ICT-convergence cluster is considered as critical policy means because it can create higher value-added products and services in the era of creative economy. Previous research has focused on comprehensive ICT-convergence cluster strategy based on Porter's diamond model. This paper adopted AIDA(Attention, Interest, Desire, Action) model and investigated a specific domain of government supporting policies related to non-R&D support. For two weeks, we gathered and analyzed 181 data from companies located in Chungbuk province. The results showed that support for technology, commercialization, and participation conditions positively leads to companies' interest in ICT-convergence cluster, which, in turn, makes positive impact on their intention to participate in it. It is significant that this paper verified AIDA model in the Government-to-Business(G2B) context. Future research will need to adapt AIDA model to national projects.

Background and Objectives : High-speed videolaryngoscopy (HSV) is the only technique that captures the true intra-cycle vibratory behavior of the vocal folds by capturing full images of the vocal folds. However, it has problems of no immediate feedback during examination, considerable waiting time for digital kymography (DKG), recording duration limited to a few seconds, and extreme demands for storage space. Herein, we demonstrate a new post-processing method that converts HSV images to two-dimensional digital kymography (2D-DKG) images, which adopts the algorithm of 2D videokymography (2D VKG). Materials and Methods : HSV system was used to capture images of vocal folds. HSV images were post-processed in Kay image-process software (KIPS), and conventional DKG images were retrieved. Custom-made post-processing system was used to convert HSV images to 2D-DKG images. The quantitative parameters of the post-processed 2D-DKG images was validated by comparing these parameters with those of the DKG images. Results : Serial HSV images for all phases of vocal fold vibratory movement are included. The images were converted by the scanning method using U-medical image-process software. Similar to conventional DKG, post-processed 2D DKG image from the HSV image can provide quantitative information on vocal fold mucosa vibration, including the various vibratory phases. Differences in amplitude symmetry index, phase symmetry index, open quotient, and close quotient between 2D-DKG and DKG were analyzed. There were no statistical differences between the quantitative parameters of vocal fold vibratory movement in 2D-DKG and DKG. Conclusion : The post-processing method of converting HSV images to 2D DKG images could provide clinical information and storage economy.
For a long time the German economy was primarily defined by large corporations and thriving small and medium-sized enterprises. Since about 2005 a second strand has started to emerge and it is one which is becoming increasingly important and is creating jobs - start-ups in the digital sector. This start-up activity is taking an important role in Germany's economic development: Start-up companies spawn innovations and create jobs, thus promoting the concept of competition. In general "start-up" refers to digitally-driven companies that are not more than five years old. Germany's start-up policy consists of three main parts. First of all, Germany has the characteristics of technology-based start-ups. The Hartz reform since 2002 has shown its focus on technology-based start-ups. In particular, it is the most appropriate for a start-up company to take the role of a new technology company to respond to changes in the global industrial structure. Second, it is approaching from a long-term perspective. In this regard, the small business policy, including Germany's new business policy, is seen as a tradition that can be consistent and can make policy decisions based on the basics rather than following the times. Third, the government is implementing policies centered on demand. Germany's start-up policy is summarized as a technology-based policy and new job creation. The policy response is that the government seeks the best combination of policies by adapting them to the times from the broad trend of employment market policies. What is important here is that policies are made based on consumers, not suppliers, in the process of policy making and implementation. With the Digital Agenda 2020 the Federal government has likewise committed itself to preparing the digital economy for international competition and making Germany the "No. 1 digital growth country in Europe". Ever since 1998 the Federal Ministry for Economic Affairs and Energy (BMWi) has awarded the "EXIST" start-up scholarship to students and graduates. The Ministry also invests in the High Tech start-up fund. Together with Kreditanstalt für Wiederaufbau (KfW) and 18 other investors from the world of business the seed investor promotes young technology companies. Germany offers start-ups a good infrastructure and lots of funding opportunities. Berlin is regarded as Europe's start-up capital and also attracts lots of international young entrepreneurs.
Recently, consumer who has a desire to spend less money want to buy a cheap and good product because of long economy recession. Secondhand trading is regarded as a good method which allows people to buy cheap and good product. Activation of secondhand trading reduces the psychological distance among customers. Especially, in the case of expensive books such as major books, each university has community only for used book trading. However, existing used book community is hard to find current real-time trading state at a look, and it is impossible to purchase reasonably because of a one-way pricing of the seller. In this paper, we design and implement a used book trading web service using an auction system which can help anyone to trade used book easily. It is designed web based system and it provides convenience to user through efficient book registration function and book search function.
IT is based industry on finance and insurance services and is essential equipment of survival for competitive on market. The importance of IT industry on finance and insurance is bigger than other industries. So, This study examinate effects of hardware and software divided by IT industry on each 6 finance and insurances. Research models are production inducing effects of Demand-Driven model, Shortage effects of Supply-Driven model finally, Leontief's price model by using data for analysis is Input-Output table for 2000~2009. Results are that IT Service effects are more impact than IT hardware effects on Finance and Insurance Service. Especially, IT service's supply shortage effects is 0.0847KWR to produce 1KRW of finance and insurance service for 2-fold increase compared to 2000. In addition, Central Bank and banking institutions of finance and insurance services are the greatest impact from IT industry. These are which is increasing to interdependence between IT industry and finance and insurance service.

