In the conduct of this study, a web-enabled healthcare system for the management of hypertension was implemented through a hyperlink-based inference approach. The hyperlink-based inference platform was implemented using the hypertext capacity of HTML which ensured accessibility, multimedia facilities, fast response, stability, ease of use and upgrade, and platform independency of expert systems. Many HTML documents, which are hyperlinked to each other based on expert rules, were uploaded beforehand to perform the hyperlink-based inference. The HTML documents were uploaded and maintained automatically by our proprietary tool called the Web-Based Inference System (WeBIS) that supports a graphical user interface (GUI) for the input and edit of decision graphs. Nevertheless, the editing task of the decision graph using the GUI tool is a time consuming and tedious chore when the knowledge engineer must perform it manually. Accordingly, this research implemented an automatic generator of the decision graph for the management of hypertension. As a result, this research suggests a methodology for the development of Web-enabled healthcare systems using the hyperlink-based inference approach and, as an example, implements a Web-enabled healthcare system for hypertension, a platform which performed especially well in the areas of speed and stability.

The biggest change in the field of coastal ship safety control since the accident of passenger ship Sewol has been the introduction of the maritime safety supervisor system. With its introduction, the safety control system in coastal passenger ships was changed from consisting of operation managers and marine police to operation managers and a newly-introduced maritime safety supervisor. The safety control system for coastal cargo ships was also converted from relying on ship inspection officers to having a maritime safety supervisor and ship inspection officers. However some negative elements have surfaced due to confusion related to the scope of work in the coastal cargo shipping field. These have been caused by dividing the supervisory agency, a lack of work continuity given non-permanent public official status, low supervisor qualifications overlooking reality, and limitations of the order for improvement to secure seaworthiness. It is essential that the maritime safety supervisor system be solidified to reinforce coastal ship safety control. Therefore, systematic safety control in the coastal cargo shipping industry should be conducted by a single, integrated government agency, and the area covered by the order for improvement to secure seaworthiness should be extended. Also limitations of the supervisor recruitment system due to non-permanent public official status should be simultaneously improved. In addition, it is necessary to upgrade supervisor qualifications to require experience with surveyors of international class, ship captains, and chief engineers.

Objectives: The purpose of this study is to examine the current status of Korean medicine health technology assessment and explore realistic plans to activate it. Methods: We investigated all the applications for new health technology assessment related to Korean medicine from 2007 to 2016. The several expert meetings were held to draw out the barriers and improvement strategies of the new health technology assessment of Korean medicine field. Results: There were 31 cases in total except for duplications or reapplies falling into 3 main types. First, 19 of them were to try to enter a medical market and be covered by National Health Insurance. Eight cases were to apply western medicine technology as new health technology in Korean medicine area. The rest was 4 cases, which were totally not appropriate for the purpose of new health technology assessment system. According to the expert opinion, the obstacles of activation in new health technology assessment of Korean medicine were application of unstandardized technology, lack of understanding and experience, lack of clinical trial supporting system for Korean medicine, lack of committee members within the nHTA(new Health Technology Assessment) review board, ambiguous definition of medical practice and sharp conflict between western medicine and Korean medicine. Conclusions: Several suggestions were derived. First of all, to activate Korean medicine in the nHTA system, the existing system should be used sufficiently, and multifaceted efforts are needed to upgrade the system, if necessary. Also, self-help efforts, Korean medicine clinical trial supporting system and increasing R&D investment, establishing extra-committee for Korean medicine in nHTA could be needed. Finally, long-term strategy for improving collaboration between Korean medicine and western medicine should be considered.

In this paper, the basic design of the electric hydraulic sliding deck system was developed to develop the electric hydraulic sliding deck which can easily upgrade the loading and unloading of the agricultural machinery by modifying the load of the existing 5ton cargo truck. Through the kinematic analysis, The length and structure of the specimens were designed and the materials were selected for safety and economical efficiency through structural analysis. For the basic design of the sliding deck system, we surveyed the agricultural machinery to be transported and selected necessary elements. And have devised a system using a hydraulic cylinder that can meet selected factors. Through the simplified modeling and kinematic diagram, the operating structure of the sliding deck system was grasped and the minimum length and structure of the sliding deck were devised, In order to select the sliding deck material satisfying, four representative materials used in the automobile structure were selected. Selected the parts to be analyzed and compared the stresses and deformation amounts according to the material under the conditions of maximum load through simplified modeling. As a result, SS41P material was used to reduce the unit cost and to achieve safety. The winch system was designed and applied for moving up and down of the farm machinery which can not be operated.
This study aims to analyze ordinance in a local government for the improvement of the preferential purchasing system of products manufactured by disabled. So, This study analyze 44 ordinance of a local government. The results of this study were as follows. First, 44 local governments enacted the ordinance(rate was 18.1%). Second, Most of the local governments suggest purpose of ordinance, agency of application, establishment of support plan, request of purchase cooperation, duty of purchase promotion. But there are not suggest other items in many ordinance. In particular, Duty of local government president is specified only 30(rate was 68.1%). Third, The municipal ordinance conflicting with the upper laws and regulation. Forth, The Council for the promotion of the preferntial purchasing system of products made by disabled upgrade to an advisory organization including professor, expert, disabled. Fifth, The sales routes of products need to be extended from the public agency to private companies for Preferential purchasing in affirmative action. In order that the Preferential purchasing system will not be a nominal law, the government should show active willingness about monitoring of local government.

