  • This study starts from the research question that "Why some companies decide to keep working in partnership even when they are not satisfied with the partner companies simply because they are old business partners." The authors try to find the answer in terms of customer value considering the phases of B2B transaction spectrum: transaction value, relationship value and appraisal value implementing empirical research. The result shows that the intension to retain the relation with an existing partner is formed by the trade-off between the benefit and cost of both contract value and relationship value and not the sole value was dominant. The unique point of the study is that current study is considering these two factors as dependent variables which affect the relationship continuity which is not the case in existing researches.

Patterns of Antibiotic Usage in Clinics and Pharmacy after Separation of Dispensary from Medical Practice (의약분업 이후 의원 및 약국에서의 항생제 사용 실태)

  • This study aimed to investigate the prescription of antibiotics in clinics, and evaluate their usage appropriateness after the 2000 Korean separation of dispensary from medical practice. A retrospective study was performed on the antibiotic use for 4 years from August 2000 to July 2004 in three clinics (general, internal medicine and ear-nose-and-throat (ENT) clinics). Moreover, prescription of antibiotics for acute upper respiratory infection (AURI), concomitant drugs, duplicate antibiotics and patient adherence were assessed for 260 patients experienced AURI in a pharmacy. The prescription rates of antibiotics amongst the whole prescription decreased annually during the study period, but those in ENT clinic still constituted more than 90%. The usage of penicillins declined, but that of broad spectrum antibiotics such as amoxicillin/clavulanic acid and 1st/2nd generation cephalosporins increased. Moreover, the categories of antibiotics for the same indication were different among the clinics. For patients with AURI, the more antibiotics were prescribed as its missing days and days under its therapeutic dose increased. The drug interactions with concomitant drugs decreased annually, but the use of duplicate antibiotics was similar across the period. Potential inappropriate antibiotic use was common after the Korean policy, so the observation of pharmacists needs in addition to the patients and practitioners' attention.

Deep Learning Model for Mental Fatigue Discrimination System based on EEG (뇌파기반 정신적 피로 판별을 위한 딥러닝 모델)

  • Individual mental fatigue not only reduces cognitive ability and work performance, but also becomes a major factor in large and small accidents occurring in daily life. In this paper, a CNN model for EEG-based mental fatigue discrimination was proposed. To this end, EEG in the resting state and task state were collected and applied to the proposed CNN model, and then the model performance was analyzed. All subjects who participated in the experiment were right-handed male students attending university, with and average age of 25.5 years. Spectral analysis was performed on the measured EEG in each state, and the performance of the CNN model was compared and analyzed using the raw EEG, absolute power, and relative power as input data of the CNN model. As a result, the relative power of the occipital lobe position in the alpha band showed the best performance. The model accuracy is 85.6% for training data, 78.5% for validation, and 95.7% for test data. The proposed model can be applied to the development of an automated system for mental fatigue detection.

  • Russia's push in the Asia-Pacific region stems from its interests that have the national, regional and global dimensions. In their turn, the aims of this policy are civilizational, geopolitical, economic and prospective, with a long-term outlook. In the course of their achievement, cooperation with Northeast Asia's countries will play one of the key roles owing to the factors of geographic proximity, Northeast Asia's economic potential, risk hedging and a growing influence Northeast Asia exerts upon the global development. A new cooperation paradigm between Russia and the states of Northeast Asia should be based upon establishing and cementing self-reproducing ties. This is the central aim of Russian initiatives in relations, with Japan, the Republic of Korea, Democratic People's Republic of Korea, Mongolia and China. However, numerous obstacles ranging from Russia's absence in the regional free trade agreements and supply-production chains of value-added production to the permanent international instability generated by Pyongyang's missile-nuclear developments hamper the practical implementation of this task. Realizing the necessity to give an additional impetus to this new cooperative paradigm, Russia has to develop directions with an apparent consolidating effect. The most promising may be the establishment of a permanent security forum based upon Northeast Asia Peace and Security Mechanism chaired by the Russian Federation. The urgency of this measure and its expected support stem from the necessity to strengthen security in Northeast Asia, a task neither the US-led hub-and-spoke system nor ASE-AN-led multilateral dialogue venues have been able to resolve. The issues addressed at the security forum must include the unification of approaches to North Korean nuclear issue and producing a document specifying actions of the claimants on the disputed maritime territories in the "direct contact" situations. At the expert level, Russia has elaborated on the idea to establish such a forum outlining the spectrum of the key directions of cooperation. With the urgency in the establishment of this dialogue venue, its agenda has to be coordinated with the agendas of the existing security systems presented by the US alliances and the ASE-AN-led multilateral negotiations. The practical implementation of this initiative will strengthen security in Northeast Asia as its challenges will be resolved in the pre-emptive way based on coordinated approaches. Therefore, Russia as the Eurasian state will be one of the role players in the advent of the Asian century.

