선거예측조사의 신뢰성 증진방안 - 16대 총선을 중심으로 (A Plan of Improving the Reliability of the Election Forecasting Survey - A Case of the 16th General Election)

  • 지난 4월 13일에 실시된 16대 총선에서 방송사와 조사기관들이 공동으로 조사하여 발표한 선거예측조사에서 많은 오류가 발생하여 선거예측조사에 대한 신뢰성에 큰 타격을 받았다. 이에 향후 선거예측조사의 신뢰성을 회복하고 보다 정확한 예측을 위해 기 발표된 예측조사내용을 다각도로 심층분석하여 조사의 오류가 발생한 원인을 살펴보고 이들 오류를 줄이는 방안들을 제시하였다. 아울러 이번에 처음으로 실시된 출구조사에 대한 문제점과 개선안도 함께 살펴보았다.

한국 서해에서 상괭이(Neophocaena asiaeorientalis)의 항공 조사 타당성 (Feasibility of Aerial Surveys of Finless Porpoise Neophocaena asiaeorientalis off the West Coast of Korea)

  • Vessel-based sighting surveys for cetaceans have been conducted in Korean waters since 2000. The supporting data estimate the abundance of finless porpoises along the west coast of Korea; however, they are insufficient because of the coverage and frequency of the surveys. A preliminary aerial survey was conducted in 2011, and the results were assessed with respect to a sighting survey operated by a research vessel in order to compare effectiveness and potentiality. A total of 110.00 nautical miles of effective efforts were made with three sightings under Beaufort scale 4 in the aerial survey, while the vessel-operated survey covered 403.38 nautical miles over 7 days without any sightings under Beaufort scale 4. The standard deviation of the altitude in this survey was 22.7 m, which was significantly higher than that of the referenced study of 4.3 m.

교통조사부문 드론 활용시 비용절감효과 분석 연구 (A Study on Cost Reduction Effect of Drone Implementation in Traffic Survey)

  • PURPOSES : Most of the traffic surveys are carried out by an inspection method by the manpower. In some cases, the video equipment is used only in some regions when the traffic volume is surveyed. In this case, there is environmental restriction that the road equipment to fix the video equipment should exist. Also, in areas where information such as digital maps and satellite photographs is old or not provided, they are forced to rely on manpower research, but it is difficult to put huge amounts of time and money into the research in places where labor supply and demand is difficult. This difficulty is particularly pronounced in overseas business. METHODS : The purpose of this study is to improve the efficiency of business by using the drones in the traffic investigation through analysis of the cost reduction effect between the existing method and the proposed method in the overseas business traffic survey. The scope of the research is limited to the scope of research, and based on the case of overseas projects, the method of using drone for each research sector is suggested. RESULTS : In the traffic condition survey section, we propose the use of drone for traffic survey and queue length survey, and it is confirmed that there is a cost saving effect of 16% ~ 27% compared with the existing method. In the road condition survey, we propose the use of drones for road surface linear survey, geometry survey, and obstacle survey, and it was confirmed that the cost reduction effect is 39% ~ 93% compared to the existing method. CONCLUSIONS : In addition to overseas business, it is expected that it will have a positive effect on research time and cost reduction by using drone in traffic survey in domestic area where labor supply is not easy or basic data is insufficient.

  • 통계청에서 매월 실시하는 주요 가구부문 경상조사에는 경제활동인구조사와 가계조사가 있다. 이 두 조사의 표본은 인구주택총조사 자료를 표본틀로하여 5년마다 개편되고 있다. 이 논문에서는 2000년 인구주택총조사를 바탕으로 2002년에 실행한 표본개편에 관한 내용이다.

  • The Korean Anthropometric Survey (Size Korea) is a sample survey which estimates on percentiles of several dimensional measurements of the human body arid its component parts. The purpose of this study is to design a sample, which is designed on the base of 1997 survey database. Two different methods are considered to get the sample size for estimating the 5th and 95th percentile of body dimensions of Korean age range 0-80 years.

