Influencing Factors on Outsourcing Success in the Defense Sector (국방부문의 아웃소싱 성공도에 영향을 미치는 요인에 관한 연구)

  • The Korean Army has to construct a system that will enable it to cope immediately with the flexible military relationships in Northeast Asia by systematizing and improving the efficiency of operations. These improvements include building a smart and strong army, concentrating on cost-effective combat skills, maximizing the utilization of private resources, and establishing a military structure based on information and technology. Accordingly, this study proposes solutions to solve the problems affecting the success of outsourcing in the defense industry. Unlike outsourcing in other government ministries, outsourcing in the national defense sector may be unrealistic because this strategy is related to the renovation project of the Ministry of the National Defense. In general, the objective of outsourcing in the defense industry, similar to other businesses, is to improve efficiency and not to reduce troops and national defense budget. Several factors, such as identification and security guarantee, risk reduction, cost saving, quality improvement, the reliability of enterprise, and professional technology, are necessary to ensure outsourcing success in the national defense sector. In terms of effectiveness, the improvement in service quality significantly influences outsourcing success in the national defense sector. Eventually, the national defense forces must be strengthened to prevent the provocative actions of North Korea and other threats by improving identification, sense of national security, and quality unlike the current outsourcing of the government, as well as emulating German GEBB or PMC, which utilizes social capital.

Development and Application of Robust Decision Making Technique Considering Uncertainty of Climatic Change Scenarios (기후변화 시나리오의 불확실성을 고려하기위한 로버스트 의사결정 기법의 개발 및 적용)

  • Climate change is expected to worsen the depletion of streamflow in urban watershed. In this study, we therefore considered the treated wastewater (TWW) use as an adaptation strategy and devised a framework to identify prioritized areas for TWW use. An integrated framework that includes hydrological factors as well as social and environmental components were employed to determine the criteria for decision making. Fuzzy theory was employed to consider the uncertainties in the climate change scenarios and the weights of the performance value. All alternatives were evaluated using the fuzzy TOPSIS method. In addition, statistical method and decision making methods under complete uncertainty were used for robust decision making. As a result, ranking the alternatives using the fuzzy TOPSIS method and robust approach such as maximin, maximax, Hurwicz and equal likelihood criterion mitigated the level of uncertainty and ambiguity in each alternative. The finding of this study can be helpful in prioritizing water resource management projects considering various climate change scenarios.

Effect of self-efficacy of middle-aged and elderly on the intention to use digital health devices: focusing on the difference between middle-aged and elderly (중고령자의 자기효능감이 디지털헬스기기 이용의도에 미치는 영향: 중장년층과 노년층 세대의 비교를 중심으로)

  • The purpose of this study was to investigate the relationship between the self-efficacy and intention to use for digital health devices by middle-aged and aged groups. We conducted the frequency analysis, T-test analysis, and linear regression analysis using the 2019 Korean Senior Technology Acceptance Survey. The analysis results are as follows. First, the group of the middle-aged had higher score of the intention to use for digital health devices than the group of the elderly. Second, the group of the middle-aged group also had higher self-efficacy than the group of the elderly. Lastly, it was found that the relationship between the self-efficacy and intention to use was not significant in the middle-aged group. However, the relationship between the self-efficacy and intention to use in the elderly group had a positive influence. We suggested that the differentiated strategy is needed to promote the utilization of digital health devices for middle-aged and aged. This study is expected to be a fundamental study of digital health devices and suggest the research model including the usefulness, ease of use, and anxiety.

  • On the point of data quality management, data quality is influenced by quality policy, quality organization, business process, and business rule. Business rules, guide of data manipulation, have effects on data quality directly. In case of building an integration database among distributed databases, defining business rule is more important because data integration needs to consider heterogeneous structure, code, and data standardization. Also data value has various figures depended on data type, unit, and transcription. Finally, database structure and data value problem have to be solved to improve data quality. For handling them, it is needed to draw database integration model and cleanse data in integrated database. NTIS(stands for National science and Technology Information Service) has an aim to serve users who need all information about national R&D by internet, and for that aim, it has a integrated database which has been made with several database sources. We prove that database integration model and data cleansing are needed to build a successful integrated database through NTIS case study.

