To consider the effects of the increasing speed of next-generation high-speed trains, the existing traffic safety code for railway bridges needs to be improved. This study suggests a numerical method of evaluating the new effects of this increasing speed on railway bridges. A prestressed concrete (PSC) box bridge with a 40 m span length on the Gyeongbu track sector is selected as a representative example of high-speed railway bridges in Korea. Numerical models considering the inertial mass forces of a 38-degree-of-freedom train and the interaction forces with the bridge as well as track irregularities are presented in detail. The vertical deflections and accelerations of the deck are calculated and compared to find the new effects on the bridge arising with increasing speed under simply and continuously supported boundary conditions. The ratios between the static and dynamic responses are calculated as the dynamic amplification factors (DAFs) under different running speeds to evaluate the traffic safety. The maximum deflection and acceleration caused by the running speed are indicated, and regression equations for predicting these quantities based on the speed are also proposed.
This experimental study investigates the effectiveness of applying carbon fiber reinforced polymer (CFRP) jackets for the retrofit of short reinforced concrete (RC) columns with inadequate transverse reinforcement and stirrup spacing to longitudinal rebar diameter equal to 12. RC columns scaled at 1/3, with round and square section, were subjected to axial compression up to failure. A damage scale is introduced for the assessment of the damage severity, which focusses on the extent of buckling of the longitudinal rebars. The damaged specimens were subsequently repaired with unidirectional CFRP jackets without any treatment of the buckled reinforcing bars and were finally re-tested to failure. Test results indicate that CFRP jackets may be effectively applied to rehabilitate RC columns (a) with inadequate transverse reinforcement constructed according to older practices so as to meet modern code requirements, and (b) with moderately buckled bars without the need of previously repairing the reinforcement bars, an application technique which may considerably facilitate the retrofit of earthquake damaged RC columns. Factors for the estimation of the reduced mechanical properties of the repaired specimens compared to the respective values for intact CFRP-jacketed specimens, in relation to the level of damage prior to retrofit, are proposed both for the compressive strength and the average modulus of elasticity. It was determined that the compressive strength of the retrofitted CFRP-jacketed columns is reduced by 90% to 65%, while the average modulus of elasticity is lower by 60% to 25% in respect to similar undamaged columns jacketed with the same layers of CFRP.
Last 50 years there were a lot of space subjects launched by space activities of many states and these activities also had created tremendous, significant space debris contaminating the environment of outer space. The large number of space debris which are surrounding the earth have the serious possibilities of destroying a satellite or causing huge threat to the space vehicles. For example, Chinese anti-satellite missile test was conducted by China on January 11, 2007. As a consequence a Chinese weather satellite was destroyed by a kinetic kill vehicle traveling with a speed of 8 km/s in the opposite direction. Anti-satellite missile tests like this,contribute to the formation of enormous orbital space debris which can remain in orbit for many years and could interfere with future space activity (Kessler Syndrome). The test is the largest recorded creation of space debris in history with at least 2,317 pieces of trackable size (golf ball size and larger) and an estimated 150,000 debris particles and more. Several nations responded negatively to the test and highlighted the serious consequences of engaging in the militarization of space. The timing and occasion aroused the suspicion of its demonstration of anti-satellite (ASAT) capabilities following the Chinese test of an ASAT system in 2007 destroying a satellite but creating significant space debris. Therefore this breakup seemed to serve as a momentum of the UN Space Debris Mitigation Guidelines and the background of the EU initiatives for the International Code of Conduct for Outer Space Activities. The UN Space Debris Mitigation Guidelines thus adopted contain many technical elements that all the States involved in the outer space activities are expected to observe to produce least space debris from the moment of design of their launchers and satellites until the end of satellite life. Although the norms are on the voluntary basis which is normal in the current international space law environment where any attempt to formulate binding international rules has to face opposition and sometimes unnecessary screening from many corners of numerous countries. Nevertheless, because of common concerns of space-faring countries, the Guidelines could be adopted smoothly and are believed faithfully followed by most countries. It is a rare success story of international cooperation in the area of outer space. The EU has proposed an International Code of Conduct for Outer Space Activities as a transparency and confidence-building measure. It is designed to enhance the safety, security and sustainability of activities in outer space. The purpose of the Code to reduce the space debris, to allow exchange of the information on the space activities, and to protect the space objects through safety and security. Of the space issues, the space debris reduction and the space traffic management require some urgent attention. But the current legal instruments of the outer space do not have any binding rules to be applied thereto despite the incresing activities on the outer space. We need to start somewhere sometime soon before it's too late with the chaotic situation. In this article, with a view point of this problem, focused on the the Chinese test of an ASAT system in 2007 destroying a satellite but creating significant space debris and tried to analyse the issues of space debris reduction.
