Development of Practical Investigation and Diagnosis Model in Rural Villages - Development of Empirical Diagnostic Indicators through Delphi Method - (농촌마을의 실증적 조사·진단기법 개발(I) - 델파이 설문조사를 통한 실증진단지표의 개발 -)

  • The purpose of this study is to develop the diagnostic indices system that can be applied to the evaluation of rural village level, because the indicators developed in many existing studies were mostly consisted of statistical data in higher level than rural villages as well as those were difficult to apply to rural village level empirically. In order to develop the empirical diagnostic indices system, which has 52 indices with 7 categories, this study not only classified the kind of rural village facility and the regional development project of government, but also surveyed the specialist opinion with Delphi method. Especially, this study standardized the all diagnostic indices with positive value to remove the indices with negative values. Finally, the results that the study applied the empirical diagnostic indices to the 15 sample villages of Jinan-gun and Cheongyang-gun showed that there was the applicability of the indices system in the village level.

Evaluation of the ODA Forest Cooperation Projects in Korea through Stakeholder and Visitor Survey - A Case Study of the Rumpin Seed Source and Nursery Center Projects in Indonesia - (이해관계자와 이용객 설문 조사를 통한 국내 ODA 산림협력사업 평가 연구 - 인도네시아 룸핀양묘장 사업을 대상으로 -)

  • It is essential that the evaluation of official development assistance (ODA) projects is conducted based on empirical research for the performance and improvement of the project. This study intended to quantitatively figure out the actual status and performance of ODA projects. The performance of the Rumpin Seed Source and Nursery Center project implemented by the KOICA was evaluated in items of relevance, efficiency, effectiveness, impact, sustainability, which are OECD Development Assistance Committee(DAC) evaluation criteria. From August 26, 2019 to August 29, 2019, a survey was conducted on 50 visitors and 54 stakeholders of the Rumpin Seed Source and Nursery Center. Through on-site survey, problems in the donation project and operation in Indonesia were identified and measures for improvement was grasped. As a result of the study, the value scored by OECD DAC evaluation criteria of the Rumpin Seed Source and Nursery Center project based on the Economic Development Cooperation Fund(EDCF) evaluation grade was evaluated as a very successful class in all items. The average score of the recognition question was 4.08 points for visitors and 4.08 points for stakeholders, and the average score for the satisfaction question was 4.37 points for visitors and 4.11 points for stakeholders, which were high overall in both groups. The main factor that affects the project awareness of the visitors was the fact that the Rumpin Seed Source and Nursery Center was created based on Korean technology, and it was confirmed that Indonesia's own items related to similar projects had a great influence on the project satisfaction. In the case of stakeholders, project support in Korea affected their recognition, and it was found that relevance, efficiency, effectiveness items had the greatest impact on the level of project satisfaction of stakeholders derived from the DAC individual evaluation results. Efforts are required to increase the main factors by reflecting the results of each item and to preserve and maintain the project. This study is significant in determining the performance of the ODA project based on empirical data, and it is believed that it can be used as basic data for supplementing and strengthening the project in the future.

  • Various evaluation systems using simulators have been adopted widely for the purpose of training and examination, including marine engineering education area. This paper suggests a PC based evaluation scoring system for simulators where the operation ability of machineries and background knowledges of trainees or examinees are able to be assessed relatively. The scores are based on the 100 point resulted from their responses for a given evaluation scenario under a PID tuning simulation. The mistakes they make during the operation time are integrated firstly to get error sum, and the error sum is transformed secondly to 100 point score according to a formula where the knowledge level of examinee's groups can be compensated and considered reasonably. The implementation result of evaluation system for the given control loop is described and analyzed to show the effectiveness of the suggested configuration as an evaluation tool.

Development of Functional Suitability Evaluation Measure of DRM Software (DRM 소프트웨어의 기능적합성 평가 척도의 개발)

  • DRM software should conform completeness, correctness and appropriateness for the related function to protect digital right properly. Therefore, the systematization of functionality evaluation method based on the related standard is essentially required. In this paper, based on the software quality standard, I intended to construct a model to measure the quality about functionality including suitability, accuracy and interoperability of DRM software. To this, we developed functional suitability evaluation model by analyzing infra-technology of DRM software and quality requirements about functional suitability. I think that through this study, functionality criteria to enhance the quality level of DRM software. Through the accumulation of future evaluation practices, it is necessary to improve the suitability and validity of the DRM software functional suitability evaluation model.

  • Lately, the demand for data standardization become increased to obtain various data jointly along with development of information technology and diversity of society. Thus the research on tile definition and evaluation of data quality indicating accuracy and confidence of geospatial data, is required for this standardization. In this study, by virtue of comparison of definitions and evaluation methods of data quality element being selected from representative countries, the following results were obtained: (1) Application of ISO/TC211's Draft having accepted evaluation standard to KSDTS(Korea Spatial Data Transfer Standard) is desirable for definitions of data quality elements. (2) This study presented the quality evaluation of much more resonable geospatial data accompaning with quality element. Furthermore, this study suggests that this evaluation be applicable to KSDTS and be contained in the digital map product specification of National Geography Institute with more clearness of a report form of data quality evaluation result. (3) Studies on various sampling methods, establishment of AQL(Acceptable Quality Level) suitable for our country, and computer programming which can rapidly and automatically evaluate mass much of data are required.