Because there is some scholars who e-Learning's concept foresees to evolve by u-Learning.(although, a person who see that these concept is not more in marketing terminology by some scholars' opinion is). This u-Learning's concept means e-Learning that take advantage of ubiquitous technology as Ubiquitous-Learning's curtailment speech. Ubiquitous, user means Information-Communication surrounding that can connect to network freely regardless of place without feeling network or computer. There is controversy about introduction time regarding these direction, but e-Learning is judged to evolve by u-Learning necessarily. Rural Traditional Theme Villages are one of the village-based businesses, which obtains excellent results. However, it also has brought negative results such as splits in locals due to income disparity, and ill-advised development which does not consider surrounding potential resources, etc. So, this study analyzes several problems of Rural Traditional Theme Villages, and proposes how Rural Traditional Theme Villages can be revitalized by benchmarking other successful cases. First, it is important to pursue differentiation of operating programs for Rural Traditional Theme Villages. Second, it is possible to give weight to elements which show efficiently rural atmosphere to enhance images of Rural Traditional Theme Villages. Third, expanding budget support and securing a new route for budget are definitely needed to cultivate self-growth capability of villages. Fourth, it is necessary to apply experts and facilities of local-based universities, cooperate with relevant organizations, and nurture local leaders by various means such as study in/visits to advanced regions at home and abroad and experts training. Localgovernment should be in charge of nurturing talented people. Fifth, it is necessary to reinvigorate rural economy by networking each Rural Traditional Theme Village, providing a wide range of information on diversified villages to people in cities, and promoting consumption. Moreover, securing immovable customers is important through networking city-rural exchange with city consumers and other organizations, and sisterhood relationship, membership businesses and events. As mentioned above, it is expected that Rural Traditional Theme Villages will be able to be developed continuously as a model for rural revitalization, which is stagnant, by expanding city-rural interchange.

The presented research is devoted to determining the role of the mechanism of attracting investment resources in innovative development in the conditions of transformation using the process approach. It is proved that the process approach is dominant for this study because investments are considered as a process of investing in innovative development in the enterprise in the context of digitalization, and its application allows to take into account the impact on the mechanism of attracting investment resources. related to the mechanism of attracting investment resources of the enterprise. The environment of Information and Telecommunication industry has rapidly changed. This is leading the growth of the world economy. Because of the characteristic of the information and communication, the standardization plays a important role in this market. The company that owns the standardization in its industry has dominant power like Microsoft in personal computer software, and Qualcomm in digital cellular phone system. Therefore, to take advantage of this standardization power, it is important to find which technology will be set up as a new standard. This paper presents how to capitalize the standardization as a market strategy. To perform this strategy, we take two steps. The first step is to strategically choose the most important technology or service which would lead the information and telecommunication market. We used modified AHP(Analytic Hierarchy Process) to set the priorities among the various standard related technologies and services, We interviewed with the information and telecommunication experts to find out some criteria and the weights of them. The second step is to select the standard to realize the technology. Actually, this is very hard to decide which technology we should select, because there are lots of alternative standards to develop the technology. In this step, we use a strategic framework for choosing the standard. This framework provides how the research institution and company do to get a maximum benefit from the standardization strategy, Finally, we applied these to Korea's situation simply in order to show how to take advantage of the framework.