The Korean economy has achieved continuous economic growth for the past several decades thanks to the government's export strategy policy. This increase in exports is playing a leading role in driving Korea's economic growth by improving economic efficiency, creating jobs, and promoting technology development. Traditionally, the main factors affecting Korea's exports can be found from two perspectives: economic factors and industrial structural factors. First, economic factors are related to exchange rates and global economic fluctuations. The impact of the exchange rate on Korea's exports depends on the exchange rate level and exchange rate volatility. Global economic fluctuations affect global import demand, which is an absolute factor influencing Korea's exports. Second, industrial structural factors are unique characteristics that occur depending on industries or products, such as slow international division of labor, increased domestic substitution of certain imported goods by China, and changes in overseas production patterns of major export industries. Looking at the most recent studies related to global exchanges, several literatures show the importance of cultural aspects as well as economic and industrial structural factors. Therefore, this study attempted to develop a forecasting model by considering cultural factors along with economic and industrial structural factors in calculating the import volume of each country from Korea. In particular, this study approaches the influence of cultural factors on imports of Korean products from the perspective of PUSH-PULL framework. The PUSH dimension is a perspective that Korea develops and actively promotes its own brand and can be defined as the degree of interest in each country for Korean brands represented by K-POP, K-FOOD, and K-CULTURE. In addition, the PULL dimension is a perspective centered on the cultural and psychological characteristics of the people of each country. This can be defined as how much they are inclined to accept Korean Flow as each country's cultural code represented by the country's governance system, masculinity, risk avoidance, and short-term/long-term orientation. The unique feature of this study is that the proposed final prediction model can be selected based on Design Principles. The design principles we presented are as follows. 1) A model was developed to reflect interest in Korea and cultural characteristics through newly added data sources. 2) It was designed in a practical and convenient way so that the forecast value can be immediately recalled by inputting changes in economic factors, item code and country code. 3) In order to derive theoretically meaningful results, an algorithm was selected that can interpret the relationship between the input and the target variable. This study can suggest meaningful implications from the technical, economic and policy aspects, and is expected to make a meaningful contribution to the export support strategies of small and medium-sized enterprises by using the import forecasting model.
Recently, the Sub-Committee on SDC (Ship Design and Construction) of IMO have discussed actively the technical issues associated with the second-generation intact stability criteria of ships. Generally, second generation intact stability criteria refer to vulnerability five modes ship stability which occurs when the ship navigating in rough seas. As waves passes the ship, dynamic roll motion phenomenon will affect ship stability that may lead to capsizing. Multi-tiered approach for second generation of intact stability criteria of IMO instruments covers apply for all ships. Each ship is checked for vulnerability to pure loss of stability, parametric roll, and broaching/surf-riding phenomena using L1(level 1) vulnerability criteria. If a possible vulnerability is detected, then the L2(level 2) criteria is used, followed by direct stability assessment, if necessary. In this study, we propose a new method to verify the criteria of the surf-riding/broaching mode of small ships. In case, L1 vulnerability criteria is not satisfied based on the relatively simple calculation using the Froude number, we presented the calculation code for the L2 criteria considering the hydrodynamics in waves to perform the more complicated calculation. Then the vulnerability criteria were reviewed based on the data for a given ship. The value of C, which is the probability of the vulnerability criteria for surf-riding/broaching, was calculated. The criteria value C is considered in new approach method using the Froude-Krylov force and the diffraction force. The result shows lower values when considering both the Froude-rylov force and the diffraction force than with only the Froude-Krylov force was considered. This difference means that when dynamic roll motion of ship, more exact wave force needs considered for second generation intact stability criteria This result will contribute to basic ship design process according to the IMO Second-Generation Intact Stability Criteria.
Since the Northridge earthquake (1994) and Kobe earthquake (1995), the concept of performance-based design has been actively introduced to design major structures and buildings. Recently, the seismic design code was established for fire protection facilities. Therefore, the important fire protection facilities should be designed and constructed according to the seismic design code. Accordingly, uniform hazard spectra (UHS), with annual exceedance probabilities, corresponding to the performance level, such as operational, immediate occupancy, life safety, and collapse prevention, are required for performance-based design. Using the method of probabilistic seismic hazard analysis (PSHA), the uniform hazard spectra for 5 major cities in Korea with a recurrence period of 500, 1,000, and 2,500 years corresponding to frequencies of (0.5, 1.0, 2.0, 5.0, 10.0)Hz and PGA, were analyzed. The expert panel was comprised of 10 members in seismology and tectonics. The ground motion prediction equations and several seismo tectonic models suggested by 10 expert panel members in seismology and tectonics were used as the input data for uniform hazard spectrum analysis. According to sensitivity analysis, the parameter of spectral ground motion prediction equations has a greater impact on the seismic hazard than seismotectonic models. The resulting uniform hazard spectra showed maximum values of the seismic hazard at a frequency of 10Hz and also showed the shape characteristics, which are similar to previous studies and related technical guides for nuclear facilities.
