This study aims at the observation of the Real in the Post-Lacanian theory. It is focused on two questions as ideology and fantasy. On this basis Slavoj $\v{Z}i\v{z}ek$ has rearticulated the theory of ideology by reexamining Althusser's version of it critically. The ideology is the logic of fantasy based on the foreclosure. And the ethical act of identifying with the symptom is absolutely called for in order to radically rearticulate it. The really key element in the concept is now found to be Lacanian object a, the symptom as jouissance. In additional, the two part of the study, far from belonging to two different domains, that of political analysis and artistic analysis, relate to each other like the two surfaces of a Moebius band. Finally, the role of the Lacanian real is radically ambiguous: true, it erupts in, the form of a traumatic return, derailing the balance of the Order, but it serves at the same time as a support of this very balance. The real functions here not as something that resists symbolization, as a meaningless leftover that can not be integrated into the symbolic universe, but on the contrary, as its last support.

The government established Special Accounts for Balanced National Development in 2005, and the Metropolitan Council has enacted and executed ordinance relevant to special accounts to relieve regional unbalanced growth and to promote regional balanced growth. This study derived a political implication through the comparison analysis of the background of establishment and its purpose, the selection criteria of support target, finance scale and tax revenue finance, appropriation target and finance distribution, etc. on the basis of Chungcheongnam-do Special Accounts for Balanced Development and Jeollabuk-do Eastern part Special Accounts among the special accounts implemented in metropolitan council. The major conclusions of this study are as follows. First, the transition from the concept of balanced development to specialized development is necessary for the development of distressed region. Second, the pure wastefulness ratio of the local government's tax revenue finance of special accounts designed concentrating upon special accounts for Wide-area Autonomous Communities development should be gradually expanded. Third, Special Accounting budget should be supported to promote specialized development through the selection and concentration centering around comparatively advantageous resource within the region. Fourth, the strategic special accounts budget application system of cities and counties to utilize the projects of the government and the province to achieve the goal of cities and counties should be prepared.

The artillery fire accident in Yeonpyeong Island showed that the man-made disaster caused by the domestic political conditions as well as the conventional natural disaster can occur in Korea. Especially, it can be known that the whole community can be abandoned despite of a small scale of practical damage in residential district and the resulting large scale of refugees can be produced in the nation. This study investigated the real condition of temporary housing which has been provided at the Island. Firstly, in the theoretical review based on the literature study, the content on the background of temporary housing, the providing procedure of its concept, the status of supply, etc. has been considered. And it researched the current condition of the entire temporary housing through the questionnaire and interviews targeting the residents in the Island. So it purposed to make use of the results as a plan and design for future temporary housing against disaster.

A little more than a decade ago, the International Rice Research Institute (IRRI) started on a journey of revitalization through adopting the concept of systems research. Instead of being just a rice breeding and affiliated sciences research center, it expanded its vision of impact on the rice-based food systems. In almost the same vein the OneCGIAR has also attempted to aggregate the commodity-based research into food systems-based research that critically caters to specific overarching 'Impact and Action Areas'. Incidentally, IRRI's structure and operations map on to these Impact and Action areas very well. Hence, IRRI's research directly caters to societal, economic and environmental sustainability. It does so through a coherent pipeline that spans the upstream discovery component all the way to product delivery, dissemination, and impact assessment. While a circular 5D-pipeline of demand, discovery, development, deployment and distinction attend to the ground-level realities of demand, development and acceptance of a product, the Four Flagships attend to proximal deliverables under challenging conditions of change brought about by the CGIAR restructuring and COVID-19. Prioritizing specific products under the flagships ensures that institutional support is available to fast-track the deliverables. Clear examples now highlight the potential of such approaches. Thus, despite the challenges of climate change, political unrest of war and global medical encumbrances, the stable partners of IRRI like Korea have helped to come close to deliverables.

After the publication of the competitive advantage of nations by Porter in 1990, the competitiveness of regional concentrations of industries has been often explained by the cluster concept. There are many definitions of clusters, but they mainly boil down to a geographically proximate group of interconnected companies and associated institutions in a particular field, linked by commonalities and complementarities. The shipbuilding industry in Korea can for sure be regarded as a competitive industry, as the spectacular rise of its world market share from 2% in the early 1970s to the current 38% impressively testifies, but can it be considered a cluster? Based on an analytical framework consisting of a typology of clusters and a context-sensitive evolutionary approach, the paper will show that over the last thirty years Korea's shipbuilding developed from a mere number of isolated, large shipyards (cathedrals in the desert) established by large conglomerates (chaebol) in close collaboration with the central government into an innovative cluster. The cluster is on the one hand characterised by a strongly developed supply industry and specialised universities and research institutes, but on the other hand by a weak, yet increasing role for local and regional institutions The specific and context-dependent characteristics of this innovative cluster are more important explanations for its competitiveness than the financial interventions by the central government, which are repeatedly put forward by European policy-makers in their trade war with Korea.

