  • As around 100 hazardous substance loaded ships go in and come out of Yeo-su Port, Southern Coast, they cause and may probably cause small and large ship accidents in coming alongside the pier every year, so this study would research into a safety management system in case of ships coming alongside the pier.

  • Ship technology has advanced in many diverse directions in recent years, a trend that can be expected to continue. The effect of this both on the physical equipment now being usedand under construction and on the attitude of mind of many of those responsible for its operation is profound. The technological changes in shipping have brought about an increasing trend towrard more delegation of authority from shoreside to ship management. With increased shipboard responsibility the shipping industry would benefit from seeming that more of the management subjects were learned by nautical students. It is clear advantage that companies should draw into their general management structure men with seafaring experience. At the same time the the boards of shipping companies should include more men with high technological qualificatiions and experience.

Exploring Plans to Improve the Onboard Training Management for Fisheries High School (수산계고등학교 승선실습 운영 개선 방안 탐색)

  • This study aimed at exploring, based on the current states and status of onboard training ship, plans to improve the boarding training management for fisheries high school. The results were as follows. The problems with the management of onboard training ship were summarized as the following four types. Firstly, The most training ships throughout the country became superannuated. Secondly, the safe equipments for training ships were necessary to compensate the defects to fall short of the international safety management standards. Thirdly, the problems could result from the dualized system between ownership and management, since training ships were owned by metropolitan and provincial education offices and operated by management centered schools. Fourthly, middle technicians such as professional fisheries manpower were not easily supplied with. The plans to improve the above problems were as in the following. Firstly, support and help of Ministry of Maritime Affairs and Fisheries were needed to launch new onboard training ships which substitute for the superannuated. Secondly, new onboard ships were required to be launched according to the updated international safety management standards. Thirdly, Korea Institute of Maritime and Fisheries Technology should hold onboard training. Fourthly, on-site onboard training expertise, systemic management, safety, etc. should be compensated through industry-university-institute collaboration.

An Analysis of Drawing Government Supporting Policies for Mutual Growth of Shippers and Ship owners using CFPR method (CFPR을 이용한 선사 및 화주 상생을 위한 정책지원방안 도출에 관한 연구)

  • The failure of company management that does not overcome the recession of shipping economy has negative impact on front-end and back-end industries in relation to shipping industry overall. This study aims to derive a measure of government policy support for win-win of ship owners and shippers by performing a survey with experts in ship owners, shippers, and port-related institutions. This study employed a consistent fuzzy preference relation (CFPR) method to provide the priority of government policies. The study results showed that out of all 14 policies, the policy perceived most important was "expansion of participation in share of shipping company or ships of shipper (0.102)" followed by "strengthening of national shipper-centered service quality (0.101)", and "providing a long-term transportation contract model of container cargo (0.085)". To recover the Korean shipping industry via win-win of ship owners and shipper, the policy enforcement is important through correct government policy establishment and priority selection. In this regard, this study contributed to proposing policies and priority of the policies. For the future study, detailed analysis on comparison of perception difference among stakeholders in the shipping industry is needed.

  • In the steel industry, steel is manufactured and processed to produce a variety of steel products. The industry provides fundamental materials to the whole range of industries including car, ship, electric appliance and construction industries, so that it is very important as an infrastructure industry. The steel manufacture process involves aerial work, many danger factors caused by the treatment with hazardous gases including BFG and COG and by high pressure gases including H2, O2, N2 and LPG. It requires the management over the large area because many workers work in a plant. The potential dangers in the steel plant were identified and the effect of the danger assessment was verified through the analysis of the danger assessment for the steel plant. The allowed degree of danger was lowered after the improvement through the danger assessment in the plant where the case studies were conducted, which indicates that the danger assessment is highly effective.

  • In the fourth industrial era, when various technologies are fused and combined, new and advanced technologies from other industries are used extensively in the maritime industry field. New security threats are also increasing along with the development of new technologies. In addition, in incorporating convergence technologies into the maritime industry, various problems, such as communication definitions and procedures between technologies and customer-customized delays, occur. In this paper, for the problems mentioned above, research results on the network configuration of safer autonomous vessels by supplementing and fusing existing solutions rather than developing new technologies are proposed. In conclusion, the entire network consists of VDI and presents additional configurations to ensure confidentiality, integrity, and availability, which are the three security elements. According to the composition of such a convergence network, it is intended to help prepare countermeasures to protect internal data from external threats.