  • This study was performed to study the factors appear to SMEs and how differently depending on the worker ranks at the convergence age. Additionally, numerous studies and results on the factors which affect the organization's performance was to individually different approach to integrated. Especially venture was divided by a factor of enterprises and transformational dynamics factors and commutative Dynamics factors and approaches in terms of the impact transformative dynamics of which factors are organizational commitment and job satisfaction. A transformational dynamism to the four factors were such as mission and strategy, CEO Leadership, Manager, leadership, organizational culture variables. The study was based on theoretical models of organizational development, Burke and Litwin (1992). They were classified as managers and production workers. By obtaining data from employees 630 people engaged in a total of nine manufacturers were analyzed. The average variable based on the organization's Burke and Litwin (1992) theory of transformational variables is one that Nana was aware of the organizational commitment, and job satisfaction. Correlation analysis transformational dynamics variables're having an impact on job satisfaction and organizational commitment, job position is found to have moderating effects.

Factors Related to Technological Pedagogical Content Knowledge(TPACK) of College Instructors: Focusing on the Epistemological Beliefs and the Social Support (대학 교수자의 테크놀로지 내용교수지식(TPACK) 관련 요인: 인식론적 신념과 사회적 지지를 중심으로)

  • Rapid growth of information and communication technology and changes in college student characteristics require for university instructors to diversify instructional improvement efforts. Technological Pedagogical Content Knowledge (TPACK) is a capacity that instructors need to build for making instructional design based on consolidated technology. Accordingly this study explores instructors' awareness of the importance and performance of TPACK and to inquire into their relationships with epistemological beliefs and social support as relevant factors through a survey carried out with 264 instructors. The study has shown that there is a significant difference between college instructors' awareness of the importance of TPACK and their awareness of its performance. Furthermore, it has shown that the awareness of importance and performance of TPACK is significantly related to the social support, and that among the sub-factors of the social support, significant influences are observed from the emotional support on their awareness of the importance of TPACK and from the informational support on their awareness of the performance of TPACK. These results provide fundamental data for measures to develop and support TPACK capacity of college instructors, suggesting that it requires a teaching support strategy to enhance social support for instructors above all things.

Creative Cultural Localization Ways and IT Market of the EU to Converge the Creative Industries (창조융합시장을 위한 유럽 연합 (EU)의 시장과문화적 지역특화방안)

  • Purpose - The ICT market in the EU is lagging behind that of the US; however, algorithm and software development within the EU have grown steadily, and they involve focusing on the creative cultural convergence conceptualized as part of Horizon 2020 and connecting neighboring markets in the EE and the Mediterranean region. It is essential to study the requirements to market the EU's creative ICT development in emerging industrial countries after examining its applicability in these countries. Research design, data, and methodology - This study deals with data pertaining to the EU's creative industry and competitive edge. The global cultural expansion of the EU facilitates a new concept involving not only low-cost IT products to enhance local cultural artifacts through R&D and the construction of efficient infrastructure services, but also information exchange with a realistic commercialization of the technology that can be applied for creative cultural localization. In the European industry, research on algorithms has been applied for the benefit of consumers. We investigated how the process is conducted in the EU. Results - Europe needs to adjust its economic structure to the local culture as part of IT distribution convergence. The convergence has been converted into a production algorithm with IT in the form of low-cost production. This is because there is an attempt to improve the quality of transport infrastructure, workforce availability, and the distribution of the distance to the local industries and consumers, using IT algorithms. Integrated into the manufacturing industry, based on the ICT infrastructure and solutions, smart localized regional clusters are formed with the help of grafting. Europe has own strategy to increase the number of hub-and-spoke cities. Europe is now becoming integrated, with an EPC system for regional cooperation rather than national competition in ICT technology. Europe has also been recognized in this study as changing the step-by-step paradigm for global competitiveness through new creative culture industries. Conclusions - As a result, there are several ways of converging with others through EU R&D intensity; therefore, the EU can be seen as successfully increasing marginal value, which is useful in developing a special industrial cluster or local cultural cities that create converged development by connecting people and objects with IT. In fact, when compared to the US, Europe has a strong culture and the car industries have a tendency to overshadow the IT industries with integration of services in IT distribution. Considering the rapid environmental changes, the convergence of IT services is likely to take place in Europe, similar to the pharmaceutical industry and the automotive industry. This requires a focus on human resources and automated systems management. The trend is to move away from low-wage industries, switched to key personnel centers of the local university-industry. EU emphasizes the creation of IT market demand in Europe involving local cultural convergence for marketing as the second step to strengthen the economic hub-and-spoke areas.

