  • From the beginning of the construction stage, the fire protection regulation for the nuclear power plants conforms to the design requirements for the acquisition of the license permit. This regulation is based on the plant status of the normal operation, but it is not enough to be used as an application standard for fire protection at the transient mode of the plant and the outage time for refueling as well as for the plant decommissioning. While the advanced fire protection requirement that has been developed in America recently suggests the performance-based requirement and management rule applicable to the overall life time of the plant, it simply represents the conceptual application. It means that it can not be treated as appropriate standards because it does not deal with the qualitative and quantitative approach in specific ways. By the way, with the use of the performance-based fire risk analysis, the dynamic behavior of the heat and smoke at the fire compartment of the nuclear power plants can be analyzed and the thermal effect to the safety-related equipment and cables can be evaluated as well. At this paper, it suggests the ways to change the applicable fire protection regulations and the required evaluation items for the fire risk resulted from the plant configuration change with an intent to introduce the state-of-the-art quantitative fire risk analysis technology at the domestic nuclear power plants.

  • Big data analysis for disaster have been recently started especially to text data such as social media. Social data usually supports for the final two stages of disaster management, which consists of four stages: prevention, preparation, response and recovery. Otherwise, big data analysis for meteorologic data can contribute to the prevention and preparation. This motivated us to review big data technologies dealing with non-text data rather than text in natural disaster area. To this end, we first explain the main keywords, big data, data mining and machine learning in sec. 2. Then we introduce the state-of-the-art machine learning techniques in meteorology-related field sec. 3. We show how the traditional machine learning techniques have been adapted for climatic data by taking into account the domain specificity. The application of these techniques in natural disaster response are then introduced (sec. 4), and we finally conclude with several future research directions.

  • Currently, Most of the Backhual and Submarine's networks are being installed using DWDM and EDFA to deal with dramatically increasing internet traffic. In a conventional type optical system, the so-called 3R repeater, fiber non- linearity was not significant factor but it is one of the most important consideration when designing new DWDM network based on the EDFAs. To minimize the signal pulse distortion in long-haul optical network, Zero-dispersion fiber is indispensable but causes the fiber non-linearity. Therefore this conflicting problems should be managed to transmit a high-speed capacity traffic. In this paper, key technologies in DWDM submarine optic network were found out for a high capacity traffic and introduced the dispersion management way for solving the conflicting problems between Zero-dispersion and non-linearity. Lastly designed a dispersion map in section between Korea and Hong-kong.

Most countries that seek to join. and lead, the global trading system as they work to develop production and logistics systems that establish a reputation for leadership in international logistics. Our focus in this research is on the Gwangyang Port and whether Gwangyang Port is capable of carving out a competitive niche as a hub of international logistics. Our analysis is based on comparison and analysis with benchmark port developments around the world. As proposals to promote and activate Gwangyang Port as a hub for international logistics, we recommended in this paper several benchmarks. First, Gwangyang Port FTZ must strengthen the incentive system for tenant companies and providing an inducement for new global companies. Second, Gwangyang Port needs to moderation of regulation on the investment tenant companies and strengthening one-stop service. Third, it is required to stabilize labor and management relationship and securing of flexibility of labor market. Lastly, Gwangyang Port must strengthen mutual interaction of Free Economic Zone (FEZ), Customs Free Zone(CFZ) and Free trade Zone(FTZ) in Korea.

  • Objectives: Synchronous electroencephalogram (EEG) and functional magnetic resonance imaging (fMRI) has been used to explore sleep stage dependent functional brain networks. Despite a growing number of sleep studies using EEG-fMRI, few studies have conducted network analysis on whole night sleep due to difficulty in data acquisition, artifacts, and sleep management within the MRI scanner. Methods: In order to perform network analysis for whole night sleep, we proposed experimental procedures and data processing techniques for EEG-fMRI. We acquired 6-7 hours of EEG-fMRI data per participant and conducted signal processing to reduce artifacts in both EEG and fMRI. We then generated a functional brain atlas with 68 brain regions using independent component analysis of sleep fMRI data. Using this functional atlas, we constructed sleep level dependent functional brain networks. Results: When we evaluated functional connectivity distribution, sleep showed significantly reduced functional connectivity for the whole brain compared to that during wakefulness. REM sleep showed statistically different connectivity patterns compared to non-REM sleep in sleep-related subcortical brain circuits. Conclusion: This study suggests the feasibility of exploring functional brain networks using sleep EEG-fMRI for whole night sleep via appropriate experimental procedures and signal processing techniques for fMRI and EEG.

  • Ground Operations Command (GOC) has studied various methods using artificial intelligence (AI) in order to accomplish ground missions more effectively and to strongly respond to variable strategic situations with advancements in fourth industrial revolution technology. As the result of various literature reviews, PEST-7S-SWOT is considered the most appropriate methodology for promoting strategies and for task development. These procedures consist of three stages. Phase 1 is analysis of external environmental factors from applying PEST procedures. We analyzed external environmental factors to determine opportunities and risk factors. Phase 2 is the analysis of internal environmental factors from applying 7S strategies. We analyzed the current state of an organization to find strengths and weaknesses. Phase 3 is SWOT analysis. It is based on the opportunities and risk factors from Phase 1 and the strength and weakness factors from Phase 2. We derive promotional strategies and tasks through SWOT analysis. In this study, four strategies and 11 tasks were derived for GOC AI systems. Those are promotion of policies and systems, reinforcing organizations, building an AI base, increasing expertise and capabilities, and validating PEST-7S-SWOT methodologies.
