The local storm occurred Nakdong river basin from August 4 to 11 of the year 2002, resulting in a record 500-600mm rainfall. The heavy rain continued for more than 10 days and especially between 3 to 4 am of August 9, 50mm per hour local storm occurred in Hanrim-myun area, Kimhae. 8 days after the storm, the water level of Nakdong river rose rapidly and the river flowed backward the branches. T he draining of the protected low wetland was unable and the water level of the inner bank area rose suddenly, causing the inundation in several areas. Baeksan bank of Nam river, Gahyun(Samhak) bank of Hwang river, and Kwangam bank of Shinban river, where the draining facilities were under construction or constructed recently, were failed by the piping around the draining culvert. This study analyze the cause of the damage in Nakdong river banks and suggests the countermeasures for future improvement. The damaged spot of the river bank was surveyed, and the rainfall and the fluctuation in the water levels were reviewed. Finally for the flood inundation prevention at the inner bank area, new floodplain management plan as the protect of low wetland established.

Hurricanes and tornadoes are the most destructive natural disasters in some central and southern states. Thus, storm shelters, which can provide emergency protections for low-rise building residents, are becoming popular nowadays. Both FEMA and ICC have published a series of manuals on storm shelter design. However, the authors found that the materials for related products in the market are heavyweight and hard to deliver and install; renovations are necessary. The authors' previous studies found that lightweight and high-performance composite materials can withstand extreme wind pressure, but some building codes are designated in wind-borne debris areas. In these areas, wind debris can reach greater than 100 mph speed. In addition, the impact damage on the composite materials is an increasing safety issue in many engineering fields; some can cause catastrophic results. Therefore, studying composite structures subjected to wind debris impact is essential. The finite element models are set up using the software Abaqus 2.0 to conduct the simulations to observe the impact resistance behavior of the carbon fiber composite sandwich panels. The selected wood debris models meet the FEMA requirements. The outcome of this study is then employed in future lab tests and compared with other material models.
The purpose of this study is to summarize tropical cyclone activity in 2006. Twenty three tropical cyclones of tropical storm (TS) intensity or higher formed in the western North Pacific and the South China Sea in 2006. The total number is less than the thirty-year (1971~2000) average frequency of 26.7. Out of twenty three tropical cyclones, fifteen cyclones reached typhoon (TY) intensity, while the rest eight cyclones only reached severe tropical storm (STS) and tropical storm (TS) intensity - three STS and five TS storms. The tropical cyclone season in 2006 began in May with the formation of CHANCHU (0601). The convective activity was slightly inactive around the Philippines from late June to early August. In addition, subtropical high was more enhanced than normal over the south of Japan from May to early August. Consequently, most tropical cyclones formed over the sea east of the Philippines after late June, and many of them moved westwards to China. CHANCHU (0601), BILIS (0604), KAEMI (0605), PRAPIROON (0606) and SAOMI (0608) brought damage to China, the Philippines, and Vietnam. On the other hand, EWINIAR (0603) moved northwards and hit the Republic of Korea, causing damage to the country. From late August to early September, convective activity was temporarily inactive over the sea east of the Philippines. However, it turned active again after late September. Subtropical high was weak over the south of Japan after late August. Therefore, most tropical cyclones formed over the sea east of the Philippines and moved northwards. WUKONG (0610) and SHANSHAN (0613) hit Japan to bring damage to the country. On the other hand, XANGSANE (0615) and CIMARON (0619) moved westwards in the South China Sea, causing damage to the Philippines, Thailand, and Vietnam. Another special feature in 2006 tropical cyclone activity is that IOKE (0612) formed in the central North Pacific crossed 180 degree longitude and moved into the western North Pacific. It has been four years since HUKO (0224) in 2002.

