation of the public in the contemporary. The ultimate purpose of the thesis is to propose a design strategy by which the new public sphere will be reconstructed within the contemporary office space.

In this paper, we applied long short term memory(LSTM) for classifying political polarity in cyber public sphere. The data collected from the cyber public sphere is transformed into word corpus data through word embedding. Based on this word corpus data, we train recurrent neural network (RNN) which is connected by LSTM's. Softmax function is applied at the output of the RNN. We conducted our proposed system to obtain experimental results, and we will enhance our proposed system by refining LSTM in our system.

PR커뮤니케이션이 기능주의적인 시각에서 벗어나서 다양한 패러다임 접근을 받아들이는 것은 하버마스의 사회비판이론이 도구적인 이성에서 벗어나 광범위한 의사소통 합리성을 추구하는 것과 유사한 맥락에서 이해될 수 있다. 기능주의 함정으로부터 하버마스가 광범위한 합리성 통합을 통해 해답을 찾는 것과 다양한 패러다임의 통합을 통한 'PR커뮤니케이션 민주주의'의 추구는 많은 유사성을 가지고 있다. 이 연구의 목적은 도구적 이성의 왜곡화로 인해 발생하는 현대사회의 병폐를 치유하기 위한 하버마스의 의사소통합리성 기획이 어떤 면에서 PR커뮤니케이션 이론의 패러다임 변화와 맞닿아 있는가를 밝히고, 그러한 두 분야의 유사성으로부터 새로운 PR커뮤니케이션 이론화의 가능성을 모색해 보는 것이다. 또한, PR커뮤니케이션을 통해서 하버마스 사회비판이론의 실천적인 측면을 탐색해 볼 수 있으며, 개인, 조직, 국가차원의 다양한 관계 속에서 대화의 진작, 사회 합의의 도출, 갈등의 해결, 공론 장의 확대와 같은 포괄적인 커뮤니케이션 합리성을 적용해 보는 계기를 마련해 볼 수 있다.

본 연구는 다양한 기관에서 생산하고 있는 구술 기록과 구술 기록 생산과정에 공론장 형성 기능이 있으며, 이것이 구술 기록의 공공성이라는 점을 드러내려는 데에 목적이 있다. 연구는 이를 위해 공론장과 공공성을 논의하고 분석한 철학, 사회학, 정치학 분야 선행연구를 살펴보면서 공론장의 기능과 공공성의 의미를 규정하고, 그것이 구술 기록의 일반적인 특성과 어떤 연관성이 있는지 확인했다. 본 연구는 이와 같은 논의의 구체성을 확보하기 위해 문화체육관광부에서 주관하고 (협)아카이빙네트워크연구원이 수행했던 ｢2021년 디지털 생활사 아카이빙 사업｣의 성과를 분석하였다. 결과적으로 사업에 참여했던 시민 면담자들의 구술 기획과 구술 기록, 구술 기록 해설로부터 공공성을 강화하는 데 기여할 수 있는 요소를 다수 찾아낼 수 있었다.

본 연구는 '성수여중생폭력사건(2000년 4월 12일 발생)'을 계기로 갖게 된 관심, 즉 사이버공간이 우리 사회에 기여하는 부분 혹은 그 가능성은 무엇인지에 대한 관심에서 출발한다. 사이버공간 안에서 발의되는 수많은 의제들이 어떤 경우는 사라지고 어떤 경우는 큰 반향을 일으켜 매스미디어로 공간을 넓혀가기도 하는데 그 과정에 영향을 미치는 요인들은 무엇인지, 또 사이버공간에 매스미디어의 대안적 공간으로 자리잡기 위해서는 어떻게 활용되어야 하는지를 알아보고자 힘이 연구의 목적이다. 성수여중사건이 지니는 특징은 첫째, 의제 발의의 주체가 소시민이라는 것, 둘째, 사이버공간이 기존 주류미디어에 접근하기 어려운 개인의제를 매스미디어의제로 발의될 수 있도록 가교역할을 했으며, 셋째는 사이버공간 안에서 확산된 하나의 사건이 온라인은 물론 오프라인으로의 운동차원으로 그 영역을 급속히 확 대해 갔다는 점들이다. 연구결과를 통해 제안할 수 있는 것은 사이버공간이 전체 사회의 민주주의 발전에 기여하는 대안공간으로 작동하려면 사이버만으로 국한되지 않고 사이버공간과 매스미디어, 사이버공간과 오프라인 사이의 상호작용이 절대적으로 필요하다는 점이다.

Recent studies show that social networking within community is becoming more valuable than individualism, and many discussions of importance of social networking are taking place. In architectural term, the ultimate goal of designing public community space is to increase retention of people. Retention of people, in other words, making people "Stay Longer" is not exactly same as "The purpose of Public Community Space", but it is one of the most effective methods to increase retention of people. An attempt of increasing retention of user through offering public community space suggests a significant change in spatial composition of Herman Hertzberger's cultural space as they are becoming a new social interaction trend. This study aims to analyze architectural progress for the implementation of public of Herman Hertzberger's cultural project. Access. The Characteristics of public community space used in cultural space were extracted and organized into the systemized elements. The systemized elements are comfort, connect, continuity, sphere, transition, and abide. Also, the extracted elements were activated Herman Hertzberger's cultural space and processed the his architectural characteristics.

이 연구는 한국 사회에서 신문이 방송을 겸영함으로써 여론 다양성에 위기를 불러온다는 전망과, 정반대로 여론 독과점 해소에 기여한다는 주장이 학계에서 대립하며 소통이 막혀있는 현실에 주목하고 과학적 접근을 통해 학문적 토론을 점화하는 데 목적이 있다. 신문과 방송 겸영에 따른 여론 다양성 문제를 과학적으로 분석하기 위해 실제로 방송을 겸영할 조선일보, 중앙일보, 동아일보가 사실에 근거해 여론을 형성해왔는지 '신방 겸영론'을 중심으로 분석했다. 이어 세 신문사가 신방겸영을 주장한 논리적 근거로 제시한 규제 완화와 경제 살리기, 일자리 늘리기 보도들에서 다양한 관점이 드러났는지, 아니면 특정 프레임(frame)이 지배적이었는지 실증적으로 탐색했다. 이어 세 신문사 방송이 자리할 객관적 조건이 한국 공론장(public sphere)의 여론독과점과 어떤 관련성이 있는지 여론조사와 설문조사를 근거 자료로 분석했다. 과학적 분석 결과 '조중동 방송'은 여론 독과점을 심화시킬 수밖에 없다고 전망한 이 논문은 그렇지 않다고 판단하는 연구자들과 학문적 토론을 기대하고 있다.

Purpose - This article accentuates that there is pervasive corruption in the supply chain and procurement of goods and services in the South African public sector, particularly in the local sphere of government. Consequently, the poor and the indigents who are supposed to receive quality services are affected. Therefore, the article emphasizes the need to strengthen compliance in the supply chain and procurement processes in order to combat corruption. Research design, data, and methodology - This article extensively utilized qualitative literature review approach to address and solve the problem of endemic corruption in the supply chain and procurement being perpetrated by local government officials. Results - The synthesis shows that by strengthening compliance of supply chain and procurement strategies, measures and frameworks, the likelihood of corruption will be drastically reduced if not totally eradicated. It demonstrates that the poor and the indigents who are supposed to receive quality services are being denied due to corruption. It also shows that failure to comply should result to enforcement of punitive sanctions against perpetrators. Conclusions - This study indicates that effective and efficient implementation of supply chain and procurement strategies, measures and frameworks are panacea for curbing corruption in South Africa public sector especially at the local sphere of government.
