Labor-Market Activities of Uninsured Persons and Policy Implications for Reforming the National Pension Scheme in Korea (국민연금 적용제외자의 노동시장 활동과 제도 개선에 대한 함의)

  • Using the Korean Welfare Panel Study, this study examines the labor-market activities of uninsured persons and discusses policy implications for reforming the National Pension Scheme in Korea. First, despite the short observation period, the data show that pension status is not a static state and can be better understood in terms of dynamic processes. Second, in addition to frequent changes in income-earning activities, complex criteria for pension coverage cause substantial transitions in pension status. Third, a portion of uninsured persons involve in income-earning activities but they tend to face poor working conditions as well as unstable employment. Overall, this study suggests that building solid foundations for developing a financially sustainable and reliable social protection system is more important than rapid increase in pension coverage.

Democratization and Politics of Trasformismo : Explaining the 1990 Three-Party Merger in South Korea

  • Research on democratic transitions has relatively ignored the question of why some countries experience a regressive form of political pacts, while others do not. This paper develops a simple game-theoretic model to explain the phenomenon of collusive pacts in the process of democratization. Trasformismo is a term that refers to a system of political exchange based on informal clientelistic politics. The existing studies of the politics of trasformismo have emphasized the timing of industrialization and the tradition of strong state as conditions of the politics of trasformismo. However, not every late industrializers and not every strong states experienced some variants of collusive political pacts in their trajectories of democratization. In this paper, I contend that the politics of trasformismo is rather a generalizable pattern of political elites' behavior under particular circumstances. By developing a simple game theoretic model, this paper suggests the conditions under which political actors are likely to collude to a regressive form of political pacts. The model shows that the likelihood of collusion to a regressive form of political pacts is a function of a set of parameters. First, a higher level of incumbency advantage in electoral competition is likely to be associated with a higher probability of collusive political pacts. Second, a higher degree of the monopoly of political representation of political parties without a close link with a variety of societal forces is likely to induce collusive behavior among politicians. Third, the ruling party leader's expectations about the likelihood of a safe extrication are related to collusive political pacts. This paper then engages in a case study of the 1990 three-party merger in South Korea. The 1990 Korean case is interesting in that the ruling party created a new party after having merged with two opposition parties. This case can be considered a result of political maneuver in a context of democratization. The case study suggests the empirical relevance of the game-theoretic model. As the game of trasformismo and the case study of the 1990 three-party merger in South Korea have shown, the collusive political pact was neither determined by a certain stage of economic development nor by a particular cultural systems. Rather, it was a product of the art of trasformismo based on party leaders' rational calculations of the expected likelihood of taking governing power.

  • This study analyzes the potential to achieve carbon neutrality through the technical definition and case studies of carbon-neutral buildings. In line with the Paris Agreement of December 2015, the global community has committed to limiting the average temperature rise to below 2oC and striving to restrict it to 1.5oC above pre-industrial levels. Achieving this requires reaching a net-zero state by 2050 and necessitates transitions across various sectors including energy, land use, and transportation. This research explores the technological approaches and real-world examples of carbon-neutral buildings, assessing their feasibility and limitations. By examining the definition of carbon-neutral buildings and presenting various technological solutions and case studies from both domestic and international contexts, this study evaluates the effectiveness and practicality of carbon-neutral buildings. The findings offer specific guidelines for the design, construction, and operation of carbon-neutral buildings and provide practical information for policymakers and practitioners aiming to create sustainable built environments.

Assessing the ED-H Scheduler in Batteryless Energy Harvesting End Devices: A Simulation-Based Approach for LoRaWAN Class-A Networks

  • This paper proposes an integration of the ED-H scheduling algorithm, known for optimal real-time scheduling, with the LoRaEnergySim simulator. This integration facilitates the simulation of interactions between real-time scheduling algorithms for tasks with time constraints in Class-A LoRaWAN Class-A devices using a super-capacitor-based energy harvesting system. The time and energy characteristics of LoRaWAN status and state transitions are extracted in a log format, and the task model is structured to suit the time-slot-based ED-H scheduling algorithm. The algorithm is extended to perform tasks while satisfying time constraints based on CPU executions. To evaluate the proposed approach, the ED-H scheduling algorithm is executed on a set of tasks with varying time and energy characteristics and CPU occupancy rates ranging from 10% to 90%, under the same conditions as the LoRaEnergySim simulation results for packet transmission and reception. The experimental results confirmed the applicability of co-simulation by demonstrating that tasks are prioritized based on urgency without depleting the supercapacitor's energy to satisfy time constraints, depending on the scheduling algorithm.

