Service Plan of National R&D Report System Using KANO Model (KANO모형을 이용한 국가R&D보고서 시스템의 서비스 방안)

  • The relationship between a service provided via the information system and user satisfaction has been thought of as an important factor for the development of a new service for the information system. In this study, the twelve new key services that are applicable to national R&D report system were derived by web environment changes in step with IT technology developments in order to support the new service for the user. The twelve new key services are as follows; semantic search service for national R&D report, associated report service, RSS service, mesh-up service, topic-map service, open API service, personalized service, collective intelligence service, SNS service, unstructured data service, detailed search service, mailing service. To assess the quality attribute of the twelve new key services in the national R&D report system, a survey was performed. In conclusion, a stepwise service plan for the national R&D report system was proposed which would use the satisfaction coefficient and the results of the service classification. The following step-by-step service should be developed by in this way. The unstructured data service, personalized service, associated report service, topic-map service, open API service, and the collective intelligence service are needed to develop the first step and RSS service, mesh-up service, semantic search service for the national R&D report, mailing service, detailed search service, and SNS service are needed to develop the second step.

Development of Agenda Priority for Nursing Service Research and Development (간호서비스 연구개발 분야에서의 우선순위과제 도출)

  • Purpose: The purpose of this study was to suggest agenda priorities for nursing service R&D (Research and Development) related policies development. Methods: Two steps in developing the agendas and priorities were performed in this descriptive study. First, nursing service R&D agendas were extracted through needs assessment of nursing researchers and practitioners. Then, the priority of agendas was set by Analytic Hierarchy Process by ten experts who were representatives of nursing and other healthcare professionals. Results: Six core areas and forty-six nursing service R&D agendas were developed. The priority of agendas was different according to the evaluation criteria depending on weight value of nursing services. Conclusion: In order to select and promote nursing service R&D projects within national healthcare policy, nursing service R&D policy should be proposed with consideration to the importance of the criteria in reflecting characteristics of nursing care. By strengthening R&D capabilities for quality improvement and sensitive awareness of national directions for healthcare R&D policies, nursing service R&D can be appropriately promoted.

Impact of R&D Expenditure Size on financial Performance Focused on the IT Service Industry (IT서비스 기업의 연구개발 투자규모와 재무성과와의 관계 분석)

  • Due to economic turbulence and fierce competition in the IT service industry, companies have been seeking breakthrough of offerings by investing in research and development (R&D). This paper aims to examine the impact of R&D expenditure size on financial performance focusing on Korean IT service companies. The expected growth rate of revenue and net profit in the upcoming two years were analyzed based on three groups according to different R&D expenditure rates using collected data from 100 of IT service companies. Unlike our presumptions, our finding presents a non-significant relationship between the R&D expenditure size and companies' financial performance. An interesting result among others is that all companies invested in R&D strongly believe there will be an increase of their financial performance in the future.

  • In this study, to verify the effectiveness of the persona-type consumer analysis data service, a study was conducted focusing on the consumer analysis service use case of www.ethno-mining.com. The case was targeted at the 'Small Business Design Difficulty Resolving Support Project' of the Gangwon Institute of Design Promotion. The progress of this study was to develop a questionnaire to measure the user satisfaction and effectiveness of the service, study the consumer analysis data of the persona method of the www.ethno-mining.com system, study related theories, compare similar services, and conduct questionnaires; The results were analyzed and tested. In the result of testing the participants in the 'Small Business Design Difficulty Resolving Support Project' of the Gangwon Design Promotion Institute, the persona-style consumer analysis data got a positive response in terms of user satisfaction, and a regression that measures the effectiveness of the service on the company's R&D In the analysis, it was found that there are practical effects for companies by reducing time, reducing costs, smooth communication between developers, securing expertise in consumer analysis, and improving the overall quality of R&D during R&D.

  • Purpose: This empirical study is focused on the relationship between innovation capability (R&D and Human Resource innovation) and performance in knowledge-based service firms. Methods: We build research model to test how each of innovation capability on technology and human resource is influenced on their financial and non-financial performance in the knowledge-based service industries. Based on the previous research, we hypothesized the factors are regarded innovation capabilities of the firms as the scale of R&D and human resources. Because this study is especially targeted to the performance of knowledge-based service firms. With the survey on 424 main knowledge-based service firms, the multi-regression analysis was performed. Results: The result showed that the scale of R&D and human resources capabilities are main factors for knowledge-based service firms' performance, which reflects the current industrial structure. Conclusion: This study empirically demonstrated that human resources are most important to the growth of knowledge-based service firms.