A Study on Evaluation and Prioritization Process of Wastewater Reuse Alternative in Watershed Level (유역차원의 하수처리수 재이용 대안평가와 우선순위 결정과정에 관한 연구)

  • This study aims to show the feasibility of wastewater reuse through hydrological analysis and propose a framework for planning using multi-criteria decision making technique. Ten alternatives of wastewater reuse (BOD: 3.0 mg/L & 4.7 mg/L) and two references in the urban watershed were considered and analyzed by using Hydrological Simulation Program in Fortran (HSPF). Though wastewater reuse has a positive effect on water quantity, it may degrade the water quality due to the high discharge concentration. This study showed that wastewater reuse can be a great alternative for the rehabilitation of distorted water cycle, if the quality is improved up to the natural streamflow and the quantity is increased up to the instreamflow requirement. In addition, to determine the project priority, three criteria were compared: 1) impacts on water quantity and water quality, respectively, 2) consideration of present hydrologic vulnerabilities on water quantity and quality and not, and 3) social and economic considerations and not. From the performance values to all criteria, the specific ranking can be derived and the feasibility of each wastewater reuse project can be checked with the comparison of the existing facilities. As a result, DJ and DR were derived to become effective in any evaluation conditions while SS and WG were improper alternatives if various criteria were considered. The decision making for project prioritization must be careful with the consideration of various impacts of wastewater reuse because the evaluation of wastewater reuse alternative showed very different priorities for each criteria.

  • In recent, Information Technology(IT) is the biggest issue on the world at large including construction industry as core strategic means for reinforcing competitive power of company and nation and raising its effectiveness. However, CEO of each finn is deferring IT investment decision because there's no case to measure real value of IT and confidence to economic effect of information system. IT Evaluation will be so helpful that most construction finns make a plan of IT investment. and it is necessary to achieve their management goal and have the maximum of firm's value with the usage of IT system. Therefore, The purpose of this research is to promote the increase of IT investment and the improvement of the standard in IT with the development of IT evaluation system to be monitoring IT level continually.

A Study on the Development of Eco-cultural City Evaluation Indicator Using AHP(Analytic Hierarchy Process) (AHP를 활용한 생태문화도시 평가지표 개발 연구)

  • This study was conducted to develop detailed evaluation indicator as a way for evaluating sustainable urban ecosystem health focused on ecological urban elements from an eco-cultural point of view after the appearance of Eco-cultural City to meet various needs. And this study was also conducted to search for ways to utilize the detailed evaluation indicator like institutionalization. Eco-cultural City was defined as a city where ecological environment and cultural environment coexist and was aimed to derive applicable planning indicators in Korea. For this, FGI was executed, planning indicators were derived, and suitability was examined. The weights were calculated based on the selected indicators through AHP expert survey. After getting the result of FGI, experts reviewed the adequacy of definition from Eco-cultural City and its necessity, and the applicability of planning indicators was examined with evaluation of suitability. As a result of evaluating suitability, it was judged that 41 indicators based on an overall average of 4 areas were relatively high on suitability and also important among sectors. As for the analysis result, the priority order in multistage classification was as followed : harmony between human and environment(B) 0.349, environmental resources(A) 0.266, city environment and quality of culture(C) 0.208, and role division and citizen participation(D) 0.177. In the second level of relative importance, environment protection and infra in the role and citizen participation section was the highest, 0.449, harmonization policy and system in calculating weights was the highest.

Evaluation of measurement uncertainty for quantitative determination of chlorite and chlorate in fresh-cut vegetables using ion chromatography

  • This study aimed to evaluate the measurement uncertainty for the quantitative determination of chlorite and chlorate in ready-to-eat fresh-cut vegetables using ion chromatography with a hydroxide-selective column. One gram of the homogenized sample in deionized water was sonicated and centrifuged at 8,500 rpm. The supernatant was purified by passing it through a Sep-Pak tC18 cartridge, followed by chromatographic determination using a Dionex IonPac AS27 column. The linearity of the calibration curves, recovery, repeatability, and reproducibility of the method were satisfactory. The method detection limit was estimated to be approximately 0.5 mg/kg. Each uncertainty component was evaluated separately, and the combined and expanded uncertainty values were calculated at the 95% confidence level. The measured concentrations for 3 mg/kg of chlorite and chlorate standard materials were $3.18{\pm}0.32$ and $3.10{\pm}0.42mg/kg$, respectively. These results confirmed the reliability of the developed method for measuring the two chlorine-based oxyanions in fresh-cut vegetables.

Development of an Integrated Evaluation Method for National Protected Areas Based on Aichi Biodiversity Target 11 (아이치 생물다양성 목표 11에 기초한 국가 보호지역의 통합 평가 체계 개발)

  • This study presents an integrated evaluation method to assess the level of achievement of quantitative expansion goals and qualitative improvement goals based on the Aichi Biodiversity Target 11 for quantitatively expanding and qualitatively improving national protected areas. The quantitative evaluation indicators for national protected areas are the percentage of terrestrial and inland water areas protected and the percentage of marine and coastal areas protected. The quantitative evaluation indicators for national protected areas are selected as 6 indicators: 1) ecologically important areas, 2) ecological representativeness, 3) management effectiveness, 4) connectivity, 5) social equity and 6) integration. Ecologically important areas are an indicator which evaluates how many areas of particular importance for biodiversity and ecosystem services are included in national protected areas. Ecological representativeness is to assess how well national protected areas represent the ecosystem. Management effectiveness is an indicator which evaluates how effectively national protected areas are conserved and managed, and connectivity is an indicator to assess how well national protected areas are connected. Social equity is evaluating how equitably national protected areas are managed and the integration is assessing how much national protected areas are integrated into the wilder landscape and seascape. This study is significant in that it provides a perspective of qualitative improvement as well as quantitative expansion of national protected areas for biodiversity conservation through accurately understanding Aichi Biodiversity Target 11.
