어린이 놀이시설 안전사고분석을 통한 GIS기반 사고예방 안전정보 공유 방안 (A Study on Sharing Safety Information of Children's Play Facilities based on GIS using Accident Analysis for Accident Prevention)

  • Children's play facilities have changed over a decade from the traditional play facilities in the front yard to the new type of commercial play facilities which install more exciting and enjoyable facilities, such as Kids Park. The more diversified in the type of facilities, the more difficult in the safety management by the existing system. The 'Safety Management System of Children's Play Facilities' of MOSPA(Ministry of Security and Public Administration) has provided the safety information uni-directly by government sector to the private communities. Recently, multi-directional information sharing methods, such as community mapping are adopted actively in the social activities which have common purpose for making the better community by information sharing with government and private sector. On the purpose of citizen's participation for safe play facilities and preventing accidents, this study investigated the status of child accidents and safety standards, especially focused on the children's play facilities. And the way for sharing safety information among the communities with the GIS mapping skills is suggested in the respect of more easily monitoring and practically inputting the comments on the status of management of play facilities by real users based on their experiences. It is expected that more activities from the private sector would participate to the safety management of children's play facilities by realizing the suggested system.

ATP를 이용한 50인 미만 노인복지시설 급식위생관리 실태 조사와 조리 종사자의 위생관리 실천도 평가 (Evaluation of Hygienic Status using ATP Bioluminescence Assay and Food Service Workers' Sanitation Performance in Elderly Welfare Facilities)

  • The purpose of this study was to investigate food sanitation status in elderly welfare facilities and assess the performance of food sanitation practices. Twenty elderly welfare facilities out of 85 located in Seoul with a capacity of fewer than 50 persons participated. The food sanitation status of worktable, kitchen utensils (knives, cutting boards, ladles, spoons), and tableware and bowls were examined by ATP bioluminescence. The results found that the ATP value of knife was the highest. Those of ladles appeared relatively higher than others. Meanwhile, the tableware and bowls, although washed everyday after meals, had the lowest ATP value. This study also conducted a survey on the food sanitation practices of 32 cooking employees in the 20 facilities. Fifty-six percent were in their 40s, and 53% had graduated from high school. More than half (66%) of them had no certification of cooking. Half of the respondents had worked for at least 5 years in food service facilities, and had received food sanitation training. Among them, 31% said they applied food sanitation training while working, and 47% responded the training was very helpful. The foodservice employees demonstrated good food sanitation practices. The results show that food sanitation performance of the workers significantly differed according to their age, education level, total work experience in food service facilities, chef certification, and prior food sanitation experience.

주민공동이용시설의 운영실태와 지속가능한 운영방안에 관한 연구 -청춘조치원 프로젝트를 대상으로- (A Study on the Operation Status and Sustainable Operation Method of Community Facilities - Focusing on the Youth Jochiwon Project -)

  • 이 연구는 사례조사와 인터뷰를 통해 청춘조치원 프로젝트의 주민공동이용시설의 현황과 운영실태를 파악하여 지속적인 운영을 위한 방안을 도출하고자 하였다. 현황 및 운영실태를 살펴보면, 첫째, 조치원읍에는 2025년까지 13개의 시설이 조성예정이지만, 상당수의 시설은 아직 구체적인 운영방안이 마련되지 않고 있다. 둘째, 다른 시설과의 연계를 통한 일자리 및 수익 창출 가능, 유료화 시스템 도입 등을 근거로 지속운영 가능성에 대해 긍정적으로 평가하고 있다. 셋째, 다양한 측면에서 행정지원이 이루어지고 있지만 예산의 한계로 아쉬움이 존재하였다. 지속가능한 운영을 위해 보건복지와 여가문화 기능을 강화하고, 행정지원 측면에서의 지원이 필요하며, 도시재생지원센터 활용하여 지원 및 관리 기능을 강화할 수 있을 것으로 기대된다.

도시형 대안학교의 공간구성 및 이용현황 분석 (The Analysis of Spatial Organization and Using Status of Urban Alternative School)

  • From the mid-1990s, the discussion on alternative schools began in earnest, and with the increasing interests in them, Korean parents' association of alternative education, KPAAE was launched formally in November, 2008. Among the alternative schools in the nation, thirteen urban alternative schools were studied and analyzed. The result indicated that they are being run by individuals and civic organizations with no approval and the facilities and spatial organization of the schools are poor, which is thought to be mainly due to financial reasons as well as the schools' educational goal that puts emphasis on experiences leading to utilize outside local facilities. With this background, the results from the analysis of the facility status and the spatial organization of urban alternative schools led us to understand the followings: First, it showed that per capita average of area of the urban alternative school is approximately 11.995m$^2$, less than 14N, the standard area of institutional schools. Second, depending on the form of facilities, the space of other facilities is shared to make up for insufficient space, and is utilized to a small degree and for multi-purposes. Third, the space reflects the disposition of subject students, and is located in the area with convenient traffic for students' attending the schools conveniently. Fourth, specialized space is run on the basis of educational goals, and the exploring of career and the improving of sociality are pursued through internship programs associated with local facilities. Thus, it is desirable for the minimum per capita area of the urban alternative school to meet 14N, the standard area of the institutional schools in order that the urban alternative school may overcome the spatial limitation and the financial hardship stemming from the practically difficult constructing of new buildings and the small scale operation, and it may make flexible use of the space, and the students may live their lives smoothly. Also, it is thought that for the activating of the urban alternative schools, the plans for utilizing various facilities associated with local facilities should be considered.