From April to May, two TCs formed in the western North Pacific in response to enhanced convective activity there. From June to July, convective activity turned inactive over the sea around the Philippines and in the South China Sea, and the subtropical high was weak over the south of Japan. MAN-YI (0704) and USAGI (0705) moved northwestward and hit Japan, bringing serious damage to the country. After August, convective activity became enhanced over the sea east of the Philippines, and the subtropical high turned strong over the sea south of Japan. Many TCs, which formed over the sea east of the Philippines and in the South China Sea, moved westward and hit China and Vietnam. PABUK (0706), WUTIP (0707), SEPAT (0708), WIPHA (0712), LEKIMA (0714) and KROSA (0715) brought serious damage to some countries including China, the Philippines and Vietnam. On the other hand, FITOW (0709) and NARI (0711) moved northward, bringing serious damage to Japan and Korea. After HAIYAN (0716), all four TCs except FAXAI (0720) formed over the sea east of $140^{\circ}E$. Three typhoons among them affected Republic of Korea, MAN-YI (0704), USAGI (0705) and NARI (0711). Particularly, NARI (0711) moved northward and made landfall at Goheng Peninsula ($34.5^{\circ}N$, $127.4^{\circ}E$) in 1815 KST 16 September. Due to $11^{th}$ typhoon NARI, strong wind and record-breaking rainfall amount was observed in Jeju Island. It was reported that the daily precipitation was 420.0 mm at Jeju city, Jeju Island on 16 September the highest daily rainfall since Jeju began keeping records in 1927. This typhoon hit the southern part of the Korean peninsula and Jeju Island. 18 people lost their lives, 14,170 people were evacuated and US$ 1.6 billion property damage was occurred.
태풍으로 인한 풍수해는 매년 한반도에 많은 피해를 주고 있다. 재난 발생 시 피해가 최소화 되도록 신속한 의사 결정을 위해서는 예상되는 피해정보와 대피방안 등에 대한 사전 분석이 요구된다. 본 연구에서는 재난단계에 따라 필요한 정보를 제공할 수 있는 분석 모듈을 개발하고자 하였다. 태풍 대비단계에서 활용할 수 있도록 북상 중인 태풍경로와 유사한 과거태풍경로 및 과거피해정보를 확인할 수 있는 기능, 고립 위험 지역을 추출하는 기능, 저수지 붕괴 지역을 추출하는 기능을 개발하였다. 대응 및 복구 초기단계에서 활용할 수 있도록 현 침수심을 고려한 예상침수범위 추출 기능, 인구, 건물, 농지 등에 예상되는 피해정보 분석 기능, 대피정보를 제공하는 기능도 포함하였다. 또한 분석결과 표출을 위해 자동화된 웹 지도 작성 방법을 제시하였다. 분석기능은 파이썬 오픈소스 기반으로 개발하여 모듈화했으며, 웹 표출 기능은 자바스크립트 기반으로 구현하였다. 본 연구에서 개발된 도구들은 풍수해 대비 모니터링과 초기대응 단계에서 신속한 의사결정을 위해 효율적으로 활용될 수 있을 것이다.
This paper begins by analyzing cable vibrations due to external excitations and their effects on the overall dynamic behavior of cable-stayed bridges. It is concluded that if the natural frequency of a cable approaches any natural frequency of the bridge, the cable loses its rigidity and functionality. The results of this analysis explain the phenomenon that occurred on the Dubrovnik Bridge in Croatia during a storm and measures for its retrofit. A field test was conducted before the bridge was opened to traffic. It was concluded: "The Bridge excited unpleasant transverse superstructure vibration with the frequency of approximately 0.470 Hz. Hence, it seems possible that a pair of stays vibrating in phase may excite deck vibrations". Soon after this Bridge opened, a storm dumped heavy damp snow in the area, causing the six longest cable stay pairs of the main span to undergo large-amplitude vibrations, and the superstructure underwent considerable displacements in combined torsion-sway and bending modes. This necessitated rehabilitation measures for the Bridge including devices to suppress the large-amplitude vibrations of cables. The rehabilitation and monitoring of the Bridge are also presented here.