The Red shirts came to attract attention of the international community during April to May in 2010 by successfully organizing explosive popular demonstrations. The momentum was the military coup on September 9, 2006. The Red color was chosen amid movements against the new constitution instituted under the military junta. In discourse struggles, the Red shirts compared their resistance against the Democratic Party government lead by Abhisit Vejjajiva to that of phrai (commoner or serfs) against ammart (aristocrats or bureaucrats) under the pre-modern reign of sakdina. The Red shirts strongly accused Prem Tinsulanonda, the chief of the Privy Council, of being a mastermind of 2006 military coup, who symbolically represents the cohesion between the palace and the military. It has constituted an unprecedented defiance towards national taboo where the trinity of Nation, Religion, and King has been consecrated. The objective of this article is to review the Red Shirts' ideology, organizations and activities in terms of the modernized phrai's struggles for expanding counter-hegemony. While Antonio Gramsci focused on why socialist revolution had failed to materialize in capitalist Western Europe, I pay attention to why political liberalism has failed to wash away pre-modernity and take root in capitalist Thailand, applying the Gramscian concept of hegemony by contrasting 'hybrid ammart' with 'modernized phrai'.

Cost reduction and equality by exempting re-scanning of passengers, baggage and cargo secured from the first airport of departure, mainly in the European Union/European Economic Area(EU/EEA), Switzerland, etc. One-Stop Security(OSS) is being promoted to maintain the level of security while increasing speed and convenience, and movement is expected to expand worldwide. Therefore, this paper establishes the basic concept of OSS through a literature review of ICAO Standards and Recommended Practices(SARPs), and analyzes the actual conditions of OSS implementation in major countries such as the United States and the EU. It is intended to present the political, economic benefits for Korea and highlight the urgency of implementing the OSS system in the aviation industry including the cargo sector. Therefore, the practical implications of strengthening international cooperation through the expansion of government and airport operators OSS implementation to overcome the resource shortage problem of the existing national air cargo security system and to strengthen the status as a global aviation powerhouse were drawn up. There is academic significance that it raised the need for effective implementation of OSS, which was not previously covered.

This study examined the Chinese style in the Vivienne Tam collection as well as explored diversity and modern interpretation of a Chinese style used in modern fashion. The study also investigated the concept and history of the Chinese style as well as analyzed the Chinese style in the collection based on a consideration of a Chinese element that is the basic structure with an understanding of Vivienne Tam and general collection themes. As a result of research, the Chinese style appeared in the Vivienne Tam collection was comprehensive with 43 Chinese elements including Animals, Flower & Grass among the Nature elements, Mythology Religion among the Figure elements, Historical Artifacts, Clothing, Oral Literature, Entertainment, Fine Arts. Technique, Folk holiday among Culture elements and Philosophy among Spirit elements, which accounted for 57.6% of the collection. The formative characteristics that included Chinese elements were extended, abstracted, distorted or transformed; in addition, some abstract elements were embodied into animals, images and certain particular forms to present a theme. In addition to two-dimensional method to print Chinese elements on fabric, they were also expressed as a three-dimensional texture or a silhouette, achieving clear and bold harmony. The aesthetic characteristic is a mixture of Eastern and Western way of thinking. Her costume has a political and historical meaning beyond the imitation of elements that represent the development of a pleasant and interesting design.

Fake news threaten democratic elections and causes social conflicts, resulting in major damage. However, the concept of fake news is hard to define, as there is a saying, "News is not fake, fake is not news." Fake news, however, has irreversible characteristics that can not be recovered or reversed completely through post-punishment of economic and political benefits. It is also rapidly spreading in the early days. Therefore, it is very important to preemptively detect these types of articles and prevent their blind proliferation. The existing countermeasures are focused on reporting fake news, raising the level of punishment, and the media & academia to determine the authenticity of the news. Researchers are also trying to determine the authenticity by analyzing its contents. Apart from the contents of fake news, determining the behavioral characteristics of the promoters and its qualities can help identify the possibility of having fake news in advance. The online community has a fake news interception and response tradition through its long-standing community-based activities. As a result, I attempted to model the fake news by analyzing the affirmation-denial analysis and posting behavior by securing the web board crawl of the 'M community' bulletin board during the 2017 Korean presidential election period. Random forest algorithm deemed significant. The results of this research will help counteract fake news and focus on preemptive blocking through behavioral analysis rather than post-judgment after semantic analysis.

The private security will overcome the limit of public police system and implement a small and efficient government concept. Especially in recent years, this security system has naturally been expanded in its functions from crime prevention to prevention of disasters. To manage the emergency by the private security industry, the private security services to involve some peculiarity and specialty. The policy agenda of private security industry for crisis management are suggested. First of all, to provide quality services for emergency management, the guards from private organizations should receive professional education and training to secure the specialty. Second, we need to improve the quality of security instructors with intensive education system for them. Security instructors should be able to effectively handle lots of different matters in the fields of security, but examination of the current curriculum of education for security instructor indicates that there is not much chance of it. Third, must be natural in light that the private organizations have some limitations in their operational capabilities and scopes. Private security duties are well established in cooperation with related institutions such as the police. Lastly, development of high quality crisis management commodities in the private security becomes even more significant. The government should be determined to make an effort to grow the private industry and foster a political environment for the same purpose.