해체사업의 최종현황조사를 위한 MARSSIM 적용 (Application of MARSSIM for Final Status Survey of the Decommissioning Project)

  • 해체의 최종단계는 대상 부지 및 건물을 규제로부터 제외하는 것이다. MARSSIM은 부지를 개방하기 위한 최종현황조사를 수행함에 있어 요구되는 자료의 수집 등의 다양한 요건을 만족키기 위한 총괄적인 지침을 제공한다. 연구로 해체 후 부지 및 건물의 최종현황조사를 위해 MARSSIM에서 제시하고 있는 방법을 적용하였다. 연구로 부지의 특성을 반영한 개방기준을 도출하기 위해 RESRAD 및 RESRAD-Build 전산코드를 이용하여 부지 및 건물에 대해서 계산하였다. 부지 및 건물의 조사설계(Survey Design)를 위해서 잠재적 오염도 및 측정 결과를 활용하여 조사구역을 구분하였고, 개략조사 및 특성조사를 통해 수집된 다양한 결과에 기초하여 통계학적 검사를 통해 조사구역 별로 요구되는 시료의 수를 산정하게 된다. 측정된 결과에 기초하여 연구로 최종 개방기준에 만족하는 것으로 평가되었다.

  • The Korean Working Conditions Survey (KWCS) is a state-approved statistical survey that has been conducted by the Occupational Safety and Health Research Institute (OSHRI) every 3 years since 2006 to monitor changes in the working conditions of Koreans. This cross-sectional national survey involves a sample of 50,000 employed people aged 15 or older. KWCS measures various working conditions through > 130 survey questions, including questions regarding working hours, labor intensity, work-life balance, degree of exposure to risk factors, and subjective health status. Professional survey interviewers visit households and conduct face to face interviews. KWCS provides data and statistics for occupational safety and health polices and research in Korea. Furthermore, OSHRI holds academic conferences every year, awards high-quality academic papers, and supports researchers using data. Microdata is publicly available through the OSHRI website (https://oshri.kosha.or.kr).

차량용 지리조사 시스템의 효율성 분석 (Efficiency Analysis of Mobile Geographic Survey System)

  • 수치지형도 제작 공정에서 많은 시간이 요구되는 지리조사는 지형 지물에 대한 보완측량 및 속성조사 등으로 구성되어 있으며, 현장조사에 의존하고 있다. 선행 연구에서 현장조사와 후처리에 필요한 업무량을 감소시키기 위한 연구로 위치기반 영상을 사용하는 방안이 제시되었다. 본 연구에서는 선행연구의 결과를 참고하여 위치기반 영상을 획득하고 처리하기 위한 하드웨어와 소프트웨어를 개발하였다. 개발된 시스템을 이용하여 군지역과 시지역의 1/5,000 도엽에 대한 지리조사를 수행하여 그 성과를 평가하였다. 실험결과 차량용 지리조사 시스템을 이용하여 현장조사를 대부분 대체할 수 있으며, 시지역에서는 작업시간이 37.5% 감소되는 것으로 나타났다. 그러나 차량의 진입이 안 되는 지역에 위치하거나 주차된 차량에 의해 가려진 지형 지물의 속성은 보완조사가 필요하였다.

전국자연환경조사 자료를 이용한 종분포모형 연구 (A Study on the Species Distribution Modeling using National Ecosystem Survey Data)

  • The Ministry of Environment have started the 'National Ecosystem Survey' since 1986. It has been carried out nationwide every ten years as the largest survey project in Korea. The second one and the third one produced the GIS-based inventory of species. Three survey methods were different from each other. There were few studies for species distribution using national survey data in Korea. The purposes of this study are to test species distribution models for finding the most suitable modeling methods for the National Ecosystem Survey data and to investigate the modeling results according to survey methods and taxonominal group. Occurrence data of nine species were extracted from the National Ecosystem Survey by taxonomical group (plant, mammal, and bird). Plants are Korean winter hazel (Corylopsis coreana), Iris odaesanensis (Iris odaesanensis), and Berchemia (Berchemia berchemiaefolia). Mammals are Korean Goral (Nemorhaedus goral), Marten (Martes flavigula koreana), and Leopard cat (Felis bengalensis). Birds are Black Woodpecker (Dryocopus martius), Eagle Owl (Bubo Bubo), and Common Buzzard (Buteo buteo). Environmental variables consisted of climate, topography, soil and vegetation structure. Two modeling methods (GAM, Maxent) were tested across nine species, and predictive species maps of target species were produced. The results of this study were as follows. Firstly, Maxent showed similar 5 cross-validated AUC with GAM. Maxent is more useful model to develop than GAM because National Ecosystem Survey data has presence-only data. Therefore, Maxent is more useful species distribution model for National Ecosystem Survey data. Secondly, the modeling results between the second and third survey methods showed sometimes different because of each different surveying methods. Therefore, we need to combine two data for producing a reasonable result. Lastly, modeling result showed different predicted distribution pattern by taxonominal group. These results should be considered if we want to develop a species distribution model using the National Ecosystem Survey and apply it to a nationwide biodiversity research.