A basic study on the introduction of safety management system for the costal/offshore fishing vessels in Korea (연근해어선 안전관리체제 도입에 관한 기초 연구)

  • This study analyzed the condition of marine accident and disaster rate of crew of Korean fishing vessels by vessel type, and checked the Australian safety management system and relevant regulation in Korea to suggest measures to build coastal/offshore fishing vessel safety management system in Korean coastal/offshore fishery. As a result, the power and production amount of Korean coastal/offshore fishing vessel is consistently decreasing while marine accident is increasing. Disaster rate of crew was higher than land industry, especially, the disaster rate of coastal/offshore fishing vessel was very high (100.0‰). Australia applies safety management system differed by vessel type and operation waters which fully considers the characteristics of pertinent vessel. The average accident rate of fishing vessels with gross tonnage over 20 tons among the Korean coastal/offshore fishing vessel was 13.6%, which was significantly higher than fishing vessels with gross tonnage below 20 tons (1.4%). Such result indicates it is urgent to implement safety management system to fishing vessel with gross tonnage over 20 tons and introduce fishing vessel safety supervisor. Establishing safety management system of coastal/offshore fishing vessel will contribute to consistent industrial development by achieving the general goal of reducing marine accident and spreading safety culture.

  • Ship's Bunkering Business is one of the essential businesses creating added values of the port as a hub for a stream of the international logistics. Regulatory considerations of ship's bunkering business should be made to create a more relevant system and stabilize the bunkering industry so that the ports may produce more substantial added values. This paper suggests revisions the Harbor Transport Business Act, the Marine Transport Act, putting forward an idea of unifying safety management systems, establishing a guideline for bunker quality managements, and changing the laws regarding any wrongdoings of bunker suppliers. In conclusion, in order to increase the managerial integrity of the bunkering operators, reasonable burdens should be distributed across the government, refinery companies and ship-owners to achieve a more balanced state and enable long-term development to advance the business at issue, following a step-by-step approach to amend the contract practice, the laws and the systems.

  • The shipbuilding and offshore industry is a large and complex assembly industry, which causes many safety accidents. The major accidents in the shipbuilding and offshore industry workplaces are stenosis, falling objects, dust, fire, explosions, and gas poisoning. The accident by worker in this industry mainly has three factors: frequent movement, narrow work space, and increased use of subcontractors. To control these factors, it is necessary to monitor the worker's location and work status. In this paper, a worker location monitoring system using inaudible sound wave was designd that can be used in environments with many metal barriers. The process included deriving stakeholder requirements, transforming to system requirements, designing system architecture, and developing prototype. The prototype was validated by third-party testing agency. As a result, it satisfied the designed performance and verified its feasibility.

A basic study on the introduction of safety management system for the deep-sea fishing vessel in Korea (원양어선 안전관리체제 도입에 관한 기초 연구)

  • The analysis on the international safety management code (ISM Code) and case of foreign national safety management for fishing vessel was conducted to serve as a basic data on the introduction of safety management system (SMS) for a deep-sea fishing vessel in Korea. As a result, Maritime New Zealand (MNZ) has managed operations of SMS in the maritime rules according to the Maritime Transport Act since 1994. MNZ underwent a safe ship management (SSM), which includes elements applied to shipping companies, ship and verification of the ISM Code for ships, except ISM Code application since 1998. In 2014 the introduction of the advanced maritime operator safety system (MOSS) superior to the SSM by MNZ was promoted actively switch and enforcement. Meanwhile, the safe operation manual of Japanese fishing vessel includes large part of the contents of the ISM Code, and voluntary implementation to fit the realities of the fishing vessel. The law application of SMS for a deep-sea fishing vessel after the newly establishment of the Ocean Industry Development Act to SMS would be advantageous to the schematic management, supervision, maintenance and application and, in 2016 from the implementation of maritime safety supervisor for a deep-sea fishing vessel that the management and supervision through the fishing vessel will be the efficient operation. The configuration of the safety management system in a deep-sea fishing vessel should be included as an element of ISM Code. The introduction of such a system is gradually applicable, such as nationality overseas vessel case study of the ISM Code, and vessels that are excluded from the application will be implemented as autonomous as Japan. The results are expected to contribute to sustainable development in the ocean industry safety culture spread throughout the ocean industry through the enhancement of safety fishing competency and safety management responsibility of fisher.