  • The rights and obligations of the Member States of ITU in the domain of international frequency management of the spectrum/orbit resource are incorporated in the Constitution and Convention of the ITU and in the Radio Regulations that complement them. These instruments contain the main principles and lay down the specific regulations governing the major elements such as rights and obligations of member administrations in obtaining access to the spectrum/orbit resource, as well as international recognition of these rights by recording frequency assignments and, as appropriate, any associated orbits, including the geostationary-satellite orbits used or intended to be used in the Master International Frequency Register (MIFR) Coordination is a further step in the process leading up to notification of the frequency assignments for recording in the MIFR. This procedure is a formal regulatory obligation both for an administration seeking to assign a frequency in its network and for an administration whose existing or planned services may be affected by that assignment. Regulatory problem lies in allowing administrations to fulfill their "bringing into use" duty for preserving his filing simply putting any satellites, whatever nationlity or technical specification may be, into filed orbit. This sort of regulatory lack may result in the emergence of the secondary market for satellite orbit. Within satellite orbit secondary market, the object of transaction may be the satellite itself, or the regulatory rights in rem, or the orbit registered in the MIFR. Recent case of selling the Koreasat belongs to the typical example of orbit transaction between private companies, the legality of which remains doubtedly controversial from the perspective of international space law as well as international transaction law. It must be noted, however, that the fact is the Koreasat 3 and its filed orbit is for sale.

  • The educational trait that the arts and cultural education and dance strive for at a time when the ethical tasks of life is the experience for insight of life. The awareness of time entrusted with the intensity [depth] of artistic and aesthetic experience is to contain its implication with policy and system. In the policy territory, broad perception and strategy are combined and practiced to produce new implication. Therefore, on the basis of characteristics and spectrum persuaded at a time when the arts and cultural education and dance education are broadly expanded, the result of this study after taking a look at the role of dance education within the arts and cultural education is shown as follows. The value striving for by the culture and arts education and dance education is to structure the life form with the artistic experience through the art as the ultimate life description. This is attributable to the fact that the artistic trait structured with self-understanding and self-expression contains the directivity of life that is recorded and depicted in the process of life. The dance education in the culture and arts education has the trait to view the world with the dance structure as the comprehensive study as in other textbook or art genre under the awareness of time and education system category within the school system and it has diverse social issues combined as related to the frame of social growth and advancement outside of school. When taking a look at the practical characteristics (method) of dance based on the arts and cultural education business, it facilitates the practice strategy through dance, in dance, about dance, between dance with the artist for art [dance]. At this time, the approachability of dance is deployed in a program based on diverse artistry for technology, expression, understanding, symbolism and others and it has the participation of enjoyment and preference. In the policy project of the culture and arts education, the dance education works as the function of education project as an alternative model on the education system and it also sometimes works as the function for social improvement and development to promote the community awareness and cultural transformation through the involvement and intervention of social issues.

Analysis on Dynamics of Korea Startup Ecosystems Based on Topic Modeling (토픽 모델링을 활용한 한국의 창업생태계 트렌드 변화 분석)

  • In 1986, Korea established legal systems to support small and medium-sized start-ups, which becomes the main pillars of national development. The legal systems have stimulated start-up ecosystems to have more than 1 million new start-up companies founded every year during the past 30 years. To analyze the trend of Korea's start-up ecosystem, in this study, we collected 1.18 million news articles from 1991 to 2020. Then, we extracted news articles that have the keywords "start-up", "venture", and "start-up". We employed network analysis and topic modeling to analyze collected news articles. Our analysis can contribute to analyzing the government policy direction shown in the history of start-up support policy. Specifically, our analysis identifies the dynamic characteristics of government influenced by external environmental factors (e.g., society, economy, and culture). The results of our analysis suggest that the start-up ecosystems in Korea have changed and developed mainly by the government policies for corporation governance, industrial development planning, deregulation, and economic prosperity plan. Our frequency keyword analysis contributes to understanding entrepreneurial productivity attributed to activities among the networked components in industrial ecosystems. Our analyses and results provide practitioners and researchers with practical and academic implications that can help to establish dedicated support policies through forecast tasks of the economic environment surrounding the start-ups. Korean entrepreneurial productivity has been empowered by growing numbers of large companies in the mobile phone industry. The spectrum of large companies incorporates content startups, platform providers, online shopping malls, and youth-oriented start-ups. In addition, economic situational factors contribute to the growth of Korean entrepreneurial productivity the economic, which are related to the global expansions of the mobile industry, and government efforts to foster start-ups. Our research is methodologically implicative. We employ natural language processes for 30 years of media articles, which enables more rigorous analysis compared to the existing studies which only observe changes in government and policy based on a qualitative manner.