The luminescence properties of Eu3+ or Tb 3+ doped Lu2Gd1Ga2Al3O12 phosphors for X-ray imaging

  • The Tb3+ or Eu3+-doped Lu2Gd1Ga2Al3O12 phosphor were fabricated by funace at 1500 ℃ for 12 h using a solid state reaction. The XRD (X-ray diffraction_Panalytical X'Pert Pro) and FE-SEM (field emission scanning electron microscope) are measured to confirm the crystalline structure and surface morphology of the phosphor. The Tb3+-doped Lu2Gd1Ga2Al3O12 phosphor emits the lights in 470~650 nm wavelength range due to transitions from 5D4 to 7Fj. Therefore, it shows the green region in the CIE chromaticity diagram under both UV and X-rays excitations. The Eu3+-doped Lu2Gd1Ga2Al3O12 phosphor emits the lights in 550~750 nm wavelength range because of 5Di to 7Fj. The emission is confirmed to be in the red region using the CIE chromaticity diagram. The Tb3+ or Eu3+-doped Lu2Gd1Ga2Al3O12 phosphor shows the characteristic f-f transition with a long decay time, which is about several milliseconds. They have the high efficiency of light emission for X-ray because of their high effective Z number (Zeff = 58.5) and density. Therefore, they are very much promising phosphors for X-ray imaging application in medical fields.

Ground State Energy of Gd3+ Paramagnetic Ion in PbWO4 : Gd Single Crystal (PbWO4 : Gd 단결정 내의 Gd3+ 상자성 이온에 대한 바닥 상태 에너지)

  • Ground state energy levels of $Gd^{3+}$ ion (effective spin S = 7/2) in $PbWO_4$ single crystal doped with $Gd^{3+}$ paramagnetic impurity at tetragonal symmetry are calculated with spectroscopic splitting parameters and zero field splitting parameters using by effective spin Hamiltonian. It turns out that the zero field splitting energies of $Gd^{3+}$ ion were the same regardless of the directions of $PbWO_4$ : Gd single crystal. The calculated energy differences for ${\mid{\pm}7/2}$ > ${\leftrightarrow}{\mid{\pm}5/2}$ >, ${\mid{\pm}5/2}$ > ${\leftrightarrow}{\mid{\pm}3/2}$ >, and ${\mid{\pm}3/2}$ > ${\leftrightarrow}{\mid{\pm}1/2}$ > transitions were 6.9574 GHz, 6.9219 GHz, and 15.8704 GHz, respectively when the applied magnetic field is zero. The calculated energy level diagrams were different for different directions of applied magnetic field. For B // a- and c-axis, the energy level diagrams are calculated and discussed.

Property of Optical Spectroscopy on the Lanthanum Tungstate doped Eu3+ Ion (Eu3+ 이온이 첨가된 란타넘텅스텐산화물의 분광학 특성)

  • $La_2W_3O_{12}:Eu^{3+}$ phosphors were prepared by solid state reaction method. The crystal structure was characterized by XRD pattern and ICSD card (78180). Luminescence properties of $La_2W_3O_{12}:Eu^{3+}$ are investigated by optical and laser-excitation spectroscopy in which emission and excitation spectra and time-resolved spectra are measured. The 1 mol % $Eu^{3+}$-doped $La_2W_3O_{12}$ phosphor exhibits broad excitation band peaking at 286 nm due to the ligand-to-metal charge transfer transition. The excitation lines due to the $^7F_0{\rightarrow}{^5D_4},{^5D_4},{^5L_6},{^5G_4},{^5D_3},{^5D_2}$ transitions of $Eu^{3+}$ are observed in the wavelength region 350-500 nm. The strong line emission is observed at 618 nm corresponding to the due to the $^5D_0{\rightarrow}^7F_2$ transition. The lifetime of 618 nm emission decreases with increasing temperature as 7 K ($114{\mu}s$), 100 K ($94{\mu}s$), 200 K ($10{\mu}s$) and 300 K ($0.5{\mu}s$).

