Taipei Watershed Management Bureau (WRATB) is a government agency entitled for water resources protection at two major watersheds in order to provide drinking water for about four millions population in Taipei on a sustainable basis. At WRATB, there are two major public sewage treatment facilities which can convert sewage in each watershed into an acceptable state before they were discharged into rivers. More than 82% of household wastewater have been collected and treated by the two public sewage systems. However, households at remote area still need more effective sewage management prescriptions. The objective of this paper is to implement geographic information systems in order to provide more effective approaches that sewage management can be easier and cost effective. ArcIMS was implemented for Internet browsing and map server of those sewage facilities on personal computers, laptop computers. In the open field, ArcPAD was implemented with personal digital assistant (PDA) such that compact flash type's global positioning systems (GPS) and digital camera can be utilized with PDA. All sewage facilities digital files were convert into ArcMap format files. MapObjects and visual BASIC were used to create sewage application modules to meet every single technician personal flavor. ASP.NET was implemented for Internet database manipulations of all sewage databases. Mobile GIS was the key component of GIS applications in the open field for sewage management on a basis of house by house. Houses at remote area, which can not cover by the two public sewage systems, were managed by PDA and laptop computers with GPS and digital camera. Sewage management at Taipei Watershed Management Bureau is easier both in the open field and in the office. Integration of GPS, GIS, and PDA makes sewage management in the open field much easier. ArcIMS, MapObjects, ASP.NET and visual BASIC make sewage management can be done in the office and over Internet.
Because of the intensified environmental problems such as climate change and resource depletion, sewage treatment technology focused on energy management has recently attracted attention. The conversion of primary sludge from the primary sedimentation tank and excessive sludge from the secondary sedimentation tank into biogas is the key to energy-positive sewage treatment. In particular, the primary sedimentation tanks recover enriched biodegradable organic matter and anaerobic digestion process produces methane from the organic wastes for energy production. Such technologies for minimizing oxygen demand are leading the innovation regarding sewage treatment plants. However, sewage treatment facilities in Korea lack core technology and operational know-how. Actually, the energy potential of sewage is higher than sewage treatment energy consumption in the sewage treatment, but current processes are not adequately efficient in energy recovery. To improve this, it is possible to apply chemically enhanced primary treatment (CEPT), high-rate activated sludge (HRAS), and anaerobic membrane bioreactor (AnMBR) to the primary sedimentation tank. To maximize the methane production of sewage treatment plants, organic wastes such as food waste and livestock manure can be digested. Additionally, mechanical pretreatment, thermal hydrolysis, and chemical pretreatment would enhance the methane conversion of organic waste. Power generation systems based on internal combustion engines are susceptible to heat source losses, requiring breakthrough energy conversion systems such as fuel cells. To realize the energy positive sewage treatment plant, primary organic matter recovery from sewage, biogas pretreatment, and co-digestion should be optimized in the energy management system based on the knowledge-based operation.
In this study, the management and improvement of public small-scale sewage treatment facilities was investigated. In order to improve the effective management of the operation of small-scale sewage treatment facilities, treatment methods and the problems associated with sewage treatment were carefully addressed based on the data and literature. The investigation results showed that sewer pipes in rural areas should be repaired to prevent sewage from leaking and small-scale operations should be required to have effective management for pollutant loads less than 50%. Also, new methods should be developed for low concentrations of sewage. A law associated with FRP treatment facilities should be established and local governments need to supervise these operations to avoid insufficient and faulty construction. It is recommended that new facilities are built with advanced treatment techniques when the old facility can not comply with nitrogen and phosphorous discharge limits. Moreover, the study shows that nutrient and coliform treatment efficiency improves when abandoned facilities are renovated with the installation of nitrification/denitrification and disinfection processes or another advanced process.
The ${\Delta}^5$ sterols were measured in be sediments of Jinhae Bay surrounded by industrial cities to assess the sewage-derived contamination. The total concentrations of total sterols ranged from 2.03 to 19.56 ${\mu}g/g$ dry wt. The principal sterol was cholesterol with a contribution of more than 50% to total sterols. Coprostanol, providing an indication of long-term sewage loads, was found in all sediment samples and the concentrations were 0.03-3.86 ${\mu}g/g$ dry wt, accounting for 1-26% to total sterols. The cluster analysis of sampling stations indicated that the sewage-derived contamination was localized in inner Masan Bay.

In recent years, there have been emerging the establishment and extension of sewage treatment facilities in many cities due to population growth and high standard for sewage treatment. The objective of this study is to develop and implement a Data Management Library which could deal with enormous amount of graphic and attribute data effectively and afficiently. Based on the Data Management Library developed, the Sewage Treatment Management System(STMS) was Implemented and investigated in preparation for the extension of sewage treatment facilities. Cheongju city enviromental station was selected as a test site. We first analyzed current work flow in sewage treatment and then performed database design suitable for managing sewage treatment in effective fashion. The STMS consists mainly of two parts : one is for manipulating the graphic and attribute data and the other for application of sewage treatment related works. Conclusively, the STMS developed in this study could be utilized as a comer stone for an effective maintenance and management of sewage treatment.

Sewage treatment facilities are growing rapidly in quantitatively and qualitatively. However, privatization such as up-size and professionalism, etc. are insufficient, compared to global companies' cases. Infrastructure Asset management has not been applied widely despite of sewage treatment facilities are one of the most critical social infrastructure. Maintenance, repair, and rehabilitation (R&R) practices of sewage treatment facilities have been studied and infrastructures asset management techniques have been applied. Cost model which makes it possible to calculate managerial costs such as major cost, etc. needs to be developed only with project basic information when proceeding new sewage treatment facility construction and management and overseas sewage project. Effects to converse major repair cost into capital, application of sewage treatment facility's asset management, expected effects, etc. were analyzed and suggested an alternative on the improvements of legal system.

We apply VRP(Vehicle Routing Problem) to sludge collection system in this study. Sewage stores of villages are located in each village around a multipurpose dam. Sludge which is produced in sewage store of village is transported from the sewage store of village to the sewage treatment plants by the special purpose vehicle such as the tank lorry. In this paper, we propose sludge collection strategies which allocate each sewage store of village to sewage treatment plants and decide the schedule of sludge collection in order to collect sludge efficiently. The strategies aim to decrease transportation cost with deciding proposed vehicle routing and scheduling the sludge collection. When we decide route of vehicles, we consider the collection time in sewage store of village, distance between sewage store of villages and vehicle information as average velocity of vehicle, operation time of vehicle driver. We also develop the SCMS(Sludge Collection Management System) based on windows system with real data which is used in certain circumstance. And we experiment to figure out vehicle route and transportation cost throughout changing input data.

Increased quantities of sewage sludge coupled with stringent regulations make it important to develope alternatives for residuals management. The use of PARAFIX as a solidifying agent for sewage sludge was investigated by several tests. Basic physicochemical characteristics, strength, permeability, and leaching characteristics were examined. PARAFIX was found to be very effective in reducing permeability, increasing strength, and immobilizing heavy metals. Based on the tests, it Is ascertained that PARAFIX enhances the solidification of sewage sludge. Also sewage sludge solidified with PARAFIX may be used effectively for construction materials.
