The Present Stage and Development Strategies for 'One Book, One City' Campaign: A Case Study of 'One Book One Busan' Project ('한 책, 한 도시' 운동의 현단계와 발전전략 - '원북원부산운동'을 중심으로 -)

  • One Book One City' project is regarded as one of the most successful reading promotion campaign conducted by public libraries in this age. The purpose of this research is to analyze the present stage of this campaign in Korea, and to suggest the actual plans to make this campaign successful. To look into deep context and process of this campaign in Korea, I did a case study for 'One Book One Busan' project. After analyzing the strength and weakness of the project, I suggested the strategies for the development of 'One Book One City' campaigns in Korea.

  • The characteristic aspects of learning a foreign language require special resources and tools for online learning. Criteria for choosing educational platforms depend on key elements of an academic subject area. Microsoft Teams (hereafter, MT) educational platform is competitive one because it meets most of the needs that arise during the formation of a secondary linguistic persona. Due to the large number of corporate programs, there are a successful acquisition of language skills and the implementation of all types of oral activities of students. A significant MT advantage is the constant analysis and monitoring of the platform of participants' needs in the educational process by developers. The article highlights MT advantages and disadvantages. The attention is drawn to individual programs, which, in the authors' opinion, are the most successful to learn writing, reading, speaking, listening, as well as organize classes that meet needs of modern foreign students.

Lip Region Extraction by Gaussian Classifier (가우스 분류기를 이용한 입술영역 추출)

  • Lip reading is a field of image processing to assist the process of sound recognition. In some environment, the capture of sound signal usually has significant noise and therefore, the recognition rate of sound signal decreases. Lip reading can be a good feature for the increase of recognition rates. Conventional lip extraction methods have been proposed widely. Maia et. al. proposed a method by the sum of Cr and Cb. However, there are two problems as follows: the point with maximum saturation is not always regarded as lips region and the inner part of lips such as oral cavity and teeth can be classified as lips. To solve these problems, this paper proposes a method which adopts the histogram-based classifier for the extraction of lips region. The proposed method consists of two stages, learning and test. The amount of computation is minimized because this method has no color conversion. The performance of proposed method gives 66.8% of detection rate compared to 28% of conventional ones.

  • Wire rods are carried by C-Hooks and are tracked by bringing the inspection sensors into contact with steel bars on the C-Hooks. However, the conventional system using mechanical equipment is not reliable due to aging, wearing and bending of steel bars. To overcome these problems, a non-contact type identification system is required. This paper introduces the radio frequency identification(RFID) technology which is one of the most popular non-contact identification methods, and evaluates its performance in the real environment of POSCO. Specifically, we use tags which are designed for operating on high temperature and allowing easy attaching and detaching on the C-Hook. A new monitoring program is developed for reacting upon the conventional system and showing the results of reading of reading tags.

  • Over time, the import of seafood has been increased causing a corresponding increase in recall and recall costs of the fishery on the threshold level. In order to reduce recall costs and to ensure the safety of imported seafood, a moveable lab and its supporting software specialized in seafood inspection were designed. A new fishery quarantine support system software, ‘M-LIMS’ is proposed to strengthen an inspection and quarantine process for the imported seafood at the local level. This new software reads data from an external inspection equipment when it is connected to a USB or RS232 cable inspection equipment on a regular basis to save a report sent to the server after its use. Reading was possible by reading records on a central server. Each time users can check own data through a mobile device.

SATS: Structure-Aware Touch-Based Scrolling

  • Non-linear document navigation refers to the process of repeatedly reading a document at different levels to provide an overview, including selective reading to search for useful information within a document under time constraints. Currently, this function is not supported well by small-screen tablets. In this study, we propose the concept of structure-aware touch-based scrolling (SATS), which allows structural document navigation using region-dependent touch gestures for non-sequential navigation within tablets or tablet-sized e-book readers. In SATS, the screen is divided into four vertical sections representing the different structural levels of a document, where dragging into the different sections allows navigating from the macro to micro levels. The implementation of a prototype is presented, as well as details of a comparative evaluation using typical non-sequential navigation tasks performed under time constraints. The results showed that SATS obtained better performance, higher user satisfaction, and a lower usability workload compared with a conventional structural overview interface.

  • In the midst of the crisis in the publishing industry, the library was brought up as a facilitator. However, the premise is that libraries cannot revive the publishing industry simply as a catalyst for promoting reading culture. Rather, the publishing industry presented an expanded and regenerative system of publishing contents as a model for the promotion of publishing by embracing the active production and demand of readers based on libraries. In that process, we designed an independent publishing platform in the form of library/publishing collaboration (cooperation) and proposed a distribution and reproduction model.

  • Competitive bidding in construction is concerned with contractors making strategic decisions in respect of determination of bid price if contractors opt to bid. This study presents a strategy model for deciding optimum tender price with reflecting appropriate profit in competitive bidding using Bayesian regression analysis (BRA). The purpose of the developed model is to help contractors to secure suitable profitability by predicting the actual profit based on key variables. They may affect construction cost at bidding phase, ultimately which help contractors to secure high quality output. The model was tested empirically by application to a bidding dataset collected from a large South Korea contractor. BRA allows contractors to estimate more accurate actual profit by reflecting not only objective information but also subjective experiences and judgments. Consequently, the model can contribute to improvement of decision-making process for setting an optimum tender price.

Novel Self-Reference Sense Amplifier for Spin-Transfer-Torque Magneto-Resistive Random Access Memory

  • A novel self-reference sense amplifier with parallel reading during writing operation is proposed. Read access time is improved compared to conventional self-reference scheme with fast operation speed by reducing operation steps to 1 for read operation cycle using parallel reading scheme, while large sense margin competitive to conventional destructive scheme is obtained by using self-reference scheme. The simulation was performed using standard $0.18{\mu}m$ CMOS process. The proposed self-reference sense amplifier improved not only the operation speed of less than 20 ns which is comparable to non-destructive sense amplifier, but also sense margin over 150 mV which is larger than conventional sensing schemes. The proposed scheme is expected to be very helpful for engineers for developing MRAM technology.

The Availability of Access Features in Children's Non-Fiction

  • This study analyzes the availability of access features in children's non-fiction as compared to their prevalence in adult non-fiction because such features are an important part of the research process increasingly demanded of younger and younger students in schools. Access features studied include: table of contents, index, bibliography, endnotes/footnotes, glossary, and suggestions for further reading list. This study found that children's non-fiction books were less likely to include bibliographies or endnotes, but more likely to include glossaries or suggested reading lists. Tables of contents and indexes were the two most popular access features in each section. Results are divided by Dewey Decimal Classification classes.