  • With advancement in information technologies and a better mobile environment, the paradigm of service is shifting again from web portals to networked-applications based on individual application programs. Furthermore, as more investment is being made in R&D, the efforts to enhance R&D productivity are becoming important. In this paper, we designed a personalized service model for developing a tool to assist researchers in their R&D activities. To do this, we first compared services and tools in terms of information activities of researchers in R&D. In addition, we also analyzed changes of information environment such as open expansion of information and data, enhancement of personal information protection, popularization of social networking service, very big contents, advances in web platform technology in terms of personalization, and defined some directions of developing a personalized service. Subsequently we designed a personalized service model of research support tool in the views of functions, contents, operation, and defined personalized design goals and principles for implementing it as standard, participation, and open.

A Study on the Selection of Service Business for Introduction of R&D Center Accreditation System for Knowledge Based Service Firm (지식기반서비스 산업 기업연구소 인정제도 도입을 위한 업종선정에 관한 연구)

  • Korea has accomplished rapid industrial development based on the manufacturing industry. However, the growth potential has been slowing down lately due to some reasons including low employment creation rates. Also, competitions in the manufacturing industry with China and developing countries in Asia are constantly intensified. Advanced countries maintain economic growth based on the competitiveness secured by changing its industrial structure into service oriented economy. Accordingly Korean government announced various policies to promote service industry and stimulate R&D activity for the advancement of knowledge based service industry. For promoting R&D of private firm, R&D center accreditation system for knowledge based service firm is going to be introduced. However, the accreditation system needs to be revised because it was established based solely on manufacturing business. Under the existing system, subject firms for government support are selected based on R&D activities. However in service area, the difference between R&D activity and business activity is indistinctive due to its nature so that the range of subject firms can be expanded too much. So it is more practical to select major service businesses and operate the system with selected businesses. There also should be proper logic to select major service business from the whole service businesses. We have to consider Koean industrial structure which is heavily dependent on manufacturing business and has weak competitiveness in service business when preparing the logic. In this paper, we study how to set up the range of service business and the requirements for R&D center accreditation. For this, this paper analyzed the ripple effect on the economy of service businesses based on input-output analysis, R&D activity and capability to put the resource for R&D. Based on the analysis result, we suggest methods to screen subject companies for R&D center accreditation among service business and present possible measures on manpower and physical requirement for service industry's R&D center accreditation system.

User Needs Analysis and Information Visualization of National R&D Information Navigation Service for Improving Usability (사용성 향상을 위한 국가R&D정보 내비게이션 서비스의 사용자 니즈 분석과 정보 시각화)

  • This paper presents the user needs analysis and information visualization for the development of a semantic-based national R&D information navigation service in information service planning phase, which converges and fuses NDSL databases and NTIS databases. To investigate and analyze the user needs for improving usability, we make an improvement plan for R&D information services via a survey targeted at 30 persons, and on-site interviews targeted at 12 persons, almost of who are researchers in industries, universities and government-funded institutes. To design new information visualization service, we propose an interactive national R&D information visualization service, which is provided in navigation type, and prescribe persona and screen prototyping according to the user needs analysis. We design the national R&D information convergence/fusion architecture based on the NDSL databases, including 345,411 academic articles, 620,555 co-authors and 49,958 reports and NTIS databases including 187,466 national R&D projects. We expect that the national R&D information convergence/fusion architecture contributes to R&D information convergence/fusion as a leading model/standard and the interactive navigation-typed information visualization service strengthens usability continuously.

Analysis of R&D efficiency for IT SMEs (IT 중소기업의 연구개발투자 효율성 분석)

  • Employing firm-level data during the period of 1980-2006, this paper analyzes the R&D efficiency of IT SMEs. We focus on comparing the R&D efficiency of IT SMEs with that of large-sized IT firms and non-IT SMEs. The results are summarized as follows. First, the R&D investment of IT SMEs has not been increased since 2000. In IT manufacturing industry, the portion of the R&D investment of IT SMEs is no more than 10.6% in 2005. Second, we analyze the innovation capacity of SMEs with the number of the patent application. The result is similar with the trend of R&D investment. The portion of the patent application of SMEs has not been increased since 2000. Third, the R&D efficiency of non-IT firms is higher than that of IT SMEs regardless of the firm size. The R&D efficiency of non-IT SMEs is over three times as large as that of IT SMEs. Meanwhile, The R&D efficiency of the large-sized non IT firms is 1.86 times as large as that of IT large-sized firms. Finally, we estimate the R&D elasticity and compare between IT manufacturing and service industry. The result shows that the R&D elasticity of IT service industry is higher than that of IT manufacturing industry, regardless of firm size.