학교시설의 장애물 없는 생활환경(BF) 인증기준 평가지표 개선방향에 관한 연구 - 우수시설학교를 대상으로 - (A Study on improving Direction of the Barrier-Free Certification Evaluation Item of School Facilities)

  • 본 연구는 학교시설의 장애물 없는 생활환경(BF)인증이 의무화됨에 따라 학교시설에 대한 장애물 없는 생활환경(BF)인증 평가지표에 대한 기초연구로, 장애물 없는 생활환경(BF)인증 평가지표를 바탕으로 학교시설의 편의시설 설치현황을 조사 및 분석하여 학교시설에 적합한 장애물 없는 생활환경(BF)인증 평가지표의 개선방향성을 모색하고자 하였다. 우수시설학교로 선정된 조사대상학교의 편의시설 중 매개시설, 내부시설의 현황과 장애물 없는 생활환경(BF)인증 평가지표를 비교분석한 결과, 배점획득항목에 따라 학교시설에 기 반영되어진 항목과 중 하위 배점 기준으로 최소로 반영되어지는 항목으로 분류될 수 있었으며, 기 반영되는 항목은 배점기준의 변별력이 다소 미흡하여 배점 기준 등의 개선이 필요하다. 누구나 이용하기 편리한 학교시설을 위해 중 하위 배점을 획득하는 항목에 대해 기준개선 및 배점 조정으로 질적 향상을 이끌어내야 한다.

수리시설물의 특성조사 연구 (A Study on the Characteristics of Irrigation Facilities)

  • It is important to build new irrigation facilities as a countermeasure against new water demand, however the effective use of existing facilities is rather advantageous economi cally and socially.Since many irrigation facilities were constructed before 1960's, the functions of them have been declined and rehabilitation of deteriorated facilities needs great expenses. To operate the irrigation facilities efficiently, the criteria for the maintenance and repair of irrigation facilities should be established according to the importance of structures. for the reasonable evaluation of the irrigation facilities, the Irrigation Facility Inquiry System(IFIS) was developed. The present status of the irrigation facilities are grouped by the type and scale of structures, and the characteristics of irrigation facilities under control of Farmland Improvement Association(FIA) were analysed.

공공서비스시설에서의 시설성능 요인에 대한 탐색적 연구 (Exploratory approach to measuring facility performance in public service facilities)

  • In order to plan and manage public facilities effectively and efficiently, it is necessary to diagnose the current status of facilities and decide the objective features. Performance measurement is to provide managers with the information they need to measure competitive advantages. This paper discusses public facility performance in order to establish the conceptual framework for performance measurement for public facilities. In order to develop the measurement of public facility performance, a pilot study was conducted with facilities managers of facilities management corporation of public districts in Seoul. We investigated how public facilities management teams have assessed their performance and collected data regarding financial aspects, service aspects, community aspects, and building aspects. There is no standard format to measure facility performance since building sizes, programs, community needs widely differ. However, it is necessary to have a more consistent system to measure facility performance. In addition, each public municipal district needs to empower each district facilities management corporation to participate in managerial decisions and budget control.

국내 생태학습시설의 운영현황 고찰 및 시사점 (Operating Status and Activation of Ecological Learning Facilities in Korea)

  • 본 연구는 생태학습시설의 효율적인 운영 및 관리를 위해 국내 생태학습시설 운영현황에 대한 기초자료를 구축하고 운영방법에 대한 특징을 고찰하여 지속가능한 운영을 위한 제언을 제시하는 것이 목적이다. 이를 위해, 국내 생태학습시설의 목록을 구축하고, 생태학습시설의 운영 담당자를 대상으로 시설 운영 및 관리에 관한 현황을 조사하였고, 조사에 응한 50개 시설의 결과를 바탕으로 운영방법, 자원봉사자, 관람객, 예산 및 수익, 홍보 및 기타 항목으로 구분하여 분석하였다. 운영형태에 대한 결과, 직접운영 시설, 위탁운영 시설, 혼합운영 시설 중 직영 시설이 가장 많았으며, 직영 시설은 대부분 공무원들로 구성된 인력을 중심으로 운영이 되고 있었다. 관람객은 주로 주말에는 가족단위, 평일에는 유치원 이하 관람객 단위의 방문이 많으며, 해당 지자체 및 시설의 홈페이지를 통한 방문이 가장 많이 이루어지고 전국단위 방문객의 비율이 높았다. 또한, 시설 규모, 운영형태에 따라서 연간 운영예산과 연간 수익에 큰 차이가 발생하고 있었는데, 직영 시설의 경우 위탁운영 시설에 비해 운영예산이 많았다. 연구의 결과, 효율적인 운영을 위해 전문적 지식을 가진 인력이 포함되어야 하며, 정보력을 가진 홈페이지 구축 및 관리가 필요하다. 또한, 수익구조가 많지 않은 시설이 많기 때문에 국가 및 지자체의 지원이 반드시 필요하며, 기부나 지역회사 등 외부로부터의 지원 확보 방안도 마련되어야 한다. 본 연구는 국내 생태학습시설의 목록 구축 및 종합적인 조사를 바탕으로 운영현황에 대한 정량적이며 상세한 기초자료를 마련하였다는데 의의가 있다.
