전력서비스 중단이 전력소비자에 끼치는 충격은 소비자와 정전 특성에 달려있다 소비자 특성은 인구통계학적인 측면(주거형태와 가족구성원 수)과 전력공급 형태를 포함하는 반면에 정전특성은 발생 빈도, 기간, 시간과 요일을 포함한다. 따라서 이러한 소비자 정전비용의 평가는 상당히 복잡하고 주관적이다. 주거용 소비자들의 경우, 주거용 소비자에 대한 정전의 충격이 가시적이지 않기 때문에 소비자 조사 방법이 가장 적합할 것으로 보인다. 달리 말하면, 가사일과 정전으로 인해 여가의 가치가 각자 다르기 때문이다. 따라서 본 논문에서는 주택 수용가에 대한 정전 비용을 평가하기 위한 방법으로서 수용가 설문조사 방법을 선택하였다.

The main factors to bring out the power failure are trouble and operation power failure, the operation power failure of these includes about 85%. So, it is required that the without interruption of service method reduce the operation power failure. If we develop the without interruption of service method, the operation power failure will reduce greatly. It is necessary to develop the without interruption of service method which it solve various trobles (dissatisfacting solution of customer, sales revenue augmentation, and the reduction of the power failure negotiation work). The results of study are drawing up of the specification for temporary transmission methods, it of the working methods for them, and the scrutiny of the technology contents for them.

차세대 이동통신망 시스템인 3G LTE 시스템의 원활한 보급을 위해서는 기존의 3세대 이동통신망과의 핸드오버가 제공되어야 한다. 특히 음성서비스의 경우 핸드오버로 인한 서비스의 끊김은 사용자가 실제로 느끼는 서비스의 품질에 있어서 매우 민감한 부분으로 끊김없는 핸드오버 방법의 개발이 반드시 필요하다. 그러나 3G LTE망과 3G CS망 사이에서의 핸드오버의 경우 두 망 사이의 연동이 불가능하며 라디오 자원사용의 제약으로 인해 기존의 방법으로는 끊김없는 핸드오버를 제공하기 어렵다. 본 논문에서는 SCSE라는 새로운 entity를 제안하여 3G LTE망과 3G CS망 사이의 연동을 가능하게 하였으며 SCSE의 기능을 이용하여 핸드오버 과정을 간략히 하여 service interruption time을 최소화 할 수 있는 핸드오버 방법을 제안하였다. 또한 분석을 통한 성능을 평가 하였으며 결론적으로 제안된 SCSE 방법만이 사용자에게 끊김없는 음성 서비스를 제공하기 위한 요구 조건인 300 ms 이하의 service interruption time을 만족 시킬 수 있음을 확인하였다.

This paper presents an assessment of the customer interruption costs using a macro economic methodology of Korean customers by cities and provinces. The customer interruption cost is considered a very useful index in quantifying reliability worth from a customer point of view. This paper reviews the methodology to evaluate the customer interruption costs and ratio to the average revenues per electric energy sold for public, service agriculture, fishery, mining, manufacturing and residential sectors by cities and provinces in Korea.

This paper analyzes a discrete-time bulk-service queue with probabilistic bulk size, where the service process is interrupted by a Markov chain. We study the joint probability generating function of system occupancy and the state of the Markov chain. We derive several performance measures of interest, including average system occupancy and delay distribution.

The impacts of electric service interruption to customers depend on customer and interruption characteristics. Customer characteristics include demographic aspects(residential type, and number of household members) and power supply types whereas interruption characteristics include frequency, duration, time, and day of interruption. Accordingly evaluation of these customer interruption costs is very complicated and subjective. For residential customers, customer survey method seems most appropriate because interruption impact to residential customers is intangible. In other words, the value of housework or lost leisure due to interruption is individual. Accordingly, this paper selected the customer survey method to assess the interruption costs for residential customers.