Test Case Generation for Simulink/Stateflow Model Based on a Modified Rapidly Exploring Random Tree Algorithm (변형된 RRT 알고리즘 기반 Simulink/Stateflow 모델 테스트 케이스 생성)

  • This paper describes a test case generation algorithm for Simulink/Stateflow models based on the Rapidly exploring Random Tree (RRT) algorithm that has been successfully applied to path finding. An important factor influencing the performance of the RRT algorithm is the metric used for calculating the distance between the nodes in the RRT space. Since a test case for a Simulink/Stateflow (SL/SF) model is an input sequence to check a specific condition (called a test target in this paper) at a specific status of the model, it is necessary to drive the model to the status before checking the condition. A status maps to a node of the RRT. It is usually necessary to check various conditions at a specific status. For example, when the specific status represents an SL/SF model state from which multiple transitions are made, we must check multiple conditions to measure the transition coverage. We propose a unique distance calculation metric, based on the observation that the test targets are gathered around some specific status such as an SL/SF state, named key nodes in this paper. The proposed metric increases the probability that an RRT is extended from key nodes by imposing penalties to non-key nodes. A test case generation algorithm utilizing the proposed metric is proposed. Three models of Electrical Control Units (ECUs) embedded in a commercial vehicle are used for the performance evaluation. The performances are evaluated in terms of penalties and compared with those of the algorithm using a typical RRT algorithm.

A Solid-State NMR Study of Coordination Transformation in Amorphous Aluminum Oxide: Implication for Crystallization of Magma Ocean (고상 NMR을 이용한 비정질 알루미나의 상전이 연구: 마그마 바다 구성 용융체의 결정화 과정의 의의)

  • In order to have better insights into the chemical differentiation of Earth from its magma ocean phase to the current stratified structure, detailed information of crystallization kinetics of silicate melts consisting of the magma ocean is essential. The structural transitions in oxide glasses and melts upon crystallization provide improved prospects for a systematic and quantitative understanding of the crystallization processes. Here, we report the $^{27}Al$ 3QMAS NMR spectra for sol-gel synthesized $Al_2O_3$ glass with varying temperature and annealing time. The NMR spectra for the amorphous $Al_2O_3$ show well-resolved Al coordination environments, characterized with mostly $^{[4,5]}Al$ and a minor fraction of $^{[6]}Al$. The fraction of $^{[5]}Al$ in the alumina phase decreases with increasing annealing time at constant temperature. The NMR results of $Al_2O_3$ phases also imply that multiple processes (e.g., crystallization and/or changes in structural disorder within glasses) could involve upon its phase transition. The current results and method can be useful to understand crystallization kinetics of diverse natural and multi-component silicate glasses and melts. The potential result may yield atomic-level understanding of Earth's chemical evolution and differentiation from the magma ocean.

Synthesis and Optical Properties of CaMoO4:RE3+ (RE=Eu, Dy) Phosphors (CaMoO4:RE3+ (RE=Eu, Dy) 형광체의 제조와 광학 특성)

  • Rare earth ions, either $Eu^{3+}$ or $Dy^{3+}$-doped $CaMoO_4$ phosphors were synthesized by using the solid-state reaction method. The crystalline structure of all the phosphor powders, irrespective of the type and concentration of activator ions, was found to be a tetragonal system with the main diffraction peak at (112) plane. For $Eu^{3+}$-doped $CaMoO_4$ phosphors, the grain particles showed an increasing tendency and the pebble-like patterns with a very homogeneous size distribution in the range of 0.01~0.10 mol of $Eu^{3+}$ ions concentration, and the excitation spectra were composed of a broad band centered at 311 nm and weak multiline peaked in the range of 360~470 nm. The dominant emission spectrum was the strong red emission centered at 618 nm due to the $^5D_0{\rightarrow}^7F_2$ transition of $Eu^{3+}$ ions. For $Dy^{3+}$-doped $CaMoO_4$ powders, excitation spectra showed a charge transfer band centered at 303 nm and relatively weak bands resulting from the transitions of $Dy^{3+}$ ions and the main yellow emission spectrum was observed at 578 nm, which was assigned to the $^4F_{9/2}{\rightarrow}^7H_{13/2}$ transition of $Dy^{3+}$ ions.