태풍에 의해 발생하는 폭풍해일은 태풍의 경로, 강도, 발생위치 등을 예측하기가 어려운 실정이기 때문에 발생 시나리오를 기반으로 연구가 수행되어왔다. 국내는 다양한 시나리오에 대해 수치모의를 수행하였고 그 결과를 침수 예측지도로 제작하였다. 하지만, 이 같은 방법은 수행한 시나리오 외에 발생가능한 모든 경우에 대해 예측하기 어렵고, 실제로 수치모의 수행시간이 길기 때문에 실시간으로 대응하기 어렵다는 단점이 있다. 따라서 본 연구에서는 기존의 데이터베이스를 활용하여 폭풍해일의 위험도를 예측하는 방법을 개발하였다. 동해안 지역을 대상으로 폭풍해일에 의한 위험도 예측을 수행하였고 예측을 위한 방정식을 산정하기 위해 COMSOL AB사에서 개발한 COMSOL을 이용하였다. 몇 가지 가정사항과 제한조건으로 기본방정식을 유도하였으며 방정식의 계수와 상수는 시행착오법으로 도출하였다. 그 결과, 해일에 의한 침수 예측지도와 공간적 분포는 지도의 상부를 제외하면 매우 유사하게 나타났다. 오차가 큰 지도 상부의 경우 기초 데이터로 사용한 지도의 해상도로 인해 저항상수 k의 값이 제대로 반영되지 못한 것으로 판단된다. SIND 모형은 실시간 예측이 가능한 모형으로 향후 모형의 정확성을 향상시킨다면 이상기후로 인해 재난이 발생하였을 경우 빠르게 대처가 가능할 것으로 기대된다.
기후변화의 영향으로 집중호우가 증가하고 있으며, 이로 인한 침수피해가 매년 발생하고 있다. 본 연구는 저영향개발(LID) 시설의 우수 유출저감 효과를 분석하기 위하여, 용두빗물펌프장 유역을 대상으로, 미국 환경보호청(EPA)의 우수유출관리모형(SWMM)을 이용하여, 과거와 미래의 대표 강우사상에 대한 유출분석을 수행하였다. 그 결과 과거 강우사상과 비교하여 미래 대표 강우사상에 대한 침투량은 3.17 % 증가하였지만, 지표면 유출량 및 첨두유량은 각각 32.50 % 및 128.77 % 증가하였다. 이러한 지표면 유출량과 첨두유량의 증가를 감소시키기 위하여 투수성 포장, 옥상녹화 및 빗물정원을 선정하였다. 세 가지 LID 시설의 매개변수와 설치 면적 비율을 조정하여 LID 시설의 적용성을 평가하였다. 그 결과 첨두유량과 지표 유출량을 감소시키고 침투량과 저류량를 증가시키는 투수성 포장, 옥상 정원 그리고 빗물 정원의 적정 매개변수를 찾을 수 있었다. 또한 투수성 포장, 옥상녹화, 빗물정원의 적용 비율이 2:1:3일 때, 첨두유량 26.85 %, 침투량 12.10 %, 지표면 유출량 15.11 %, 저류량 509.47 %의 저감효과가 나타났다. 재현기간별 우수 유출저감 효과를 분석한 결과, 재현기간이 증가할수록 첨두유량과 지표면 유출량의 비중은 늘어나고 침투량과 저류량의 비중은 줄어드는 것으로 나타났다.
GIS를 이용한 홍수침수 분석시스템이 공항배수유역의 침수현상을 모의하기 위해 개발되었다. 본 연구에서 개발된 모형은 사용자 인터페이스인 GUI 시스템을 통한 Database 구축 및 입력자료 작성을 위한 전처리 과정과 주처리 해석모형을 통해 계산된 결과를 그래픽으로 처리하는 후처리 과정을 GIS(ArcView/Avenue)와 연계하여 통합적으로 구축·제시되었다. 주처리 해석모형은 노면수의 거동분석 모형과 하수배수체계의 분석모형을 통합하여 상호 연계 현상을 모의함으로써 유역에서의 유출량과 배수시스템과의 실제적인 거동을 해석하여 배수관로의 배수효과 및 압력류에 의한 침수현상을 모의함으로써 배수관로 유입에 따른 실제적인 현상을 모의하였다. 본 연구에서 개발된 홍수침수분석시스템은 향후 공항에서의 침수피해에 대한 시설전반에 대해 합리적인 대책관리방안 및 시설개선방안 수립을 위한 체계적인 의사결정에 크게 기여할 것으로 사료된다.

Damaging winds, associated with a variety of weather phenomena, are frequently experienced in New Zealand. Observations and modelling of two recent extreme wind events; the Taranaki tornado outbreak of July 2007, and the Greymouth down-slope easterly wind storm of July 2008 are described in detail here. Post-event engineering damage surveys, rare for New Zealand, were done for these storms and the results are summarized here. Finally, the issue of sampling extreme wind events is raised and the need to include detailed numerical modelling analysis to understand wind gust climatologies at observing sites and extending these to wider regions is discussed.
