  • The objective of the study is to verify the discriminatory power of valuation indexes in predicting IT small and medium sized manufacturing firms' going concern or firms' failure. The result of the study is expected to be useful in loan evaluation, investment decision, internal management decision making and business improvement. The results of study is as follows. First, we find that at least six valuation index elements are significant ex-ante variable which are discriminating between firms' going concern and firms' failure in IT small and medium sized manufacturing firms in various analysis' results. Second, these index elements are composed of 2 indexes-the ability of technology R&D, the efficient strategy of market penetration and six index elements explain 46% of the total variance. This explainable power of these indexed is similar to that of the existing 16 index elements. Finally, we find that the most important success factor of IT small and medium sized manufacturing firms are the ability of technology R&D and the efficient strategy of market penetration.

  • A variety of approaches are being applied to improve the existing ex-ante evaluation by expert panels in publicly funded R&D. While the objective evaluation criteria are constantly being improved to screen and select the superior projects, alternative approaches such as random prioritization and logical modeling are also underway to overcome the conservative bias of reviewers and to secure disruptive innovation. This study intends to find critical implications for ex-ante evaluation of public R&D system from the comparison of Indonesia and Korea. For the comparative analysis, literature review and expert in-depth interviews are conducted on the national R&D system and the selection evaluation process. In Korea, the selection criteria of projects are legally promulgated for establishing an objective evaluation system, and at the program level, the major considerations in the planning process are specified by Presidential Decree. On the other hand, while Indonesia conducts R&D in 47 strategic fields largely by public research institutes (PRI) based on the non-competitive government contributions. This study draws out implications of institutionalizing the planning process at the level of program, and of increasing the ratio of contract-based competitive funding at the level of project in the national R&D portfolio.

  • In general, researchers, policymakers, and practitioners consider innovation by producers as a primary mode in a market economy. However, the recent research has shown that some of the most important, novel products and processes have been developed by users-both user firms and individual end-users. According to von Hippel [1988], he found that they were the developers who made about 80 percent of the most important scientific instrument innovations as well as the major innovations in semiconductor processing. In this research, we conducted grounded research on user-led innovation at the corporate-level. Also, we analyzed the train development project (SR000) of Seoul Metropolitan Rapid Transit Corporation (SMRT). We focused on identifying the success factors of user-led innovation, and development process.

  • Recent years have seen an intensified discussion in many OECD countries about the role and mission of public research in the innovation system. This discussion takes place in quite specific national contexts, but should benefit from international experience. However, whereas voluminous literatures address the changing governance methods, organizational forms and missions of universities, much less attention has been devoted to developing a common understanding of the challenges faced by non-university public research institutions. The main goals of this paper is to contribute to clarifying the nature of these challenges, outlines possible policy answers and draws some implications for Korea. In the first section, the paper uses available internationally comparable indicators to review trends in the contribution of government research institutes (GRIs) to R&D and innovation activities. In the second section, the paper identifies the current major changes in the dynamics of innovation that may call for further adjustments in the positioning, organization and steering of public research institutes. Finally, the paper outlines some strategic objectives and orientations for the reform of public research institutes as part of the broader agenda of the Korean innovation strategy.

  • Although the telecommunications service industry has become a basic infrastructure component of the information and communication technology (ICT) industry, it is now losing its reputation as a cash cow due to achieving a saturation of service subscribers, especially in South Korea. With the exception of improving network speeds, network operators are experiencing difficulties in creating new innovations. Therefore, new innovations for the telecommunications service industry should be identified in conjunction with government policies for industry promotion. To examine the innovative capabilities of a specific industry, innovation system theories were used as a framework for research. However, existing innovation systems are limited with regard to explaining the openness of relationships and user participation which are general properties of the ICT industry. Moreover, as sources of innovative activity, additional values such as financial support and collaboration are more appropriate. This study presents a new innovation system based on innovation values. We analyze the telecommunications service industry and prioritize the importance of telecommunication policies within South Korea. An in-depth interview with experts based on the innovation system framework is conducted first. Next, innovation factors derived from the interview are applied within an analytic hierarchy process (AHP), leading to a prioritization of innovation factors for the telecommunications service industry.

  • International marketing, which is target market that overseas market is differ from environments and given conditions with a domestic market, is infinite variety shape of market as well as is differ from language, customs, sales habit, structure of market, and system of law, is changing dynamically. It is very difficult to develop, maintain and enlarge this market without practice of efficient sales promotion. But, majority of corporations in a country cannot recognize the importance of this, actually, they had been doing marketing by rule of thumb. So corporations of our country have to pass over simply importing and exporting, they have to promote international marketing strategy with an eye for a long period including technology and sales practice. • TOEM strategy is widely used in Japan and Korea because of the diverse advantages such as cost sharing, technology transfer, equipment lease and base technology acquisition between parent company and OEM supplier. There are, however, some disadvantages that (1)OEM suppliers are likely to be reactive to environmental changes and (2) may have difficulty in building competitive position and long-term growth. When the parent company relocates its plant to foreign countries to achieve lower labor cost or to enhance value added this change will affect directly the OEM supplier's outcome. The parent company's divestiture from existing businesses will also affect the OEM supplier. For the OEM supplier to survive in face of these strategic changes it must enter the new countries with the parent company. Alternatively, the OEM supplier must actively diversify its technologies based on its core capabilities of existing product and process technologies and seek new business arenas. The strategy of aligning its businesses with the parent company's new business strategy allows the OEM supplier to share the new market while it requires the OEM supplier to develop core capabilities. In Korea many small and medium sized OEM suppliers are dependent on a few large companies. For the industry structure in Korea where industry concentration is extremely high OEM suppliers should move away from the past strategy, where they are dependent on the parent company's low profitability businesses. They should actively enter new businesses for which parent companies enter to achieve long-term growth.

  • Korea has increased R&D investment continuously for the improvement of global technological competencies. Korea ranked first in the world with 4.15 percent in the ratio of R&D investment to GDP. In particular, the private sector occupies a crucial position of technological innovations in Korea, constituting 78.5% of total R&D investment. However, quantitative growth strategy is no longer effective, so efforts to enhance efficiency by upgrading qualitative level are badly needed. This paper studied methods for improving firms' business performance. For this, it tried to empirically verify technology strategy and technology planning capability's influence factors on the improvement of business performance. The study showed that technology strategy and technology planning activities have positive effects on the improvement of business performance. And it was revealed that coordination flexibility contributes to the enhancement of business performance by positively controlling technology planning activities. The study performed sample survey on the companies with R&D centers and multiple regression analysis and quantile regression were used for the analysis.

  • The environment of Information and Telecommunication industry has rapidly changed. This is leading the growth of the world economy. Because of the characteristic of the information and communication, the standardization plays a important role in this market. The company that owns the standardization in its industry has dominant power like Microsoft in personal computer software, and Qualcomm in digital cellular phone system. Therefore, to take advantage of this standardization power, it is important to find which technology will be set up as a new standard. This paper presents how to capitalize the standardization as a market strategy. To perform this strategy, we take two steps. The first step is to strategically choose the most important technology or service which would lead the information and telecommunication market. We used modified AHP(Analytic Hierarchy Process) to set the priorities among the various standard related technologies and services, We interviewed with the information and telecommunication experts to find out some criteria and the weights of them. The second step is to select the standard to realize the technology. Actually, this is very hard to decide which technology we should select, because there are lots of alternative standards to develop the technology. In this step, we use a strategic framework for choosing the standard. This framework provides how the research institution and company do to get a maximum benefit from the standardization strategy, Finally, we applied these to Korea's situation simply in order to show how to take advantage of the framework.