  • The Federal Communications Commission voted to repeal net neutrality protections on December 14, 2017. This is the very opposite decision of the net neutrality rule that the Obama administration has consistently maintained. The ensuing storm from the repeal of net neutrality protections has an extensively effect enough on individuals and businesses to cover the entire spectrum, and the impact is hard to assess in the U. S. content industry, which dominates the worldwide Internet content and platform market. On the other hand, Korea's net neutrality protections have been firmly pursued, and there is no sign of change even after the decision happened in the U. S. Net neutrality is not a simple theme that is associated with the Constitution, such as freedom of expression, as well as the issue of network enhancement to prepare for 5G. Accordingly, this study examines how the net neutrality has been carried out in the U. S. and Korea over the years, and provides the issues of Internet enhancement, perspectives of ISP and ICP, and implications for the Constitution, market economy, fair competition and zero rating. This research delivers future direction and implications of domestic net neutrality policies.

Overview of the Leading Environmental Specimen Banks in the World and Future Challenges of the National Environmental Specimen Bank in Korea (선진국 환경시료은행의 특성 분석을 통한 국가환경시료은행의 발전방안)

  • The ESBs (Environmental Specimen Banks) have monitoring functions for the contemporary environmental qualities and also offer the future generation tangible information on the past environment by preserving the specimens. This entails the sampling of the representative specimen for each distinctive ecosystem, which is performed under a strict and stipulated procedure and a condition that does not allow any change in the component so that a retrospective analysis can be readily done even in the distant future. It has been more than 30 years that some developing countries started collecting a broad spectrum of specimens to vindicate the effectiveness of an environmental policy and to monitor the long-term variations of background concentrations of environmental pollutants. Though being late, the National Institute of Environmental Research (NIER), Korea, has successfully launched the National Environmental Specimen Bank (NESB) in 2009 equipped with its state-of-the-art automated cryogenic tanks. Since then, the researchers at the NESB have been doing their best to excel the existing ESBs around the world by learning and improving the expertise. To do so, they conducted a pilot study for developing and testing their own Standard Operating Procedure (SOP) based on the analysis of the examples of the other ESBs. The problems from the pilot study had been reviewed to improve the SOP to meet the requirements for an ESB, that is to say, preserving representative environmental specimens in cryogenic condition and enhancing the analytical method. Furthermore, they also need to prepare themselves to address the future challenges by providing some additional functions, which makes it distinguishable from the other ESBs. If successful, this will be a step further to be recognized as a full-fledged member of the ESB society of the world.

Study on Oxidation Properties of Biodiesel Blended Fuels according to Storage Circumstances (저장 환경에 따른 바이오디젤 혼합연료의 산화특성 규명 연구)

  • Recently, due to the activation policy of biodiesel, the blending biodiesel to petroleum product is increasing. Low-temperature fluidity and oxidation stability are the most significant issues to the marketers and end users of biodiesel. Thus, the way to control the quality of biodiesel blended fuels was investigated by duplicating the real storage situation of biodiesel blended fuels and evaluating the effect of oxidation trend and quality degradation. From the results of oxidation degradation test of biodiesel blended fuels, no special quality degradation has been observed through the evaporation for 18 weeks in a summer season under a storage circumstance without exposure to the sun light. However, the severe quality degradation was observed in PE vessel in only 2 weeks of storage. This oxidation degradation was also verified with FT-IR spectrum change. However, the special symptom cannot be distinguished by the quality test because the quality specifications were satisfied despite of the drastic oxidation degradation. Namely, the problem in a vehicle could be occurred by oxidation materials(polymer, organic acid. etc.) under oxidation even though it satisfied the quality specification.
