The first of 2000's, Korea will be changed the aging society. And then the many of aged Korean are respected to live alone or with their wives/husbands at the housing for the elderly. Therefore the demand of the housing for the elderly will be increasing rapidly in Korea but it is difficult to provide it to them. The housing policy for the elderly in Korea is not definite so far. For the development of the housing policy for the elderly in Korea, the process of this study is as follows. 1st, The consideration of the residence consciousness of the elderly in Korea. 2nd, Focussing around the welfare of the aged act and the arrangement of agricultural and fishing villages act, the analysis of the housing policy/system for the elderly. 3rd, In conclusion, a proposal for the development of the housing policy for the elderly.
The purpose of this study was 1) to review communal housing in the UK, 2) to consider the policy implications for elderly communal housing in Korea. The research methods used were 1) literature review about communal housing and related policy in the UK 2) field survey in the UK 3) interpretative suggestion for the proper policy implication to develope communal housing for the elderly in Korea. Sheltered housing in the UK had been developed as communal housing for the elderly with special needs since the 1970s. The type of sheltered housing were category 1 and category 2. Very sheltered housing with more facilities and meal services was added in 1980s. Sheltered housing was evaluated as the most humanistic solution for older people in the UK in 1980s. Because of the policy of moving institutional care to community care, sheltered housing became less in demand because of more options for older people including being able to stay in their own home. So new completion of sheltered housing by registered social landlords reduced saliently. Sheltered housing already totalled over half million units in which 5% of all elderly over 65 still lived and a small quantity of private sector for sale schemes emerged in the 1990s. The reason why the residents moved to sheltered housing was for sociable, secure, and manageable living arrangements. In general the residents were satisfied with these characteristics but dissatisfied with the service charge and quality of meals, especially in category 2.5 schemes. The degree of utilisation of communal spaces and facilities depended on the wardens ability and enthusiasm. Evaluation of sheltered housing indicated several problems such as wardens duty as a \"good neighbour\" ; difficult-to-let problems with poor location or individual units of bedsittiing type with shared bathroom ; and the under use of communal spaces and facilities. Some ideas to solve these problems were suggested by researchers through expanding wardens duty as a professional, opening the scheme to the public, improving interior standards, and accepting non-elderly applicants who need support. Some researchers insisted continuing development of sheltered housing, but higher standards must be considered for the minority who want to live in communal living arrangement. Recently, enhanced sheltered housing with greater involvement of relatives and with tied up policy in registration and funding suggested as an alternative for residential care. In conclusion, the rights of choice for older people should be policy support for special needs housing. Elderly communal housing, especially a model similar to sheltered housing category 2 with at least 1 meal a day might be recommended for a Korean Model. For special needs housing development either for rent or for sale, participation of the public sector and long term and low interest financial support for the private sector must be developed in Korea. Providing a system for scheme managers to train and retrain must be encouraged. The professional ability of the scheme manager to plan and to deliver services might be the most important factor for the success of elderly communal housing projects in Korea. In addition the expansion of a public health care service, the development of leisure programs in Senior Citizens Centre, home helper both for the elderly in communal housing and the elderly in mainstream housing of the community as well. Providing of elderly communal housing through the modified general Construction Act rather than the present Elderly Welfare Act might be more helpful to encourage the access of general people in Korea. in Korea.
The purpose of this study was to investigate the policies related to residential remodeling for elderly households of Korea and Japan. Documentary research methodology was used in this study. The major results of this study are as follows: 1) It is not enough that the housing policy of elderly households prepare institutions and standards for aging society in Korea. 2) Residential remodeling projects by this time were not to improve residential environment of elder]y households but to support only a few low income elderly households in Korea. 3) Housing policy of elderly households consisted of design and remodeling standards for barrierfree of new housing and housing stock, housing financing, human resource network, and educational program of housing remodeling in Japan. 4) Central government and local self-governing body have support system which is systematic and that is helpful to those elderly households who needs housing remodeling in Japan. 5) It is needed that local self-governing body frame a policy of residential remodeling for elderly households. And central government and local self-governing body prepare the policy of financial support and contents of residential remodeling for elderly households according to the level of housing quality and residents circumstances. And they have the education system for specialist of residential remodeling for elderly households and clarify the standards of residential remodeling for elderly households. 6) In-depth analysis study is need to find a suggestion in many cases of advanced nations.
In recent study, we are referencing the necessity by examining the environment for housing policies for elderly Koreans. In reality, Japan, who is ahead of our country, has already experienced and is currently in progress for the aging society. They have developed a profound housing policy under all circumstances with the change of aging society. There forth, we are in progress of examining the series of helpful characteristics being presented by Japan, and how they have expanded and improved their housing support services. Our country must clearly ensure a resolution for investigating a new direction in housing policy and housing support services by learning through the development process of Japan's housing support services for the aging society. For instance, Japan have provided housing policy in both housing and welfare for senior citizens. Recently, the reason they are well adjusted for housing and welfare linked with special care and supportive living services and being skillfully focused on the maintenance policy is because they have great implications on how to successively organize housing policies for the aged society. Recent studies show preferred living arrangement and housing policy of the elderly for stabilization in the aging society. First, must be aware of the leading factors for housing in later life, organize dwelling patterns for diverse characteristics and give consideration for future life plans. Second, must continuously maintain an accessible environment in all community levels without changing the required services in their livelihood by adjusting to diverse changes for the aged. In addition, must organize flexibility in choice following these housing-support services for the elderly's desire and self reliance which raises profound questions on cultural policy.