An Analysis on Perception of Korean University Students Learners on MOOCs (K-MOOC 대학생 수강자의 인식 분석)

  • This study is aimed to analyze university students' learning experiences in K-MOOC by conducting a survey of university students' perception of K-MOOC, who are the major users of K-MOOC. Also it intended to use them to develop a specific strategy for continued use of K-MOOC. The study was conducted on 155 university students who attending university course and experienced K-MOOC's course within a year. The survey was conducted on online and provided with multiple questions about sustainability and satisfaction. Also survey provided with a subjective items about reason of satisfaction and dissatisfaction with the K-MOOC, and expectation about the future K-MOOC. The analysis found that the main motivation for university students was the convenience of online learning, which was the highest in questions asking why they were satisfied. For reasons of dissatisfaction, the decrease in academic volition and lack of interaction, and the technical problems of K-MOOC system were pointed out. University students learners are expecting improvements in course content and K-MOOC system. Based on these results, this paper suggests instructional strategies to help K-MOOC university students for becoming lifelong learners of K-MOOC.

  • This study aims to establish a foundation for autonomous driving on campus and communication of abundant university information in the HCI environment in a VR environment where college freshmen can freely travel around campus facilities. The purpose of this study is to develop a three-dimensional VR-style campus tour system to establish a media environment to provide abundant university information guidance services to freshmen in non-face-to-face situations. This study designed a three-dimensional virtual reality campus tour system to solve the problem of discontinuity in which VR360 filming space does not lead to space like reality, and to solve many problems of expertise in VR technology by constructing an integrated production environment of tour system. We aim to solve the problem of inefficiency, which requires a large amount of momentum in virtual space, by constructing a GUI that utilizes the motion of the field of view focus. The campus environment was designed as a three-dimensional virtual reality using a three-dimensional graphic design. In non-face-to-face situations, college freshmen freely transformed the HMD VR device, smartphone, FPS operation mode of the gyroscope sensor. The design elements of the three-dimensional virtual reality campus tour system were classified as ①Visualization of factual experiences, ②Continuity of space movement, ③Operation, automatic operation mode, ④Natural landscape animation, ⑤Animation according to wind direction, ⑥Actual space movement mode, ⑦Informatization of spatial understanding, ⑧GUI by experience environment, ⑨Text GUI by building, ⑩VR360, 3D360 Studio Environment, ⑪Three-dimensional virtual space coupling block module, ⑫3D360-3D Virtual Space Transmedia Zone, ⑬Transformable GUI(VR Device Dual Viewer-Gyro Sensor Full Viewer-FPS Operation Viewer) and an integrated production environment was established with each element. It is launched online (http://vautu.com/u1) by constructing a GUI for free driving mode and college information screens to adapt to college life for freshmen, and designing an environment that can be used simultaneously by current media such as PCs, Android, and iPads. Therefore, it conducted user research, held a development presentation, a forum on excellence in university innovation support projects, and applied it as a system on the website of a particular university. College freshmen will be able to experience university information directly from the web and app to the virtual reality campus environment.

Dry Eyes and its Associated Factors in the elderly living in the community (지역사회 거주노인의 안구건조증 유병률과 관련요인)

  • This study aimed to identify the prevalence of dry eye, sleep disorder, depression and factors related to dry eye among the elderly living in the community. Study subjects were 149 elderly, 65 years of age or older from nearby people, acquaintances and community elderly-related centers that researchers could access. Data collection period was from June 1 to August 31, 2021. Data were analyzed by frequency, percentage, mean, standard deviation, ANOVA, χ2-test, and multiple logistic regression. The results showed that dry eyes in elderly people were statistically significant according to age (χ2=4.50, p=.034), occupation (χ2=7.14, p=.008), chronic diseases (χ2=6.59, p=.010), drugs (χ2=4.86, p=.027), eye surgery (χ2=6.02, p=.014), and sleep disorders (χ2=7.29, p=.007). Multiple logistic regression revealed that dry eyes were associated with sleep disorders (OR=2.45, 95% CI=1.17-5.13). Therefore, for the management and prevention of dry eyes in the elderly, there is a need for nursing intervention and strategy that can find the causes of sleep disorders and improve the quality of sleep.
