An Analysis of Management-related Departments at Korean Junior Colleges (전문대학 경영정보관련 학과동향 분석)

  • Recently junior colleges in Korea have been working to meet changes in industrial and educational surroundings by establishing new departments, integrating and abolishing existing ones, or adjusting departmental quotas. These endeavors need to be based on analysis of industrial policies, both national and international, and of the industrial trend of the region in which the particular college is located. They also need to take into consideration change in educational policies and the direction of the college's specialization. This study aims to provide some foundation materials for these endeavors. As a result, it has considered changes in industrial and educational surroundings and analyzed the whole spectrum of departments existing at Korean junior colleges, with a focus on business-related ones. To summarize, each college offers departments, having taken into consideration its regional, industrial, and educational environments. The result of this study may be utilized by colleges when they establish new departments, integrate and abolish existing ones, and adjust departmental quotas.

A Study on Safety Policies for a Transition to a Hydrogen Economy (수소경제로의 이행을 위한 안전관리 정책 연구)

  • Hydrogen, which can be produced from abundant and widely distributed renewable energy resources, seems to be a promising candidate for solving the concerns for improving energy security, urban air pollution, and reducing greenhouse gas emissions. The two primary motivating factors for hydrogen economy are fossil fuel supply limitations and concerns about global warming. But the safety issues associated with hydrogen economy need to be investigated and fully understood before being considered as a future energy source. Limited operating experience with hydrogen energy systems in consumer environments is recognised as a significant barrier to the implementation of hydrogen economy. To prevent unnecessary restrictions on emerging codes, standards and local regulations, safety policies based on real hazards should be developed. This article studies briefly the direct impact-distances from hazard events such as hydrogen release and jet fire, and damage levels from hydrogen gas explosion in a confined space. Based on the direct impact-distances indicated in the accident scenarios and consumer environments in Korea, the safety policies, which are related to hydrogen filling station, hydrogen fuel cell car, portable fuel cell, domestic fuel cells, and hydrogen town, are suggested to implement hydrogen economy. To apply the safety policies and overcome the disadvantages of prescriptive risk management, which is setting guidance in great detail to management well known risk but is not covering unidentified risk, hybrid risk management model is also proposed.

  • In Korean society, a housewife and mother often plays the role of family resource manager. In 2008, the newly appointed Korean government proposed a new direction in social policies, including family policy, that is, "active social welfare". According to "active social welfare", family policy focuses on a preventive policy and a family needs-oriented policy. In other words, newly established family policies should reflect parents' needs in their family resource management. In this economic downturn, family policies should be established to satisfy parents' needs to overcome their own family's economic crisis. This study focuses on policy recipients' real voices and their needs: they need the government's help supporting their efforts to overcome the economic crises within their families.

Access Policy Transfer Between Active Nodes Using Identities

  • Active networks allow active node’s functionality to be extended dynamically through the use of active extensions. This flexible architecture facilitates the deployment of new network protocols and services. However, the active nature of a network also raises serious safety and security concerns. These concerns must be addressed before active networks can be deployed. In this paper we look at how we can control active extension’s access to different active nodes. Specifically, the authentication between active nodes is very important in this case. We use unique identity each node has for transferring access policies between active nodes. In this paper, we suggest a new method of transferring access policies performing authentications using identities between active nodes.

An Analysis on the Damage Compensation of Hanwoo Farmers as a Result of the Korea-U. S. Free Trade Agreement (한.미 FTA 체결에 따른 한우농가 피해보전효과 분석)

  • To help improve the current government practice of direct damage-compensation policies, resulting from the loss of profit, sustained by Hanwoo farmers, as a result of the recent Korea-U. S. Free Trade Agreement (FTA), this research aims to examine any problems or issues caused by said policies. To accomplish this task, we have established Hanwoo-SIMO model and estimated the damage of Hanwoo farmers, one without the implementation of the FTA and another with the FTA, to compare and contrast the two. We then analyzed the efficacy of the current government policies. According to our analysis, the current direct compensation policies for the loss of profit on the part of Hanwoo farmers are insufficient. To address this problem, we recommend the government enact a new direct damagecompensation law to address the following issues. First, as the base formula of damage-compensation, the government should use current price of the beef rather than the annually changing flexible price. Second, the flexible control index should remain fixed at 1.0 rate while the government prepares the adequate amount of the damage compensating direct payment resulting from the FTA. Third, the direct government compensation policy should extend beyond the current 15 years (2013-2026) as the profit loss is expected to increase after the midpoint of the FTA.