The safety management of the emergency exit, by directly related to the $civil^{\circ}$Øs dead in the fire situation, have limited by which the fire station take the on-side and control-centered way of business processing, it is expect to the effects in which the citizen have to concern and to take part. From 2010 years in the back-ground, it is operated nationally the report and reward system on an illegal behavior of the emergency exit, it is happened to the unfit operating situation in the mission and direction of the system up which the exit paparazzi act with intent to receive the reward payments. The study suggests solution through analyzing the illegal emergency exit operation result of sixteen counties and the Seoul metropolitan from year 2010 to 2011. Firstly, the report destination is adjusted to the multiple use establishments and the large-scale multiple use facilities over the limit level is limited under five times the report events of the same people in the minor endorsement. And the fine incomes should be invested to the disaster prevention acting related with the exit. Secondly, for upgrade of the report accuracy, a reporter is received the possible information for the confirmation of an illegal act, has become to lead the pre-monitoring act which the reporter is can to take the safety education and to guide the information about season and vulnerable business location. This paper presents a novel concept of Disaster Prevention Design (DPD) and its derived subjects and topics for the safety of folk villages in both Korea and Japan. Nowadays, design concepts are focused on 'human-oriented nature' as a whole and this tendency fits to be appropriate for disaster prevention against real dangers of a future society, which is expected to have far more complicated features. On the other hand, convergences have performed with other areas in the field of Information Communication Technology (ICT) so that we can easily find examples like 'the strategy of ICT-based convergence' of the Korean Government in 2014. Modern content designs including UI (user interface) and USN (ubiquitous sensor network) have been developed as one of the representative areas of ICT & UD (universal design) convergences. These days this novel concept of convergence is overcoming the existing limitations of the conventional design concept focused on product and/or service. First of all, from that point our deduced topic or subject would naturally be a monitoring system design of constructional structures in folk villages for safety. We offer an integrated model of maintenance and a management-monitoring scheme. Another important point of view in the research is a safety sign or sign system installed in folk villages or traditional towns and their standardization. We would draw up and submit a plan that aims to upgrade signs and sign systems applied to folk villages in Korea and Japan. According to our investigations, floods in Korea and earthquakes in Japan are the most harmful disasters of folk villages. Therefore, focusing on floods in the area of traditional towns in Korea would be natural. We present a water-level expectation model using deep learning simulation. We also apply this method to the area of 'Andong Hahoe' village which has been registered with the World Cultural Heritage of UNESCO. Folk village sites include 'Asan Oeam', 'Andong Hahoe' and 'Chonju Hanok' villages in Korea and 'Beppu Onsen' village in Japan. Traditional Streets and Markets and Safe Schools and Parks are also chosen as nearby test-beds for DPD based on ICT. Our final goal of the research is to propose and realize an integrated disaster prevention and/or safety system based on big data for both Korea and Japan.

Recently the integration and development of ST(Spatial Technology) and forest geographic information have been used very efficiently for the forest administration. However, even though many application system related to forest information have been developed and improved, there are still paper based inventories management and hand work for data construction and upgrade. In this study the forest information warehouse, which is mapped and managed at work-site operations, was constructed based GIS technology so that the standardization and consistency of current data could be acquired in real time. In addition, these thematic maps were conducted on high resolution satellite images and managed in web based forest information data warehouse form and finally shared through Internet for the very first-line administration officials. This study shows that the forest information standardization service of municipal governments very first time in the Korea and provides the unified decision making support and enterprise formed forest database so that is expected to be the very successful sample to suggest the prototype of national forest spatial data infrastructure.
The impact of Korea's joining the Convention on the Conservation of Migratory Species of Wild Animals(CMS) was analyzed to examine its merits and faults as well as to discuss Korea's opportunities. Results of the analysis based on the agenda and decisions of the Conferences of the Parties, the parties performance, and other committees meetings over the last decades indicated that the affiliation of Korea into the CMS could provide various advantages and opportunities for Korea. First, Korea could upgrade its conservation activities regarding migratory species to the global aspects. Second, Korea could take initiatives for conservation of the migratory species in the Far East Asia. Third, Korea would have a better system in forecasting and problem-solving against the epidermic Avian Influenza through systematic cooperation with the CMS parties and other related international regimes. Finally, Korea will be in a better position to generate statistical data and to develop techniques to reduce the by-catches of the sharks and whales. Korea has already provided a fair and protective institutions for most of the migratory endangered species listed under Appendix I and II of the CMS. This implies that Korea may not require additional major changes to the basic acts and/or legislation. Joining the CMS may negatively impact on the fisheries and related businesses related to whales and sharks around the Ulsan and Pohang provinces. However, the obligation to protect whales and sharks demanded by the CMS is regarded as an acceptable article in Korea according to the analysis of the existing policies and scientific aspects. Nevertheless, if the joining the CMS should generate irreversible hardship for local people's livelihood and cultural aspects, Korea may ask for reservations on particular activities. Overall, we suggest that by joining the CMS, Korea could see various advantages and promotion in national policy.