Housing is a central place fur elderly and it can be influenced to the quality of life for them. Most low income elderly has much problems on their housing. It needs to be developed for more various ones which considered in the way of their economic and physical conditions. This case study was aimed to supply (or a basic data for developing a housing for tow income elderly through the analysis of elderly housing of Melbourne in Australia. This study evaluated two types of government housing and five types of community housing available to elderly People on low income allowing them to live independently. Results of the research were as follows. 1) High rise apartment living was differentiated from other housing types. Such accommodation had drawbacks, for example it made the elderly difficult to get along with neighbours. 2) Community housing had more various types of housing than government housing and was aimed at encouraging community interaction between residents. Some community housing residents joined the management of the housing committee. As a result, it made the elderly very confident and promoted a good relationship between them and young generations. 3) The strength of community housing was that the elderly could choose the place to live within the community which was familiar to them. 4) The managers in broth government housing and community housing had many roles as adviser and mediator for residents as well as managing the complex. 5) A policy of housing for low income elderly is changing now from management by government appointees to one governed by the community 6) Most elderly prefer to live close to facilities such as medical and shopping centers and convenient transportation and wished to remain in their familiar community as long as possible.
Because of rapid aging, housing stability of elderly household is becoming an important social problem. The population of the elderly people was 11.3% and that of the elderly household was 23.2%, about 407 million, in 2010. Yet, social policies for elderly people are focusing on the household who takes care of the elderly people, not on the elderly headed households. These policies fail to reflect the reality. Housing satisfaction of the elderly household is different based on the tenure type and the satisfaction can be further affected by the types of elderly household within the same tenure group. Thus, strengthening the policies for the elderly headed households as well as differentiating the policies based on the types of household is required in order to meet the needs of the elderly households. For the elderly household living in a rent house in a city, a housing voucher is needed and for the low income elders who own their houses, housing renovation is required. Public housing affects only the residential satisfaction of single elderly households, not for all elderly households probably because public housing does not meet the demand of the elderly households appropriately. Since the elderly households wanting to move is noticeably small, a policy that provides proper facilities within the elders' neighborhood is most necessary. Also, in order to lessen the burden of housing expenses of the elders with low income, a public housing policy, in which 2-3 people living together in one public housing, needs to be examined.
The purpose of this study is to set up systematically housing adaptation items for the aged family. Housing adaptation items are classified by universal design principles. Also, this paper suggest to basic data for setting up various ranges according to each elderly people's conditions, adapting for elderly housing. Recently, in relation to the growing awareness of the ageing population, the necessity of policies for "aging in place" was emphasized by government. This paper is focused on the policy of elderly housings' adaptation for making housing for a lifetime. This new adaptation items for the elderly housing lead to the revitalization of policy ensuring housing in stock at the local authority level. In this paper, adaptation items were created after analyzing indices highlighted by previous studies related to evaluation items, design-guidelines for safety plans, designing elderly housing. The scope of adaptation items was limited to the indoor spaces of apartment due to the considerable increase of in-house accidents. Recently housing demands are going to be diversified, and many suggestions are driven for the housing consumer's right of choice and expectation for welfare services. These require the policy change from the clear division between houses and facilities toward more market-oriented concept capable of mixed-use development of houses with facilities. The research explores the possibilities to provide various types of mixed-use developments of houses and facilities in the level of architectural design and political implication. Major case studies focus on the elderly welfare housing with serviced residence with the comparison of similar cases in Japan. The policy implications are, first, expanding the production of elderly housing with more elderly care services, second, challenging time-sharing residence composed of serviced residence and small dwelling units, third, activating the production of small scale housing development with small public facilities. The simulation shows the merits and demerits of this concepts and the efficacy of the policy implications.
Aging in place strategies such as residential remodeling have potential to enable older persons to remain in their own homes satisfactorily in terms of quality of life. The purpose of this study is to investigate the types of residential remodeling, needs, and opinions of elderly households living in Seoul and to suggest the housing policy and system for improving independent living of elderly households. Using face to face interview with structured questionnaire, 115 elderly households were interviewed during April $25{\sim}June$ 25, 2005. Most of respondents wanted to stay in their own homes as long as they can and some of them remodeled their houses to adapt their physical and financial conditions and housing needs. Various factors such as financial problem and lack of knowledge about remodeling process, however, restricted their actions to realize their needs. Based on the results, some suggestions to activate 'aging in place' were proposed as future guidelines of housing policy related to residential remodeling for housing welfare of the elderly.

And this is one of the most significant features about the country. Her public and private pension system has been effective since the 1920s, securing its people's fundamental income. In particular, the public medical system applies to its every citizen and performs its role. This system is called the National Medical System as well as "MEDICARE" named after its related law. However, there has been a significant change in the national medical and welfare policy due to the budget deficit. In other words, the policy was mainly implemented to welfare facilities in the past, but the policy changed to a welfare policy for the elderly with a concentration on the support for self-reliance of senior citizens since the reform. The purpose of this study is to provide data and implications for Korea through the analysis of the current situation and distinct features of the housing welfare system in Canada. This study has researched the literature on the subject with an analytic focus on three aspects that are the fundamental frame of the system, essential content (support for self-reliance and facility composition), and distinct features of the housing for the elderly. In other words, they are, first, how the fundamental frame of the housing welfare system for the elderly is composed; second, how the service for self-reliance welfare and facility service are composed; and third, what their scale and distinct spatial features of general houses for the elderly with self-reliance are. A comparative study was conducted in detail on courses and characteristics of the housing welfare system for senior citizens in Canada and the USA of North America. In particular, it reveals the scale and distinct spatial features of public houses for the elderly with self-reliance in British Columbia (BC) which is one of the main provinces of Canada.