A Comparative Study on Policies Related To Trust Services in e-Business (전자상거래 신뢰서비스를 활성화시키기 위한 선진국들의 정책에 관한 비교 연구)

  • "Trust" becomes a focal issue in e-business. Unlike traditional business environment, virtual situation requires new trust-ensuring mechanism other than face-to-face meetings and other related means of confirmation. Many countries are trying to foster trust services industry in order to increase e-business transactions and activities. This paper compares and contrasts these countries' policies on trust services. Conclusions of this comparative research includes: (1) trust services industry will be tightly integrated horizontally and increase their scope vertically towards trust in business sense over and beyond the mere technical level trust, (2) necessity of reciprocal trust authentication exchange is calling for an international standard in a near future, and (3) two different types of policies are under development: government-led and industry-led. Advantages and disadvantages of different approaches are presented with details of legal implications and structures of operations.

A Study on Policies of Chinese Overseas Talents and Entrepreneurial Activities in Distribution Industry

  • Purpose: This study analyzed the policies on and changes of elite training through overseas study and their impact on China's national development when entrepreneurs return home. In particular, it analyzed returnee entrepreneurs in the distribution industry. Research design, data and methodology: This study largely analyzed the Chinese government's policy of attracting foreign talent and the results of the policy. The research method utilized the Chinese Statistical Yearbook and various literature. This study also used case analysis methods for start-ups by haigui in the distribution industry. Results: According to the analysis, the Chinese government is implementing various policies to attract talent. Representatively, the government actively attracts talent through the Hundred Talents Plan, Thousand Talents Plan, Chunhui Program and Chizi Program. In addition, the Changjiang Scholars Program is attracting foreign talent. As a result, many talented people are leading development of the Chinese economy. Conclusions: The Chinese government is actively pursuing policies to attract talents from overseas. In addition, it has established a system in which government ministries and research institutes can work closely together to secure effectiveness in attracting overseas talents. Through this, overseas talents are playing an important role in China's economic development through new start-up activities including the distribution industry.

Achievement and Future Tasks of Healthcare Industry Globalization Policies (보건의료산업 글로벌화 정책의 성과 및 향후 과제)

  • In 1994 Korea government began to develop the healthcare industry, since then the government has tried to create opportunities to promote the industry through various political efforts and policies. The biggest achievement was attracting foreign patients from 2009 to 2016 with a cumulative 1.56 million and total revenue of 3 trillion won. But Korea still loses the opportunity to become a global leader in the health care industry due to regulations and various ideological disputes. Accordingly, it is necessary to facilitate policy understanding and present a practical road map so that Korea's healthcare industry become a new growth engine that will lead the trend of global market in the future. It also suggests a national economic development paradigm, the health economy as health and economic value are rotated through a shift in view of health care. At this point, 20 years after the beginning of the healthcare industry development, it is necessary to evaluate the related policies and discuss effective future directions. In this sense, the purpose of this study is to examine the policies and limitations of the healthcare industry by each government division, and based on it, to propose political tasks for the future.

Comparison of Noise Reduction Policy in Medium-sized Airports (중형 규모 공항의 소음저감 정책 분석)

  • The development in air transport increases noise around the airport. In order to reduce the noise around the airport, International Civil Aviation Organization has made a lot of effort since the 1970s and Many countries, including South Korea, are implementing many noise reduction policies. This paper investigates those noise reduction policies of medium-sized airports with similar frequency to Gimpo, Jeju and Gimhae airports in South Korea and compares eleven airports in Europe, eleven airports in Asia and five airports in America, including Oceania. According to the research, European countries developed and applied the navigation procedure to avoid the noise area according to the characteristics of the airport. In Asia, there are not as many domestic noise reduction policies. In case of the United States, it provides information only on noise-sensitive areas around airports. After having investigated various policies, this research has examined the noise reduction policy of South Korea. It is concluded that new navigation procedures which reduce noise should be developed.

Emission Control Routes in Container Shipping between Korea-China

  • Purpose - As the severity of air pollution caused by the shipping industry is becoming evident, port authorities have started making efforts to reduce air pollutants. Considering the limitations of the currently implemented emission-control area (ECA) and vessel-speed reduction program (VSRP), which are narrow in the designation range and navigation behavior of ships, this study proposes an emission-control route (ECR) that can complement the aforementioned two environmental policies. Design/methodology - This study was conducted on Korea-China trade service routes (ports of call) of regular liners. This study employed vessel-specific data, which is from an automatic identification system (AIS), for 1,728 maritime transportations performed by 387 container vessels during one year (July 1, 2021, to June 30, 2022). Performing a scenario analysis, this study analyzed the effectiveness of reduced air-pollutant emissions. Findings - This study found that the implementation of ECRs could increase average voyage time by 12.38%-25.28% but reduced air-pollutant emissions by 29.02%-43.54%. Additionally, the increase in average voyage times reduces the anchorage time of ships outside ports, providing an incentive for ship operators to voluntarily participate in compliance with regulations, thereby contributing to the establishment of a virtuous cycle of air-environmental policies related to ships. Originality/value - This study aims to verify the policy effectiveness by designing an ECR scope for liner trade routes between Korea and China. Therefore, originality and the value of this study includes conceptualizing the ECR system, analyzing its environmental performance, and exploring new policies that can be implemented while complementing existing policies.