This study deals with the design and development of imaging optics having 24mm focal length for MWIR ($3{\sim}5{\mu}m$) with two symmetrical lenses facing each other. We used CodeV in our optical design, and we performed the optimization process to have the resolution and angle of view satisfying the user's requirements. The materials of lenses were limited to two types, including KCIR035 with a refractive index of 1.7589, developed in Korea. The optical system designed in this way consists of two aspherical lenses made of KCIR035 material having the same shape and one spherical lens made of Si. Here, the arrangement of the two aspherical lenses is characterized by having a symmetrical structure facing each other. And this optical system has a resolution of MTF value of 0.35 or more at a line width of 20 lp / mm. Therefore, it is considered that this optical system has the capability to be applied to a thermal imaging camera using a $206{\times}156$ array MWIR detection device having a pixel size of $25{\mu}m$.

In order to prevent major and chemical accidents, some of the plants which would like to install and operate hazard chemicals handling facilities must submit Off-site Consequence Analysis due to recent arisen leak accidents since 2015. A lot of chemical industrials choose gas detectors as mitigation equipment to early detect gas vapor. The way of placement of gas detectors has two methods; Code-based Design(CBD) and Performance-based Design. The CBD has principles for gas detectors to be installed with consideration for the place that is expected to accumulate gas, and the leak locations according to legal standards and technical guidelines, and has a possibility to be unable to detect by these rules to locate gas detectors by vapor density information. The PBD has two methods; a Geographic Method and Scenario based Method. The Scenario-based Method has been suggested to make up for the Geographic Coverage Method. This Scenario-based Method draw the best optimum placement of gas detectors by considering leak locations, leak speed information, leak directions and etc. However, the domestic placement guidelines just refers to the CBD. Therefore, this study is to compare existing placement location of gas detectors by the domestic CBD with placement locations, coverages and the number of gas detectors in accordance with the Scenario-based Method. Also this study has measures for early detecting interest of Vapor Cloud and suitable placement of gas detectors to prevent chemical accidents. The Phast software was selected to simulate vapor cloud dispersion to predict the consequence. There are two cases; an accident hole size of leak(8 mm) from API which is the highst accident hole size less than 24.5 mm, and a normal leak hole size from KOSHA Guide (1.8 mm). Detect3D was also selected to locate gas detectors efficiently and compare CBD results and PBD results. Currently, domestic methods of gas detectors do not consider any risk, but just depend on domestic code methods which lead to placement of gas detectors not to make personnels recognize tolerable or intolerable risks. The results of the Scenario-based Method, however, analyze the leak estimated range by simulating leak dispersion, and then it is able to tell tolerable risks. Thus it is considered that individuals will be able to place gas detectors reasonably by making objectives and roles flexibly according to situations in a specific plant.

Long subsea tunnel to be built below the seabed, as compared to the general railway tunnel, is subject to many restrictions in terms of spatial limitation when vertical or inclined shafts are built for the purpose of ventilation and fire safety. So, the construction of some artificial island is required to provide ventilation. But, because of construction difficulty and cost increase, it is necessary to minimize the artificial island construction. The longer ventilation distance is, the more fresh air requirement is needed. When supply airflow becomes excessive, duct size is restricted by the limitations of structure clearance and fan pressure and power increase exponentially. Therefore, in order to build a long subsea tunnel, it is necessary to overcome these practical problems and to develop technical solution that can keep the comfortable condition of tunnel environment during construction. In this study, as on ventilation method development suitable for long subsea tunnel, through comparison of temporary ventilation capacity calculation methods during construction phase, domestic and abroad, the application of Swiss SIA 196 code is found suitable for long subsea tunnel. And, through experiment on leakage of the duct connector, we confirmed that the leakage ratio per 100 m of domestic duct connection type is between 1.5~3.0%. Based on S-class duct of SIA 196 code, ventilation distance is 10.2 km, So, ventilation distance can be longer if duct connection method is improved. So, we confirmed that the improvement of leakage ratio is key issue in the construction-phase ventilation of long subsea tunnel.

It is urgent in the context of the Fourth Industrial Revolution that students become creative and integrative thinkers. In this vein, in the last few years, drawing upon constructivism as an innovative learning paradigm, new coding curricula using MIT's Scratch have been introduced in the number of countries to enhance computational thinking (CT). However, constructivism encouraging collaborative and active learning may not be explicitly utilized in instructional design focusing mainly on learning to code as technical skills - some of which exist today in large numbers of school and after-school code activities. To respond to such a misleading way of developing CT through coding, the present study aims to propose the benefits of CT self-assessment rubrics for primary pre-service teachers within a CT course entitled "Problem Solving by Computational Thinking". Our findings show how meaningful collaborative CT self-assessment in a group impacts their learning of CT. We end this paper with the discussion of implications of our findings for CT assessment towards a new paradigm in education.
