The purpose of this study is to inform the university stakeholder and startup policy makers about the current status of startup support programs and to identify criteria that could impact the startup effectively among various support program. The purpose of this study is to categorize the startup support programs into three different types. These types are startup education support, startup activity and commercialization support the startup Intention of university students was analyzed using survey and interview during the these programs. In addition, the impact on startup intention was empirical analyzed utilizing entrepreneurial self-efficacy and opportunity recognition support programs. Research results show that, Firstly, startup activity support program had impacted on both entrepreneurial self-efficacy and opportunity recognition. Commercialization support had impacted entrepreneurial self-efficacy. However, startup education support program had no impact on entrepreneurial self-efficacy and opportunity recognition. secondly, entrepreneurial self-efficacy and opportunity Recognition have influence on startup intention. Thirdly, startup activity support had influenced on startup intention. Finally, startup activity support and startup intention strongly influenced entrepreneurial self-efficacy. Also, commercialization and startup intention strongly influenced opportunity recognition. Other factors only influenced partially. Startup support program shall seek various solutions to improve quality to increase startup intention based on the research results. Also, high quality educational program shall be offered to improve entrepreneurial self-efficacy and opportunity recognition, while promoting startup activity and commercialization support emphasized. Try to realize a strategic development for activation of startup business.

According to attended about startup, there are many policy and program for activating of startup. Government's policy and program was scale up and arrangements for high quality. Nevertheless, policies and programs are concentrated on ante-startup stage. And experts have questioned that effect. So, there are needed a program focusing pre-startup and incubation stage. Accordingly, this study propose a kind of educative program named Pre-Startup Support Program. Through the program, pre-startup teams or entrepreneurs will inspect items, business skills and surroundings of market and competitors. And they have a time for complementation of deficiency. This study selects ETRI spin-off(research based spin-off born ETRI) by means of an object of study. ETRI's programs are started in 2011 with intent to incubate the entrepreneur through market research, mentoring, space of incubation and funds. This study analyze using the ISA(Important-Satisfaction Analyze) and the regression. We classify the pre-startup support program using the ISA. And then, we analyze the influence of satisfaction using the regression. On the basis of results, we identify the effectiveness of pre-startup support program and propose plans for reinforcement. In conclusion, adopting a pre-startup support program is expected to success of startup.

The Startup Studies have been developed, fundamentally, by involving interdisciplinary research fields such as studies of Business, Education, Psychology, Sociology, Economic and even Engineering. It looks like a simple combination of a disparate group of studies but practically built in identical and protocole field of studies. In spite of the social and academic importance, the startup studies are too harsh reality caused by poor logical support, absence of basic words definitions, confusion of academic consensus regarding the identity of Startup studies and Entrepreneurship. In this paper is logical foundation in science for the development of Startup studies defining basic concepts and identities in Startup studies and entrepreneurship. As conclusion, we were discussed the identity of the Startup and Startup studies to support its argument presented on the field of research and education.

The prolonged economic slowdown has forced many youths to opt for starting a business instead of seeking employment. Universities have shown their interest in startup training by opening startup courses and encouraging relevant student communities, while at the same time helping their students land a job. Along with this, the government has been implementing various policies through creative economy and youth startup initiatives, but the resulting quantitative growth has not been supported by a commensurate level of qualitative growth and this has created problems on the supplier side, such as by producing redundant functions and roles in multiple projects and inefficient investment. This study, which aims at proposing a direction towards more active support and thus helping the government achieve qualitative accomplishments that can match its effort in terms of quantitative growth, analyzes the current status of startup support of universities in Korea by examining the data regarding training programs and projects, and highlights the issues stemming from startup organizations in colleges. It also suggests solutions for improving in-college startup training and establishing an interlinked system among the relevant bodies in and out of college, with the hope that the results and alternatives proposed in this study will be utilized as the basis for more active student startup support activities.

This study analyzes factors of the influence of university start-up education and start-up support on the employment rate. For this purpose, we study prior research on university factors that affect the employment rate. we add university startup education & support to the university factors that are the type of university establishment and the university location, affecting the employment rate. The information of start-up education and start-up support is derived from the university disclosure information. In the start-up education, the number of participants in the start-up lecture, the number of participants in the start-up club, the number of participants in the start-up competition, the number of participants in the start-up camp and in the start-up support, the number of dedicated faculty members for start-up support, and the start-up training budget are added. The research model is empirically analyzed with 118 universities, excluding special purpose universities and universities with less than 1,000 graduates as a national 4-year university. Empirical analysis shows that the type of university establishment has a positive effect on the employment rate, and the university location has a positive effect on the employment rate. Among the factors of start-up education and start-up support, the number of participants in entrepreneurship courses is found to have a positive effect on the employment rate. In addition, although the number of participants in the start-up camp don't have a positive effect on the employment rate, it is found that the significance level p=0.070. Based on the results of this empirical analysis, academic and policy implications are presented.
Many countries, including Korea, have established and operated various startup supporting programs to revitalize youth entrepreneurship. This study aims to identify the current status and characteristics of the major startup supporting programs currently operated in Korea and propose development plans for future startup supporting programs through analysis of the startup supporting systems of major countries. By analyzing the success factors of domestic and foreign startup supporting systems, we suggested improvements that can be operated more effectively in the areas of financial support, selection process, education and mentoring, networking, publicity and branding, and follow-up management by operated startup supporting programs. In addition, improvements for performance evaluation indicators of startup supporting programs were suggested and limitations of the study were presented.
This paper aims to examine structural relationship between startup programs aided by university what reflected in GEM(Global Entrepreneurship Monitor) model and was establishing entrepreneurial intention of current university students. Total of 364 suitable sample data were used to empirical analysis hypotheses. The results of the hypothesis test through analysis of the structural model are summarized as follows. First, among the factors of universities' startup support programs, entrepreneurial education, entrepreneurial consulting, R&D transfer, and entrepreneurial culture has a positive effect on recognition of entrepreneurial opportunities. Second, entrepreneurial education and entrepreneurial consulting has a positive influence on entrepreneurship. Third, the parameters of entrepreneurial opportunities and entrepreneurship positively influences on entrepreneurial intention. Therefore, University should support entrepreneurial education, R&D transfer, entrepreneurial consulting and makes entrepreneurial culture intensely for vitalizing university students entrepreneurial intention.

The purpose of this study is to look at the difference between the importance and the satisfaction with respect to government startup aid programs perceived by entrepreneurs to improve the effectiveness of government startup aid policy and verify the causal relationship between startup aid project and business performance. In this respect, this study aims to look at the impact of entrepreneurs' perceived satisfaction over government startup aid programs on startup business performance. Major study findings from this study are as follows. First, as a result of testing statistical significance of the difference between importance and satisfaction in startup education, facility/space, consulting, or fund support field, respectively in start-up assistance project, it appeared that there was a significant difference in all fields. In addition, fund support was the field that showed the biggest difference between importance and satisfaction. Second, the results of IPA (importance-performance analysis), which displays relative importance and performance of start-up assistance project on four quadrants so that entrepreneurs can evaluate which start-up assistance projects they think important and which projects they are satisfied with by themselves are as follows. Let us summarize the distribution of start-up assistance project on four quadrants in the first place. Facility/space support project is distributed in the 1st quadrant that requires ongoing maintenance; start-up funding program in the 2nd quadrant that requires concentrated improvement; consulting support project in the 3rd quadrant that requires limited use at low priority; and start-up education support project in the boundary between the 3rd quadrant that requires limited use and the 4th quadrant that requires rejection against unnecessary items. Third, the results from multiple regression analysis to identify the impact of satisfaction with government startup aid programs over business performance are as follows. As a result of analyzing the influence relationship between government startup aid program and financial performance, it appeared that satisfaction with facility/space had a positive (+) impact on financial performance. This suggests that the higher the satisfaction with facility/space, the higher the financial performance. As a result of analyzing the influence relationship between start-up assistance project and non-financial performance, it appeared that satisfaction with startup education had a positive (+) impact on non-financial performance. This suggests that the higher the satisfaction with startup education, the higher the non-financial performance.

In order to improve employment rates, most universities operate programs to strengthen students' employment and entrepreneurship, regardless of whether they are selected as the Leading Industry-Innovative University (LINC) or not. In particular, in the case of non-metropolitan universities are risking their lives to improve employment rates. In order to overcome the limitations of university establishment type and university location, which absolutely affect the employment rate, we are operating a startup education & startup support program in order to strengthen employment and entrepreneurship, and capstone design & field training as industry-academia-linked education programs are always available. Although there are studies on effectiveness verification centered on LINC (Leaders in Industry-University Cooperation) in previous studies, but a longitudinal study was conducted on all factors of university factors, startup education & startup support, and capstone design & field training as industry-university-linked education programs as factors affecting the employment rate based on public disclosure indicators. No cases of longitudinal studies were reported. This study targets 116 universities that satisfy the conditions based on university disclosure indicators from 2018 to 2020 that were recently released on university factors, startup education & startup support, and capstone design & field training as industry-academia-linked education programs as factors affecting the employment rate. We analyzed the differences between the LINC (Leaders in Industry-University Cooperation) 51 participating universities and 64 non-participating universities. In addition, considering that there is no historical information on the overlapping participation of participating students due to the limitations of public indicators, the Exposure Effect theory states that long-term exposure to employment and entrepreneurship competency enhancement programs will affect the employment rate through competency enhancement. Based on this, the effectiveness of the 2nd LINC+ (socially customized Leaders in Industry-University Cooperation) was verified from 2017 to 2021 through a longitudinal causal relationship analysis. As a result of the study, it was found that the startup education & startup support and capstone design & field training as industry-academia-linked education programs of the 2nd LINC+ (socially customized Leaders in Industry-University Cooperation) did not affect the employment rate. As a result of the longitudinal causal relationship analysis, it was reconfirmed that universities in metropolitan areas still have higher employment rates than universities in non-metropolitan areas due to existing university factors, and that private universities have higher employment rates than national universities. Among employment and entrepreneurship competency strengthening programs, the number of people who complete entrepreneurship courses, the number of people who complete capstone design, the amount of capstone design payment, and the number of dedicated faculty members partially affect the employment rate by year, while field training has no effect at all by year. It was confirmed that long-term exposure to the entrepreneurship capacity building program did not affect the employment rate. Therefore, it was reconfirmed that in order to improve the employment rate of universities, the limitations of non-metropolitan areas and national and public universities must be overcome. To overcome this, as a program to strengthen employment and entrepreneurship capabilities, it is important to strengthen entrepreneurship through participation in entrepreneurship lectures and actively introduce and be confident in the capstone design program that strengthens the concept of PBL (Problem Based Learning), and the field training program improves the employment rate. In order for actually field training affect of the employment rate, it is necessary to proceed with a substantial program through reorganization of the overall academic system and organization.

This study examines the effects of failure experience, re-startup's motivation, government support business and education for re-startup on the performance of re-startup firms after failure. In addition, we analyzed how the above factors affect the performance of re-startup firms by the condition of debt and credit problems. As a result of the analysis, the failure experience had no significant effect on the re-startup performance regardless of the credit problem, while re-startup's motivation, government support business and education for re-startup had a significant effect on re-startup firms' performance. In the re-startup group with the credit problem, the re-startup's motivation and the failure experience had a significant influence on the re-startup firms' performance. On the other hand, in the group that did not solve the credit problem, the re-startup's motivation and the failure experience had no significant effect on the re-startup performance, but the government support business and education for re-startup had a significant effect on re-startup performance. The results of this study are as follows: First, it shows that the characteristics of re-startups and the determinants of re-startups are different according to credit problems. Second, this study shows that it takes 56 months on average from the close of business to the re-start, and it may take more than 7 years due to the credit problems and bankruptcy. This suggests the necessity to consider re-startup in the concept of obsolete in consideration of time, when studying the direct/indirect influence of failure experience and re-startup, and establishing policy.
